The paradigm of health promotion requests community participation and its active problem-solving. Community is conceptualized as a resource pool to be organized. Such resource is called community capacity. Community participation is a process of capacity building. Community voluntary associations are considered as valuable resource to be used for health promotion. This paper tried to identify the network structure among community voluntary associations and to infer the possibility to make such network of organizations participate in health promotion programs. Two survey data were used for this research: 1) Measurements and Evaluations of Community Capacity on Dobong-gu (N=94) 2) A development plan of health medicine service to be Healthy Gangdong-gu (N=69). The questionnaire included such variables measuring community capacity as leadership, membership, organizational resources, and inter-organizational network, etc. Both regions had the following common characteristics: 1) There were positive correlations between the organization's budget and membership. 2) Organizational types were associated with their founded years. Two regions showed the following differences: Dobong displayed the high density of community organizations, but Gangdong showed the low density. Dobong community organizations were able to be classified into three network clusters such as women & environments, youth & adolescent, and sports organizations. Each cluster of organizations favored the different type of health promotion programs. Gangdong community organizations were less developed, and not possible to be clustered. Depending upon the level of community capacity or community organizations' differentiation, the strategy of community participation could be settle down in different ways. Particularly the health agency had to pay more attention to support the growth of civil organizations.

Background: Breaking the chain of disease transmission from overseas is necessary to control new infectious diseases such as coronavirus disease 2019 effectively. In this study, we developed a mobile app called Self-Symptom Checker (SSC) to monitor the health of inbound travelers. Methods: SSC was developed for general users and administrators. The functions of SSC include non-repudiation using QR (quick response) codes, monitoring fever and respiratory symptoms, and requiring persons showing symptoms to undergo polymerase chain reaction tests at nearby screening stations following a review of reported symptoms by the Korea Disease Control and Prevention Agency, as well as making phone calls, via artificial intelligence or public health personnel, to individuals who have not entered symptoms to provide the necessary information. Results: From February 12 to March 27, 2020, 165,000 people who were subjected to the special entry procedure installed SSC. The expected number of public health officers and related resources needed per day would be 800 if only the phone was used to perform symptom monitoring during the above period. Conclusion: By applying SSC, more effective symptom monitoring was possible. The daily average number of health officers decreased to 100, or 13% of the initial estimate. SSC reduces the work burden on public healthcare personnel. SSC is an electronic solution conceived in response to health questionnaires completed by inbound travelers specified in the World Health Organization International Health Regulations as a requirement in the event of a pandemic.
Objectives : The purpose of this study was to identify the relationship between decision-making types, public entrepreneurship, and performance management of local public hospital directors. Methods : A questionnaire survey was carried out to assess the dependent variables of directors' decision-making types and public entrepreneurship. The analysis of management performance was carried out through a comparison between 2016 results of, data of variation rate on medical revenue and change rate on medical profit and results in 2015. Results : Results indicated that local public hospital directors who used rational decision-making showed better performance management. The analysis showed that enterprise had a greater positive effect (+) on variation rate of medical revenue than that of innovation. However, innovation had a higher positive effect (+) on change rate of medical profit than that of enterprise. These results suggest that innovation and enterprise have a major influence on performance management. Conclusions : The survey used for this study suggests that an education and training program is needed to improve public hospital directors' ability for rational decision-making, public entrepreneurship and performance management. Additionally, the policy change guaranteeing autonomy within the proper range is demanded that Local Public Hospital Director having spirit of innovation and enterprise achieves peak capacity and have responsibility for management.
A rapid decrease of total fertility rate to 1.08 in 2005 prompted the Korean government to plan and implement a '5-year plan for ageing society and population policy' starting from 2006. The 1st and 2nd 5-year plans had not shown any discernible impact on the fertility and the 3rd 5-year plan was launched in 2016. However, the fertility rate is going down further. The author reviewed the contents and assessment reports of the fertility promotion plan to suggest ideas for complementing the shortcomings of it. Author defined the major determinants of marriage and child birth as philosophy, politics, sense of value, social norm, culture, healthcare, and education. The plan was examined in view of these determinants. Transformation of Korea from an agricultural society to an industrialized society in a short period of time had brought about changes in most of the determinants of marriage and child birth; in particular philosophy and sense of value. These aspects were not put into consideration in the plan. Author suggested to launch a social education program for the general public to establish a sound philosophy of life, reform the sense of value on family, child birth and education, and cultivate the skill to draw a consensus through discussions on the social issues. A special program to promote marriage of women at the optimum age for child birth was proposed. The government should implement well balanced policy for economic development and labor. Multidisciplinary approach was recommended for these tasks.
The purpose of this study was to analyze on child counseling services of child welfare policy in Korea. Furthermore the results of analytic research were done to serve as the basic data for guidance and policy of Korean child welfare in future. The analytic data of this study were used from yearbook of health and welfare statistics(1998), ministry of health and welfare, republic of Korea. The main results obtained were as follows. 1. There were 47 guidance centers for children in Korea, and public guidance centers were 9, and private 38. 2. There were much more guidance centers in Holt Children's Services than in any other centers. 3. In terms of the occurrence of the cases, common children were about 40%, and juvenile delinquents, the scum of the street, and runaway children were from 17 to 20% of the total cases. In conclusion, government and nongovernment should provide various counseling services for the children. The data are discussed with respect to the implication of child welfare policy for attaining counseling services.

Sanitary officials answered that supervision and regulation of insanitary and/or subquality foods, planning of food sanitary administration, and permission and filing of restaurant business were their important affairs. They replied that the most serious problem of sanitary affairs was 'lack of contribution to the public health' (40.9%), 'putting first in supervision' (26.4%), and 'lack of personnels' ( 19.1 %), and the most important thing to improve sanitary affairs was the substantial inherent affairs. And they indicated that the agency to be desired for sanitary affairs control was the sanitary department (51.6%), the health center (25.4%), For the degree of satisfaction in affairs, 29.1% of sanitary officials felt proud, 59.6% felt overwork, 59.3% hoped transferring to other worksite and the major reason of transferring was lack of promotion opportunity in officials of sanitary department. disciplinary punishment and social corrupt view in officials at health center. The 41.1 % of sanitary officials at sanitary department didn't know that sanitary affairs had been stated as affairs of the health center in Community Health Act. After transferring affairs control to the health center, 14.4% of them felt more proud of affairs but 20.0% less proud. 23.2% more satisfactory but 22.4% more dissatisfactory. and 64.8% answered that sanitary affairs did not change. Objectives: This study was conducted to evaluate the vulnerability of the human health sector to $PM_{10}$ due to climate change in Incheon over the period of 2005-2014. Methods: Vulnerability to $PM_{10}$ consists of the three categories of climate exposure, sensitivity, and adaptive capacity. The indexes for climate exposure and sensitivity indicate positive effects, while adaptive capacity shows a negative effect on vulnerability to $PM_{10}$. The variables in each category were standardized by the rescaling method, and respective relative regional vulnerability was analyzed through the vulnerability index calculation formula of the Intergovernmental Panel on Climate Change. Results: Regions with a high exposure index were the western and northern urban areas with industrial complexes adjacent to a highway, including Bupyong-gu and Seo-gu. Major factors determining the climate exposure index were the $PM_{10}$ concentration, days of $PM_{10}$ >= $100{\mu}g/m^3$, and $PM_{10}$ emissions. The regions showing a high sensitivity index were urban regions with high populations; these commonly had a high mortality rate for related diseases and vulnerable populations. Conclusions: This study is able to support regionally adjusted adaptation policies and the quantitative background of policy priority since it provides information on the regional health vulnerability to $PM_{10}$ due to climate change in Incheon.
Purpose : The aim of this study is to identify current situation and issues of outcome measures to evaluate the public health programs using traditional medicine by public health centers in Korea. Method :This study analyse and review existing data and documents related to traditional Korean medicine and health policy using contents analysis method. To collect the information on outcome measures evaluating the programmes, this study reviewed annual reports for health promotion programmes using traditional Korean medicine(HP-TKM) of Hub public health centers, as pilot public health centers, which have implemented the health promotion programmes collectively. Additionally, the review included research articles, government documents and book chapters on the topics related assessments in health promotion. Results :HP-TKM are stroke prevention education, smoke free program, health promotion according to Four Constitutional Medicine, home visiting treatment, etc. However, there are only a few studies of traditional medicine focused health promotion evaluation strategies. The benefits of health promotion programs using TKM can be categorized as non-health benefit, physiological, psychological and physical effects. To manage and monitor the intervention programmes efficiently, attention should be given to developing relevant and valid outcome measures for evaluating the programmes by government and public health center. Conclusion :Up to now, considering number of researchers, research projects undertaken or published articles and reports, within traditional Korean medicine there is a lack of capacity in research. Thus, government should pay more attention to developing relevant and valid outcome measures for evaluating the programs.
