  • One of the most fundamental and the oldest issues in the provision of health care throughout the world has been the issue of the role of the public and private sector of health care, and the relationship between them. This paper describes issues associated with the concept of health oriented partnerships in the United Kingdom and seeks to contrast public and private partnerships both in health and in health care. In the United Kingdom it is suggested that health care is conceived by the population to equate to the National Health Service(NHS) with "add on" private health care for certain sectors of the community and within certain well defined clinical parameters. This paper can provide us with valuable information on the characteristics of UK health care systems, current health policies as well as issues relating to the public and private partnerships in health/ health care in the UK, thus offer important policy implications for the improvement of Korean health care system which lacks health-oriented coordinations and partnership between public and private sector very considerably.

  • A major purpose of this article is to provide ethical aspects in public health. This is not intended to establish theoretical and philosopical argument for issues of health care ethics, but intended to describe the necessity of ethics education in public health. The increase in medical science to sustain life and the failure to provide corresponding ethical guideline in public health have created new ethical problems. All members in public health trainning programs should not only have an interest in health care ethics, but also have an ability to reach decisions in ethical problems related to community. The goal of ethics education in public health is not to improve the moral character of health care providers but rather to provide them with the conceptual abilities and decision-making skills they will need to deal successfully with ethical issues in public health research and practice. Obviously. the ultimate goal is to increase awareness of human values in health care.

  • In summary, air pollution issues in the United States are addressed by a core group of regulations supplemented by active Interventions as needed by public health agencies. The strategies employed by public health officials must be flexible and innovative to address the needs of the citizens, As you can see from the examples cited above, the collaboration of public health agencies can be critical in protecting communities from adverse exposures. In the US state and local governments have the primary responsibility for health and safety issues, including those associated with air pollution. The federal agencies have responsibilities when activities between states are involved and or the issues are of national significance. Significant challenges and opportunities remain to identify the relationship to air pollution and other environmental factors and the incidence of disease, and hence develop and implement Intervention strategies.

And then appropriateness of the indicators were evaluated by professional researchers in health promotion field for consensus building by email questionnaire. Based on survey and professional consensus meeting, 11 performance indicators were tailored in four perspectives as well as 6 strategies and 10 strategic goals, which are steps for accomplishing shared vision of health promotion team. For details, refer to the paper. Most members of health promotion team were satisfied with the indicators. However issues such as low level of recognition and familiarity with a new concept of BSC, and cultural resistance to strategic approach in public organizations should be addressed for future application and dissemination of BSC technique to public health organizations.
