The Analysis on Evaluation Model for Efficiency of GDOC (정부문서유통시스템의 효율성 측면에 대한 성과평가모델 분석)

  • This paper presents the methods of evaluating validity and effectiveness of informatization budget investment for e-Government, through the preliminary evaluation. the progress evaluation and the Post evaluation of the investment, and a quantitative evaluation model which improves conformance of IT ROI (Return On Investment) using the evaluation results. the right evaluation targets of informatization investment for the development project to GDOC(Government electronic Document Distribution Center), and KPIs(Key Performance Indexes) which is enable to evaluate objectively effectiveness in the preliminary and the post evaluation phases are developed, and according to using the quantitative evaluation model . improved effectiveness evaluation results for each index in the point of view of usage and innovation are come out.

Development of Self-Diagnosis Methodology Based on Process for Improving the Effectiveness in Public Institutions Service (공공기관의 대국민 서비스 효율성 제고를 위한 프로세스 기반 자가진단 방법론 개발)

  • The purpose of this study is to develop the self-diagnosis methodology based on process for improving the effectiveness in public institutions service and to suggest it. For this goal, we would like to select the management methodology which can be easily handled from the viewpoint of working personnel in the public institutions and make it as a process. First, the strategy for the public institutions and the strategic task for practicing it are acquired using BSC (Balanced Score Card) which is now under the active research. At this time, the relative degree of significance is derived using the AHP (Analytic Hierarchy Process) which is conducted for the professionals and management to get the degree of importance in the strategic tasks. The acquired relative degree of significance and the figures related to the performance of each strategic task derived from the subsequent questionnaire are used to get the final highly efficient strategic task through IPA (Importance Performance Analysis). In this study, this process based self diagnosis methodology will be explained in detail using the case of Project A in order to verify the effectiveness of the management science technique on the self diagnosis of the public institutions.

Economic Analysis Study on the R&D Effect of Performance Improvement of the Tri-generation Fuel Cell System (연료전지 삼중열병합 시스템의 성능개선 R&D 효과에 대한 경제성 분석 연구)

  • Considering the recent substantial increase in national research and development (R&D) budgets in the energy sector there has been increased Interest in the effectiveness of government R&D investments. We conducted a case study to calculate the allowable scale and effectiveness of R&D investment by calculating the direct performance improvement effect resulting from R&D investment as an economic value. Using conditions that existed prior to R&D investments as a reference, five cases in which performance improved due to R&D investments were compared and analyzed. The government's financial investment is increasing rapidly in line with the establishment of the national hydrogen roadmap. R&D is needed to enhance the current low technology readiness level of hydrogen fuel cells compared to solar and wind energy fields. Therefore, an R&D project to improve the performance of the fuel cell system was selected as this case study's subject. Using the results in this study, the allowable level of investment in the task unit of national R&D projects could be calculated. Moreover, it is advisable to provide a standard for rational decision making for new R&D investments since it is possible to determine investment priorities among a large number of candidates.

  • The appropriate sample size calculation in dental research is important to achieve the study purpose at the first step in study design. However, it cannot be easy to calculate sample size using standard formulas, because the several factors must be considered for calculation. This study introduced the graphic method for sample size calculation, which is called nomogram. The purpose of this study is to show the effectiveness of the nomogram using examples, expecting the researchers can easily use nomogram for sample size determination.

  • This paper is intended to review the major problems of rural settlement development and attempts to find the direction to enhance the effectiveness of rural settlement development policies and strategies. Small amount of financial resources being mobilized, similar policies for rural settlement development have been implemented sectionally by the respective sectoral goverment bodies. It has resulted in a lot of coulict and ineffectiveness in the process of rural settlement development To rationalize the rural settlement development, there should be some change in the current practice of the project: integration of development efforts, consideration of regional situation and settlement system, and introduction of principles and criteria suitable for rural settlement planning.

Effects of Small Business Support Projects: Evidence from Korea

  • On average, small business support projects appear to improve beneficiary sales, and the growth effect is obvious when supporting young or growing firms. However, the effect is largely offset by sales reductions due to overcrowding. Small business support projects must be operated in two ways to alleviate the overcrowding of businesses in a few industries and to enhance the overall effectiveness of the support programs.

  • Safety of passengers in the Korean High Speed Train, KHST, was evaluated under the different accident scenarios. Preliminary occupant analysis has been performed based on the TGV-K train seat characteristics. The influence of the vehicle deceleration and passenger type, seating positions, effectiveness of compartmentalization have been evaluated in terms of occupant injury criteria. This study is the final result of the occupant analysis of KHST project at 1st stage 3rd year.

  • This paper presents a modified simulated annealing algorithm to optimize linear scheduling projects with multiple resource constraints and its effectiveness is verified with a proposed problem. A two-stage solution-finding procedure is used to model the problem. Then the simulated annealing and the modified simulated annealing are compared in the same condition. The comparison results and the reasons of improvement by the modified simulated annealing are presented at the end.

  • The primary purpose of this paper is to find out what issues are important in the Social Security sector, and then, through AHP methodology, this study analyzes what kind of big data methodologies and projects can be implemented to solves these issues. To the aim, this paper first confirmed 8 big data projects from reviewing all issues in the Social Security sector such as administrative works and social policies. After the result of pairwise comparison, policy validity is most important factors rather then effectiveness and practicability. With regard to the priorities among sub-big data projects, the project about preventing improper recipients has come out the most important project in terms of validity, effectiveness and practicability. And the results showed that the project about outreaching and reducing a blind spot on the welfare sector is weighed as a significant project. The results of this paper, in particular 8 sub-big data projects, will be useful to anyone who is interested in using big data and its methodologies for the social welfare sector.
