In recent years, the intellectual property rights (IPR) are increasingly becoming trade goods and the subject of international trade negotiations. During the past decades, intellectual properties earned critical importance for economic development in both developed and developing countries. Developed countries, headed by the United States, that recognize the economic value of the IPR in the world market are aggressively seeking for universal protection of IPR throughout the world. Intellectual properties have unique qualities that distinguish them from other tangible goods. Most importantly, they are public goods created on the basis of knowledge and information accumulated throughout human history and shared by different cultures. However, there is a growing tendency that the quality of public goods are being etched away as the property concept in IPR expands. In this paper, I discuss how copyright and patent laws incorporated the concept of property right as natural right to one's intellectual creations in early formation of the laws in Europe. I argue that copyright law and patent law are the historical products resulting from political, economic, and ideological factors interacting in a certain society. A history of copyright and patent points to that the intellectual property rights as natural lights of authors and inventors as argued by developed countries in international disputes, are not universal, but unique historical products. Copyright and patent laws have been shaped and developed as regulatory measures by governments to promote and control industries by providing authors and inventors with monopoly incentives. Since property right was used as a regulatory device it was restricted. This is to enhance the distribution of knowledge and information rather than to ensure the property right as an absolute right.
The protective area of military installations can be a essential investment goods for producting public goods like military installations and national security. For the purpose of this, The protective area of military installations are set up and applicated at important strategic areas. It causes colplications and frictions among the people, government and army inevitably to set up the protective area of military installations, as the relation between the army which produces security or public goods and the people that make and use valuable goods is opposed and contradictory to each other. Heretofore, the civil petition of the protective affair to military installations has been presented individually. As local self- government is fixed, a local selg-governing body presents many civil petitions now. Therefore the protective affair to military installations came to be examined carefully in the aspecs of improving the relationship between the civil and army, raising natinal competitiveness, and increasing efficiency of military operations. Though the relationship between the civil and army is opposed and contradictory, it is required to be in keeping with each other with a situation around society, that is, changes and trend of national security, politics, economy, society. Accordingly, if you drive plans of rational management to the protective area of military installations, you can not only achieve successful military installations, but also be a great help to growth of a local community. Then 「The Army with the people」worthy of the name can be real.
This study discusses the occupational value and the feasibility of introducing an accredited detective system that is not the only OECD country. The procedures and methods of the study were developed as qualitative research methods through review of various previous studies and case analysis in related fields. The results obtained through the study are as follows. First, detectives have various social values as public goods. It is basically a policy alternative that can improve the quality of public services and secure the soundness of national finance. This can further enhance the confidence of the people in state institutions. Second, as detectives are already legally recognized in other countries, they will be able to fulfill their social roles as new jobs through cultivation. Next, in order to advance research in the field of accredited detective systems, research based on quantitative data should be more active.
The present paper attempts to account for customers' purchase intention of counterfeit goods. Based on some previous analyses, we have set up a structured model for analysis with a hope to identify the relationship between benefits from using counterfeit goods and motivational factors to purchase them. It is found, first of all, that motivation for ostentation significantly influences personal benefits from using the counterfeit goods. Second, we also find that motivation for satisfaction does not exert any direct influence on the factors of benefits, though it affects decisions to purchase. Third, motivation for practicability has significant influence on personal and, more strongly, on economic benefits. Fourth, quality has significant influence on both personal and economic benefits. Again, this factor is also more closely related with economic benefits than with personal ones. We hope that we will be able to provide practical tips for those who design and plan public service advertisements that intend to reduce purchasing of counterfeit products.

Objectives: Excluding in their homes, children spend most of their time at an elementary school, daycare center, and/or kindergarten. For educational or recreational purposes, they make use of many children's goods at these places. Some children's goods contain phthalates and heavy metals with polyvinyl chloride (PVC), so due to their physiological and behavioral characteristics children are exposed to high concentrations of phthalates and heavy metals. This study aims to measure PVC and heavy metals, which are harmful substances in children's goods which can have an effect on children's health. Methods: Six samples of children's goods were selected through cases of detected harmful substances and the results of previous research, including assembly blocks, model toys, household toys, bags, indoor play equipment, and floor mats. The selected items were measured using X-Ray Fluorescence (XRF), and the presence and content of environmentally harmful substances such as PVC or heavy metals in the materials of children's goods were examined. Results: The highest detection rate for PVC was observed in floor mats, and bags and indoor play equipment were higher than other goods in this regard. The highest detection rate for heavy metals was found in bags, followed by indoor play equipment, assembly blocks, household toys, model toys and floor mats. Except for bags containing heavy metals, five goods showed the highest level of Pb compared to other heavy metals. Floor mats contained the highest level of Pb, Cr, and Cu among all goods. Conclusion: Many children's goods contain PVC and heavy metals, and high levels of heavy metals have been detected in some goods. It is necessary to manage children's goods to support their health.

The contingent valuation method used survey questions to elicit people's preferences for public goods by finding out what they would be willing to pay for specified improvement in them. The method is thus aimed at eliciting their willingness to pay in money amounts. It circumvents the absence of markets for public goods by presenting consumers with hypothetical markets in which they have the opportunities to buy the good in question. The hypothetical markets may be modeled after either a private goods market or a political market. Respondents are presented with material, often in the course of a personal interview conducted face to face. An on-site survey was conducted to 1107 randomly selected P-mountain users using a dichotomous choice questionnaire for the contingent valuation method. Seventeen different bid sets were chosen ranging from the lowest bid of 300won to the highest bid of 2,100won to elicit a reasonable entrance fee in the suggested bid had been determined, and the expected value of willingness to pay was estimated using binary-logit model. The average public value of P-mountain per individual user was estimated to be 1,055.92won∼1,995.61won according to the binary-logit model. The economic value of this P-mountain which includes both use value and existence value can be determined by aggregating the average value giving total willingness to pay for the entire population, in this case 5.491 billion ∼ 10.377 billion.

With an analysis of recent, nationwide data, this study figured out the level of consumers' pro-environmental behavior and investigated tile behavioral determinants in the hight of purchase, use, and disposal of pro-environmental goods. The major results are as below: Married consumers or consumers in their 40s were more likely to purchase pro-environmental goods. Consumers with high income-for example, over 3 million won per month-were less likely to purchase such goods. Married women or 40s/50s consumers tended not to buy used goods. Males than females, non-married than married, employed than unemployed had a higher pro-environmental behavior in the use stage. Furthermore, in the disposal stage, male than female, married than non-married, young than old, and consumers with low income than high income showed more active pro-environmental behavior. The purchasing behavior of pro-environmental goods was supported by both perspectives of rational behavior and social behavior. On tile other hand, the purchasing behavior of used goods was supported only by rational behavior perspective. It is also revealed that personal value perspective, along with the above two, influences the pro-environmental behavior in the stage of use and disposal. Overall, a high level of pro-environmental behavior was detected in such consumers as rational, public rule-abiding in favor of environmental policy, and also in consumers with strong family values or those with less materialistic value.

The main objective of this study lies at examining economic features of IT security investment and comparing alternative mechanisms to achieve optimal provision of IT security resources within a firm. There exists a paucity of economic analysis that provide useful guidelines for making critical decisions regarding the optimal level of provision of IT security and how to share the costs among different users within a firm. As a preliminary study, this study first argues that IT security resources share some unique characteristics of pure public goods, namely nonrivalry of consumption and nonexcludability of benefit. IT security provision problem also suffers from information asymmetry problem with regard to the valuation of an individual user for IT security goods. Then, through an analytical framework, it is shown that the efficient provision condition at the overall firm level is not necessarily satisfied by individual utility maximizing behavior. That is, an individual provision results in a suboptimal solution, especially an underprovision of the IT security good. This problem is mainly due to the nonexcludability property of pure public goods, and is also known as a free-riding problem. The fundamental problem of collective decision-making is to design mechanisms that both induce the revelation of the true information and choose an 'optimal' level of the IT security good within this framework of information asymmetry. This study examines and compares three alternative demand-revealing mechanisms within the IT security resource provision context, namely the Clarke-Groves mechanism, the expected utility maximizing mechanism and the Groves-Ledyard mechanism. The main features of each mechanism are discussed along with its strengths, weaknesses, and different applicability in practice. Finally, the limitations of the study and future research are discussed.

Background: To protect the public from natural radioactive materials, the 'Act on safety control of radioactive rays around living environment" was established in Korea. There is an annual effective dose limit of 1 mSv for products, but the activity concentration limit for products is not established yet. Materials and Methods: To suggest the activity concentration limits for consumer goods containing NORM, in this research, we assumed the "small room model" surrounding the ICRP reference phantom to simulate the consumer goods in contact with the human bodies. Using the Monte Carlo code MCNPX, we evaluate the effective dose rate for the ICRP reference phantom in a small room with dimension of phantom size and derived the activity concentration limit for consumer goods. Results and Discussion: The consumer goods have about 1600, 1200 and $19000Bq{\cdot}kg^{-1}$ for $^{226}Ra$, $^{232}Th$ and $^{40}K$, and the activity concentration limits are about six times comparing with the values of building materials. We applied the index to real samples, though we did not consider radioactivity of $^{40}K$, indexes of the some samples are more than 6. However, this index concept using small room model is very conservative, for the consumer goods over than index 6, it is necessary to reevaluate the absorbed dose considering real usage scenario and material characteristics. Conclusion: In this research, we derived activity concentration limits for consumer goods in contact with bodies and the results can be used as preliminary screening tool for consumer goods as index concept.
