Present Status and Prospects of Horticultural Seed Industry (원예종묘산업의 현황과 발전전망)

  • The horticultural seed industry has made great progress in the last fifty years of its history after the independence of this country. The industry has accomplished self-sufficiency in major vegetable seeds and has even gained international competitive edge in certain crop seeds, particularly in hybrid cultivar development. However, the industry is facing a crisis at present coming from excessive competition among the domestic seed companies as well as the foreign currency crisis of the country. Several major seed companies have already been acquired by multinational corporations. Many people in the country as well as agriculturists are concerned about this situation. Although it is true that the industry is undergoing hard times, this crisis can be turned into a chance for making new progress depending on the joint efforts of the groups responsible, i.e., private companies, public institutions, and policy makers. Therefore, we have to turn this crisis into an opportunity for self-reform and progress. We should not be discouraged or give up. We Propose some ideas for the Progress of the seed industry. Public institutions and policy makers should do such things in cooperation as 1) training human resources for future breeders, 2) securing a wide range of genetic resources and improvement of the management system, 3) basic science research including biotechnology, 4) releasing breeding stocks from germplasm enhancement through use of exotic accessions, 5) support for breeding region- or use-specific cultivars, and 6) collection of foreign agricultural information for breeding cultivars for overseas markets. Eventually the responsible group for the final development of commercial cultivars, production, sales and management is private companies. Therefore, private companies also should have to do their best to develop competitive cultivars with a missionary spirit and endeavor for both domestic and overseas markets in cooperation with public institutions. Management based on competition, professionalism and rationalism is also urged. We are going to conclude with optimism that we can make a new vault of progress once the private and public sectors closely cooperate for the development of Korean horticultural seed industry by overcoming this crisis.

A Cost Estimation Technique using the PRICE S Model for Embedded Software in Weapon Systems (PRICE S 모델을 이용한 무기체계 내장형 소프트웨어 비용 추정 기법)

  • The cost estimation of software is getting more important as the portion of software is increasing in acquiring weapon systems. However, the cost estimation of embedded software in a weapon system follows the cost estimation method for general purpose softwares and uses the PRICE S model as a tool. However, any validation result of the estimated cost through an evaluated software size is not well known. Hence, we propose an approach to estimate the cost through evaluating the embedded software site in weapon systems. In order to achieve our research goal, we evaluate the software size of using the line of codes and function points which are produced by the PRICE S model. Finally, we compare the estimated cost data the actual cost data provided by the production company. As a result, we propose an approach to estimate the size and the cost of embedded software in weapon systems which are not easy to estimate objectively. We also expect that the Proposed approach is used for the cost validation and negotiation in the acquisition of weapon systems in the future.

Multi-temporal Analysis of Deforestation in Pyeongyang and Hyesan, North Korea

  • Since forest is an important part of ecological system, the deforestation is one of global substantive issues. It is generally accepted that the climate change is related to the deforestation. The issue is worse in developing countries because the forest is one of important natural resources. In the case of North Korea, the deforestation is on the rise from forest reclamation for firewood collection and food production. Moreover, a secondary effect from flood intensifies the damage. Also, the political situation in North Korea presents difficulty to have in-situ measurements. It means that the accurate information of North Korea is nearly impossible to obtain. Thus, assessing the current situation of the forest in North Korea by indirect method is required. The objective of this study is to monitor the forest status of North Korea using multitemporal Landsat images, from 1980s to 2010s. Since the deforestation in North Korea is caused by local residents, we selected two study areas of high population density: Pyeongyang and Hyesan. In North Korea, most of clean Landsat images are acquired in fall season. The fall images have an advantage that we can easily distinguish agriculture areas from forest areas, also have an disadvantage that the forests cannot be easily identified because some of trees have turned red. To identify the forests exactly, we proposed a modified Normalized Difference Vegetation Index (mNDVI) value. The deforestation in Pyeongyang and Hyesan was analyzed by using mNDVI. The dimension of forest has decreased approximately 36% in Pyeongyang for 27 years and approximately 25% in Hyesan for 16 years. The results show that the forest areas in Pyeongyang and Hyesan have been steadily reduced.

  • Recently, business environment is spreading from singular business to supply-chain problem. SCM(Supply Chain Management) is changing from closed and static to opened and dynamic environment, so these environment changes of SCM require to enterprise different approach than past. As supply chain is becoming opened and dynamic, a claim is being naming that converse of real-time the get reaction from to recognizing the level of supply chain problem, grope of alternative plan to solving this problem and choosing optimum alternative plan raise the enterprise competitive. But until present, the research to deal with these changes of SCM is on insufficient situation. Thus in this paper proposes the agent system by a way of realizing dynamic supply chain. The agent is going to accomplish the management activities in real-time depends on environment and given condition and designed for solving problems development and maintenance. Also, algorithms performance of the agent is tested on TAC SCM environment. Agents in TAC SCM are simulations of small manufacturers, who must compete with each other for both supplies and customers, and manage inventories and production facilities.

  • The purpose of this research is to seek political implications for management and activation of National Forest Complex Management(NFCM). Survey method was utilized for workers as respondents to measure importance and performance of NFCM. As a result, it turned out that the respondents' performance was very high. In addition, out of 14 items, two items -1) activation of e-commerce and direct business transaction, 2) production and sales marketing information, which intensive management strategy, were derived from results. Also, 6 items were derived for on-going maintenance, 3 items were derived for low priority order, and other 4 items were derived for discouragement against excessive efforts. This research may contribute to providing fundamental sources that can be utilized for promoting direction establishment and system improvement of NFCM.

  • At the manufacturing site, workers have been operating by inputting materials into the manufacturing process and leaving input records according to the work instructions, but product LOT tracking has been not possible due to many omissions. Recently, it is being carried out as a system to automatically input materials using RFID-Tag. In particular, the initial automatic recognition rate was good at 97 percent by automatically generating input information through RACK (TAG) ID and RACK input time analysis, but the automatic recognition rate continues to decrease due to multi-material RACK, TAG loss, and new product input issues. It is expected that it will contribute to increasing speed and yield (normal product ratio) in the overall production process by improving automatic recognition rate and real-time monitoring through the establishment of artificial intelligent smart factory datasets.

A Case Study on an Artificial Intelligence Fashion Curation Practice Subject through Industrial-academic Project-based Learning (산학 연계 프로젝트 기반 학습(PBL)을 활용한 AI 패션 큐레이션 실습 교과목 운영 사례 연구)

  • In the fourth industrial revolution, fashion students are expected to work with various technologies to show creativity. This study aimed to conduct project-based learning(PBL) in collaboration with industry experts to design and operate artificial intelligence(AI) in the practice subject of fashion curation through the industrial academic teaching method. We first looked at teaching methods and strategies incorporating PBL in various academic fields. Next, we analyzed fashion projects and fashion curation services applying AI. Then through the question-and-answer method and by consulting with industry experts, we developed a curriculum for AI fashion curation, applying PBL(fashion market and trend analysis; new styles and time, place, and occasion planning; AI machine learning data set production; curation model development; and evaluation) suitable for the university's educational environment, information technology company conditions, and fashion students. As part of a close cooperation system with the industry, we conducted a 15-week Fashion Project II (Capstone Design) course and evaluated the outcomes and student satisfaction with the course. Students were able to develop new style, and time, place, and occasion categories and to utilize strategies for AI fashion curation services reflecting the unique needs of Millennials and Generation Z. Students showed high satisfaction with the curriculum. Further, it was confirmed that the study successfully applied PBL in class using AI technology in fashion education.

A Study on the Establishment of Smart Factory through the Environmental Factors and Absorption Capacity of Small and Medium Businesses (중소기업의 환경요인과 흡수역량을 통한 Smart Factory 구축 연구)

  • Many small and medium-sized enterprises are deploying Smart Factory without due consideration of the circumstances in which the entity is in or outside of the entity, such as environmental changes and the capabilities of its members. Therefore, utilization and effectiveness are also low after deployment. This study verifies 'the establishment of a Smart Factory through the environmental factors and absorption capabilities of small businesses' through empirical research. The survey was received by people working for small and medium-sized companies that have established Smart Factory. The results of the study showed that first, environmental factors within and outside the company had a positive effect on the absorption capacity within the company. Second, the absorption capacity within a company has had a positive effect on the deployment of a Smart Factory. Based on the above proof, it has been proved to be effective if the core areas of the Smart Factory are built on the basis of the company's internal and external environmental factors and absorption capabilities when constructing Smart Factory in small businesses. In the future, we will study the achievements of smart factory construction.

Studies on mycotoxins using LC-MS/MS for the forage produced in Incheon

  • The purpose of this study was to investigate the contamination level of representative mycotoxins that have adverse effects on livestock by using LC-MS/MS method and to utilize the results as basic data for the establishment of quality control system for feed, and to provide information on production and storage. A total of nine mycotoxins, including aflatoxin $B_1$, aflatoxin $B_2$, aflatoxin $G_1$, aflatoxin $G_2$, ochratoxin A, fumonisin $B_1$, fumonisin $B_2$, deoxynivalenol (DON), zearalenone (ZEN) were simultaneously analyzed in LC-MS/MS under ESI positive mode. Fumonisin $B_1$ and fumonisin $B_2$ were detected from 3 cases of 75 forage produced in Incheon area, the detection rate was 4.0%. The detection concentration was 0.01~0.02 mg/kg, which was lower than the domestic recommended limit. Fumonisins were detected in a slightly different manner from the results of mycotoxin studies reported in Korea, which is attributed to the high temperature and dry summer weather of the year. The result of LC-MS/MS method performance of 9 mycotoxins, the recovery of DON was quite low as $41.53{\pm}3.91%$ that is not suitable for simultaneous analysis. This is probably due to that the extract solution used in this study was not suitable for the extraction of DON, along with the characteristics of a very dry forage. For the study of mycotoxins in Incheon area forage for the first time, further investigation is needed for the safe supply of livestock products.

Study on the Status of Application of Trade Secrets in MSDS Provided in Workplaces (산업체 규모와 업종에 따른 MSDS 영업비밀 적용 실태조사 연구)

  • Objective: This study analyzed the status of the application of trade secrets in MSDSs according to size and type of industry. The contents of the MSDS non-public approval policy are summarized. We suggest proactive improvement requirements related to the operation of the MSDS non-public approval policy. Methods: To review this subject, we selected 153 manufacturers and six importers in such fields as organic chemical production. The trade secrets application status and ratio (%) of MSDSs by industry size and industry classification were investigated. Improvements toward a proactive system related to the operation of the MSDS non-public approval policy under the Occupational Safety and Health Act(OSHA) were summarized. Results and Conclusions: According to the results, the trade secret ratio in MSDSs by industry size was 33% in workplaces with less than 50 employees, 23.1% in workplaces with more than 50 but less than 100 workers, 73% in workplaces with more than 100 workers, and 83.4% in workplaces with 300 or more workers. For the trade secret writing rate for MSDSs by industry, the highest was MOCCP (Manufacture of ink, paint, coating and similar products) at 80.9%. MOC (Manufacture of other chemicals) was the lowest at 16.2%. We propose four proactive efforts to minimize the administrative burden of implementation of the MSDS non-public approval policy. The results of this study can be used as basic data for policy improvements to make more effective use of MSDS.
