A Study on the Characteristics of "Early Contractor Involvement Method" in Public Project in Japan

  • In recent years, Owner, Architects, and Contractor are increasingly collaborating with each other from pre construction phase in construction projects, which is called Early Contractor Involvement (ECI). In Japan, the ECI method has been introduced in several public building projects since 2015. The purpose of this study is mainly to clarify the characteristics of the ECI method in Japan and to compare the contract clauses of the ECI method in the UK and the USA. The results of the survey are as follows. (1) the ECI method was supposed to make it possible to achieve appropriate quality, cost, and construction period by reflecting Contractor's technology and know-how in the design documents and specifications. (2) According to the database, there were 27 cases of the ECI method in Japan from 2015 to 2021, of which 13 cases for which bidding information could be obtained had a variety of technical proposals, mainly VE proposals, depending on the project characteristics. (3), Japan's ECI method has very much in common with SBC + PCSA in the UK. On the other hand, ECI Method in Japan differs from in the UK in that Owner, Architect, and Contractor enter into a partnership agreement, which is similar to ConsensusDocs CD541 in the USA. (4) The ECI method in Japan has the following problems: Owner depends on Contractor for cost control, the division of roles among project members is complicated, and more work from Owner than the DBB method are required.

공공도서관 공간규모계획기준에 관한 기초적 연구 - 공공도서관건립 컨설팅지원사업 결과를 중심으로 - (A Basic Study on the Planning Standard of Space Size for Public Library - Focus on the result of the consulting support project for construction of public library -)

  • In this era of information, the public library takes a important role in the local community. In several years, public libraries have been proliferated in our society. However, there have not been specific planning standards of space size for construction of public library. The situation has lead the local governments to the need of consulting for the construction and management of library in search of appropriate guideline. The research paper focuses on the result of consulting support project for construction and management of public library. It examines total 11 libraries which were consulted from 2009 to 2011. It examines the configurational differences between the first scheme from the local government and the final scheme after the consulting, and the percentages of gross areas of each parts of library, reference and reading area, office area, education and cultural area, and public common use area. The analysis concludes that reference and reading area increased by 6.4% from 34.1% to 40.5%, and public common use area reduced by 6.1% from 30.2% to 24.1%, which represents a certain tendency of the configuration ratio of the each parts. Thus, the paper could be a starting point of establishing planning standard of space size for public library.

공공디자인사업 수행 프로세스 현황연구 (The Current Conditions of the Operational Process of Public Design Project)

  • As a way to raise the brand value of each area and activate local industries, public design projects have been competitively made. Meanwhile, public design has the characteristics of having an uncertain number of users, people with different interests, and management of the design by an administrative organization. Such characteristics may be obstacles to the results of public design and finally can cause many problems in a project's results. However, although most local governments have executed public design projects, systematic research for them and organized execution of the projects has been insufficient. For successful realization, proper organization, and consistent public design, research on a strategic design process is needed. Therefore, this study investigated the current status of public design projects to understand problems in the design process and solve them. The results are presented as follows: First, the design process for public spaces has a dual structure including a specialized process of design development in its execution and management and the execution process in the planning state is unsatisfactory and the process of designer selection is not consistent. Second, as a result of investigating the current status of the design process for public spaces, it was deduced that as most of the projects have been subjectively and temporarily managed by wholly charged organizations without specialized consultation or investigation with different related departments, there have been diverse problems in securing design quality. Third, as a result of analysing the specific execution processes carefully, it was suggested that problems in the process can be solved by decisions through consultation and discussion. As well supportive consultation systems should be used actively.

조건부가치평가법을 활용한 공공사업의 경제적 타당성 분석 (An Economic Feasibility Analysis of A Public Project Using Contingent Valuation Method)

  • 정부가 시행하는 환경정책등의 공공사업에 대한 경제적 타당성 분석은 그 성격이 영리 조직과는 질적으로 다르다. 공공사업의 경제적 타당성 분석에서 고려되어야 할 편익(benefit)으로는 계량적으로 측정할 수 있는 경제적 편익뿐만 아니라 시장에서 평가할 수 없는 공익적 편익까지도 고려되어야만 사업시행 여부에 대한 정확한 타당성 분석이 이루어질 수 있다. 그러나 시장가격이 존재하지 않는 공익적 편익의 추정은 매우 어렵다. 본 연구의 목적은 구미시의 하수관거정비 사업의 경제적 타당성 분석의 사례를 통해 보다 정확하고 엄밀한 타당성 분석 모델을 제시함에 있다. 이를 위해 시장에서 평가할 수 없는 환경보전이나 생활환경개선 등과 같은 공익적 편익을 경제학 분야에서 널리 이용되고 있는 조건부가치평가법(Contigent Valuation Method : CVM)을 이용하여 추정하였다. 조건부가치평가법(CVM)에 의해 추정된 구미시 하수관거정비 사업에 대한 주민들의 가구당 월평균 지불의사액(willing-to-pay : WTP)은 2,865원으로 추정되었다. 추정된 생활환경개선 편익을 경제적 타당성 분석에 포함시켜 분석한 결과, 구미시 전체의 편익/비용 비율(B/C Ratio)은 0.97로 1보다 작은 것으로 나타났다. 본 연구는 조건부가치평가법(CVM)을 활용하여 공공사업에 대한 경제적 타당성 분석의 전형적인 모형을 처음으로 제시하였다는 점에서 향후 공공사업의 시행여부에 대한 정책적 의사결정과 학문발전에 크게 기여할 것으로 기대된다.

공공 소프트웨어(SW) 사업정보 통합 관리체계의 개념적 설계에 관한 연구 (A Study on the Conceptual Design of Integrated Management System for Public SW Project Information)

  • 공공 SW 시장은 국내 시장 특성상 중소 SW 기업에게는 상대적으로 중요한 시장이다. 이에 정부는 공공정보화 시장에서의 중소기업 지원을 위해 공공 SW 사업 수요예보 조사제도를 시행하고 있으나 아직 중소기업이나, 발주기관 입장에서의 편의성은 부족한 실정이다. 또한 SW 사업의 발주 이후의 집행정보를 관리하는 SW 사업정보저장소 제도가 별도로 운영되고 있으나, 이는 중소 SW 기업보다는 발주기관을 위한 제도에 머무르고 있다. 본 연구는 두 제도가 가지고 있는 문제점과 개선 가능성에 대한 분석을 통해 사용자 편의성을 높이고 SW 사업정보의 활용도를 확대할 수 있는 시스템의 설계 방안을 제안하고자 한다. 이를 위하여 먼저 발주기관, 정책당국, 공공 SW 사업자, 조사기관의 4대 이해당사자를 식별하였고, 요구사항들을 분석하였다. SW 사업정보 관리체계 분석을 위해 2단계 수요예보 주기, SW 프로젝트 관리 주기, 그리고 SW 시스템 수명주기의 분석 체계를 제안하고, 이들 사이에서 SW 사업정보를 식별, 연계할 수 있도록 단일식별자(UID) 개념도 제안하였다. 그 결과 SW 사업 수요예보 및 사업진행 단계에 따른 사업정보의 통합적 관리체계를 설명할 수 있는 '시스템 수명주기 기반의 SW 사업정보 관리체계 참조모델'을 도출하였으며, 이를 실행할 수 있도록 이해당사자들이 사이의 개선된 프로세스를 설계하였다. 이를 통하여 공공 SW 사업정보의 통합적인 관리가 가능하게 될 것으로 기대된다.

동강유역 생태·경관보전지역 내 매수토지 생태복원사업 인식도 연구 (A Study on Recognition of Land Acquisition for Ecology Restoration Project in Ecological and Landscape Conservation Area of Donggang River Basin.)

  • A protected area means a space designated and protected by law from development pressure and environmental pressure. It is mainly designated to protect specific ecosystems, natural landscapes, and cultural resources from irrational development (or damage), and involves policies of the public sector such as central and local governments. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has conducted conservation and restoration projects for preserving natural ecosystems and genetic resources. In order to conserve the ecosystem in the protected area, national and public organizations purchase private land and use it ecologically; in addition, ecological restoration project is carried out for the purpose of creating waterside ecological belt or preserving ecosystem. Land acquisition refers to the land where highly influenced by the water quality and need to restore, and purchased by negotiating with the landlord. Although the nation and public institution carried out ecosystem restoration project for partial purchase land in order to conserve ecosystem, it is below the expected effect due to lack of comprehensive management system and have some problems in restoration project and unification of management institutions. Land acquisition in Donggang River Basin Ecological Conservation area is initiated in 2005 for creating income of local residents and ecological restoration. However, the lack of overall management and awareness resulted in poor vegetation growth and poor response by local residents due to terrain exposure. As such, there is insufficient research on the current situation and systematic integrated management although the number of land acquisition is increasing year after year. Futhermore, overall recognition and follow-up monitoring of eco-restoration are still inadequate. Therefore, the survey on the awareness of the purchase land ecosystem restoration project is necessary for the efficient restoration project and establishment of the management strategy for land acquisition in the future. Therefore, in this study, we provide fundamental materials on further research projects by carrying out research on the awareness of ecological restoration projects in the Donggang River basin ecological preservation area.

공공교육시설 BTL사업의 CM적용모델 개발 (Development of CM Model for BTL Projects in a Public Educational Facilities)

  • 2005년 1월 민간투자법 개정과 함께 BTL방식이 도입되어 생활기반시설을 확충하는 주요 사업방식으로 정착되어 가고 있다. 특히 BTL방식 대상시설 중 각 시도 교육청이 발주하는 공공교육시설사업은 전년 대비 그 규모가 45% 증가되며 BTL방식의 주요 핵심사업으로 대두되고 있다. 그러나 현재까지 수행된 BTL사업 추진과정에서 많은 문제점이 나타나고 있으며, 공공교육시설사업에서는 교육청과 민간사업자의 역할이 바뀌면서 사업진행이 원활하지 않고 많은 문제점이 나타날 것으로 예상된다. 따라서 본 연구에서는 BTL사업 추진절차에서 나타날 수 있는 문제점을 해결하고 교육시설사업을 원활하게 하기 위하여 교육청 업무를 지원할 수 있는 CM적용모텔을 개발하고, 그에 따른 각 사업 참여주체별 업무범위를 제안하고자 한다.

지속가능한 친환경농업을 위한 광역친환경농업단지의 발전방향 (Developing Strategies of the Large-scale Districts for a Sustainable Environment-friendly Agriculture)

  • The objective of this study is to analyze the properness, effectiveness and sustainability on the large-scale environment-friendly agricultural districts (LEAD). For this, we survey 11 public officers who manage the LEAD. Most of them aware necessities of LEAD project. They have a higher satisfaction and think that the project affect ripple effect and contribution on environment-friendly agriculture. Main performance expected of the LEAD project is a spread of natural circulation agriculture in connection with cultivation and stockbreeding. For continuance of environment-friendly agriculture after the project, it is necessary to find markets of products. Also policy making related with environment-friendly agricultural technique is required. The results of this study show that the LEAD project need a modification based on field and change of agricultural issues.

  • Nowadays BIM(Building Information System) is applied to the public construction delivery system. BIM can help communications between project applicants through the extraction of the exact and prompt information. It also increases the efficiency of planning, construction, economic feasibility and maintenance in the whole project. Due to increasing demands of BIM, project evaluation and its process on the final deliverables have been in major interests. Thus, through the analysis of the current BIM project, characteristics, types and applications have been researched. We have discussed completeness, relationship and planning of BIM data, which are the standards of evaluation.

  • The Public Private Partnership/Private Finance Initiative (PPP/PFI) schemes have made the private sector become a major participant involved in the development of infrastructure systems along with the government. Due to more integrated efforts among project participants and longer concession period, PPP/PFI projects are inherently more complex and risky. It is therefore very important to proactively manage the risks involved throughout the project life cycle. Conventional risk management strategies sometimes ignore managerial flexibility in the planning and execution process. This paper starts with a revised risk management framework which incorporates the real option concept. Following the presentation of the framework, a new risk classification is proposed which leads to different ways of structuring options in a project according to the stage of the project life cycle. Finally, the paper closes by discussing other issues concerning option modeling and negotiation.
