Anaerobic digestion has recently attracted all over the world and Korea also shows no exception. The major benefits of anaerobic digestion are energy production, water pollution control, pathogen reduction and effective manure production. In Korea it was recognized in late sixties that there was a positive need to find alternative energy for farmers household. The main traditional energy sources in rural area were crop residues and forestry products. Therefore Office of Rural Development through its Rural Guidance Bureau disseminated about 29,000 household biogas units from 1969 to 1975 to provide cooking fuel for farmers household and to improve the mode of farmers living standards. The units were welcomed by farmers at that time. Now, however, most of them are not using due to a number of reasons associated with cold winter and some techno-economical problems (in those day, fossil fuel was quite expensive to compare with other prices and since then farmers income was quickly increased). The author studied on bag type household biogas plant to solve some technical problems of existing household biogas plants, but this also has little appeal for the farmers. From 1977 author studied on village scale biogas plant with two pilot plants. From the viewpoint of energy production, COD removal, kill rate of pathogen and fertilizer value, the results obtained from the experiments were quite promising, but the construction cost of the village scale biogas plant was too high for the farmers in Korea. To find most suitable biogas plant for farmers in Korea through the simplifying the biogas digester, the author developed batch-load biogas plant. By feeding coarse crop residues and manures, total solids concentrations of the batch-load biogas plant are about 28 percent which is much higher than continous digester of 5-8 percent. The batch-load biogas plant was welcomed by many farmers in Korea when it was reported on TV and newspapers. The plant was disseminated 154 units in 1982, 766 units in 1983 and 812 units in 1984 as a promissing project. Besides these biogas plant experiments, studies were also conducted 1) to determine gas production rate with agricultural wastes, 2) to evaluate the effect of loading rate, dilution, retention time on biogas production, 3) to project the amount of potencial energy from agricultural wastes.
This research shows the relationship between the number of trains and the probability of trains with arrival delay and suggests way to estimate the benefits of improved punctuality in a bottleneck section of the Gyeongbu Line. The arrival delays of high-speed and conventional trains were estimated using the train operation data of KORAIL. Linear regression models for the probability of trains with arrival delay by train type are presented in this paper. The probabilities of trains with arrival delay were more affected by the number of conventional trains than by the number of high-speed rail trains. For the empirical analysis, a project for increasing the capacity in the Seoul~Geumcheongu office section was tested. The benefits of the improved punctuality were estimated to be 4.2~4.5 billion Korean won every year. This research has some limitations but it can help evaluate more precisely the feasibility of the project of increasing the capacity in bottleneck sections.

Physical activity (PA) professionals and participants recognize enhanced quality of life (QoL) as a benefit of and motivator for PA. However, QoL measures are often problematic and rarely consider the participants' perspective. This paper focuses on recent findings from a larger project on the role of QoL in PA and health promotion. More specifically, we focus on the views of participants and potential participants to better understand the relationship of PA and QoL. In earlier stages of the project we began with a conceptual model of QoL and developed a survey. We now focus on participants' views and ask two questions: 1) what is QoL? and 2) how does PA relate to QoL? We first asked those questions of a large sample of university students and community participants as open-ended survey items, and then asked focus groups of community participants. Overall, participants' responses reflected the multidimensional, integrative QoL model, but the responses and patterns provided information that may not be picked up with typical survey measures. Findings suggest that PA contributes to multiple aspects of QoL, that social and emotional benefits are primary motivators and outcomes for participants, and that the meaning of QoL and PA benefits is subjective and contextualized, varying across individuals and settings. Programs that directly target and highlight the multiple dimensions and integrative QoL, while considering the individual participants and contexts, may enhance both PA motivation and participants' health and QoL.

The safety and health ledger system, which gives the responsibility of safety and health management for construction site workers to the construction project owner, was introduced as part of the overall revision of the Occupational Safety and Health Act. There is a need to explain the system's effectiveness in terms of economic feasibility to solve the execution problem of the system caused by low awareness and implementation rate. In this study, the economic effect of implementing the safety and health ledger system was analyzed using cost-benefit analysis based on the data discussed at the time of the introduction of the system. Results show that creating and managing the design safety and health ledger caused additional costs in implementing the system. As a result of comparing the cost of preparation and the direct and indirect benefits caused by the reduction of industrial accidents, the benefits were evaluated higher than the costs. Thus, it is thought that the safety and health ledger system reduces construction work accidents and generates economic effects.

Being dealt in Alfred Weber's Theory of the location of Industries, a lot of economic benefits can be obtained through aggregation and clustering of industrial facilities, which derived to the development of industrial complexes in Korea. However, with the IMF economic crisis as well as various institutional changes, the framework of aggregation and clustering of industries is broken, which led to individual developments that took place without any consideration of surrounding industries. For reformation of these condition of industrial complexes, national government-led regeneration projects are being carried out currently. However, national government-led projects mainly focus on profitable projects such as officetel and hotel that are irrelevant to exist composition of industrial complexes which is usually manufacturing base industries and are unable to solve the fundamental problems of industrial complexes. Thus, a necessity of industry clustering is deduced through case analysis of actual private-led manufacturing industry cluster with governance and analysis of benefits on financial, spatial and environmental aspects. In addition, implications on the necessity follow base on factorial analysis on the benefit of clustering development than individual development as well as analysis on the measures taken for successful clustering.

Recently, the Ministry of Strategy and Finance announced a plan to reduce the proportion of economic evaluation in non-metropolitan areas and strengthen balanced development evaluation through the reorganization of the preliminary feasibility study system. In addition, the social value of the quality of life, such as job, environment, and safety, which may be affected by the implementation of transportation facility investment projects, was reflected as the main item of policy evaluation. In this study, the ripple effect of the project in terms of social value was reviewed for the Gangil-Chuncheon. The effect of highway opening was investigated by reviewing the feasibility report, post-evaluation report, and statistical indicators. Recently, the Gangil-Chuncheon highway is getting used by around 110,000 people per day. The number of tourists in Chuncheon rapidly has increased from 5 million a year to more than 11 million now. In addition, it was confirmed to produce effects such as population migration, net inflow and land price increase, improvement of living convenience, and expansion of emergency medical care. Although this ripple effect was influenced by various socio-economic factors as well as the opening of the highway, it is clear that it is difficult to occur without the opening of the highway. It is judged that the evaluation of indirect benefits and social values due to the opening of the highway can be quantified through continuous research and data construction. Post-evaluation of construction works, including project efficiency evaluation and ripple effect evaluation, is performed for construction works with a construction cost of more than 50 billion won. In the future, we will continuously improve the evaluation system in order to evaluate the indirect benefits and social values of public investment projects.
This study is aiming at identifying the foreward and backward lingkage effects of the farm land base development project. Korean Government has continuously carried out farmland base development projets including the integrated agricultural development projects. large and medium scale irrigation projects and the comprehensive development of the four big river basin including tidal land reclamation and estuary dam construction for the all weather farming since 1962. the starting year of the five year economic development plans. Consequently the irrigation rate of paddy fields in Korea reached to 75% in 1998 and to escalate the irrigation rate, the Government had procured heavy investment fund from IBRD. IMF and OECF etc. To cope with the agricultural problems like trade liberalization in accordance with WTO policy, the government has tried to solve such problems as new farmland base development policy, preservation of the farmland and expansion of farmland to meet self-sufficiency of foods in the future. Especially, farmland base development projects have been challanged to environmental and ecological problems in evaluating economic benefits and costs where the value of non-market goods have not been included in those. Up to data, in evaluating benefits and costs of the projects, farmland base development projects have been confined to direct incremental value of farm products and it's related costs. Therefore the projects'efficiency as a decision making criteria has shown the low level of economic efficiencies. In estimating economic efficiencies including Leontiefs input-output analysis of the projects could not be founded in Korea at present. Accordingly this study is aimed at achieving and identifying the following objectives. (1) To identify the problems related to the financial supports of the Government in implementing the proposed projects. (2) To estimated backward and foreward linkage effects of the proposed project from the view point of national economy as a whole. To achieve the objectives, Hwangrak benefited area with reservoir which is located in Seosan-haemi Disticts, Chungnam Province were selected as a case study. The main results of the study are summarized as follows : a. The present value of investment and O & M cost were amounted to 3,510million won and the present value of the value added in related industries was estimated at 5.913million won for the period of economic life of 70 years. b. The total discounted value of farm products in the concerned industries derived by the project was estimated at 10,495million won and the foreward and backward linkage effects of the project were amounted to 6,760 and 5,126million won respectively. c. The total number of employment opportunities derived from the related industries for the period of project life were 3,136 man/year. d. Farmland base development projects were showed that the backward linkage effects estimated by index of the sensitivity dispersion were larger than the forward linkage effect estimated by index of the power of dispersion. On the other hand, the forward linkage effect of rice production value during project life was larger than the backward linkage effect e. The rate of creation of new job opportunity by means of implementing civil engineering works were shown high in itself rather than any other fields. and the linkage effects of production of the project investment were mainly derived from the metal and non-metal fields. f. According to the industrial linkage effect analysis, farmland base development projects were identified economically feasible from the view point of national economy as a whole even though the economic efficiencies of the project was outstandingly decreased owing to delaying construction period and increasing project costs.
This study aims to verify the economic validity of the REDD project in North Korea by estimating the potential carbon credits and the cost of REDD project. The REDD potential credits of North Korea are estimated based on the international statistics of forest area and population from 1990 to 2010, and the cost of REDD project is estimated indirectly by annual land opportunity cost of agriculture assuming that South Korea will aid the food production per area in North Korea. When the 25% reduction scenario was applied to the annual deforestation rate in North Korea, the potential REDD credits were estimated to be $4,232million{\sim}5,290milliontCO_2eq.$ for 20 years. It would account for 28~35% of South Korea's national medium-term greenhouse gas reduction target. On the other hand, the break-even price of REDD project was calculated as the profit of agriculture in the land available by forest conversion in North Korea. It was estimated to be 19.19$/$tCO_2eq.$ when the non-permanence risk of forest conserved through a REDD contract is assumed to be 20%. This price is higher than the price of REDD carbon credit 5$/$tCO_2eq.$ dealt in the 2010 voluntary carbon market, leading to no economic feasibility. However, REDD project provides co-benefits besides climate mitigation. As previous studies indicate, the break-even price is lower than 20$/$tCO_2eq.$, which is the social marginal cost of greenhouse gas emissions by loss of forest. Therefore REDD in North Korea can be justified against the social benefits. The economic feasibility of REDD project in North Korea can be largely influenced by the risk percentage. Thus, North Korean REDD project needs a strong guarantee and involvement by the government and people of North Korea to assure the project's economic feasibility.
As a result of cost-benefit analysis by making a macroscopic approach to the health screening projects conducted 4 times since 1950 for the insured people of the Korea Medical Insurance Corporation, the following conclusions were reached. 1. The direct costs put into the health screening project, and the time costs which were paid by examinees or calculated in terms of social costs have been estimated. The results is that the lowest estimation was 10,337 million won and the highest 15,141 million won when a minimum of 1.5 hours of time spent and a maximum 4 hours were applied. 2. In terms of the psychiatric benefits, the lowest estimation was 5,341 million won while the highest was 5,585 million won. 3. In terms of the benefits for each kind of diseases, the lowest estimation of 37,188 million won and highest estimation of 74,383 million won have been calculated for the liver diseases. And for the cardiovascular diseases, the minimum estimation was 14,475 million won while the maximum was 20,532 million won. In case of pulmonary tuberculosis, with external effect benefits being included, the estimation ranged from the minimum of 1,649 million won to the maximum of 1,832 million won. And the estimation of benefits for diabetes mellitus and renal diseases ranged from 89 million won to 92 million won and from 4,567 million won to 7,598 million won respectively. 4. In comparing costs and benefits, as a results of comparing each highest and lowet estimation a range of minimum 46,708 million won and maximum 98,071 million won of benefits has been gained.
In empirical studies on rural development projects, differentiation tends to be considered a strategy aimed at increasing the number of visitors. Rural development projects include the improvement of living environment, and the discussion about project goals and evaluation of project results are often focused on the aspect of rural tourism. Thus, subjective benefits of such projects for residents are omitted. This study examines the meaning of differentiation from the perspective of residents and explores the validity of the number of visitors and the possibility of reflecting residents' subjective score as evaluation indicators for a project. To achieve such an objective, this study uses survey data collected from 153 people in 38 comprehensive development projects in areas of Eup and Myeon, Korea. The results of this study show that differentiation is viewed as a by-product of positive improvement from a rural development project, from the perspective of residents. The effects of rural development are classified into two dimensions: socioeconomic effects and living environmental effects. Landscape improvement is included in the dimension of living environmental effects and an increase in the number of visitors is included in the dimension of socioeconomic effects. As such, they are confirmed to be the factors that determine the level of differentiation. For example, the increase in the number of visitors is confirmed to be a valid indicator of project success, in which two-dimensional characters are reflected. The level of differentiation evaluated by residents is a result of the workings of the above two factors. Unlike in previous studies, the possibility of evaluation based on the perception of residents is confirmed in the evaluation of results. When the level of differentiation is interpreted as the direct result of a project, the number of visitors has an impact on socioeconomic effects, and the project content of landscape improvement has an impact on living environmental effects. The goal of policy and residents is the same in terms of the effort residents may make in maximizing results of a project by themselves; thus, the government's goal is achieved even when a project is carried out under the autonomy of residents. Ultimately, the government should focus on providing conditions in which active citizen participation can not only occur but help to establish a policy direction, which subsequently strengthens the substantial rights of residents.
