This study aims to explore alternative strategies for the archival professional training system in response to changing records management environments. It found implications in the training and qualification system for overseas archival professionals and compared and analyzed the qualification system for Korean archival professionals. In addition, by analyzing the archival graduate schools' general status and the instructors' research performance, the study confirmed that many instructors have low academic interest in archival studies and the gap between schools was significant. Based on this, interviews with professors and experts were conducted to gather opinions on improving the archival professional training system. In conclusion, the study presents prerequisite tasks of organizing an archival community governance system and securing self-regulatory power. Moreover, it proposes innovative measures for the archival professional training system with three major tasks: creating graduate education guidelines, establishing a continuing and deepening education system, and transforming educational institutions.

The purposes of this study were to review current status and problems of national qualification sys tem in the field of industrial hygiene, focusing on the deficiencies in the regulatory system and the quality of individual professionals including the Industrial Hygiene Management Professional Engineer and the Industrial Hygiene Management Engineer, and to suggest new directions for the industrial hygiene qualification system. In addition, comparable systems adopted in other countires were reviewed.

This research proposed the necessary capability of cyber security professional personnel for cyber security education and training. Cyber security professional personnel were required specialized capability because the curriculum of cyber security education and training is structured around practice and training. Based on the knowledge, skills, and attitudes of professors, we derive candidate capabilities and index through the results of precedent research. As a result, we derived capability such the candidate capability group as teaching qualification, expert knowledge, practical ability, lecture ability, and research ability, and detailed capability index was derived accordingly. Finally, based on the questionnaire results of the professors related to the information security, it was determined that the capability required for the cyber security education and training professional personnel were expert knowledge, practical ability, and lecture ability. Among the capabilities, executive ability means that they have to fulfil abundant executive experience due to the high proportion of practical training due to the characteristics of cyber security education and training.

In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

This study suggests ways to strengthen the expertise by analyzing the problems caused by the lack of expertise of the qualification management body managing the Korean qualifications in the realm of firefighting from the perspective of external signal dependency of capture theory. As a method to prevent the dependency of external signals in capture theory, it is suggested to strengthen the expertise of regulators and strengthening roles and functions of regulator institutions by supplementing education and professional manpower. On this basis, analyzing the problems of qualifications management to the external signal dependency tendency, the researchers in qualification management at the Human Resources Development Service of Korea have a variety of different majors, so understanding and application can be limited if they are working in an unfamiliar area of work. Therefore, in making decisions regarding topics such as policies and roles, suitable alternatives should be found based on external signals. In order to improve this, it is necessary to select firefighting majors in the Korean qualification management of the firefighting realm, to reorganize the job scope to a similar job field of the researcher in charge. It is also necessary to strengthen the expertise of the researcher through various programs, such as mandatory periodic maintenance education in order to understand the work of the researcher.

Due to developments in information technology and ensuing changes in the concept of time and space, the significance of national boundaries has been weakened, bringing to attention the heightened competition among nations. In order to respond to these transformations, the Korean government is increasing its efforts to raise the authenticity of the National Technology Qualification System(NTQS) by closely linking NTQS testing method and procedure to practical knowledge and skills in the industry field. This initiative is based on the recognition that the human resources development is a crucial factor in determining a nation's competitiveness. This study aimed, first of all, to diagnose the problems directly and indirectly affecting the testing method in the current NTQS. And then, differentiated solutions according to grade and improvements in the testing infrastructure were suggested. The ultimate purpose was to provide a blueprint for enhancing national competitiveness through increased authenticity and efficiency of the NTQS. Research methods applied during this study include: the collection and review of qualification-related literature; a series of conferences with leading experts; interviews with vocational educators and researchers from qualification-related institutes; a survey of national qualification holders from a variety of professions and industries; and participatory observation at qualification exam centers. According to the current record of Private Security in Korea, more than 110,231 private security guards and around 2,213 security guard associations are engaged in the private security industries. However, there is no a professional license for the private security. In order to be provided a high quality service from private security industries, the security guard should be required his/her professional qualification which can be upgraded by establishing a professional license system. For introducing the license system the government and security guard associations need to support the suitable training program including curriculum and method, and all associations related to the private security have to require people involved in any kinds of private security matters to complete obligatorily some educational training programs. And also, to complete a college should be the minimum requirement.

The purpose of this study was attempted to investigate the professional perception of the public library directors in Korea, and to measure and to compare the perceptional difference between Directors that have or have not of Librarian's license. The authors obtained data through questionaires by mail to 188 directors of public Libraries. The number of respondents which become available for analysis was 188 and the response rate was 58.8%. The Major findings of this study are summarized as follows: 1. The professional perception of public Library Directors differs from the qualification for a librarian. 2. The Librarian's license made difference with regards to perceptional attitudes, consciousness of services, satisfying on job situation of Directors. 3. The professional perception of public Library Directors may have influence on each others of a school career, task work, colleague understandings on the gob situations. 4. but the difference have no significance statiscally. 5. Thus we need to study other types of organization and influencial variables for generalization of this study.
