개정 문화재보호법 해설 -'99년 1월 ~ 2001년 9월 기간 개정사항- (Explanations of the Revised Protection of Cultural Properties Act)

  • The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sub­laws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.

A methodology for sustainable monitoring of micro locations at remote, hard-to-access and unsafe places

  • Smart structures and intelligent systems play pivotal roles in numerous areas of applied sciences ranging from civil engineering to computer and communications systems engineering. Although such structures and systems have been intensively deployed in these areas, they have been, interestingly, very rarely deployed in the field of cultural heritage preservation.This paper presents one of thefirst such attempts. A new methodology is describedthat deploys smart structures andlinks them with artificial intelligence methods.These solutions are referred toas advanced hybrid engineering artefacts. By their use,important environmental factors can be monitoredin hard to access, remote or unsafe locationsby minimizing the need for human involvement. In addition toproviding safety the methodologyalso reduces costs and, most importantly,providesa new way to modelany particular micro-environment in a much more efficient way than this is possible with traditional ways. Last but not least, although themethodology has been developed for cultural heritage preservation, its application areas are much broader and it is expected that it will find its applicationin other domains like civil engineering and ecology.

삼척 준경묘와 영경묘의 보존 및 활용을 위한 기본계획 (A General Plan for the Preservation and Practical Use of Junkyung and Youngkyung Tombs at Samcheok)

  • This research aims to make the general plan for the preservation and practical use about Junkyung and Youngkyung tombs at Samcheok. The general plan is classified according to three large territories. First, it is necessary for these two tombs to preserve territories and strengthen the historical identity in order to restore the spoiled building such as Subokbang and Surabang by verification and excavation. Second, to preserve the nature and environment of territories surrounding the two tombs is essential for the extension of the essence about these cultural heritage to improve the familiarity and effective utilization by trial programs, which are related to the historical background of the tombs and so forth. Third, supporting and making convenient facilities in the neighborhood near cultural assets is required to install public parks and parking lots for visitors. Additionally, it is needed to advertise successively about these two tombs as the beginning of Chosun Dynasty tombs Also, it is necessary to consider implementing programs because Junkyung and Youngkyung tombs along with Chosun royal tombs in the north of Korea might be designated as World Culture Heritage if Korea should be a unified nation.

선암사 조사당의 흰개미 피해 및 환경 특성 통계 분석 (Statistical Analysis of Termite Damage and Environmental Characteristics of the Josadang Shrine in Seonamsa Temple)

  • 목조문화재의 생물피해는 보존환경과 밀접한 관계가 있고, 급속한 기후변화로 인해 피해가 가속화될 수 있으므로 문화재 보존을 위해서는 환경 특성을 파악하는 것이 중요하다. 따라서 본 연구에서는 순천 선암사의 조사당을 대상으로 흰개미 피해 현황과 미기상, 중기상, 국지기상의 주요 환경인자 특성을 관찰하였다. 그 결과, 조사당 북서쪽 기둥에서 뚜렷한 육안피해와 흰개미 탐지견 반응이 있었고, 북동쪽 기둥에서 흰개미 탐지반응이 추가되었다. 이 기둥들은 전면에 위치한 기둥보다 표면온도가 낮고 표면 수분량과 함수율이 높은 특징이 있었다. 각 기상의 전체 시간 평균온도는 비슷하였으나 상대습도는 차이가 있었고, 미기상은 70% 이상의 높은 상대습도가 빈번히 나타났다. 특히 조사당 내부에서 흰개미 활동 일수가 가장 많았던 것으로 산출되었다. 통계 분석 결과에서는 F 비를 통해 세 기상 간 차이가 있음을 확인하였다. 또한 온도와 상대습도의 t 통계량을 통해 환경인자 간의 차이는 온도보다 습도가 더 크고, 중기상과 국지기상에서는 상대습도 차이가 더 큰 것이 확인되었다.

목조문화재의 원형보존을 위한 충해 방제방안 (Pest control managements for preservation of wooden cultural properties)

  • The cultural properties are damaged by various causes according to the characteristics of material, the condition of preservation, and the period of time. Especially, biodeterioration makes lots of damages in organic properties than inorganic ones. The damages of wooden cultural properties by insects usually are caused by the three orders; Isoptera, Coleoptera, and Hymenoptera. As the result of investigation on the state of 141 buildings of wooden cultural properties in 1999, some of them were damaged by many kinds off actors; wasp, powder post beetle, cigarette beetle, termite, decay, and physical cracking. And it was found that the patterns of damages were related to species-specific habits of insects. There are several methods of pest control for the prevention of wooden cultural properties from damages caused by insects. Those are as follows; physical control, chemical control, biological control, and integrated pest management. When insects and fungi were detected at the wooden buildings, the fumigation is best treatment to stop biodeterioration. And then, wood materials also need to be treated with insecticidal and antiseptic chemicals to avoid a reinfestation, because the fumigant is volatile. The six commercial chemicals which are applied to the insecticidal and antiseptic treatment of wooden cultural properties were purchased to test their abilities. According to the comparative results of efficacy of them in laboratory, chemical D showed excellent efficacy in all items, including antiseptic and termiticidal items. The goal of these pest controls is to protect wooden buildings from insects and microorganisms. The most effective method used currently is chemical control(fumigation, insecticidal and anticeptic chemical treatment), but it has to be treated periodically to control pest effectively. Recently environmentally-friendly control methods such as bait system or biological treatments are replacing traditional barrier treatments using large amounts of chemicals. Especially, termite is a social insect which makes a colony. Although a building with fumigation treatment is safe for a while, once attacked building has a risk of damage by reinfestation of termite. Therefore, to control termites from damaged building, the entire colony including reproductives(queen and king) and larvae around buildings must beeliminated. Bait system can be used as a preventive measure in early detection of them through termites colony monitoring and baiting. It would be the most effective for termite control if bait system would be used together with the chemical controls.

프랑스 르아브르(Le Havre)시의 사례를 통해 살펴본 문화유산의 활용에 관한 연구 (Study on of cultural heritages through the case of Le Havre, France)

  • 국내외로 문화유산의 사회적, 경제적, 정체적 가치에 대한 관심이 높아지면서 문화유산이 보호와 보존의 대상을 넘어서 활용의 대상으로까지 간주되고 있다. 문화유산에 대한 인식이 변화되면서 국내에서도 문화유산의 활용에 대한 여러 연구가 진행되었지만, 오늘날 국내 문화유산의 활용은 물리적이거나 단편적인 이용에 치우쳐져 있는 경우가 많다. 특히 근대문화유산의 보전과 활용을 위해 만들어진 등록문화재 제도 하에서는 원형 유지나 보전을 기본으로 한 활용 방식이 아닌 활용을 위한 보전이 가능하기 때문에 이에 대한 명확한 가이드라인이 될 수 있는 활용의 개념이 더욱 중요하다고 볼 수 있다. 따라서 본 논문에서는 우선 문화유산의 '활용'을 '문화유산의 본연적, 부수적 가치를 증진시킬 수 있는 모든 인위적 행위를 지칭하는 것'이라고 파악하고, 이를 바탕으로 하여 프랑스 르아브르(Le Havre)시의 사례 연구를 통해 본 개념에 대해 더욱 자세히 살펴보고자 한다. 르아브르시는 '지역'의 근대유산을 '가치증진'이라는 목표 아래 '국가'의, 그리고 '세계'의 문화유산으로 그 유산적 가치를 향상시켰을 뿐만 아니라, 동시에 정체적, 경제적, 사회적 가치도 발전시켰다. 따라서 이하에서는 문화유산의 '가치증진'을 위한 활용의 의미와 방안에 대해서 알아보고, 본 개념의 도입 필요성을 강조하고자 한다.

드론 및 레이저스캐너를 활용한 근대 건축물 문화재 빌딩정보 모델 역설계 구축에 관한 연구 (Using Drone and Laser Scanners for As-built Building Information Model Creation of a Cultural Heritage Building)

  • The use of drones and laser scanners have the potential to drastically reduce the time and costs of conventional techniques employed for field survey of cultural heritage buildings. Moreover, point cloud data can be utilized to create an as-built Building Information Model (BIM), providing a repository for consistent operations information. However, BIM creation is not a requisite for heritage buildings, and their technological possibilities and barriers have not been documented. This research explored the processes required to convert a heritage university building to a BIM model, using existing off-the-shelf software applications. Point cloud data was gathered from drones for the exterior, while a laser scanner was employed for the interior of the building. The point clouds were preprocessed and used as references for the geometry of the building elements, including walls, slabs, windows, doors, and staircases. The BIM model was subsequently created for the individual elements using existing and custom libraries. The model was used to extract 2D CAD drawings that met the requirements of Korea's heritage preservation specifications. The experiment showed that technical improvements were needed to overcome issues of occlusion, modeling errors due to modeler's subjective judgements and point cloud data cleaning and filtering techniques.

Investigating the Colour Difference of Old and New Blue Japanese Glass Pigments for Artistic Use

  • Colour consistency is an important consideration when selecting pigments used on works of art. In this study, we analyse the colour difference between two sets of synthetic blue glass pigments acquired at least 8 years apart from the same manufacturer in Japan. The old pigment set (unused, dry powder with four different grain sizes) appears faded compared to the new set. These pigments are made available for artistic use, commonly in Nihonga or Japanese paintings. Raman spectroscopy and SEM-EDS results characterize these pigments as cobalt aluminate spinels dissolved in leaded glaze, a special class of complex coloured inorganic pigments that is not well-understood in the field of conservation. Colour difference between the old and new pigments with four different grain sizes were quantified by analysing photomicrographs with image analysis software. Blue pigments with coarse and extremely fine grains showed significant colour change compared to pigments with medium and fine grain sizes. The high occurrence of crystallites in the finer grains give a final colour that is bluer and lighter. Possible causes for the colour difference including manufacturing methods and storage environment are discussed.

도심지 내 명승 주변지역 거주민의 의식 연구 - 명승 제35호 성락원(城樂園) 주변 역사문화환경 보전지역을 중심으로 - (A Study on Inhabitants Consciousness of Urban Residential Area Scenic Sites - Focused on Historical and Cultural Environment Conservation Area of Seongragwon(Scenic Sites no.35) Area -)

  • 본 연구는 도심지에 위치한 명승과 그 주변지역을 보존하기 위해 성북동에 위치한 성락원 주변 필지의 면적을 분류한 후, 주변 거주민을 대상으로 명승 지정구역에 대한 의식조사, 만족도를 분석하였다. 연구 방법으로는 해당구역의 지적조사, 문헌조사, 현장조사, 설문조사를 각각 실시하였다. 설문조사에서 회수된 설문지는 문화재 인지도에 대한 빈도분석, 문화재 주변 만족도에 대한 신뢰도 분석, 필지 면적 별 만족도 분석, 전체만족도 관계에 대한 회귀분석, 필지 면적 별 차이검증을 위한 One-way ANOVA를 각각 실시하였다. 전체적인 문화재 인지도 분석 결과, 거주지 가까이에 위치한 서울선잠단지, 성락원, 만해한용운심우장, 상허이태준가옥, 서울한양도성 순으로 알고 있었으며 문화재에 대한 방문이 잘 이루어지지 않는 것으로 나타났다. 문화재 방문목적은 휴식과 산책이 가장 많았으며 문화재 보존관리의 수준은 보통 수준으로 응답하였고 문화재로 인한 불편도 크게 없는 것으로 나타났다. 문화재 보존을 위한 규제강도에 대한 인식은 보통수준이었고 문화재가 성북동 이미지에 미치는 영향에 대해 긍정적 반응이 대부분인 것으로 나타났다. 이는 문화재 자체가 마을 이미지에 긍정적 영향을 미치고 있으나, 문화재에 대한 접근이 쉽지 않고 생활에 영향을 미치지 않는 것으로 판단된다. 문화재 주변 공간에 대한 전체만족도는 필지의 규모가 클수록 만족도가 높게 나타났으며 성북동 거주민 대부분의 만족도가 높게 나타났다. 소규모 필지($150m^2$ 미만) 거주자는 야간보행시 안전성, 재산 가치 상승, 사유재산권행사, 주변 환경과의 조화, 건축물 외관 상태, 문화 예술 정신 등 비물리적 고유성에 대해 만족도가 낮은 것으로 분석되었다. 이는 대규모 필지에 비해 소규모 필지의 주거환경의 질이 낮고, 성북동 일대의 재개발로 인한 타지역 주민의 유입, 자유롭지 못한 사유재산권 행사 등으로 해석할 수 있다. 또 시설물(가로등, 안내판 등)의 조화에 대해서 대체로 만족도가 낮은 것으로 나타났다. 따라서 도심지 내 명승 주변지역의 관리전략 수립 시, 문화재 안내판 시설 확충과 문화재 교육프로그램 도입 등 마을 문화재를 쉽게 접할 수 있도록 하여 문화재에 대한 이해를 높이고 마을 고유성을 유지하는 것이 요구된다.

국보 제24호 석굴암의 보존환경 (Investigation on Conservation Environment of the Seokguram Grotto (National Treasure No. 24))

  • Yearly mean temperature and relative-humidity of the Seokguram Grotto was measured $19~23^{\circ}C$, 40~44% from May, 1998 to December,2002. The measurement has little differences comparing to the optimum guideline (temperature : $20^{\circ}\pm2^{\circ}C$, relative-humidity : $50^{\circ}\pm5%$). It is necessary to increase humidity in the Seokguram Grotto during winter because of heating and decrease the temperature during summer because of a higher temperature of outside. In addition, the diurnal range keep in $4^{\circ}C$ of temperature and in 10% of relative-humidity. Yearly mean concentration of $CO_2$(carbon dioxide) was measured538~658ppm that is higher than concentration of normal atmosphere(360 ppm). The $CO_2$ has an cumulative effect on the surface of stone cultural properties as a form of carbonic acid($H_2CO_3$) after reaction with water. HVAC (Heating, Ventilation and Air Conditioning) system should be operated to maintain ideal state for the preservation according to the optimum guideline. Also, the entrance into the Seokguram Grotto should be controlled to prevent a sudden fluctuation of humidity and temperature. Human could carry small particles like a microdust, microbe, etc., into the Seokguram Grotto and also could damage the surface by a direct touch.
