Cancer Risk from Medical Radiation Procedures for Coronary Artery Disease: A Nationwide Population-based Cohort Study

  • To assess the risk of cancer incidence after medical radiation exposure for coronary artery disease (CAD), a retrospective cohort study was conducted based on Taiwan's National Health Insurance Research Database (NHIRD). Patients with CAD were identified according to the International Classification of Diseases code, 9th Revision, Clinical Modification (ICD-9-CM), and their records of medical radiation procedures were collected from 1997 to 2010. A total of 18,697 subjects with radiation exposure from cardiac imaging or therapeutic procedures for CAD were enrolled, and 19,109 subjects receiving cardiac diagnostic procedures without radiation were adopted as the control group. The distributions of age and gender were similar between the two populations. Cancer risks were evaluated by age-adjusted incidence rate ratio (aIRR) and association with cumulative exposure were further evaluated with relative risks by Poisson regression analysis. A total of 954 and 885 subjects with various types of cancers in both cohorts after following up for over 10 years were found, with incidences of 409.8 and 388.0 per 100,000 person-years, respectively. The risk of breast cancer (aIRR=1.85, 95% confidence interval: 1.14-3.00) was significantly elevated in the exposed female subjects, but no significant cancer risk was found in the exposed males. In addition, cancer risks of the breast and lung were increased with the exposure level. The study suggests that radiation exposure from cardiac imaging or therapeutic procedures for CAD may be associated with the increased risk of breast and lung cancers in CAD patients.

  • The main objective of this work is to propose a reliable routine standard operation procedures (SOP) for structural health monitoring and diagnosis of nuclear power plants (NPPs). At present, NPPs have monitoring systems that can be used to obtain the quantitative health record of containment (CTMT) buildings through system identification technology. However, because the measurement signals are often interfered with by noise, the identification results may introduce erroneous conclusions if the measured data is directly adopted. Therefore, this paper recommends the SOP for signal screening and the required identification procedures to identify the dynamic characteristics of the CTMT of NPPs. In the SOP, three recommend methods are proposed including the Recursive Least Squares (RLS), the Observer Kalman Filter Identification/Eigensystem Realization Algorithm (OKID/ERA), and the Frequency Response Function (FRF). The identification results can be verified by comparing the results of different methods. Finally, a preliminary CTMT healthy record can be established based on the limited number of earthquake records. It can be served as the quantitative reference to expedite the restart procedure. If the fundamental frequency of the CTMT drops significantly after the Operating Basis Earthquake and Safe Shutdown Earthquake (OBE/SSE), it means that the restart actions suggested by the regulatory guide should be taken in place immediately.

A Study on Functional Requirements of Records Management Systems for Government-Affiliated Organizations to respond to Immediate Disclosure of Original Official Documents (체계적인 원문정보공개를 위한 정부산하공공기관 기록관리시스템 기능요건 연구)

  • The object of this study is to help the government-affiliated public institutions, which are ahead of the Immediate Disclosure of Original Official Documents in 2016, to conduct a systematic disclosure of the original official documents on the basis of records management. As of now, many government-affiliated public institutions are facing difficulties in systematically conducting the immediate disclosure of original official documents as they lack specialists in records managements, let alone a system for carrying out the procedures. In this situation, the study induces insights on this matter by inspecting former cases of the Ministry of Government Administration and Home Affairs, and of Seoul Metropolitan Government. Moreover, the study examines the examples of three government-affiliated public institutions, which are establishing a records management system to better cope with the immediate disclosure of original official documents. The institutions are in the beginning stages of building up a system for records management and immediate disclosure of original official documents. Therefore, the characteristics of these institutions must be considered in working out the strategy for immediate disclosure of original official documents. For this reason, this study reflected the attributes of each institute in establishing a self-developed records management system; in which, the disclosure of original documents based on registrars and records management system is made possible. This study also suggests functional requirements that must be included in coping with the immediate disclosure of original official documents.

Case Study on Managing Dataset Records in Government Information System: Focusing on Establishing Records Management Reference Table for Electronic Human Resource Management System (행정정보 데이터세트 기록관리 적용 사례 분석: 전자인사관리시스템 데이터세트 관리기준표 작성을 중심으로)

  • The study seeks to analyze the procedures and methods of preparing the records management reference table of the electronic human resource management system dataset, the roles of participating organizations, and the contents of each management reference table area from the records manager's perspective to help the person in charge of establishing the management reference table. Improvement plans were suggested based on the problems that appeared during the process of preparing the reference table. As a major improvement plan, a separate selecting policy at the level of the national archives should be designed for the national important dataset records in the government information system, which should be operated such that it preserves the entire dataset rather than a part. It is necessary to set the unit function-data table-unstructured data mapping data as mandatory items, and the selection and management criteria for unstructured data that significantly influence system operation should be additionally prepared. Regarding the setting of the disposition delay period, because there is an aspect of increasing complexity, it is deemed desirable to operate it by integrating related unit functions or setting the retention period longer.

The Current Status and Prospect of Presidential Records Management (대통령기록관리의 현황과 전망)

  • Legislation and enforcement of the Presidential Records Management Law was an important turning point in Korean archival management history. In the past, the notion of presidential records was vague. The law was a starting point of establishing presidential records management. The Presidential Records Management Law provides the definition of presidential records and its scope, and establishes the protection of presidential records through restricted access to the records. The key to the law is to enable a president freely to produce records and transfer them to the next administration without omission. In other words, it aims to stop the practice that presidential records are produced but never be left. But, 'disputes over the release of presidential records' and the disclosing of access-restricted presidential records presented a crisis to national records management as well as the prospect of presidential records management, even if they were 'legal procedures.' The instability of presidential records management could give a serious impact on the national records management and its operation. Amid this situation, it is required to review the presidential records management system and provide recommendations for improvement, even if the enforcement of law has just started. The most urgent things in improving presidential records management are to secure its independence, specialty, and to complement restricted access to presidential records. For securing independency, presidential records management should be done by a separate organization other than the National Archives of Korea while for promoting specialty, a newly established organization could serve as a professional archive. And for complementing restricted access to the presidential records, the access should be more limited. In other words, more discretion is needed in permitting access. And more specific regulations should be applied to the permitted records. However, these regulatory actions may not have effects unless independency is not secured. Thus, more fundamentally, independency of the National Archives of Korea should be first established.

A Study on the Improvement of the Management Reference Tables for Datasets in Administrative Information Systems (행정정보 데이터세트의 관리기준표 개선방안 연구)

  • Administrative information datasets are a kind of record produced based on an organization's work performance. A dataset is evidence of the act of recording and contains a lot of information that can be used for work. Datasets have been neglected in Korea's records management system. However, as the law was revised in 2020, the management of administrative information datasets was legislated. Organizations that require management of administrative information datasets have already gradually begun record management. The core of managing administrative information datasets is the preparation of the Management Reference Table for the dataset. Regardless, there is confusion with the Records Management Reference Table for Dataset in institutions that work on records management, and it is difficult to work because the Management Reference Table for Dataset has a new concept. This study looked into the problems in the records management of datasets that appeared at the beginning of work. It isuggests a method to effectively settle records management for datasets. In that way, the Management Reference Table was selected as the research subject, and the problems discussed so far were summarized. In addition, the items of the current Management Reference Table were analyzed. As a result of the study, we have proposed the simplification of items in the Management Reference Table, the reorganization of areas in the Management Reference Table, the introduction of the concept of retention periods, and the preparation process of the Management Reference Table.

Design of XMP-Based Electronic Document Architecture for Electronic Circulation of Litigation Documents (소송문서의 전자적 유통을 위한 XMP 기반 전자문서 구조 설계)

  • It has become commonplace to use web-based business process systems in a variety of fields, and electronic litigation is not an exception. In electronic procedures where court records are at the core of the system, the electronic document architecture should be designed in a way that electronic documents are safely circulated and utilized on the web with a consideration of the authentication of records, particularity of cases and document security such as prevention of forgery or falsification. Based on a study of electronic formats suitable for court records, the Extensible Markup Language (XMP) for management of special case information and security requirements for circulation of electronic documents, this paper suggests an adequate architecture for electronic documents designed for electronic litigation involving constitutional matters and looks into cases where such architectures are applied. The studies in this paper will serve as a useful reference for those planning to realize web-based business process that enables exchanges of electronic documents.

  • Most of the terminologies used in medical domain is not intended to be applied directly in clinical setting but is developed to integrate the terms by defining the reference terminology or concept relations between the terms. Therefore, it is needed to develop the subsets of the terminology which classify categories properly for the purpose of use and extract and organize terms with high utility based on the classified categories in order to utilize the clinical terms conveniently as well as efficiently. Moreover, it is also necessary to develop and upgrade the terminology constantly to meet user's new demand by changing or correcting the system. This study has developed a mapping tool that allows accurate expression and interpretation of clinical terms used for medical records in electronic medical records system and can furthermore secure semantic interoperability among the terms used in the medical information model and generate common terms as well. The system is designed to execute both 1:1 and N:M mapping between the concepts of terms at a time and search for and compare various terms at a time, too. Also, in order to enhance work consistency and work reliability between the task performers, it allows work in parallel and the observation of work processes. Since it is developed with Java, it adds new terms in the form of plug-in to be used. It also reinforce database access security with Remote Method Invocation (RMI). This research still has tasks to be done such as complementing and refining and also establishing management procedures for registered data. However, it will be effectively used to reduce the time and expenses to generate terms in each of the medical institutions and improve the quality of medicine by providing consistent concepts and representative terms for the terminologies used for medical records and inducing proper selection of the terms according to their meaning.

The Characteristics and Maintenance of Assemblypersons' Activity Records (국회의원 활동기록의 특성과 관리방향)

  • Assemblypersons' activities have organizational and individual nature. The activities of assemblypersons and their assistant staffs become a motive for major work performance of Korean legislature, and are also critical public services affecting contemporary political history, history of political parties and history of assemblyperson's hometown. Moreover, their activities are also characterized by work performance in favor of assemblyperson's personal interests to effectively communicate his or her achievements during term of office to electors with a view to winning reelection after the end of 4-year term of office. Assemblyperson's organization produces various types of record in the performance of these works. From the viewpoint of public archive as a product of assemblypersons' public service performance and from their own personal viewpoints, they can create their own identity by arranging their personal records that can demonstrate their own political philosophy, policy orientation, achievements during term of office, and personal features. In addition, their personal records can have much more values and significance in the sense that those records are available to electors to make it possible to highlight their own images in objective and reliable manner. Conclusively, this study underlined that the efforts for assemblypersons and their assistant staffs to keep their records well could be helpful to streamline their internal works and be also helpful for personal interests of assemblypersons. And this study proposed procedures and methods for deducing and screening a list of production archives to meet a viewpoint of streamlined internal works and needs for keeping personal records, ultimately with a view to giving practical helps for these works.

A Study on the Promotion of Electronic Government and Plans for Archival Management (전자정부 추진과 기록관리방안)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.
