세계 각국의 우정사업 기관들은 우편번호에 대한 우편서비스의 질을 향상시키기 위하여 많은 노력을 기울이고 있다. 이의 일환으로 실시하고 있는 "우편번호 바코드 인쇄 제도"는 우편물을 저렴하고 신속.정확히 처리함으로써 우편 이용자들의 욕구를 충족시켜주기 위한 제도이다. 이 제도는 우편을 이용하는 우편번호가 자신의 우편물에 우편번호에 해당하는 흑백의 바코드를 인쇄해서 접수하게 되면 서비스 제공자는 인증절차를 거쳐 합격한 업체에 대해 소정의 요금을 할인해 주는 제도이다. 우리나라도 1998년부터 이 제도를 도입하여 운영 중에 있으며, 1999년도에 개국한 6개의 우편집중국에 대해서도 개국과 함께 이 제도를 시행할 예정으로 있다. 기존에는 소형통상 우편물에 대해서만 이 제도를 적용하였으나 대형통상 우편물인 플랫우편물에 대해서도 적용하도록 하고 있다. 이에 따라, 본 고에서는 우편번호 바코드 인쇄 제도가 소기의 목적을 달성할 수 있도록 플랫우편물에 대해 연구한 내용을 다루었다.

In this study, we analyze the historical data of postal matter amount in korea, various social indexes concerning mail volume and postal data in developed countries. After correlation analysis between some variables, we suggest a new logistic model for forecasting the future mail volume. Finally, we forecast the mail volume in korea about 20 years hereafter.

In this paper, we propose a framework for synchronization of spatial data between mobile devices and a server by using SyncML(Synchronization Markup Language) that is standard specification for synchronization protocol. We used GML (Geographic Markup Language) to support interoperability of spatial data between various data sources. We also used metadata and catalog service to access and integrate distributed spatial data, considering relationships of spatial data and non-spatial data.

우정업무는 발송인으로부터 우편물을 접수하여 수취인에게 배달하기 위해 소요되는 인력 의존도가 80%인 노동 집약적인 업무이다. 이에 따라, 우편고객에게 고품질의 우편서비스를 제공하기 위한 목적으로 우편물 자동구분 처리시스템을 개발하여 적용하고 있다. 본 고에서는 우편서비스의 질을 향상시키기 위한 노력의 일환으로 고객 바코드의 활용사례를 분석하고, 우편고객에게 부가서비스를 제공하기 위한 방법을 제시한 내용이다.

Recently many efforts on the development of automatic processing system for delivery sequence sorting have been performed in ETRI , which requires the use of postal 4-state bar code system to encode delivery points. The 4-state bar code called postal 4-state bar code for high speed processing that has been specifically designed for information processing of logistics and automatic processing of the mail items. This paper describes a method of Reed-Solomon encoding for creating error correction codeword of 4-state bar code.

In this paper, we describe the system to recognize the six digit postal number of mails using neural network. Our zip-code recognition system consists of a preprocessing procedure for the original captured image, a segmentation procedure for separating an address block area with a shape, and recognition procedure for the cognition of a postal number. we extract the feature vectors that are the input of a neural network for the recognition process based on an area optimizing and an image thinning processing. The neural network classifies the zip-code in the mail and the recognized zip-code is verified through the zip-code database.

This paper introduces the methodology for restrict adjustment of 25 mail sorting centers including 3 new mail sorting centers to balance their work loads and minimize their operating costs. We calculated the capacity of mail sorting centers considering mail types and analyzed the collection/delivery mail volume of 214 post offices to measure the work loads of mail sorting centers. We also developed the mathematical model and genetic algorithm to find the optimal solution for this problem.

본 연구에서는 문자 인식의 응용으로서 인쇄된 우편봉투의 주소를 인식한다. 스캐너로 입력된 우편봉투 영상으로부터 주소영역과 우편번호 영역을 분리한다. 분리된 각각의 영역에서 문자를 추출하고, 전처리로써 정규화, 특징추출 단계를 거쳐 우편번호와 주소를 각각 인식하였다. 이때, 우편번호 인식에 의하여 알 수 있는 주소와 실제로 인식한 주소의 신뢰도를 계산하여, 주소 인식 결과를 보정하는 과정을 거쳐 우편봉투의 인식을 실행하였다.

본 연구에서는 통합된 하나의 맵을 작성하기 위하여 통합 맵서버를 설계하고 구현한다. 제안된 통합 맵서버는 다음과 같은 두 가지 특징을 가진다. 첫째, 웹 환경에서 사용자의 요구를 반영하기 위하여 메타데이터를 개별화한다. 맵서버는 클라이언트에 필요한 정보를 메타데이터에 설정하기 때문에 메타데이터를 개별화하면 사용자는 자신이 원하는 형태의 통합 데이터를 얻을 수 있게 된다. 둘째, 융합 서비스 개념을 도입하여 공간 데이터 뿐만 아니라 공간 데이터와 비공간 데이터와의 통합도 지원한다. 융합 서비스는 링킹의 개념을 사용하여 실체화한다. 본 연구에서 제안한 통합맵서버는 사용자의 요구에 따른 높은 수준의 맵 통합 결과를 제공함으로써 웹 매핑 환경에서 융합의 질을 높일 수 있으며, 사용자 응답 시간도 줄일 수 있다는 것을 실험을 통하여 증명하였다.

4-state 바코드는 우편물 자동구분처리 및 우편물류의 정보표현, 전달, 처리가 효과적으로 지원되도록 개발하고 있다. 4-state 바코드에 표현 정보는 우편번호, 배달순서코드, 고객정보 등이 포함되며, 판독의 향상을 위한 오류정정 코드워드를 적용할 수 있다. 본 논문은 우편용 4-state 바코드를 raster beam에 의하여 판독하는 시스템의 개발과 판독오차 범위의 축소 방법을 다룬 것이다. Raster beam 주사에 의한 판독 오차는 단위 구간별 spot 분포의 동일하지 않은 분포로 인하여 발생된다. 이에 따라, 판독오차를 축소하기 위한 방법으로 각 구간 단위로 바의 두께 값을 측정하여 인접돈 바의 평균값 조정 방법을 제안하였으며, 시험결과 거의 99.8%까지 평균 판독오차가 축소됨을 보였다.
