Strategies for Vitalizing Private Participation in the Land Development in Korea (지역공공개발사업에 있어 민간참여 활성화 방안 연구 -택지개발 사례를 중심으로-)

  • In Korea large scale land development projects have been initiated, in general, by public sector. Due to the on-going liberalization and deregulation trends, however, the need for the land development by private enterprizes is growing very fast. Nontheless, the present situation including institutional setting is not favorable enough for the private participation. The purpose of this study is to provide necessary strategies for vitalizing private participation in the land development. The main contents of this study are devided into four parts. First, the background logic of the private participation in land development is investigated theoretically through reference review. Second, the present situation especially in terms of institutional aspects in analysed and criticized. Third, similar experiences of foreign countries, such as Japan, Germany, France, England, are reviewed in short. Finally, some measures and strategies for improving the present institutional settings are provided and recommended. These include the simplification of the complicated planning system, alleviation of the restraints against private land development, diversification of land development methods and etc.

  • The current system for private participation in infrastructure can be applied for geographic information system(GIS) projects. But there are some limits to promote the private sector's participation GIS projects. The purpose of the study is to explain the major causes of conflict and conflict control for private participation in geographic information system projects. First, the theoretical perspectives for private participation in geographic information system projects and conflict issues were represented. Second, this paper presents the causes of conflict and conflict control on the basis of case study. In conclusion, the policy is developed for the promotion of private participation in geographic information system projects.

A Study on Hospital's Intention to Join Network with Private Health Insurance (의료기관의 민간보험사와의 네트워크 구축 의향)

  • This study was conducted to evaluate needs and intention of hospitals and clinics to join network with private health insurance, and to discover obstacles of participation of the networks. We carried out the questionnaire survey of the network managers of 236 medical institutions between December 27th, 2005 and January 25th, 2006. The result showed that the participation intention of network were different to the type of hospitals. Primary care clinics answered that participation intention and possibility were low. Secondary care hospitals was relatively affirmative regarding a network participation. Tertiary hospitals responded that they need the network with private health insurance, but participation possibility was lower than needs. The reason is that they worried about the side effect of the network with private health insurance. Depending on the type of hospitals, expected benefits from networking with private health insurance were different. We found that hospitals which already had affiliation with other hospitals answered in the affirmative regarding the network with private health insurance. In conclusion, to increase the effectiveness of network systems between hospital and private health insurance, the network is expected to consider different needs of the each hospital.

Private Educational Expenditure According to Purposes of Private Education and After School Program Participation (사교육목적과 방과후학교 참여에 따른 사교육비지출)

  • This study attempted to investigate household's private educational expenditure that aggravates a burden on households by using the data from the 2014 Private Education Survey published by Statistics Korea. The effects of purposes of private education and participation in an after school program that is pushed by the government on household's private educational expenditure were analyzed. The major findings were as follows. First, the major purposes of private education lean toward preparing to enroll in school and relieving parents'uneasiness rather than prior learning Second, according to the purposes of private education, the differences of the private educational expenditure were verified. Households spend the highest level of private educational expenditure for the purpose of preparing to enroll in school contrary to the lowest level, which was for the purpose of compensatory learning. Third, participation in an after school program that is regarded as a method of moderating households' private education burden, had a positive effect on reducing private educational expenditure. Forth, private educational expenditure was influenced by the purposes of private education and participation in an after school program. In 2014, the Korean government enforced a law that prohibits schools'education in advance (prior learning) and regulates private educational institutes'advertisement about prior learning. Regarding this regulation, this study aimed to investigate the purposes and expenditure of private education to provide an empirical reference to determine the improvement of related policies.

Measures for Activating Participation of Private Forest Owners in Leading Forest Management Zone (선도산림경영단지의 산주참여 확대 방안)

  • Participation of forest owners is essential for effective management of private forests. This study aimed to find a measure to activate participation of private forest owners in the Leading Forest Management Zone (LFMZ). In-depth interview was conducted to check the participation level of forest owners within the LFMZ and the participation level was evaluated based on the Arnstein's eight-rungs theory in this study. The results showed that the participation of private forest owners in the LFMZ is perfunctory and their influence in the decision-making process is quite limited. Therefore, it is necessary to develop a system in which forest owners can involve in the decision-making process in an official manner. In this study, we suggested to make a partnership between local forest manager and private forest owners to discuss management activities and budgets in the LFMZ. However, since only a few active private forest owners were surveyed in this study, it is hard to consider their opinions as those of whole forest owners in the LFMZ.

  • This study investigates the role of private participation in FTA Negotiation in case of US, Mexico and Japan. We utilize Putnam(1988)'s two stage negotiation model, Schelling Conjecture and Principal-Agent(P-A) theory to understand the role of private sector in FTA Negotiation. Those theories are useful to understand the behavior and interaction of key players such as private sector, congress and government in FTA negotiation. Putnam(1988)'s two stage negotiation model divides the FTA negotiation process into two processes: the external negotiation with foreign country and domestic negotiation with domestic interest group. Principal-Agent(P-A) theory provides the theoretical foundation of Putnam's two stage negotiation model, which is that principal's interest is not identical to the interest of Agent. We showed that the private sector and congress play an important role in FTA negotiation in United States. In case of Mexico, the private sector and government occupy the dominant position in FTA negotiation. In particular, the cooperation of industry and government has been successfully established via COECE in Mexico. In contrast to these countries, the role of private participation in trade policy is relatively low in Japan and Korea.

  • The implementation of an place-based rural policy requires changes in the intra-governmental relations and between the public and private sectors and civil society. Over the past decades, Japan has been increasingly devolving and decentralizing public responsibilities and resources to sub-national government levels. There is assumption that such transfers produce more efficiency in terms of public management and create better conditions for economic development. At the same time, these transfer respond to new expectations of citizens and civil society to participate more closely in the democratic decision-making process. Coordination is also needed at the local level to integrate sectoral approaches, to involve private partners and to achieve the appropriate geographic scale. Local public and private actors join a partnership and pool knowledge and resources. This type of local partnership is characterized by the participation of different actors, including municipalities, sub-regional government institution and development agencies. The participation of private actors(private firms, cooperatives, associations, non-profit organizations, farm organizations, other categories organizations, etc,) is also important.

A Longitudinal Study on the Effect of Participation in Private Education on Mathematics Achievement : For Elementary and Junior High School Students (사교육 참여가 수학 학업성취도에 미치는 영향에 대한 종단연구 : 초·중학생을 대상으로)

  • The demand for private education in Korea is steadily increasing every year, and the participation rate of private education is increasing as the grade goes down. In order to empirically verify the effectiveness of private education, it is necessary to analyze through longitudinal data that has been mainly investigated over a long period of time. This study investigated the longitudinal changes in mathematics academic achievement and participation time in mathematics private education using longitudinal data from 2013 (4th grade in elementary school) to 2017 (2nd grade in middle school) of the Seoul Education Longitudinal Study. The students were divided into groups in which mathematics academic achievement changed similarly as the grade went up, and the effect of mathematics academic achievement was examined according to the change of participation time in private mathematics education for each group. As a result of the study, it was found that the participation time of private math education of all students continuously increased from the 5th grade of elementary school to the 2nd grade of middle school, and the participation time of private math education by group was different. In addition, the effect of private tutoring by group was different according to the group.

  • The purpose of this study is to provide information needed to the construction of the co-housing in the urban area. This study focused on the characteristics of co-housing in its planning process of private house & common space; 'economy', 'creativity' & 'sociality'. The object of this study is co-housing in 'Seongmi-san Village' in Seoul, which was built by a coordination company with residents' participation. The methods are investigating interview materials, floor plans of 9 households, & common space plans produced in the coordination process from the basic plan of private house & common space to the final plan. The results are as follows. 1) The size and plan of private house differed from each other. The water pipe location differed from each floor, so that there were difficulties in construction. In conclusion, these made no 'economy', but brought high 'creativity'. 2) The 'sociality' would be estimated as high because there were various types of resident participation; resident interviews on the planning, workshops for private housing plan, and workshops for common space.

Relationship between Leisure Motivation of Private Guards and Sports Participation (민간경비원의 여가동기와 스포츠 참가의 관계)

  • The purpose of this study is to investigate the relationship between leisure motives of private guards and their sports participation, verify the casual relationship between its variables, and finally present the need of leisure activities for them and related politic data. The subjects are the private guards who work for a private guard company in Seoul in 2007, Except the data having inadequate answers among the 200 copies which are collected by stratified cluster random sampling, the data of total 193. The result of reliability analysis check up was here below; Chronbach's ${\alpha}= .835$. SPSSWIN 15.0 program is used for the reliability and correlation analysis of the questionnaire. The followings are the conclusions from this investigation through above methods and procedures. First, leisure motives affect the experience of sports participation; the more relaxational motives are, the less the experience of sports participation is. Second, leisure motives affect the degree of sports participation; the more motives of recognizing competence are, the more the frequency of sports participation is; the more intellectual motives are, the longer the period of sports participation is; the more relaxational motives are, the less the intensity of sports participation is, while the more motives of recognizing competence are, the more the intensity of sports participation is.
