조선초기 공기록물(公記錄物) 관리제(管理制)의 개편 (The Reformation of the Public Record Management System in Early Chosǒn Dynasty)

  • $Chos{\check{o}}n$ Dynasty was governed by the words of king, however, if they were not announced by the form of public document, they were useless. Therefore, the form of public document was the symbol of governing activity, and it was very important to manage the public record in operating the nation affairs. However, the point we should consider is that $Chos{\check{o}}n$ Dynasty, in the case of managing the public record, edited 'the original' instead of preserving them. And so, the preservation of the public record was deeply related to the editing of history. In Late Korea dynasty, the management of the public record got into utter confusion and so many troubles were occurred. In order to resolve these problems, the movements which innovated the public record managements system was gradually extended. This movements were continued in $Chos{\check{o}}n$ Dynasty. Finally, through the several modification procedures, the rules of public record management were legislated by 'Kyong Kuk Dae Jeon'(經國大典). Especially, by laws of 'Kyong Kuk Dae Jeon', not only the daily records of Secretary Department(承政院) but also the important documents which was related to the government branch should be booked in the last decade of the year and the number of the books had to be reported to the king. This rule made certification of the fact that the king was the last confirmer of the public record management. In addition, through the procedure of printing the record of the national affairs, and the diplomatic once in three years, and then preserving that public record in the National Department(議政府), other departments responsible and the archives, the National Department practically took part in the public record management. The management system was also changed in order that the public record was virtually used and consulted before taking the procedure of immortal preservation. All public documents were classified by the definite rule and filed in a same volume. After classifying and filing, certainly, for making convenience of reference and application of public record, records were indicated by the paper card. It may be that, after the step of reference, application and indicating, the public documents were gradually transferred to the next step. In these procedures, Early $Chos{\check{o}}n$ public documents system was confirmed.

A Strategy for Adopting Server Virtualization in the Public Sector: NIPA Computer Center

  • Many public organizations have been adopting and operating various servers. These servers run on Windows, Unix, and Linux operating systems that generally use less than 10% of their capacity. For migrating a public organization to cloud computing, we must first virtualize the server environment. This article proposes a strategy for server virtualization that the National IT Industry Promotion Agency (NIPA) has done and describes the effects of a public organization migrating to cloud computing. The NIPA Computer Center planned an effective virtualization migration on various servers. This project of virtualization migration was conducted with the existing policy of separate x86 servers and Unix servers. There are three popular approaches to server virtualization: a virtual machine model, a paravirtual machine model, and virtualization at the operating system layer. We selected a VMware solution that uses the virtual machine model. We selected servers for virtualization in the following manner. Servers were chosen that had the highest rate of service usage and CPU usage and had been operating for five years or more. However, we excluded servers that require 80% or greater rates of CPU usage. After adopting the server virtualization technique, we consolidated 32 servers into 3 servers. Virtualization is a technology that can provide benefits in these areas: server consolidation and optimization, infrastructure cost reduction and improved operational flexibility, and implementation of a dual computing environment.

경남형 DRT 브라보택시 도입 이후 이용자 의식변화 기초연구 (Preliminary Research on Changes in User Awareness Since Operation of Bravo-Taxi as Gyeongsangnam-do DRT)

  • 경상남도에서는 경남 내 대중교통 서비스 소외지역 주민의 이동권을 보장하기 위해 2017년부터 택시차량을 활용한 경남형 DRT인 브라보택시를 운영 중이다. 본 연구는 2017년 브라보택시를 운행하기 시작한 경상남도의 대중교통 소외지역을 대상으로, 브라보택시 운행 이후 이용자의 의식변화를 2년에 걸쳐 조사·분석하였다. 본 연구를 통해 대중교통 소외지역 주민의 이동성 제고, 이동시 소요시간 감소, 기존 버스대비 브라보택시 선호도 증가 등 택시형 DRT의 긍정적인 효과를 확인하였다. 반면, 현재 브라보택시 제도의 문제점도 파악할 수 있었다. 일부 지역에서는 브라보택시의 이용쿠폰이 충분하지 않거나, 고정된 시간에 운행하는 브라보택시의 경우 이용자가 원하는 시간대와 운행시간대가 맞지 않아 만족도가 떨어지는 것으로 나타났다. 본 연구의 결과는 타 지자체에서 운행 중인 택시형 DRT의 서비스 지속성을 위한 기초자료로써 활용될 수 있을 것으로 기대한다.

공공 R&D 기관의 기술 상용화 과정에 관한 시스템 사고 분석 (The Analysis of System Thinking on the Commercialization of Public R&D Research Institute)

  • Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research & development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

DEA를 활용한 부산광역시 준공영제 시내버스 운용 효율성 평가 연구 (An Analysis on Efficiency and Influencing Factors of the Quasi-Public Bus Operating System in Busan Metropolitan City Using DEA)

  • 부산광역시의 시내버스 준공영제 실시 이후 운영 효율성 요인을 실증적으로 분석하였다. DEA 분석결과, CRS의 경우 지하철 1호선과 환승 가능한 버스노선의 연도별 효율성은 2010년도가 가장 높았다. 지하철 2호선과 환승 가능한 버스노선의 연도별 효율성은 CRS 평균이 연차적으로 점차 향상되어 2016년 0.923로 가장 크게 나타났다. 지하철 3호선과 환승 가능한 버스노선의 연도별 효율성이 2009년부터 2015년까지는 점차 향상되는 모습을 보이다가 2016년도에는 다시 하락하였다. 전체 134개 노선의 4개 연도 536개 노선 중 비효율적으로 나타난 노선은 205개이다. 205개 노선의 효율성을 제고하기 위해서는 규모의 축소 즉, 노선의 운행횟수 등을 감축해야 함을 시사하고 있다. 또한 Tobit 회귀분석을 활용하여 분석결과, 운영 효율성 지수에 유의미한 영향을 미치는 요인으로서는 소요시간이 가장 컸고, 그 다음으로 이용객수, 환승객수의 순으로 나타났다.

행정정보 데이터세트의 기록관리 방안 (Managing Data Set in Administrative Information Systems as Records)

  • 기록관리 전문가와 학자들은 행정정보 데이터세트 기록의 관리 필요성과 그 시급성을 역설하여 왔으나 실제 현장에서 데이터세트의 관리는 시행하지 못 하고 있는 실정이다. 데이터세트는 기술 종속적인 특성과 방대한 규모는 물론 시스템별 다양한 운영 환경으로 인해 현행 종이기록 중심의 표준 기록관리 지침과 절차를 적용하기 어렵다. 무엇보다 데이터세트 자체의 고유한 특성을 수용하는 관리체계가 필요하며, 그 관리 방안은 업무 현장에서 적용할 수 있어야 한다. 이 연구는 공공기관에서 실제 운영 중인 행정정보시스템의 데이터세트의 현황을 조사한 분석 결과에 기반하여 데이터세트 관리 방안과 절차를 개발하여 제시하였다.

DEVELOPMENT OF THE ANTI-CORRUPTION OPERATING SYSTEM ON CONSTRUCTION CONTRACTS AND PROCUREMENTS IN KOREA

  • The present Korean laws related to anti-corruption are not effective in preventing corruptions[1]. In this context, the purpose of this study is to build the proactive anti-corruption operating system that has the function to prevent corruptions from occurring in the contract and procurement sector of Korean public construction projects. The proactive anticorruption operating system consists of four parts ; developing integrity performance manual(IPM), making integrity performance plan(IPP), practicing IPP, and integrity performance evaluation(IPE). By analyzing various kinds of audits and relevant laws and interviewing with government officials and staff in construction companies, the causes and stereotypes of corruptions and the concept, role, and guide of IPM, IPP, and IPE are provided in this paper.

종합병원 수술실 종사자의 마취가스 노출에 관한 연구 (Employee Exposures to Waste Anesthetic Gases in Hospital Operating Rooms)

  • This study was performed to investigate employee exposures to waste anesthetic gases, such as enflurane and sevoflurane in operating rooms of general surgical, children's and dental clinics of a large hospital located in Seoul and to analyze factors affecting the concentrations of waste anesthetic gases. The results of the study are summarized below. 1. Based on results of personal and area samples for airborne enflurane, all of the employees investigated in this study were exposed to airborne enflurane concentrations below the ACGIH-threshold limit value (TLV) of 75 ppm. 2. However, based on results of personal samples for sevoflurane, employees of two (2) out of eleven (11) operating rooms were exposed to sevoflurane concentrations in excess of the NIOSH recommended exposure limit (REL) of 2 ppm. A similar trend was found in the area samples. 3. To investigate the source of sevoflurane emissions, airborne sevoflurane concentrations were measured on an anesthesia machine, a drug cabinet and a desk. It was indicated that the geometric means were 0.93 ppm, 0.83 ppm and 0.72 ppm, respectively. 4. Factors affecting waste anesthetic gas concentrations were the age of anesthesia machine, the volume of operating room and the extent of ventilation (p<0.05). 5. It is recommended that the use of anesthesia equipments be properly controlled, the operating room be well ventilated, and the airborne concentrations of anesthetic gases be continuously monitored.

공적(公的)관리에서의 참여형 관개관리(PIM) 모델 (A Study on the Participatory Irrigation Management under Public Irrigation Management System)

  • There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.

공공관리제도의 평가지표에 대한 사업참여자의 만족도 및 사업참여의사에 관한 연구 (Research for Relations between Satisfaction of Participants and Intension of Participation in terms of Evaluation Indicators of Public Management System)

  • 본 연구는 공공관리제도의 도입에 통해 도시정비사업의 효율적인 운영이 이루어 질 수 있도록 시사점을 제언하는데 목적이 있다. 특히, 공공관리제도의 평가를 위해 이론 및 선행연구 고찰을 통해 평가요인을 구축하고, 전문가 설문(FGI) 및 BSC 성과평가 도구를 바탕으로 크게 사업계획 및 수단의 선정, 참여조직의 운영, 참여촉진 및 유도, 사후관리 및 지속성, 사업의 경제성으로 평가분야를 도출하였다. 이렇게 도출된 평가분야 및 요인을 바탕으로 공공관리제도가 실행되고 있는 도시정비 사업지를 대상으로 설문을 실시하여 평가요인에 대한 개별만족도와 사업 전반에 대한 종합만족을 통해 사업의 지속적 참여의사를 측정하였다. 측정된 지표를 바탕으로 PLS구조분석을 실시한 결과 다음과 같은 결과를 도출하였다. 분석결과, 공공관리제도에 대한 평가요인 중 사업계획 및 수단의 선정, 사후관리 및 지속성 그리고 사업의 경제성이 종합만족도에 유의한 영향을 미치는 것으로 나타났으며 경로계수 값에 따라 사후관리 및 지속성, 사업의 경제성, 사업계획 및 수단의 선정 순으로 영향이 높은 것으로 도출되었다.
