An English School of International Relations Approach to Public Diplomacy: A Public Diplomacy Framework for Global Governance Issues

  • Throughout the six decades evolution of the public diplomacy concept, international relations approaches have remained at the margins of the field. An important international relations theory that has been virtually non-existent in the public diplomacy literature is the English School of international relations. This theory has been the centerpiece of literature in diplomatic studies, but curiously, has not been applied to public diplomacy. In this editorial, I outline a public diplomacy framework for global governance issues that builds on the English School and Pamment's framework on the intersection of international development and public diplomacy.

The Japanese Factors Influencing the Formation and Development of Modern Corporate: Public Relations Means and Activities in Korea (한국의 기업 PR 수단 및 활동의 발전과정에 관한 연구: 일본의 영향을 중심으로)

  • This study examined the Japanese factors influencing on the formation and development of modern corporate Public Relations means and activities in Korea. It centers on the introduction and acceptance of CIP, corporate Public Relations advertising, house organ in dealing with corporate Public Relations Communication means and corporate philanthropy through corporate foundation, the Public Relations activities of the economic world in case of corporate Public Relations activities. It analyzed the Japanese factors by examining the emphasis of Public Relations activities and the practical use of communication means relating to corporate Public Relations, focusing on the specific character of corporate Public Relations activities. Centering on the area related to corporate Public Relations from the standpoint of historical development, it approached the point at issue selected as the subject of it through comparing the state of things between Korea and Japan. The results show that Japanese influences have been exerted widely on the formation and development of corporate Public Relations means and activities in Korea. However, it leaves no objection that Japan accepted Public Relations theories and practices of the United States, the birthplace and suzerain state of Public Relations, in the beginning and developmental stages. Therefore, U.S. influences cannot be denied in terms of Public Relations in Korea although it was accepted and developed after introduced from Japan.

  • The purpose of this essay is to converge the theory of communicative action Into the new paradigm of 'public relations democracy.' The notions of communicative action rationality, the public sphere, and deliberative democracy led new public relations paradigm approaches including meaning sharing, media access enlargement, and theoretical ramifications for the powerless. As Habermas prospected the power of comprehensive rationality to solve post-capitalist problems, the paradigm of public relations democracy visions the new era of public relations equipped with rhetorical and critical approaches. The new paradigm tries to overcome functional fallacy and embraces the concept of public interest. The paradigm of public relations democracy aims at integrating all three levels of public relations activities such as individual, organizational, and social levels, and pursues to enlarge the public sphere through increasing communicative actions and resolving social conflicts. Habermas's critical theory exhibits an opportunity for public relations theory building.

  • The aim of this study is to provide basic data in establishing marketing strategies for hospital by analyzing effective public relations of hospital through attitude and awareness on medical public relations by employee of hospital. The awareness on medical public relations by employee of hospitals were highest among aged 50s or above and above university graduates from the level of education, and from hospital management from types of duties and from those who have worked for more than 10 years. The methods medical public relations positively regarded by employee of hospitals were 'Appearing at health programs' followed by 'Periodicals like magazines and books', 'Issuing of hospital bulletins to homes of patients visiting hospitals'.

  • This study aimed to enhance our understanding of the public relations of public libraries through newspaper article analysis. Thus, this study built a theoretical background on the public relations of public libraries through newspaper articles. It examined newspaper articles on Eunpyeong Public Library in 2010 according to newspaper classification, article type, and article content among others. Accordingly, this exploratory case study, which used the methods of content analysis, interview, and site visit, analyzed them, with emphasis on such factors as the subjects, objects, direction, contents, and methods that influenced the public relations of public libraries.

  • In order to reconstruct the concept on the public relations of public libraries, this study builds a theoretical background on the public relations of public libraries and tries to systemize the public relations of public libraries utilizing the Linkage System by Grunig & Hunt. Emphasizing the importance of the communication between the organization and its environment, Grunig & Hunt theoretically systemized the Linkage System of the organization. Adopting the Linkage System, this study tries to conceptualize the subjects, objects, directions, contents, and methods on the public relations of public libraries.

An Analysis of Hospital-Related Articles in Daily Newspapers (일간신문의 병원과 관련된 기사 분석)

  • Hospitals under competitive environment are getting more interested in PR(public relations) as a means of marketing. A typical form of public relations for the hospital is publicity, and its principal instrument is the press release that provides the mass media with the raw material and background for a news story. The purpose of this paper is to examine and analyze the public relations articles associated with hospitals in the section of health care in major daily newspapers. Three major daily newspapers, Chosun, Joongang and Hankyoreh have been analyzed for a year from January 1, 1998 to December 31, 1998. All articles in the health care section are classified by content, size, press comments, and style. This study has found some perverse aspects of the public relations such as the preponderance of health articles on tertiary medical institutions, inappropriate publicity focused on certain medical treatments, doctors, and hospitals, and the positive press comments on the hospitals that are affiliated with the same corporate group as the newspaper.

Government Public Relations Practitioners' Perceptions toward Media Relations and False Reports: A comparative Study between the Noh Moo Hyun and Lee Myung Bak Governments (정부 홍보담당자들의 언론 관계와 오보에 대한 인식 조사: 노무현 정부와 이명박 정부 홍보담당자 비교 연구)

  • This study investigated the general perception of government public relations practitioners in the Noh Moo Hyun and Lee Myung Bak administrations toward media relations and false reports. It examined whether these government public relations practitioners' perceptions are different according to changing government public relations circumstances. This study also investigated how the perceptions of public relations practitioners toward media relations in two different governments affect the overall perception toward false reports. The results showed that the two groups had different perspectives toward media relations, false reports and the causes of false reports. Moreover, the perspectives toward media relations influenced their opinions about false reports. However, they had similar opinions about the way of preventing false reports.

Foreign-Born Public Relations Faculty Members' Relationship with their Universities as a Soft Power Resource in U.S. Public Diplomacy

  • With globalization and new communication technologies, governments aim to cultivate relationships with their foreign publics. This goal represents the convergence of the public relations and public diplomacy domains. In this regard, this study aims to explore how foreign-born faculty members' attitudes and behaviors toward the U.S. are shaped by their relationships with their universities. Findings confirm a significant link between foreign-born faculty members' perceived relationships with their universities and their attitudes and behavioral intentions toward the U.S. The authors conclude that a positive relationship between universities and foreign faculty members can serve as a soft power resource in U.S. public diplomacy. This study contributes to governments' public diplomacy efforts by analyzing the roles of the foreign-born faculty members as strategic communication channels in cultivating relationships between a host country and their homelands.

Meta Analysis of Theories in PR research 2003-2012 (피알 연구이론의 메타분석 2003-2012)

  • The year 1997 was when Korean Journal of Public Relations Research started to publish research articles. This study addresses the issue of theories in Korean public relations research. A total of 166 research papers are analyzed to see characteristics and changes during 2003-2012. Through this meta analysis, the researcher tries to see the big picture and discusses the right direction for the future of the public relations in many ways. Three different groupings were adopted to classify theories in the 10 year perion - 1. origins of theories(public relations field, related neighbor field, distant field), 2. target of analysis(individual, organization, society), 3. level of approach (systematic pluralistic, rhetorical, critical approach). According to the findings, though getting better, it was 'cold season' in public relations research because theories utilized in Korean public relations research were not very excellent qualitatively and qualitatively. Interdisciplinary approach is discussed.
