  • Due to the diversification and complication of construction projects, controlling risks from the early design-planning phase gives huge impact on success of the construction project. As a part of managing uncertainties it is also important to estimate the project cost several times. Especially, estimating project cost in the early stage gives effects on making a budget for projects. This study estimated the apartment project cost using case-based reasoning(CBR), which is the process of solving new problems based on the past problems. For this, we deduced the apartment cost influence factors which can be gathered in the early stage of project. Based on the factors we established the database for apartment project and calculated the attribute value, attribute similarity and case similarity. Although we retrieve the most similar case from the database, it is very hard to utilize it directly due to the uniqueness of each project. So, Genetic Algorithm(GA) was applied in revising the cost of the retrieved-case. Therefore, the accuracy of the prediction was improved by GA optimization.

  • Estimating time and cost is an important mission in the early phase of a construction project, especially in feasibility study. It provides a foundation for making decision whether or not the project is performed on schedule and within budget. Thus, reliability of this estimate plays a key role in measuring the success of a project. This study was carried out to investigate the time-cost relationship in building construction projects in Bangladesh. The mathematical equation used in this study is based on Bromilow's equation. The research data were collected from sixty-three completed building projects through questionnaire survey. Type of clients, type of projects, and tender methods are the project characteristics considered in this study. The results of analysis indicated that the Bromilow's time-cost (BTC) models developed for each project characteristic are appropriate due to quite high coefficient of determination and relatively small mean percent errors. Among them, the forecasted model for time and cost according to tender methods is the best fit model. It is concluded that the BTC model could be applied in building construction project to predict its time and cost in Bangladesh. Four different regression models were also developed in this study. The results of BTC model between some selected countries were compared to gain the comprehensive view.

  • Capital project benchmarking requires an effective cost normalization process to compare cost performance of projects accomplished in different time and location. Existing cost normalization approaches have been established based on the assumption that all required information for cost normalization is fully identified once a project is completed. Cost normalization, however, is sometimes required to evaluate phase-level outcomes of an ongoing project where the required information is not fully available. This paper aims to provide a cost normalization procedure for phase-based performance assessment. The procedure consists of three normalization steps: currency conversion, location adjustment, and time adjustment considering various scenarios where the required information is not fully identified. This paper also presents how the cost normalization procedure has been applied to the 10-10 Performance Assessment Program, which is a phase-based performance assessment system developed by the Construction Industry Institute (CII). Both researchers and industrial professionals can apply the cost normalization procedure to studies and practices regarding to cost estimation, feasibility analysis, and performance assessment.

  • R'||'&'||'D project management is a process of decisions concerned with the achievement of goals of objectives. Especially, defense R'||'&'||'D project planning is the key in the successfull management of defense development. The defense project managers are constantly having to perform "what if\ulcorner" exercise, such as what if the project is extended out for an additional cost\ulcorner In this reserch, we developed a schedule-cost analysis model based upon Critical Path Method(CPM) and Venture Evaluation and Review Technique(VERT) for schedule-cost trade off analysis defense R'||'&'||'D projects. In the first step, a deterministic model is developed as a heuristic which deterministic model is developed as a heuristic which determines the schedule extension and reduction cost as a function desired schedule. In the second step, a stochastic network simulation model is developed to analyse the project risk (sucess and failure). The expected time and cost can be determined for desired schedule under the assumptions of stochastic arc data (time and cost) with a various precedence relationships. This model provides the defense R'||'&'||'D managers with an estimated and expected cost for curtailing or extending a project a given amount of time. The effectiveness and efficiency of the proposed methods, a heuristic and stochastic networks simulations, have been demonstrated through examples.

  • 국내 건설업계는 자체 엔지니어링 기술 확보 및 높은 수준의 건설사업 관리기술의 보유와 더불어 사업초기 단계에서 해당 프로젝트의 경제적 타당성 평가를 수행할 수 있는 능력이 절실히 요구되어진다. 시설물의 설계 및 시공 기술은 최근의 국제 시장에서 수주를 위해서는 반드시 필요한 부분이며 수익을 창출할 수 있는 사업수행을 위해서는 사업초기단계부터 사후유지관리까지의 연속적인 건설사업 관리기술이 요구되어진다. 건설사업 관리기술은 프로젝트 시작단계에서부터 운영 유지관리 단계까지 단계별로 발생하는 비용에 대해 얼마나 경제적이고 효율적으로 관리하느냐에 따라 프로젝트의 성공여부를 결정짓는 역할을 한다. 이러한 단계별 비용항목의 체계적인 분석을 위해 본 연구에서는 국내 하수처리장을 대상으로 프로젝트 전반에 걸친 비용흐름 및 요소를 조사하였다. 특히 국내 하수처리시설의 유지관리비 DB를 조사하여 데이터 모델링을 수행하였고, 실적 DB의 불확실성을 고려하여 불확실성 해소를 위해 몬테카를로 시뮬레이션 방법을 이용하여 타당성 평가를 위한 평가 목적별(처리공법, 운영 주체 등) 유지관리비 예측 추세선을 제시하고자 하였다.

의료시설 사업계획서의 건축사업비 산정에 관한 연구 (A Study on the Calculation of Construction Project Cost of Healthcare Facility Business Plan)

  • Purpose: The purpose of this study is to provide an effective construction project cost estimation tool for preparing a business plan of healthcare facilities which can be practically used for development projects. Methods: In order to provide a tool for calculating construction project costs, this study analyzed the Building and Related Laws, the Building Technology Promotion Laws, the Ministry of Land, Infrastructure and Transport notifications and directives, the Ministry of Trade, Industry and Energy notifications, the detailed guidelines of the Ministry of Strategy and Finance, the Building Service Industry Promotion Acts, various certification standards, actual project budget calculation cases, etc. with advices from related experts. Results: 1) Construction cost is classified into construction costs, architectural design costs, supervision costs, incidental costs, and each sub-element. In particular, since there are many incidental cost items, essential items to be reviewed during planning are derived and costs are calculated according to appropriate consideration criteria. 2) Criteria for Payment calculation mainly applies the construction cost rate method or the actual cost fixed amount method in consideration of the characteristics and scope of work. Implications: There are many calculation factors that need to be applied to the construction project cost. Therefore, it is necessary to organize the calculation process more clearly.

A METHOD OF REVISING RETRIEVED SIMILAR CASES IN GA-CBR COST MODELS

  • Early cost estimates are important to decision-making for a construction project. Moreover, the possibility of reducing the project cost is getting less as the project is progressed. Case-based reasoning (CBR), which can be viewed as an effective method for early cost estimating, is widely utilized recently. Early cost estimates using CBR have advantages over the traditional ones as they produce reasonable outputs and self-studying is possible by simply adding new cases. Case-based reasoning is composed of a cycle of retrieve, reuse, revise, and retain process. However, in the majority of research cases, they are focused on how to retrieve the similar cases, instead of revising the cases which is expected to increase accuracy results of cost estimation. This research suggests a method of revising retrieved similar cases in a GA-CBR cost model which is widely studied and utilized for early cost estimating recently. To validate the proposed method, case study is conducted based on Korean public apartment projects.

경량전철 사업의 SE 적용을 위한 비용 추정 모델 연구 (A Study on the Cost Model for Implementation of SE for the Light Rail Transit Project)

  • This research aims to propose a model to estimate the appropriate SE Cost rate to the total project cost when systems engineering applied to light rail transit project. In this research an investment cost estimation model is proposed with reference to COSYSMO (Constructive System Engineering Cost Model). This model includes four input factors such as requirement numbers, interface numbers, algorithm numbers, and scenario numbers. When 2600 requirement numbers are considered on a proposal document with 350 pages in a light rail transit specification of 500 billion~trillion won scale, COSYSMO demo version estimates 42.5 billion won of SE cost (about 5% of total project cost or about 10% of E&M cost).

  • Providing the reasonable construction cost at the initial stage of the rural development project, is a kety factor of the each step of project , such as propriety analysis , cost planning , design, and planning the progress of work. The explainable construction cost can be estimated at the early stage using the actual cost data by statistical analysis. In this study, the influence factors are extracted by factor analysis with the actual cost data of rural development project, object cost model is developed by multiple regression analysis, and verify the developed cost model by Monte-Carlo simulation .

  • 사회기반시설은 국가 경쟁력 지표로써, 전통적으로 정부의 SOC 재정으로 건설되어 왔다. 그러나 SOC 예산 축소에도 불구하고 사회기반시설의 확충 요구를 해결하기 위해 민간투자사업제도가 도입되었으며, 이 중 도로사업의 비중이 높다. 본 연구는 기 제안된 도로사업 사업계획서의 운영관리비와 사업계획서와 연계되는 재무모델의 운영관리비 항목을 분석하고, 도로사업의 특성을 반영하기 위해 한국도로공사의 사업비 항목과 운영관리 업무를 분석하였다. 분석 결과를 통해 분류체계를 마련하여 비용산정 기준을 마련하는 것이 요구된다. 또한 업무의 효율성을 고려하여 기존의 업무 도구를 웹기반으로 통합하여 하나의 시스템으로 개발하는 것을 제안하였다. 이를 통해 민간투자사업의 전체적인 사업성 확보에 기여하고, 수익성을 기반으로 하는 사회기반시설의 확충에 기여할 것으로 기대된다.
