최근 개인정보를 활용하는 서비스가 증가함에 따라 공공기관들의 업무는 개인정보에 대한 의존성이 높아지고 있다. 개인정보의 활용이 불가피한 환경에서 안전한 개인정보 활용을 위해 다양한 정책과 제도를 마련하여 운영하고 있으나 개인정보 침해사고와 그 규모는 지속적으로 증가하고 있는 실정이다. 이에 우리나라는 2008년부터 공공기관의 개인정보 보호법 준수 여부와 관리수준을 진단하고 미흡한 사항에 대해 개선활동을 수행하기 위한 개인정보보호 관리수준 진단을 시행하고 있다. 그러나 관리수준 진단 결과가 높은 점수임에도 불구하고 끊이지 않는 침해사고로 인하여 진단 결과와 실제 관리수준에 대해 실효성 측면에서의 문제가 제기되고 있다. 따라서 본 연구에서는 공공기관들의 개인정보보호 활동과 기반마련에 대한 효율성을 DEA 모형으로 분석하고, 도출된 효율성을 개인정보보호 관리수준 진단 결과에 반영하여 진단 결과의 효과성과 효율성을 높이기 위한 새로운 모델을 제안하고자 한다.

Wetlands considered to be an important natural resources because they provide biodiversity and habitat for species to breed and survive. In this regard, many countries in the world provide wetlands and have policies and laws to protect them. In Korea we hosted RAMSAR COP-10 at Changwon in 2008 representing Korea's endeavor to wetland protection. But, in the process of development Wetlands are easy target to be lost due its easy access and the laws and regulations to protect them are relatively weak. Thus, this research focused on the introduction of No Wetland Loss(NWL) and we can achieve wetland protection in the economy market ways. Thus, NWL should consider 1) a clear definition of NWL and harmony and consensus of introduction of NWL, 2) considering most wetlands be private we need a financial support for securing wetlands, 3) inventories for wetlands in Korea, draw a line of demarcation, technic to evaluate wetlands, 4) wetland restoration considering function of ecosystem not total amount of wetlands. Wetland protection should be a part of Basic Law of Water Management which in its progress and we need further studies on wetland protection because of watershed management, deserted agricultural paddies, etc.

This article discusses the state of a community forestry program in a protection forest in Indonesia, which has been running for almost two decades. We found that the program did not achieve its objective mainly because of frequent changes in regulations. There are also activities such as: measuring and mapping working area boundaries, drawing up a work plan, planting, maintenance and security, paying royalties to those who harvest forest resources, and submitting annual reports on land use to the district government head, which have not worked as expected. We also found that the major incentives for local people to participate in the program are getting certificates of management and the program's effectiveness in minimizing land-use conflicts. Participants perceived that their major role on the program is to follow farmer-group directives or government rules. To achieve the program's purposes, farmer groups need technical assistance related to protection-forest management and opportunities for financing.

The strengthening of Institutional Review Board (IRB) and Human Research Protection Program (HRPP) for clinical research on advanced regenerative medicine reflecting the 3 Principles of the Belmont Report (Respect, Beneficence, Justice) is very important. The research institution IRB should naturally be in charge of managing the clinical research process. And it is crucial to reinforce HRPP for the protection of research subjects in institutions conducting advanced regeneration clinical research. So, it is needed to establish a Protection System for Advanced Regenerative Medical Research Subjects composed of clinical research management communication system for advanced regenerative medicine between KAIRB (Korean Association of IRB) of research institutes and National Management Agency for Advanced Regenerative Medical Research. In advanced regenerative medicine clinical research to verify safety and efficacy of the investigational drugs to the subjects with rare and incurable diseases rather than to treat the patients, it is hoped that a management system that guarantees the scientific characteristics of research and the rights of research subjects would be well organized and operated.

Bioassessment is the use of biosurvey data, most commonly for benthic macroinvertebrates and fish, to obtain information about the health of waters in a region. In rivers, bioassessment results are used to evaluate biological condition and trends, to establish relationships between stressors and impairments, and to guide and evaluate management actions.

The author has analyzed the ecological problems caused by city development and the comprehensive benefits of green space(e.g. ecological, social and economic benefits). The important role of green space in city sustainable development was discussed. Through benefits analysis of green space in city development in Kunming City, the author offered specific measures for green space protection in Kunming: strengthen plant management according to law; enhance nation awareness of plant protection; rationally plan city green land system;and use scientific forms of green land.

From the development course of water resources protection legislation, the paper mainly analyzes the legal framework, main content & management system of water resources protection, and pointed out the improved direction of water resources conservation legislation in China in the future.

The purpose of this study is to analyze the changes in contents of home management part in the home economics textbooks fur middle school from the 1st to the 7th curriculum period. The contents in the all of home economics textbooks published in every curriculum period are analyzed. The major findings of this study are as follows: 1. The part of home management is divided into seven specific areas including 'definition and process of home management', 'utilization of family resource and environment management', 'time management', 'household labor/work nanagement', 'family financial management', 'purchasing', and 'consumer protection'. 2. From the 6th curriculum period, the area of 'definition and process of home management' begun to be explained using system's approach and the area of 'household labor/work management' changed its' focus from household to self management. 3. The areas emphasized in the beginning of curriculum period were 'family financial management' and 'household labor/work management'. The 'consumer protection' ' and 'utilization of family resource and environment management' were the areas emphasized in the later curriculum period. 4. The contents of 'family financial management' area have changed very little, however, the contents of 'purchasing' area have changed a lot during the all curriculum periods. 5. The contents of illustrations, tables, pictures, and activities have changed according to changes of the contents of the textbooks.

현재 우리나라의 국가안전관리(위기재난관리)체계를 지탱하고 있는 기본법은 '재난 및 안전관리기본법'이다. 이러한 '재난 및 안전관리기본법' 하에서 우리나라의 국가안전관리체계는 위기와 재난을 효율적으로 관리하기 위하여 이른바 삼단체계(중앙정부, 시도, 시군구)를 채택하고 있다. 통합위기관리체계(IEM)는 일차적으로 지역 대응기관의 조정과 협력(Coordination and Cooperation)체계를 중시하는 개념이며, 특히 서로 동등한 위치에서 기관과 기관 간의 협력을 강조하고 있다. 이러한 통합위기관리체계의 흐름에 발맞추어 영국과 미국의 국가안전관리체계는, 지역사회 내의 지역대응기관들이 중앙정부나 연방정부의 직접적인 개입없이 일차적으로 시민보호와 관련된 문제(위기 및 재난)를 관리하는 시스템을 구축하고 있다. 다시 말해, 영국과 미국에서는 위기와 재난의 범위가 아주 광범위하고 복잡한 경우, 이로 인하여 중앙정부의 조정과 협력이 절실히 요구되는 때에만 비로소 중앙정부의 개입이 직접적으로 이루어지고 있는 것이다. 이와 반대로 한국의 국가안전관리체계는 지시와 통제(Command and Control) 중심의 중앙집권화 된 시스템을 채택하고 있기 때문에, 위기재난 발생시(중요도에 관계없이) 중앙 정부가 쉽게 지역단위의 지휘체계를 무시하고 이를 통제하고 간섭할 수 있다. 현대사회는 불확실성, 비친숙성 및 비예측성이 증폭되고 있는, 이른바 '위험사회(Risk Society)' 또는 '포스트모던 사회(Post-modern Society)'라고 일컬어진다. 이러한 불확실성의 시대에서 과연 우리의 하향식 국가안전관리체계가, '위험사회(Risk Society)'와 '포스트모던 사회(Post-modern Society)'의 불확실성, 비친숙성, 비예측성을 효과적으로 관리할 수 있는지 의문점이 제기된다. 이러한 맥락에서, 동 논문은 한국의 시민보호체계도 영국과 미국의 위기재난관리시스템과 마찬가지로 분권화된 조정과 협력모델(Coordination and Cooperation)로 변화해야 한다고 주장한다. 이를 위해서, 현행 '재난 및 안전관리기본법' 체계 하에서 우리나라의 시민보호체계 및 안전관리체계를 비판적으로 검토하고, 이를 토대로 국가안전관리체계의 발전 방향에 대한 정책적 시사점을 제시하고자 한다.
