Fuel Management in Ghana's Tropical Forests: Implications on Implementation Cost, Fuel Loading and Fire Behaviour

  • Fuel management can play enormous role in fire management in tropical dry forests. However, unlike the temperate forests, knowledge on implications of different fuel management methods in tropical forests is often inadequate. In this study, the implications of prescribed burning and hand thinning treatments on implementation cost, fuel loading and post-treatment fire behaviour were tested and compared in degraded forests and teak plantations in two forest reserves of different levels of dryness in Ghana. The study found that prescribed burning was less expensive (62.02 US Dollars ha-1) than hand thinning (95.37 US Dollars ha-1). The study also indicated that the two fuel management methods were able to reduce fuel loading in degraded forests and teak plantations. However, prescribed burning was more effective in reducing fuel loading than hand thinning. While the relative change of fuel reduction was 13% higher in prescribed burning than the hand thinning in degraded forest, it was 41% higher in prescribed burning than hand thinning in teak plantations. The fire behaviour of post-treatment experimental fire was also lower in prescribed burning than the hand thinning and control plots. Fuel management, therefore, has a great potential in fire management in degraded forests and teak plantations in Ghana.

소방차 펌프의 방수성능 기준 재정립을 위한 실증적 연구 (An Empirical Study on the Standard Re-establishment of Water Discharge Performance for the Fire Engine Pump)

  • 소방차에 설치되는 소방펌프에 대한 방수성능 기준이 현장에서 운용하고 있는 실태와 상이한 부분이 있고, 기준이 명확하게 규정되어 있지 않아 소방공무원이 화재현장에서 소방펌프의 사용시간, 최대사용압력, 사용 호스 직경 등 사용 실태를 분석하고, 그 결과를 토대로 소방펌프에 대한 압력별, 호스 직경별 수량별로 다양하게 성능시험을 실시하였다. 현장조사 결과, 소방자동차용 소방펌프의 성능에 관한 인정기준에서 규정하고 있는 규격방수압력(0.85MPa)과 고압방수압력(1.4 MPa)보다 현장에서는 더 높은 압력을 사용하고 있는 것으로 조사되었다. 또한, 펌프의 성능시험 결과는 방수량 및 방수압력 등이 호스의 직경, 관창에 따라 현재 규정하고 있는 인정기준과 매우 상이하게 측정되었으며, 본 연구 결과로 새로운 규격을 제안한다.

Above- and below-ground vegetative responses to prescribed fire regimes in a Chesapeake Bay tidal brackish marsh

  • The primary purposes for using fire are to enhance marsh vegetation to support waterfowl, and to manage invasive plant species. The study was conducted for two consecutive years in 2004 and 2005, investigating the effects of prescribed fire regimes on vegetation biomass in tidal brackish marsh areas of the Blackwater National Wildlife Refuge located on the eastern shore of Maryland, USA, that are under relatively similar environmental conditions. Four different burn regimes (i.e., annual burn, 3-5 year burn, 7-10 year burn, and no burn) were applied in the study. Above- and below-ground vegetation biomass samples as affected by the different burn regimes were harvested in each year for five plant species native to the marsh; Distichlis spicata, Spartina alterniflora, Schoenoplectus americanus, Spartina cynosuroides and Spartina patens. No significant difference was found either in total above-ground biomass or in above-ground biomass by species between burn regimes in 2004. However, more total above-ground biomass was produced in annual burn regime in 2005 than in the other burn regimes. There were no consistent effects of burning on vegetative biomass production by species, but it seemed D. spicata was somewhat benefited by prescribed burning for its biomass production. Moreover, the stem density for D. spicata under annual burn regime was significantly higher than that in the other burn regimes, showing some positive effects of burning on vegetation. The below-ground biomass was significantly greater in 2004 than in 2005, yet with no significant difference between burn regimes in either year. A longer-term monitoring is strongly recommended.

성능위주설계를 위한 화재감지기배치의 공학적연구 (Automatic Fire Detector Spacing Calculation for Performance Based Design)

  • 현재의 화재안전기준에서 규정하는 화재감지기의 배치방법은 면적에 따라 규정된 숫자를 적정하게 배치하는 수준이다. 이 기준은 과학적인 근거는 가지고 있지 못하다. 외국의 기준을 도입하여 그에 따라서 설치하고 있을 뿐이다. 소방시설을 설계하는 방법에는 화재안전기준과 같이 명문화 된 규정에 따르는 규범위주설계(Prescriptive-based)와 화재역학, 구조역학, 재료역학, 유체역학, 열역학 등 공학적 지식을 바탕으로 하는 성능위주설계(Performance-based design)가 있다. 현재로서는 성능위주설계가 활성화 되지 않았지만, 최근 소방시설공사업법은 성능위주설계방법을 이용하여 소방시설을 설계 할 수 있도록 개정('05. 8. 4)되었으며 그 시행령('07, 1. 24)에서 성능위주설계를 적용할 특정소방대상물의 범위를 정하고 있다. 이러한 시점에서 자동화재탐지설비의 화재감지기를 최적의 위치 및 거리에 설치하기 위하여 그에 대한 공식의 도입과 공식을 Software로 계산할 수 있도록 시뮬레이터를 제작하여 계산하고 규범위주설계에 따라 배치한 화재감지기의 상태와 비교 분석하며 향후 성능위주설계 방법으로서 정착시키기 위하여 연구를 시도하였다.

  • Fire resistance of a floor of a railcar is prescribed in the "Guidelines of standard of railcar safety (Minister of Land, Transport and Maritime Affairs, 2010)". A floor of a railcar should retain its fire resistance for 15 or 20 minutes according its risk level. To evaluate fire resistance of the floor materials which are composed of ceramic board or aluminum foam with weight lightening, fire resistance of railcar floor is numerically analyzed.

시화호 초지대의 계획소각에 의한 조류군집의 영향 (Effect of Prescribed Burning to Avian Community in Sihwa Grassland, Korea)

  • 시화호 초지대의 소각에 의한 조류의 서식 영향에 대한 연구는 2007년 3월에서 10월까지 경기도 화성시 마도면 송정리 인근 시화호간척지의 초지에서 실시하였다. 계획소각은 2007년 2월 28일에서 3월 1일까지 시화호 간척지의 초지 중 육상부에 인접한 지역에 대해 실시하였다. 소각지역에서는 총 30종 최대개체수 합계 181개체의 조류가 관찰되었으며, 존치지역에서는 24종 최대개체수 합계 154개체가 관찰되어 소각지역의 관찰조류 종수와 개체수가 높았다. 하지만 우점종은 소각지와 존치지간에 차이가 없었다. 수조류와 산림성조류를 제외한 소각지와 존치지의 평균 종수, 평균개체수, 종 다양도, 종 풍부도는 차이가 없었다. 초기의 군집특성은 계획소각에 의하여 변화하였지만, 후기에는 차이가 감소하였다. 계획소각에 의한 서식지 교란은 일시적으로 새로운 서식지 및 취식장소를 제공하였다. 계획소각이 목본식물의 유입을 차단하여 초지생태계를 유지하는 효과적인 방법이며, 주기적인 계획소각이 초지생태계를 유지 및 관리하는 효율적인 방안임을 제안하고자 한다.

  • 본 연구에서는 국내에서의 위험물 사고 현황을 분석함으로써 화재안전성 및 화재의식 측면에서의 취약요인을 파악하였고, 위험물 안전관리자를 선임해야 하는 위험물제조소등의 종류 및 규모가 현재 법적으로 어떻게 규정되어 있는지 조사하였으며, 또한 한국소방안전협회에서 주관하는 위험물안전관리자 강습교육을 받는 사람들을 대상으로 한 설문조사를 바탕으로 위험물 안전관리자 강습교육에 대한 보다 효율적이고 체계적인 강습교육과정을 마련코자 하였다.

Temperature-time analysis for steel structures under fire conditions

  • The objective of the paper is to present a method whereby the time required for a steel structure to sustain the effects of a prescribed temperature rise according to real fire curves can be calculated. The method is divided into two parts. The first part deals with the post-yield behaviour of steel structures at elevated temperatures. It takes into account the variation of the properties of steel material with temperature in an incremental elastoplastic analysis so that the safety factor of the structure under certain fire conditions can be assessed. The second part deals with the heat transfer problem of bare steel members in real fire. Factors affecting the heat transfer process are examined and a model for predicting the temperature variation with time under real fire conditions is proposed. This model results in more accurate temperature predictions for steel members than those obtained from previously adopted model.

Performance Based Fire Engineering in Japan

  • This paper explains the Japanese present situations relevant to the fire resistance performance. Performance-based fire provisions was introduced in 1998 for the first time when the Building Standard Law was amended. However, performance-based fire resistance design had been used since long before the official introduction of performance-based provisions. A Comprehensive Technology Development Project of Ministry of Construction from 1982 to 1986 established a technical basis for performance-based fire safety engineering in Japan. A system of calculation methods for fire resistance verification was prescribed in the Ministry Notification in 2000 utilizing the results of this project as a background. This method, referred to as the Fire Resistance Verification Method (FRVM), is the standard method to verify the fire resistance performance of principal building parts such as columns, beams, and walls of steel, concrete, or wood structured buildings. For tall buildings, however, more advanced method for performance verification is often necessary because new building materials or structural systems are often used for these buildings. An example project of tall building owned by a major newspaper company is presented in this paper. Advanced thermal deformation analysis is executed to secure the fire resistance of the building.

소규모 주거 공간 실물화재실험을 통한 적재 가연물의 연소특성 분석 (An Analysis of Combustion Characteristics of Residential Facilities through Real Fire Tests in a Small Residential Space)

  • In this study, real fire tests were performed on representative combustibles of residential facilities to analyze the fire behavior and combustion characteristics in a small residential space. The considered combustibles were a sofa, a combination of a desk and a chair, and a combination of a mattress and an electric mat. A compartment space fire test was performed using the room corner test equipment prescribed in the KS F ISO 9705 specification. Three real fire tests were conducted by placing the combustible material inside a small compartment with insulation and finishing materials and by igniting the combustible material. Results showed that the peak heat release rate and peak smoke production rate occurred in the combination of the mattress and electric mat. Furthermore, from the result of the fire rate analysis, it was estimated that the fire risk of the mattress and electric mat combination was the highest, followed by the sofa and thedesk and chair combination.
