An Analysis on the Distribution Structure of Internet Knowledge Exchange Markets (인터넷 지식거래소의 지식정보유통 실태분석)

  • This paper aims to analyze distribution structure of commercial Internet knowledge exchange markets. To that end, it has four specific study goals. First, define the type and volume of information available at the Internet knowledge exchange market as well as that of market users. Second, analyze distribution structure of the Internet knowledge exchange market. Third, identify current issues regarding infringement of intellectual property rights and conduct a survey to understand current standing of Internet knowledge exchange markets' IPR violation. Forth, assess application of Digital Rights Management(DRM) to Internet knowledge exchange markets and DRM's role in controlling unauthorized copying and illegal uses.

  • It is issued that protecting and managing a copyright are very important to a digitization of multimedia contents. We analyze the trend of a multimedia service, IPMP(Intellectual Property Management and Protection), DMP(Digital Media Project), ENTHRONE(End-to-end Qos through Integrated Management of Content, Networks and Terminals), and DRM(Digital Rights Management). All of these techniques are for developing solution about protection and management of the copyright and media service. These have been at the head of the growth of the whole media service, but cause problems such as a illegal copy and distribution. To solve these problems, researchers are performing many projects.

  • A serious problem with traditional 'command & control' spectrum management techniques is that they do not easily accommodate new technologies and new services. This paper describes the necessary principles of flexible-use spectrum rights which may allow a wide variety of spectrum uses in a single general-purpose band. Based on the electrospace description of the radio spectrum, these principles allow general aggregation or division of licensed electrospace regions via secondary markets, providing rules for how regulatory limits change under aggregation or division. These flexible-use principles limit transmitter behaviors that tend to create a more difficult operating environment for receivers, while making receivers responsible for handling any remaining interference. The author shows how flexible-use principles could provide a basis for real-world flexible-use frequency bands.

  • Due to illegal copying and distribution via the internet, the digital media that have been introduced create certain intellectual property issues. Because of this, several intellectual property groups have been created to create and maintain Digital Rights Management systems (DRM), in order to crack down on illegal and unauthorized copying. However, these systems are often created by many different companies, which leads to problems of interoperability. Despite attempts to regulate DRM systems, including the MPEG group's Intellectual Property Management and Protection" system, the system is still struggling to maintain some sort of interoperability between differing protocols. In this paper, we designed and implemented a DRM system with Gstreamer, following the DMP.

  • The digital watermark is one of important techniques to solve copyright authentication problems of digital media. Researches on the digital watermark are rapidly increasing in various media. The watermark system can resist some attacks such as signal attack, geometric attack and protocol attach. However, so far the robustness of the watermark needs to be improved. This paper suggests a watermarking technique with which a watermark is embedded on a coefficient of wavelet-based frequency band and extracted from it for protection of property rights and authentication of Blackfin processor-based digital sound. By carrying out hardware implementation of the suggested sound watermarking, the commercialization of protection of property rights and robustness of watermarks resulted from development of high-level programs can be confirmed.

  • Most countries recognize traditional knowledge as an economical resource in recent years, and so are actively participating in WIPO discussions for making sure of their intellectual property rights. In this study, the definition of traditional knowledge was discussed for making clear its categories and relative subjects. A tool for Korean Traditional Knowledge Resource Classification(KTKRC) was developed for putting the data of the resources in order, and was indispensable for searching for and examining cultural artifacts within the system of international intellectual property rights. KTKRC covers comprehensively our various traditional knowledge resources and has a similar structure to IPC for international searching, examining, and information exchange. KTKRC consists of a section of traditional knowledge(A), and three subsections: production technology(A0), living technology(A2) and creative technology(A4). The subsections include 8 classes, 28 subclasses, 105 groups, and a great number of subgroups.

  • Land is the only immovable property that can be used, as a means for agricultural production as well as a means for mortgage for financing industrial or commercial enterprises. Spatial technologies play a key role in managing our land, water and natural resources. Cadastral data is a major component for the development of Land Information System. Therefore, systematic land registration system based on accurate and scientific cadastral map are found inevitable for poverty alleviation, good governance and women empowerment through security of their rights on property, as well as the planning and development of a sustainable environmental protection within Metropolitan city. Digital cadastral parcel is the fundamental spatial unit on which database is designed, created, maintained and operated. Availability of accurate and updated cadastral maps is a primary requisite for successful planning, policy formulating and maintenance of city utility services, which need cadastral and utility information together. Flawed cadastral maps can put land, revenue and taxation system at stake. Kathmandu the capital city of Nepal still is lacking utility maps combining cadastral information with the utility. There is an urgent need to have an effective, accurate and easy to access land revenue and utility services system within the urban areas which could be achieved after the production of reliable base maps and land registration system to guarantee land allocation and property rights which can well be achieved by digital conversion and correction of base cadastral maps. This paper highlights the drawbacks of the conventional cadastral maps and the possible advantages of digital cadastral maps over these. Also the problems, issues and implications during digital conversion and creating database of the same will be discussed.

Virtual Reality and Internet GIS for Highway Simulation Based on the ASE

  • This paper show that, without installation of expensive VR (Virtual Reality) program, the sharing information is possible through posting three-dimensional road structures on the web, and avoiding the conventional top-down decision making method, fast bottom-up communication is possible base on the Virtual GIS (Geographic Information System). In this paper, using Viewpoint Scene Builder, internet-based software, the transformation was conducted to give pertinent type for web posting. In order to use the completed route at the scene builder, the output with ASCII Export is required, and ASE (ASCII Scene Export) contains the property information including the coordinate and frame of mesh vertex. Through in advance recognition of the problems regarding route design and petition due to environmental rights infringement, the time and cost due to design alteration can be reduced. It's difficult to provide VR based on the internet because file that embodied with internet GIS was complicated and its capacity comes to scores of mega-bites. But, this study provides VR with internet according to a basis by simplification of files.

  • This study investigated the copyright problems in the course of distance teaming. The Copyright Act of Korea is built to protect the rights of authors and the rights neighboring on them and to promote fair use of works in order to contribute to the improvement and development of culture. However, for efficient use of library's materials for distance education, some articles in the Copyright Act of Korea is needed to be changed. We suggested the revision in the article 23 “Reproduction for the Purpose of School Education” and the article 28 “Reproduction in Libraries, etc”.

  • UCC is a key characteristic of so-called Web 2.0 which encourage the publishing of one's own content and commenting on other people's. Nowadays, UCC has become a widely used. Accordingly, problem of copyright become a issue. In this paper, we propose the DRM system for UCC rights protection. The system solve the copyright problem in UCC. Therefore, UCC creator can exert the right of UCC. In addition, if the problem of copyright occur, we can find the illegal user and call a him to account by CE information which is stored in UCC server and have a property that a manufacture of original contents can control the copyright.
