Document Layout Analysis Based on Fuzzy Energy Matrix

  • In this paper, we describe a novel method for document layout analysis that is based on a Fuzzy Energy Matrix (FEM). A FEM is a two-dimensional matrix that contains the likelihood of text and non-text and is generated through the use of Fuzzy theory. The key idea is to define an Energy map for the document to categorize text and non-text. The proposed mechanism is designed for execution with a low-resolution document image, and hence our method has a fast processing speed. The proposed method has been tested on public ICDAR 2009 datasets to conduct a comparison against other state-of-the-art methods, and it was also tested with Korean documents. The results of the experiment indicate that this scheme achieves superior segmentation accuracy, in terms of both precision and recall, and also requires less time for computation than other state-of-the-art document image analysis methods.

  • Picasso and Chanel were the most famous artists of modern art & fashion area in 20th century. It is well known that they have deeply influenced to the current fashion and art. This study is aimed to analyze Channel's works based on the aspects of Picasso's from 1900's to 1930's. There are five common, distinct and formative aspects - flatness, geometry, transparency based on multi-perspective, volume, variety of objects. Their works are based on the simplicity which is expressed by the analyzation, organization, deconstruction influenced by cubism. It is reconfirmed that they gave the general public the new value-functionality-by using the ready-made materials. Nowadays artists model themselves after Picasso and Chanel who made attempt to conversion of ideas, the steady style, the long view, the interchange of other fields and popularization.

  • 오늘날 미술관은 이용자가 원하는 정보를 정확히 파악하여 접근하고 활용할 수 있도록 소장 작품 뿐 아니라, 이와 관련한 미술기록 정보까지 제공하는 것을 고려하고 있다. 따라서 미술기록을 관리하는 업무에 최근 들어 미술계 및 관련 분야에서 아트 아카이브의 관심과 인식이 증가하고 있다. 관련하여 이 연구에서는 국내 국 공립미술관의 미술기록관리 현황 및 메타데이터 레코드 구축 현황을 살펴보았다. 분석 결과 미술작품 관련 여러 미술기록 대상의 기록관리나 관련 메타데이터 구축이 충분히 진행되지 않은 것으로 나타났다. 또한 메타데이터 요소가 여러 유형의 미술기록을 포함하여 기술하기에는 부족한 것으로 파악되었다.

Study on the Effect of Creative Characteristics of Culture and Arts Organization Workers Regarding Self-efficacy and Business Performance

  • The creative characteristics of Culture and Arts organization workers who connect consumers and producers of culture and arts(artists, creators, and producers) are very important in the culture and arts field. Where the cultural and arts organization workers are very important as their achievements are directly related to the appreciation of culture and art. The purpose of this study is to investigate the effect of creativity on cultural and artistic organizations workers regarding self-efficacy and work performance. The research was conducted on 208 people in national and public cultural organizations and art organizations in Gwangju Jeollanam-do. As a result of the research, originality and challenge of creative characteristics have a positive effect on self-efficacy. However, openness did not have a statistically significant effect on self-efficacy. In addition, self-efficacy has a positive effect on job performance.

  • Most works of art are done through brokers, and transaction details are not disclosed to the public and are always at risk of tampering. To solve these problems, many Artworks Blockchain Platforms that apply blockchain technology to art transactions are being used. Several companies are currently operating these platforms, but since various blockchain platforms are operated according to the content, the operating methods of each platform are different, and a related model is needed to solve these problems due to compatibility issues between platforms. In this paper, we collect the latest Artworks Blockchain Platforms data, and based on this, we will create and analyze the Color Petri net model of Artworks Blockchain Platform.

Sustainability Made Possible by Documentation: Exploring Assemble's Granby Four Streets (2013)

  • Since the late 20th century, various projects in the public domain where local communities and art organizations collaborate have been attempted in miscellaneous ways. In terms of anticipating an active attitude of the community, socially engaged project focuses on proactively changing everyday life and environment of people. An art collective, Assemble who won the Turner Prize in 2015 for one of their projects named Granby Four Streets (2013) has been admitted as an exemplary of this phenomenon, and it appears frequently in discussions about community-led projects. We investigate Granby Four Streets, as well as the documentation formed by the perspective of third parties based on the surveillance and criticism aspects. It asserts that the limitation of socially engaged projects that are kept ephemerally and easily forgotten could be overcome with the concept of documentation and its practice.

  • The purpose of this study is to analyze governance in the business processes of Jeju's proposed 'Happy Living Area.' This study found Jeju's 'Happy Living Area' plans for governance were realized and conflicts may frequently occur in future business processes. Furthermore, roles and support systems were measured for the development council of 'Happy Living Area.' This paper reports findings from a case study on community planning for a public art project. This study recommends public-private governance in terms of process factors as well as role considerations. With respect to process factors, administrative agencies and citizen participation are examined. Second, the Living Area Council should play a mediating role between central and local governments as well as residents. Third, Happy Living Zones' Advisory Centre should undertake an advisory role. Fourth, consultation between public and private sectors is needed to establish evaluation criteria for reviewing proposals from subordinate administrative agencies. Fifth, local government systems should be managed by autonomous municipalities. Concerning role considerations, a new 'Personality for Governance' position should be established for performing different roles in the project implementation stage.

A Study on the Type and Sense of Place of the Lighting Design of Urban Public Space (도시 공공공간 조명디자인 유형과 장소성에 관한 연구)

  • Based on the relationship between urban public space, urban lighting and the sense of place, this paper aims to analyze the lighting environment types with the sense of place and their characteristics. First, with the theory study as the research foundation, it extracts six spatial factors of public space lighting design and then analyzes 12 relevant cases on the basis. Finally, it divides the 12 cases into four types, Basic types, Storytelling, Interactive and Multi-Media and analyzes the core design factor and characteristics of various types. The results show that: first, functionality, sustainability and aesthetics are the basic factors to realize the urban public space lighting places. Second, the six cases of "Storytelling" show that the theme of specific areas, namely the exploration of "story" is conducive for lighting design to form clear and definite environment recognition. Third, for "Interactive" and "Multi-Media", the intervention of new media technology and new lighting way has made the wide expansion of urban lighting design connotation and extension. The research results show that strengthening the urban location performance by the lighting design could improve the city image, which provides the basis for the development of urban public space lighting design.

Study on Difference in Perception of Shared Economy and Public Domain Works (공유 경제 및 공유저작물에 대한 인식 차이 연구)

  • With Recently in art and culture domains, there's rising controversy over shared economy and public domain works. The government is introducing institutional measures such as Gongumadang and KOGL(Korea Open Government License) program to expand the grounds for public domain works. In order to promote and facilitate the use of public domain works, it is imperative to understand how the providers who create and provide the public domain works, as well as the users, perceive shared economy and public domain works. However, preceding studies usually put emphasis on the meaning and significance of the shared economy and show limitation of not discussing providers' perception on shared economy and public domain works. Therefore, this study examines to see if there's a difference of perception between the consumers/users and the providers who owns the copyright of public domain work.

Catastrophic Art and Its Instrumentalized Selection System : From work by Hunter Jonakin and Dan Perjovschi (재앙적 예술과 그 도구화된 선별체계: 헌터 조너킨과 댄 퍼잡스키의 작품으로부터)

  • In terms of element and process, art today has already been fully systemized, yet tends to become even more systemized. All phases of creation and exhibition, appreciation and education, promotion and marketing are planned, adjusted, and decided within the order of a globalized, networked system. Each phase is executed, depending on the system of management and control and diverse means corresponding to the system. From the step of education, artists are guided to determine their styles and not be motivated by their desire to become star artists or running counter to mainstream tendency and fashion. In the process of planning an exhibition, the level of artist awareness is considered more significant than work quality. It is impossible to avoid such systems and institutions today. No one can escape or be freed from the influence of such system. This discussion addresses a serious distortion in the selection system as part of the system connotatively called "art museum system," especially to evaluate artistic achievement and aesthetic quality. Called "studio system" or "art star system," the system distinguishes successful minority from failed absolute majority and justifies the results, deciding discriminative compensations. The discussion begins from work by Hunter Jonakin and Dan Perjovschi. The key point of this discussion is not their art worlds but the shared truth referred by the two as the collusive "art market" and "art star system." Through works based on their experiences, the two artists refer to these systems which restrict and confine them. Jonakin's Jeff Koons Must Die! is avideo game conveying a critical comment on authoritative operation of the museum system and star system. In this work, participants, whether viewer or artist, are destined to lose: the game is unwinnable. Players take the role of a person locked in a museum where artist Jeff Koons' retrospective is held. The player can either look around and quietly observe the works, which causes a game-over, or he can blow the classical paintings to pieces and cause the artist Koons to come out and reprimand the player, also resulting in a game-over. Like Jonakin, Dan Perjovschi's some drawings also focuses on the status of the artist shrunken by the system. Most artists are ruined in a process of competition to survive within the museum system. As John Burger properly pointed out, out of the art systems today, public collections (art museums) and private collections have become "something unbearable." The system justifies the selection system of art stars and its frame of reference, disregarding the problem of producing numerable victims in its process. What should be underlined above all else is that the present selection system seriously shrinks art's creative function and its function of generating meaning. In this situation, art might fall to the level of entertainment, accessible to more people and compromising with popularity. This discussion is based on assumption and consciousness on the matter that this situation might cause catastrophic results for not only explicit victims of the system but also winners, or ones defined as winners. The system of art is probably possible only by desire or distortion stemmed from such desire. The system can be flourished only under the economic system of avarice: quantitatively expanding economy, abundant style, resort economy in Venice and Miami, and luxurious shopping malls with up-to-date facilities. The catastrophe here is ongoing, not a sudden emergence, and dynamic, leading the system itself to a devastating end.
