The Distribution of Indoor Air Pollutants by the Categories of Public-Use Facilities and Their Rate of Guideline Violation (다중이용시설별 실내공기 오염물질 농도분포 및 기준치 이상 값의 구성비 조사)

  • Background: The types and effects of hazardous pollutants in indoor air may vary depending on the characteristics of the sources and pollutants caused by physical and chemical properties of buildings, the influence of outdoor air, and the exposure and use characteristics of residents. Objectives: This study was conducted to provide basic data on the establish of indoor air quality management for different classes of public-use facilities by presenting the characteristics of concentration distribution of hazardous pollutants by different public-use facilities and the status of the excess proportion of exceeding standards. Methods: This study analyzed self-measurement data from public-use facilities taken from 2017 to 2019 A total of 133,525 facilities were surveyed. A total of 10 types of pollutants that have maintenance and recommended standards stipulated in the Indoor Air Quality Control Act from the Ministry of Environment were investigated. The excess proportion and the substances exceeding the criteria for each type of public-use facilities for these pollutants were investigated. Results: As a result of the analysis of the proportion of exceeding the standard for each type of public-use facility, the facilities with the highest excess proportion of the standards for each hazardous pollutant were: PM10 in railway stations (8.93%), PM2.5 in daycare centers (7.36%), CO2 in bus terminals (2.37%), HCHO in postpartum care centers (4.11%), total airborne bacteria in daycare centers (0.69%), CO in museums (0.1%), NO2 in postpartum care centers (1.15%), Rn in museums (0.78%), total volatile organic compounds in postpartum care centers (7.20%) and mold in daycare centers (1.44%). Conclusions: Although uncertainty may arise because this study is a result of self-measurement, it is considered that this study has significance for providing basic data on the establishment in the future of indoor air quality management measures customized for each type of public-use facility.

  • After the revision of the Enforcement Decree of the Public Records Act, the archives created a management standard table for data set records management and performed management and control. Therefore, in this study, the data set record identification procedure and evaluation index were developed for systematic data set record management of archives. By applying this, a management standard table was prepared after identifying the records of 8 datasets in kr's electronic procurement system, and the evaluation was carried out according to the evaluation index, and the retention period, transfer, and collection were determined. It is hoped that this case study will be of practical use to the archives at a time when concrete examples of procedures for the management of dataset records are lacking.

Ripple Effect Analysis of Construction Standard Unit Price in Public Construction (공공건설공사 표준시장단가 적용 파급효과 분석)

  • 「Act On Contracts To Which The State Is A Party」 stipulates that the "Construction Standard Production Rate" and "Construction Standard Unit Price" be used as the criteria for determining the estimated price of construction works performed by public institutions. In this regard, issues such as the application scope of the Construction Standard Unit Price, and the effect of budget reduction continue. However, due to the lack of quantitative data on the actual application of Construction Standard Unit Price, it is difficult to objectively evaluate various issues. In order to prepare data for objective evaluation of the Construction Standard Unit Price, this study analyzed the ripple effect of applying the Construction Standard Unit Price based on the bill of quantity. As a result of the analysis, the Construction Standard Unit Price ripple effect in the civil engineering part was 9.2%, and it was analyzed that there was a ripple effect of about 1.9% based on the civil engineering direct cost. In the construction part, the ripple effect was analyzed to be relatively high at 17%, but it was found to have a ripple effect of about 3% in the construction direct cost. Based on the total direct cost, the ripple effect was calculated as 2.2%. Based on the analysis results, it is possible to evaluate the effect of applying the Standard Market Unit Price, and it is expected to be used as basic data to solve issues. As a future study, it is necessary to additionally analyze the ripple effect by Standard Market Unit Price application range (over 10 billion, over 20 billion won, etc.) and delivery system type (comprehensive evaluation, qualification examination, technical bidding, etc.). In addition, it is necessary to study the appropriate ripple effect of the Standard Market Unit Price.

  • The Privacy Impact Assessment, PIPA in Korea refers to the process of analyzing risk factors and identifying improvements that must be carried out by organizations that operate personal information files as stipulated in Article 33 of the Personal Information Protection Act, PIPA and Article 35 of the Enforcement Decree of the PIPA. There are two main limitations of the PIA in Korea. The first limitation is that the targets of the PIA are limited to public institutions and organizations that are legally equivalent to public institutions, and the second limitation is that only organizations with adequate manpower, facilities, and other necessary requirements which are regulated upon the Enforcement Decree of the PIPA can conduct a PIA. This paper proposes to develop a preliminary diagnostic tool that can be performed by private companies, small and medium-sized venture companies, and small businesses in the era of rapidly developing data in recent years and presents an analysis of specific assessment factors. The results of this study are provided in the form of a self-checklist, which is expected to serve as a pre-diagnostic tool for the PIA that can be easily accessed by the general public. It is also expected to contribute to strengthening privacy protection and achieving legal compliance at the national level.

A Study on the Change of Perceptions of Child Abuse Before and After Special Law (아동학대 범죄의 처벌 등에 관한 특례법 전후의 아동학대 인식 변화에 대한 고찰)

  • In order to infer whether the Special Act on the Punishment of Child Abuse Crimes, etc. actually brought about a change in the social perception shared about child abuse in our society, we used big data to examine the change in the perception of child abuse by the public. This study selected 'child abuse' as the keyword and collected and analyzed. The results of this study are as follows. First, before the implementation of the Special Act in 2013, the words "china" are kindergarten, teacher, body, problem, reporting obligation and neglect compared to the following. After the implementation of the special law, daycare centers, incidents, eradication, campaigns, domestic violence and preventive education were newly introduced. Second, the interconnection of key words in the previous picture of 2013 shows that the left group focuses on measures to introduce to prevent child abuse while the right group consists of keyword intended to view child abuse in conjunction with domestic violence. They are still seen as a group of divorces, discipline, neglect and parental education, which they still perceive as a family problem. Since the implementation of the Special Act in 2013, it will be divided into four groups, and the top group will be highlighted by the keyword related to child abuse cases, part of suspected cases and awareness of child abuse. In addition, the Act on the Special Cases of Child Abuse and the Child Protection Agency clearly appear as a child protection system.

A Comparative Study on Overseas Business Approaches and Characteristics of Domestic and Foreign Urban Railway Operating Public Enterprises (국내외 도시철도 운영공기업의 해외사업 접근법 및 특성 비교연구)

  • Domestic urban railway are operated by urban railway operating public enterprises, which are owned by the 6 major metropolitan local governments and private operating companies, which are established under the Private Investment Act. Among urban railway operating companies, several public enterprises that operate urban railways with many experience, performance, human resources, and public nature are making efforts to promote overseas business. Therefore, this study examines the outlook for railway and urban railway overseas business, and provides implications for the overseas business approach of domestic urban railway operating public enterprises through data research and comparative analysis on the overseas business approaches and overseas business characteristics of domestic and foreign urban railway operating public enterprises. The results were derived and suggestions for the direction of overseas business were presented. I expect that suggestions will serve as a reference for domestic urban railway operators to promote overseas projects with preparation, implementation plan and direction.

Study on Mobile Meteorological Information Services for Urban Area

  • On the limited urban area, precise measurement of meteorological data is not easy for the cost problem. The facilities collecting the data require high installment costs. The mobile sources can be a solution in city region. For example, a public bus on which some meteorological sensors are installed can act as moving information gathering station. The information is gathered on a server and aggregated to generate useful information for smart phone application. To implement the services, several obstacles are exists. This paper studies on a design of this mobile meteorological information service system for urban area.

A study on health-functional foods intake pattern of consumers in Busan and Gyeongnam region (부산.경남 지역 소비자의 건강기능식품 섭취실태에 관한 연구)

  • This study examined health-functional foods intake pattern of consumers and their recognition of it to prepare a guide for the foods. The data were collected from the adults living in Busan and Gyeongnam through a self-administered questionnaire from September sixth to September thirteenth, 2005. The results of this study were as follows: Most respondents have taken one health-functional food, mainly on purpose to maintain and improve overall health condition. The average of monthly cost to purchase the foods was 79,933 Korean won, and drugstores were the main purchasing place. The value perception about health-functional foods was at the middle, and the recognition level of Health Functional Foods Act established in 2002 was very low. The most important source of information regarding health-functional foods was family, relatives and friends, and two-fifths respondents had difficulties in obtaining information. These results imply that consumers should consult with experts before they take health-functional foods and that public information regarding Health Functional Foods Act should be given to consumers.

  • Suicide, the fourth leading cause of death in Korea, is a serious national problem. The Korea National Suicide Survey (KNSS) is the result of the first legislation to address this issue, "Article 11 of THE ACT FOR THE PREVENTION OF SUICIDE AND THE CREATION OF A CULTURE OF RESPECT FOR LIFE" (the "Act for the Prevention of Suicide"). To overcome the limitations of previous studies, the KNSS was designed by collaborators from a variety of fields : psychology, epidemiology, social welfare, and psychiatry. The KNSS was composed of four substudies that addressed the multifaceted process involved in suicide-related behavior over time, exploring general attitudes toward suicide and suicidal ideation, suicide planning, suicide attempts, and completed suicides. Study 1 examined the risk factors for suicide based on data regarding completed suicides ; Study 2 adopted the approach of a psychological autopsy ; Study 3 focused on suicide attempters ; and Study 4 explored attitudes toward suicide in the general population. The KNSS was designed to provide a comprehensive understanding of suicide from a longitudinal, multifaceted perspective to serve as a basis for policies aimed at suicide prevention.

A Study on the Enlargement of Course in Life for the Graduates of Department of Food and Nutrition in Junior College (전문대학 식품영양과 졸업생의 진로 확대에 관한 연구)

  • The objective of this study was to propse the way that could enlarge the course In life for the graduates of Department of Food and Nutrition in Junior College. This study was carried out through the analysis of statistical data and questionnaires gathered from professors of Department of Food and Nutrition in Junior College and from dieticians of industry, school and hospital. The results of this study could be summarized as follows. 1. The cultivation number of dieticians is too excessive in comparison with the need, and so It is necessary for the colleges to restrict the row establishment of Department of Food and Nutrition for a time, and for the government to tighten the employment system of dieticians. 2. The employment of dieticians will be extended to such fields as school, hospital public health center and counsel office of nutrition to act as a nutritional educator or a medical server in the future, and consequently the colleges which cultivate dieticians should improve the curriculum to agree with this. 3. It is necessary for the government to renovate the system of dietician arrangement to such a way as establishes a new rule in which additional dietician Should be employed In accordance with the feeding number in industry and hospital, as restricts the position-combine of a dietician with a cook in a large feeding institute, as gives the qualification of a nutritional instructor only to the diatician at public health center, as gives the qualification of a nutrition -teacher to the dieticians who completed the course of study for the teaching profession and then allows them to act as a nutrition-teacher in school. 4. The way to give a higher grade of educational opportunity should be given to the graduates of Department of Food and Nutrition in Junior College for the supplement of dietician's faculty.
