선호도 분석을 위한 내·외부 SNS 활용기법 (A Method to utilize Inner and Outer SNS Method for Analyzing Preferences)

  • SNS(Social Network Service)의 등장으로 쇼핑 패턴이 변화하고 있다. 최근의 쇼핑몰은 고객의 니즈를 반영한 상품정보 제공에 관심을 갖고 있다. 일반적으로 제공되는 정보는 사용자의 단순 검색 이력을 기반으로 한 상품정보를 제공하는 수준이며, 추천되는 상품 목록은 대중의 선호도를 반영하여 제공된다. 그러나 제공되는 상품 정보는 개인의 선호도와는 무관하다. 이 논문에서는 각 개인의 관심 상품에 대한 대중의 선호도를 분석하기 위한 내 외부 SNS 활용 기법을 제안한다. 제안된 시스템은 내 외부 SNS 모듈로 이루어져 있다. 내부 분석 모듈은 사용자가 지정한 두 개 상품의 비교를 통하여 커뮤니티 사용자의 선호도를 수집 및 분석한다. 외부 분석 모듈은 트위터(Twitter)를 활용하여 그룹 및 타인의 니즈를 분석할 수 있도록 지원한다. 구현 결과 기존의 쇼핑몰과 달리 개별 사용자의 선호도에 따라 상품을 추천할 수 있음을 보였다.

죄수딜렘마(PD) 게임상황을 활용한 환경교육의 가능성 (An Alternative Approach for Environmental Education to overcome free rider egoism based on the Perspectives of Prisoner's Dilemma Situation)

  • We are evidently Home Economicus, egoistic rational utility maximiger, and all the capitalism economic situation make us adapt to such life, and recognize that it is rational to act like that. This can be demonstrated in Prisoner′s Dilemma(PD) which always select the non-cooperative choice for free rider in rational selection process of public goods. This paper notice the "what is problem\ulcorner"The problem is not in free rider itself but in free rider egoism. The practical behavior of free rider egoism can be explained by way of Prisoner′s Dilemma. In PD situation, the prisoner makes a rational choice, non-cooperative alternative, but he doesn′arrive at preto-optimality. It is dilemma. Why can′t he arrive \ulcorner Because he is isolated from other prisoner. So we call it prisoner′s dilemma. The PD situation can be compared with our real economic life, which, we think, have kept by rational choice of the public goods. We actually have made our life as an individual one although we organized communities of capitalism. Of course, we know each others as members of same society, but each individual being can′t secure the belief, which has composed basis of community. So, it is very similar and common between PD situation and our real economic life in the production of public goods. We conclude that this non-cooperative process of PD situation can be utilized as instrument of EE. So this non-cooperative process can show us the effectiveness of EE as follows. \circled1 Game situation life PD can be used as good instrument for explaining the rational selection dilemma(error) to Homo-Economicus, the rational agent, with the optimal and rational language. \circled2 We can show that the selection result is dilemma, not arrive pareto - optimality. \circled3 The dilemma can be resolved with accomplishing the good communal life based on the belief, not on the isolation.

관광호텔 식음료 상품의 인터넷 마케팅에 관한 연구 (A Study on the internet Marketing of the Hotel food & beverage goods)

  • The ballyhoo surrounding internet continues to intensify. This study was made to determine how the hotel food & beverage goods is using this potentially revolutionary marketing and management tool by taking an exploratory look at the internet and at worldwide-web hotel sites. The type of hotel-related sites that exist on the web was examined. To have a successful web site and realize the potential of that tool, one must make some plans carefully Also, being on the internet requires a full marketing strategy, and one must know his own personal goals. The goals are to increase worldwide visibility, upgrade public relations and publicity, develop sales, and include new technology in internal communication. The internet also has a communication function for internal management takes. hotel companies have established themselves on the Web with their own web sites or via a link from a third party. Using the evidence from many of these sites this study reveals the current strengths and weaknesses of the use of the internet as a business and marketing tool by hotel food & beverage goods.

공공도서관의 재원확보에 관한 연구 (A Study on Public Library Finance)

  • In recent years, Korean public libraries, placed under changing circumstances, require that some new and positive financial policies be formulated for the improvement of their services. T he purpose of this study is to propose a scheme to ensure the revenues of Korean public libraries. The main contents of this study are as follows : (1) Public finance theory is applied to the question of why the public library is publicly supported. The public library does not contribute to stabilization, but it does playa role in each of the other public sector functions : allocation of resources and redistribution of income. In public finance terms there is justification for at least partial subsidy of public library services, which have the attributes of public goods, merit goods and externalities. (2) Public libraries in Korea find themselves suffering from limited budgets. They are neglected in national and local budgets. The lack of adequate funding for library collections prevents libraries from rendering efficient services. (3) In order to put the finances of the Korean public library system on a firm basis, the following proposals are made: 1) It is proposed that the parallel administration under which public libraries are organized be unified to be directly under the local governments. 2) It is proposed that the legislative and administrative system for public library finance be strengthened. (1) Library expenses should be itemized independently in the calculation of general grants-in-aid to local governments. (2) A fixed portion of the total municipal revenue should be appropriated for public library services. It can be executed by making provisions expressly in the annual guidelines for budgeting, municipal ordinances, or in the Library Promotion Law. The rate of allocation should be specified as a part of the national public library development plan. (3) Library tax as a local tax can be imposed. An indirect tax is preferable in order to avoid public misunderstanding and antagonism. 3) The augmentation of the specific grants-in-aid for the public library is proposed. The Library Promotion Law and the Law on Budget and Administration of Grants should be amended to oblige the central government to give financial assistance to local public libraries. 4) It is proposed that strategies to encourage private endowments be worked out. Revision of the Law on Tax Reduction and Exemption and the activation of an advisory library committee at each public library are recommended. 5) Funding and utilization of the envisioned Library Promotion Foundation is proposed. Government contributions, contributions from the Culture and Arts Foundation, and donations from individuals, corporations, and enterprises can be considered as the financial resources of the Foundation. 6) It is proposed that the structure of the Korean Library Association be consolidated to exercise greater influence over the formation of national policy on the public library system. 7) It is proposed as an ultimate guarantee of the health of the public libraries that the citizenry be educated to strongly support library services in responce to the active services provided by the public libraries.

U-City계획 고도화를 위한 조달청 물품정보 활용 방안 : CCTV 사례를 중심으로 (Application Plan of Goods Information in the Public Procurement Service for Enhancing U-City Plans)

  • 본 연구는 U-City 공간의 고도화된 설계 및 계획 활동 지원을 위해 필수정보인 지능화시설에 관한 충분한 정보를 계획가나 설계자에게 제공할 수 있는 레퍼런스 모델 구축을 목적으로 한다. 레퍼런스 모델의 핵심은 유비쿼터스 서비스 계획내용을 수행할 수 있는 지능화시설에 대한 정보의 포괄성 (Comprehensiveness)과 끊임없이 변화하는 관련정보의 최신성이라 할 수 있다. 이에 방대한 지능화 시설의 정보를 다루고 있는 조달청 물품정보시스템의 데이터베이스를 활용하는 방안을 제시하였다. 이를 위해 조달청 물품정보 활용을 위한 현황 및 문제점을 분석하여 적용사례로서 CCTV의 적정 배치를 위한 시뮬레이션을 실시하여 개선방안을 진단하였다. 현재로서 U-City계획 패러다임은 IT 기술중심에서 스마트 공간중심으로 변화함에 따라 U-서비스를 제공하는 지능화시설의 설치 및 배치 등에 관한 기준이나 정보의 부족과 같은 한계가 발생하고 있다. 하지만, 관련법제도 및 지침의 부재로 인해 지능화시설의 적정 배치 선정과 같은 계획활동은 효율적인 서비스 제공 측면에서 볼 때 미흡한 실정이다. 또한, U-City 계획 및 설계자에게 제공 가능한 IT기술 및 지능화 시설에 대한 정보의 부족으로 서비스 수준과 예산 등을 고려한 최적 계획 수립에는 많은 어려움이 있는 실정이다. 이러한 문제점을 해결하기 위해 본 연구는 조달청 물품정보를 연계하여 활용하는 방안을 제시하였다. 조달청은 약 26만 건의 산업관련 DB를 기 구축하였으며, 지속적으로 갱신되어지고 있어 끊임없이 변화하는 U-City 산업의 핵심인 지능화시설과 관련 기술에 대한 정보수집처로서 매우 유익한 정보라 할 수 있다. 하지만, 현재 제공하고 있는 정보가 활용측면에서 내용적으로 다소 부족하고 정보 공개 측면의 제한성으로 인해 활용상에 어려움이 있다. 따라서 본 연구는 조달청 물품정보의 연계 및 활용을 위한 개선 방안을 제시함으로써 향후 U-City계획의 고도화 및 조달청 물품정보의 다부처 공동 활용을 위한 기초적 틀을 제공하였다는 것에 그 의의가 있다.

방제선 등 배치의무의 법적 성질 및 민간개방의 정당성에 관한 연구 (A Study on the Legal Nature of the Duty to Arrange Spill Clean-up Equipment and the Issue on the Justification of Its Privatization)

  • Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. For this purpose, it is necessary to manage and supervise the maintenance and improvement of the control capability of the marine environment management business. It is also necessary to discuss the introduction of the grading system for the control ability of the civil control companies alike in major countries.

CISG상의 매수인의 손해경감의무에 관한 고찰 (A Study on the Buyer's Duty to Mitigate Seller's Damages in CISG)

  • A party who relies on a breach of contract must take such measures as are reasonable in the circumstances to mitigate the loss, including loss of profit, resulting from the breach. Appropriate measures are those aimed at lessing the loss as far as reasonably possible. Such measures will typically be a resale of the goods by the seller or a cover purchase by the buyer. The measures the injured party is expected to take in order to mitigate the loss must be reasonable in the circumstances. Article 77 will be applied to the difference between the amount by which the loss should have been mitigated under Article 77. A reduction of damages is the only remedy available to the party in breach in cases covered by Article 77. If the buyer has received the goods and intends to exercise any right under the contract or this Convention to reject them, he must take such steps to preserve them as are reasonable in the circumstances. If goods dispatched to the buyer have been placed at his disposal at their destination and he exercises the right to reject them, he must take possession of them on behalf of the seller. Article 86(1) requires that the buyer manifest his intention at the moment of receipt of the goods. Article 86(2) envisages that the goods have been dispatched to the buyer and that they have been placed at his disposal at their destination. Article 87 allows him to deposit them in the warehouse of a third person. It is not necessary that the warehouse by public, or that it be a general warehouse for storage. A party who is bound to preserve the goods in accordance with articles 86 may sell them by any appropriate means taking possession of the goods or in taking them back or in paying the price or the cost of preservation. If the goods are subject to rapid deterioration or their preservation world involve unreasonable expense, a party who is bound to preserve the goods must take reasonable measures to sell them. A difference exists between paragraph Article 88 (1) which grants the right to sell, and paragraph (2 )which imposes the duty to take reasonable measures to sell the goods. According to Article 88(2), the party who wishes to sell must give notice to the other party of such intention, to the extent possible.

도시물류정비를 위한 공공부문의 역할에 관한 연구 (Principles for Government Involvement in Urban Logistics Planning)

  • 도시의 통행활동을 여객통행과 화물통행 등으로 구분하여 온 지는 오래 되었으나 지금까지 도시교통의 계획과 정비는 주로 여객교통을 중심으로 되어 왔다. 그렇지만 교통혼잡과 환경오염 등 날로 심각해지는 도시문제의 하나로 화물자동차의 통행 증가가 지적되고 있으며, 이를 해결하기 위해 도시물류의 정비가 중요하다는 인식이 점차 확산되고 있다. 특히 다빈도 소량운송 시대로의 전환과 택배산업의 활성화는 화물자동차 통행수요를 증가시킬 것으로 예상되어 화물자동차의 통행관리가 도시교통의 현안과제로 떠오르고 있다. 정부는 화물유통촉진법의 개정을 통하여 도시물류의 중요성과 정비방향을 제시함과 더불어 광역도시 단위의 도시물류정비계획 수립을 서두르고 있으나 도시물류의 정비에서 다루어야 할 내용이나 도시물류 정비를 이끌어야 할 공공부문의 역할에 대해서는 아직도 많은 연구가 필요한 상황이다. 본 연구는 도시물류를 정비하는데 있어 공공부문이 하여야 할 역할에 대해 논하였다. 연구의 범위는 중앙정부에서 시행할 국가물류의 대상은 제외하고 광역도시 단위에서 할 수 있는 사항을 중심으로 하였으며, 도시물류의 기능을 토대로 공공부문의 개입이 필요한 이유와 공공부문의 역할에 대해 정리하였다. 연구의 결과는 앞으로 도시물류정비계획의 수립에서 다루어야 할 사항과 공공부문의 개입 정도를 판단하는데 도움이 된다.

A Study on the Intervention of Property Management Enterprises in Community Governance Model - Based on Property Management of Public Product in Attribute Perspective -

  • At the end of 2019, there was the major outbreak of "COVID-19" in China. In this outbreak prevention and control campaign, the property management enterprises(PME) performed actively, playing a vital role in China. This paper puts forward that the property management enterprises(PME) should be included as subjects of national urban and rural community governance from the perspective of the public product attribute of property management. Based on the properties of public goods in property management, this paper redefines the functions and positioning of PME with public affairs management, establishes the qualification of PME to participate in one of the main bodies of community public governance. And it forms a new model of community governance with community residents committees, owner' committee and PME as the main body. This research provides implications for national urban and rural community governance models by applying existing theories and practical examples.

한국산업의 연계구조 변화에 관한 연구 : 1995년~2009년 (Sutdy of the Changes in the Linkage Structure of Korean Industry : 1995~2009)

  • 이 연구는 한국의 산업간 연계구조변화를 분석하기 위하여 1995-2000 -2005-2009년도 접속불변 산업연관표를 이용하여 산업간 연계구조의 변화를 분석하였다. 분석결과, 첫째, 분석기간 동안 우리나라의 경제규모는 견조한 성장세를 이루어 총 산출액 기준 1995년 1,190조원에서 2009년에는 2,775조원으로 증가하였다. 둘째, 산업의 연계구조에 의한 산업군 형성의 경우 1995년 서비스 전자-중공업-중화학-1차 공공, 2000년 서비스-중화학-중공업 전자-1차 공공, 2005년 서비스-제조업-소비재-1차 공공, 2009년 서비스 전자-제조업-소비재-1차 공공으로 변화되어왔다.
