Urban public service is goods and activities which satisfy public demands for the political, social, economic, cultural activity and household affairs of individual or groups and which urban government supply with free of charge. In view of government, in addition to fairness of facilities location, location of such facilities are to be determined the respect to cost of locating facilities and developmental direction in the future. Therefore, it is necessary to study on feasibility. A feasibility study Is an effective tool in determining the decision of investment or not and the level of investment priority on Projects requiring a sizeable investment and the feasibility of a project. The first, it is to select reasonable location. It was selected four and two by consideration of facilities distribution and connection with others. Six proposal selected was estimated by five element of approach, demand, symbol, reality, environment. In result proposal I was chosen. The next, it is to estimate scales. The finally, it is to study on economical efficiency. Net Present Value was came out ￦4.4billion by 20years and Inter Rate of Return showed up 11%. in addition, it offer various benefit by public facilities. In conclusion, this project is reasonable.

This paper is a study on the practical Systems Engineering Management Plan(SEMP) for the LRT Project. A SEMP shall be developed and applied to define and manage the systems engineering activities during the beginning of LRT Project. This paper is addressed contents and description of the practical systems engineering management plan based on the existing practices about system engineering management plan in LRT Project domain as well as the systems engineering standard as MI-STD 499A, IEEE 1220 etc. In the early stage of a LRT Project, An acquirer should provide a Systems Engineering Plan(SEP), and a contractor should summit a Systems Engineering Management Plan as the SEP in proposal. This addressed the SEMP as an aspect of the system and sub-systems supplier to systematically and effectively accomplish the systems engineering activities in LRT Project generally.

In the plant EPC project, the procurement work can be considered as the most important part that affects the success or failure of project as it has the closest mutual influence in every execution process of the project. Procurement takes up generally 60% ~ 70% of the entire project budget and the current trend of plant EPC project becoming larger in scale and a variety of process technology being applied. So, it is needed to identify the risks that are expected to occur according to the stages of procurement work, namely, proposal stage, manufacturer selection and purchasing agreement stage, expediting the process management of manufacturer stage, inspection stage and logistics & transportation stage. The management of observation and control of the risks should be performed with the response techniques which are 'avoid',' transfer'and' mitigate'.

This paper explains about general considerations and project management for a State of the Art utility supervisory systems. [1] The implementation and management of a supervisory system design project requires both a dedication of resources and application of good communications in order to be suc-cessful. The purpose of this study is to elaborate the request for proposal (RFP) for the localization parts development support project of core parts carried out by the Defense Agency for Technology and Quality. The RFP is the most important document throughout the localization parts project, including project announcement and developer selection, design and test of the development product, final evaluation, and standardization of the project. However, if the RFP is not established at the beginning of the project, there is an increased risk of business failure due to frequent changes by various reasons. In this study, we recognized the necessity of elaboration of RFP and applied the AHP method for quantitative elaboration. Eight requirements of the RFP related to the mechanical/electrical performance of localized development products and three elaboration methods for each requirement were designed in a hierarchical structure, and each weight was calculated by applying the 5-point scale AHP method. The AHP survey was conducted with 20 developers participating in the localization parts project, and the consistency ratio of the AHP survey result was less than 0.1. The elaboration method with the highest value among the calculated weights is classified, and the analysis results and future research directions of the elaboration method are presented.

As the size and scope of R&D investment explodes, the strategic and managerial importance of R&D proposal screening becomes highlighted. This point is particularly true for a large-scale research center that deals with multi-product and multi-technology R&D projects. Despite the importance, however, previous research has focused on project evaluation and selection stage. In this research, we propose a R&D proposal screening system. The main objective of the system is to filter R&D proposals that are identified to be duplications of past or existing projects. To this end, the algorithm of the system employs text mining, multivariate statistical method, and case-based reasoning.

Korea officially joined the ALMA (Atacama Large Millimeter/submillimeter Array) project on August 17, 2014. Korea was allowed to apply for the Cycle 2 call-for-proposal before joining the project. Korea submitted 17 proposals, and 4 of them were selected as high-priority. The fund of an 11-year Korean ALMA project in the KASI (Korea Astronomy and Space Science Institute) was approved. The project team formulated an ARC (ALMA Regional Center) node at the KASI and already started its supporting activities for the Korean Astronomical Society. The team also set up a future development plan for ASTE (Atacama Submillimeter Telescope Experiment) and ALMA. A couple of engineers are now doing concept design of a multi-beam receiver system for the ASTE, Because of the ALMA participation, Korea could also access open-use time of ASTE and Mopra telescopes organized by Japan. As of this writing, EACOA (East Asia Core Observatories Association) is now under discussion on making an organization called "East Asian Observatory" and the possible operation of JCMT (James Clerk Maxwell Telescope). I will briefly mention the future prospect of these activities.

본 논문에서는 학습자 중심의 학습 환경 구현에 매우 적합한 특성을 지니고 있는 웹을 통해 보다 효과적인 프로젝트 기반 학습 시스템(PBL; Project Based Learning )을 구축할 수 있는 방안을 제시하고자한다. 프로젝트 목표선정, 프로젝트 계획, 프로젝트 활동, 정리 및 평가에 이르기까지 팀 구성원 모두가 책임감을 갖고 보다 적극적, 능동적인 학습을 수행할 수 잇도록 학습모듈을 구상하였다. 웹을 활용하여 프로젝트에 참여한 학습자들은 수동적 수혜적인 기존의 학습방식과는 달리 보다 적극적, 형성적, 협력적인 학습활동을 펼칠수 있을 것으로 생각된다.

This design proposal was accepted to a design competition for the improvement of Indi Youth Street, Mapo-Gu, which was held by the Seoul Metropolitan Government in June, 2000. The \`Hong-ik University District\` projected area consists of several streets, where the independent and youth culture unique to this area is blossoming-Indi music, underground arts, and historic meaning of the area as an estuary of Mapo. The site is also expected to attract many citizens and fereigners because of convenient accessibility of the new subway station to the Inchon International Airport and because of many attractions on the street- foods, music, art and people. Accordingly, the proposal set the main design concept of this project as \`the Street of Youth Culture\` considering its special and social status as well as the physical improvement of the street environment. With this concept in mind, the proposal designed the improvement of the physical conditions based on the motive of \`the Street of Youth Culture\`, having Indi/under art, Indi/ under music, Indi/under drama and Indi/multimedia animation. This design proposal of the Street of Youth Culture consist of three segments, which symbolize the millenium Youth Plaza, MultiMedia Animation Pocket and Arts Exhibition Pocket based on unity and balance. This plan has the ultimate aim of making the district one of the people\`s favorite streets in Seoul, which people love to visit again and find the vivacity of the new millennium youth culture.
