  • Causing by green house gas emission, global warming is being accelerated significantly. This global warming cause world climate to change quiet different than before and we call this phenomenon is Climate Change. Environmental Impact Assessment being implemented in Korea is to prevent predicted environmental impacts from deteriorating within the domestic information and situation. As the climate change is getting severe, new meteorological records can be occurred which is exceeded existing statistical data. According to KMA(Korea Meteorological Administration) data, maximum value of precipitation and temperature in many regions changed with new data within last decade. And these events accompanied with landslides and flooding, and these also affected on water quality in rivers and lakes. According to impacts by climate change, disasters and accidents from heavy rain are the most apprehensive parts. And water pollution caused by overflowed non-point sources during heavy rain fall, fugitive dust caused by long-term drought, and sea level rise and Tsunami may affect on seaside industrial complex should be worth consideration. In this review, necessity of mutual consideration with influences of climate change was considered adding on existing guideline.

Site - Specific Frost Warning Based on Topoclimatic Estimation of Daily Minimum Temperature (지형기후모형에 근거한 서리경보시스템 구축)

  • A spatial interpolation scheme incorporating local geographic potential for cold air accumulation (TOPSIM) was used to test the feasibility of operational frost warning in Chatancheon basin in Yeoncheon County, where the introduction of new crops including temperate zone fruits is planned. Air temperature from April to June 2003 was measured at one-minute intervals at four locations within the basin. Cold-air accumulation potentials (CAP) at 4 sites were calculated for 3 different catchment scales: a rectangular area of 65 x 55 km which covers the whole county, the KOWACO (Korea Water Corporation) hydrologic unit which includes all 4 sites, and the sub-basins delineated by a stream network analysis of the digital elevation model. Daily minimum temperatures at 4 sites were calculated by interpolating the perfect prognosis (i.e., synoptic observations at KMA Dongducheon station) based on TOPSIM with 3 different CAPs. Mean error, mean absolute error, and root mean square error were calculated for 45 days with no precipitation to test the model performance. For the 3 flat locations, little difference was detected in model performance among 3 catchment areas, but the best performance was found with the CAPs calculated for sub-basins at one site (Oksan) on complex terrain. When TOPSIM loaded with sub-basin CAPs was applied to Oksan to predict frost events during the fruit flowering period in 2004, the goodness of fit was sufficient for making an operational frost warning system for mountainous areas.

  • Radiation Belt Environment (RBE) model has developed to understand radiation belt dynamics as it considers whistler mode hiss and chorus waves which is responsible for relativistic electron acceleration and precipitation. Recently, many studies on electron loss by pitch-angle scattering have reported that elctromagnetic ion cyclotron (EMIC) wave is also responsible for main loss mechanism in dusk and equatorial regeion. Here, we attempt to incorporate EMIC into RBE model simulation code to understand more detailed physical dynamics in Radiation belt environemnt. We compare this developed model to data during storm events where both of electron loss and EMIC waves were detected.

  • A methodology to analyze and quantify regional meteorological drough based on annual precipitation data has been introduced in this paper In this study, based on posterior probability estimator and Bayesian classifier in Spatial Analysis Neural Network ISANN), point drought probabilities categorized as extreme, severe, mild, and non drought events has been defined, and a Bayesian Drought Severity Index (BPSI) has been introduced to classify the region of interest into four drought serverities. For example, the proposed methodology has been applied to analyze the regional drought of South Korea. This is a new method to classify and quantify the spatial or regional drought based on neural network pattern recognition technique and the results show that it may be apprepriate and valuable to analyze the spatial drought.

Internal Hydriding of Defected Zircaloy Cladding Fuel Rods : A Review (결함 핵연료 피폭관 내부에서의 수소 침투에 관한 개론적 고찰)

  • Recently a number of severe fuel degradation events, seemingly due to internal secondary hydriding, have been reported. This paper reviews internal hydriding of defected zircaloy cladding. First, the history of zircaloy cladding development and the environment of the zircaloys in service in the nuclear reactor are introduced. Fundamental aspects of zircaloy hydriding, such as hydrogen permeability in zirconium oxide, terminal solubility and precipitation in zirconium and its alloys, and the deleterious effect of hydrides are reviewed. The mechanism of massive internal hydriding in defected zircaloy fuel rods is qualitatively described based on the observed phenomena. Significant factors affecting the hydriding process are discussed. A quantitative model for the massive hydriding as a part of an effort to mitigate fuel degradation is briefly mentioned and necessary information and recommended future work for improvement of the model are outlined.

Tropical cyclone activity over the western North Pacific associated with Pacific-Japan teleconnection pattern and its impacts on extreme events over the Korean peninsula

  • The East Asia (EA) region including China, Taiwan, Japan, and Korea are especially vulnerable to hydrometerological extremes during the boreal summer (June-September). This study, therefore, pursued an exploratory analysis to improve better understanding of the potential impacts of the two types of PJ patterns on WNP Tropical cyclone (TC) activities and TC-induced extreme moisture fluxes over Korea's five major river basins. This study shows that during positive PJ years, the large-scale atmospheric environments are more favorable for the TC activities than those in negative PJ years. During positive PJ year, it is found that there are weaker wind shear, stronger rising motion, as well as large relative humidity over the Korean peninsula (KP) compared to negative PJ years. As a result, TCs making landfall are more exhibited over the southeastern portions of South Korea. Despite the relatively modest sample size, we expect that insights and results presented here will be useful for developing a critical support system for the effective reduction and mitigation of TC-caused disasters, as well as for water supply management in coupled human and natural systems.

A ConvLSTM-based deep learning model with grid-weighting for predicting extreme precipitation events (극한 강수 이벤트 예측을 위한 격자별 가중치를 적용한 ConvLSTM 기반 딥러닝 모델)

  • 데이터 기반 강수 예측 모델은 극한 강수 이벤트의 크기를 과소 추정하는 경향이 있다. 이는 훈련 데이터에 극한 강수 이벤트보다 일반적인 강수 이벤트가 많이 포함되어 있기 때문이다. 본 연구는 이러한 딥러닝의 데이터 불균형 문제를 해소하고자 모델을 학습시킬 때 격자별 극한 강수에 더 큰 가중치를 주어 극한 강수 예측의 정확성을 높이는 방법을 제안한다. 딥러닝 모델 중 공간-시간 필드를 정확하게 예측할 수 있는 ConvLSTM 기반 강수 예측 모델을 활용하여 레이더 강수량을 예측하였다. 먼저, 훈련 기간 동안의 강수 이벤트의 누적 분포 함수 CDF(Cummulative distribution funcion)을 그린 후 극한 강수 이벤트와 일반적인 강수 이벤트의 분포를 확인하였다. 그다음, 적은 분포를 가진 극한 강수 이벤트의 더 큰 가중치를 두어 모델을 학습시켰다. 이 모델은 대한민국 중부 지역 (200km x 200km)의 5km-10분 해상도 레이더-계량기 복합 강수 필드에 대해 2009-2014년 기간 동안 훈련 되었고 2015-2016년 동안 모델의 훈련을 검증 하였고, 2017-2018년 동안 테스트 되었다. 다양한 가중치 함수를 기반으로 훈련 시킨 결과 최적화 가중치 함수 모델의 평균 NSE는 0.6 평균 RMSE는 0.00015 그리고 극한 강수 이벤트만 따로 추출한 평균 MAE는 6이다. 결과적으로 제안된 모델은 기존 방법에 비해 예측 성능을 향상 시켰으며, 격자별 가중치를 두었을 경우 일반적인 강수 이벤트 뿐만 아니라 극한 강수 이벤트의 예측의 정확도를 향상시켰다.

Extreme drought analysis using Natural drought index and Gi∗ statistic

  • This study proposes a framework to evaluate extreme drought using the natural drought index and hot spot analysis. The study area was South Korea. Data were used from 59 automatic synoptic observing system stations. The variable infiltration capacity model was used for the period from 1981 to 2016. The natural drought index was constructed from precipitation, runoff and soil moisture data, which reflect the water cycle. The average interval, duration and severity of extreme drought events were determined following Run theory. The most extreme drought period occurred in 2014-2016, with 46 of 59 weather stations exhibition drought conditions and 78% exhibition extreme drought conditions. The Inje and Seosan station exhibited the longest drought duration of 6 months, and the most severe drought was 5 times higher than the extreme drought severity threshold. The hot spot analysis was used to explore the extreme drought conditions and showed an increasing trend in the middle and northeastern parts of South Korea. Overall, this study provides water resource managers with essential information about locations and significant trends of extreme drought.

  • Adjusting weather radar data is a prerequisite for its use in various hydrological studies. Effect of spatial variables are considered to adjust weather radar data in many of these researches. The existence of diverse topography in South Korea has increased the importance of analyzing these variables. In this study, some spatial variable like slope, elevation, aspect, distance from the sea, plan and profile curvature was considered. To investigate different topographic conditions, tried to use three radar station of Gwanaksan, Gwangdeoksan and Gudeoksan which are located in northwest, north and southeast of South Korea, respectively. To form the suitable fuzzy model and create the best membership functions of variables, ANFIS-PSO model was applied. After optimizing the model, the correlation coefficient and sensitivity of adjusted Quantitative Precipitation Estimation (QPE) based on spatial variables was calculated to find how variables work in adjusted QPE process. The results showed that the variable of elevation causes the most change in rainfall and consequently in the adjustment of radar data in model. Accordingly, the sensitivity ratio calculated for variables shows that with increasing rainfall duration, the effects of these variables on rainfall adjustment increase. The approach of this study, due to the simplicity and accuracy of this method, can be used to adjust the weather radar data and other required models.

Parameter estimations to improve urban planning area runoff prediction accuracy using Stormwater Management Model (SWMM) (SWMM을 이용한 도시계획지역 유출량 예측 정확도 향상을 위한 매개변수 산정)

  • In environmental impact assessments for large urban development projects, the Korean government requires analysis of stormwater runoff before, during and after the projects. Though hydrological models are widely used to analyze and prepare for surface runoff during storm events, accuracy of the predicted results have been in question due to limited amount of field data for model calibrations. Intensive field measurements have been made for storm events between July 2015 and July 2016 at a sub-basin of the Gwanpyung-cheon, Daejeon, Republic of Korea using an automatic monitoring system and also additional manual measurements. Continuous precipitation and surface runoff data used for utilization of SWMM model to predict surface runoff during storm events with improved accuracy. The optimal values for Manning's roughness coefficient and values for depression storage were estimated for pervious and impervious surfaces using three representative infiltration methods; the Curve Number Methods, the Horton's Method and the Green-Ampt Methods. The results of the research is expected to be used more efficiently for urban development projects in Korea.
