Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely errorprovoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training institutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.

Most utiltity systems are subject to frequent changes, often due to increased loads and demand to up-grade quality of service provided. Urban renewal, expressway construction and suburban growth have also caused significant changes in urban utility distribution systems. Recently, it is required that a guideline for planning of a complete system, the reasonable design and construction methods for the efficient installation common utility tunnels must be estabilished. It prompts drastic measures to guard cities and their inhabitants against the horror of massive fires in the future. Preparedness holds the key to safety.

Having analysed educational goals and admission examination types in four-year colleges and reviewed those types and their particularized orientations, this study expects one would take into account the following considerations: First, the end users, high schools, are able to obtain collect information on colleges or universities for the preparedness for admission. Second, they can derive their optimum standard practical examination types fit to animation. Third, objectivity, transparency and reliability can be secured for college admission examinations. Finally, colleges may utilize themselves as the foundation to reinforce their specialization, providing examines with specialized information on particularized colleges.

In this paper, disasters are increasing rapidly due to increase of population, giantish of cities, advancement of traffics, and abnormal weather phenomena, and the scale of damages is also getting wider. So we study of the disaster safety management system and find recognition comprehensions and the problem points which are basic in our system. We dedicate this research on improvement analysis and main discussion issues of the system that based on diagnostics in developed countries' system. And Disaster management activities are increasing to efficiency through the disaster standardization trend.

Mass killing and injuring by purpose, the countries that is hurrying countermeasure preparation of investigators who enforce that necessity to compare to intimidation of doing creature weapon is common concerns of the several countries including advanced nation such as the United States of America. Development and use of biological weapon have increased too recently to private citizens unlike development of military purpose in country dimension. The latest WHO is preparing proposal of standard stroke model who each department solidifies preparedness for chemical biological and electronic weapon revising report about biological weapon. But in case of korea, confrontation plan that bamboo broom about possibility of attack to the common people and attack comparing actual state in case of attained nothing but is readying remedy about biological warfare partially in military dimension was not readied. The purpose of this article is a study on threat of bio-weapons and the countermeasure.

Malicious network attacks such as DDoS is no clear preparedness, the damage is also a bar. In particular, when a smartphone is infected to the zombies, the damage such as communication fee billing and leakage of personal information with numerous network failures are expected. In this study, with reference of the features that appear in a zombie PC we extract the zombie smartphone's phenomena and features that appear while the zombie service is running.

Following the Anthrax bioterrorism attacks in the US in 2001, the Korean government established comprehensive countermeasures against bioterrorism. These measures included the government assuming management of all infectious agents that cause diseases, including smallpox, anthrax, plaque, botulism, and the causative agents of viral hemorrhagic fevers (ebola fever, marburg fever, and lassa fever) for national security. In addition, the Korean government is reinforcing the ability to prepare and respond to bioterrorism. Some of the measures being implemented include revising the laws and guidelines that apply to the use of infectious agents, the construction and operation of dual surveillance systems for bioterrorism, stockpiling and managing products necessary to respond to an emergency (smallpox vaccine, antibiotics, etc.) and vigorously training emergency room staff and heath workers to ensure they can respond appropriately. In addition, the government's measures include improved public relations, building and maintaining international cooperation, and developing new vaccines and drugs for treatments of infectious agents used to create bioweapons.

Bioterrorism events have worldwide impacts, not only in terms of security and public health policy, but also in other related sectors. Many countries, including Korea, have set up new administrative and operational structures and adapted their preparedness and response plans in order to deal with new kinds of threats. Korea has dual surveillance systems for the early detection of bioterrorism. The first is syndromic surveillance that typically monitors non-specific clinical information that may indicate possible bioterrorism-associated diseases before specific diagnoses are made. The other is infectious disease specialist network that diagnoses and responds to specific illnesses caused by intentional release of biologic agents. Infectious disease physicians, clinical microbiologists, and infection control professionals play critical and complementary roles in these networks. Infectious disease specialists should develop practical and realistic response plans for their institutions in partnership with local and state health departments, in preparation for a real or suspected bioterrorism attack.

The definition and concept of disasters and their preparedness have been changing according to the modern situation. The basic change is that the concept of absolute standard and prevention of hardware damage in the past have been changing to the concept of relative standard and mitigation of direct damage to human. For achieving the purpose, advanced countries developed and used their own analysis method of hazard and vulnerability for disaster ; ASHE hazard and vulnerability evaluation method, hazard matrix method by CDC, FEMA model method and SMUG hazard priority method. Because each analysis method cannot evaluate the hazard and vulnerability for specific disaster, the advantages and disadvantages should be applied for specific situation of disaster in Korea and new analysis method should be extracted in the future.

During the last three decades, earth science has been re-conceptualized as an interdisciplinary discipline entitled Earth System Science (ESS), which is based on knowledge of the physical earth system and human impact on the earth. While there is increasing effort to teach earth as a system in K-12 education, teachers' preparedness of to teach earth system is still in its infancy. This article focuses on reviewing the literature of teachers' knowledge of earth systems and of how teachers' knowledge of subject matter affects their teaching practice and pedagogical content knowledge (PCK). First, the study investigated a literature of PCK in general as well as in science teaching. Then this study duscuss what teachers' subject matter knowledge (SMK) is and what it means to be in teaching earth system science. Third, a literature of teachers' knowledge of earth system was reviewed. Finally, a number of suggestions and implications are made as to what teacher education program should do to better prepare future teachers to teach earth systems.
