A number of Chinese students who are studying in Korea have been gradually increasing since Korea and China established diplomatic relations. Many of them sale Korean products to China while studying for their degree programs in colleges. This kind of transactions can be named C2C overseas direct sales. C2C overseas direct sales which are being performed by Chinese student are good for exportation of Korean products. However Some of these transactions are not legal according to present law, First, Chinese student don't have legal status to make the transactions. Second, Chinese students usually make false declarations for evading the taxes, including tariff and VAT, Third, Chinese students can not offer the after-sale service for the goods for the Chinese consumers. Although C2C transactions have some legal matters, they should not be banned by a one-size-fits-all method. In this study, we highly recommend for the development of C2C transactions, First, Korean government should give Chinese students legal status. Second, China customs must strictly prohibit illegal activities of smuggling by taking advantage of postal route. Third, sellers in China can offer the after-sale service to consumers through some specialist A/S firms.

시대의 변화와 함께 우편서비스 환경과 고객의 서비스 요구는 크게 변화하고 있다. 본 논문에서는 ICT 기술을 활용하여 등기우편물에 대한 비효율적인 서비스를 개선하기 위한 연구를 진행하였다. ICT 기반 스마트 우편함 시스템은 우편물을 효율적으로 배송하고, 고객의 만족도를 향상시킬 수 있다. 또한, 집배원들의 우편물 배달에 대한 업무강도를 경감시켜고, 현장 집배원들의 근로환경의 개선에도 크게 도움을 줄 수 있을 것으로 기대된다.

Performance measures play a critical role in formulating mail delivery strategies and evaluating actual results. Nevertheless, the existing method and corresponding system to determine the standard workloads of mailmen is developed without careful consideration of real delivery environments and various requirements of mailmen. Hence, the current system is insufficient for optimal management of workloads and shows substantial gaps when compared to the results of actual work-site. This study considers how to improve the current workload management system of mailmen. We first performed the as-is analysis of the mail delivery service and then developed a prototype of advanced delivery workload management system. The to-be system consists of five subsystems which can be grouped into three categories; master data management, workloads management, performance analysis. Our results can be a valuable guide for the development of real system for measuring and balancing the workloads of mailmen.

우편물의 자동구분은 우편물을 OVIS(OCR-Video coding Integrated System)에 자동으로 공급하고 우편물의 수취인 주소영역을 카메라를 이용하여 획득한 다음 우편번호를 인식하여 바코드로 변환하여 인쇄하게 되고, 이 우편물은 LSM(Letter Sorting Machine)으로 보내져 BCR(Bar Code Reader)에 의해 인쇄된 바코드를 판독하여 행선지별로 구분하는 과정을 거친다. 주소의 번지 이하 부분은 배달원의 수작업에 의해 최종 배달지점 순서대로 정렬한 다음 배달하게 된다. 이 부분의 작업에 소요되는 시간은 배달원 일일 평균 4 시간에 달하며 원가절감 대상으로 지적되고 있다. 이 부분을 자동화하여 우편물 처리시간을 단축하고 생산성을 향상하는 방안이 대두되고 있으며, 이를 해결하기 위해 번지 부분까지 OCR을 이용, 인식하여 우편번호 및 순로 데이터 베이스에서 인식결과에 해당하는 코드를 추출하여 해당 구분 칸으로 우편물을 분류하는 방식을 택하면 집배원이 우편물을 배달하는 순로까지 자동으로 정렬할 수 있게 된다. 본 논문은 수취인 주소영역의 주소부분을 자동판독하기 위한 시스템을 개발한 내용을 다루고자 한다.

As current postal automation is limited to dispatch and arrival sorting, delivery sequence sorting is performed manually by each postman. It not only acts as a bottleneck process in the overall mailing process but is expensive operation. To cope with this problem effectively, delivery sequence sorting automation is required. The important components of delivery sequence sorting automation system are sequence sorter and Hangul OCR which function is to extract the address of delivery point. DSI database will be interfaced to both Hangul OCR and sequence sorter for finding the accurate delivery sequence number and stacker number. The objectives of this research are to develop DSI(Delivery Sequence Information) database prototype and client application for managing information effectively. For database requirements collection and analysis, we draw all possible sorting plans, and apply the AHP(Analytic Hierarchy Process) method to determine the optimal one. And then, we design DSI database schema based on the optimal one and implement it using Oracle RDBMS. In addition, as address information in DIS database consist of hierarchical structure which has its correspondence sequence number, so it is important to reorganize sequence information accurately when address information is inserted, deleted or updated. To increase delivery accuracy, we reflect this point in writing application.

방사선 치료 후 발생한 악성 섬유성 조직구종은 아주 드물며 일반적으로 예후가 나쁘다. 52세 남자환자가 6개월 전부터 발견된 흉골부위에 발생한 동통성의 종괴을 주소로 입원하였다. 환자는 5년전 식도암으로 방사선 치료를 받은 병력이 있었다. 종괴는 절개생검상 흥골육종으로 진단되어 항암약물요법을 5회 시행하였으나, 종괴가 점점 커져 수술을 시행하였다. 수술은 흥골을 덮고있는 피부와 늑연골을 포함하여 흥골 전절제술을 시행하였고 이로 인한 결손부위는 자가늑골 이식, 양측 대흥근 근육판과 피부이식으로 흥벽재건술을 시행하였다. 수술후 조직소견은 악성 섬유성 조직구종에 일치하였다. 수술후 경과는 순조로왔으며 36일째에 퇴원하였다.

The purpose of this study provides the conceptual and practical framework on the strategy to enhance services for the visually handicapped in the braille libraries. In order to achieve this purpose, the questionnaires, the interview, and the observation of the data collection techniques are used in the study, and the braille libraries throughout Korea which are in operation are selected as subjects for the research and survey. The results of the study are summarized as follows. 1. Most of the braille libraries, about 70%, are located in Seoul. It thus appears that this geographical unbalance cause the visually handicapped inconvenience in use, who is especially living at the regions where no braille library is located nearby. 2. To enhance the efficiency of the library services for the visually handicapped, first of all, the limited scope of the subject as well as the poor volume of the collections should be resolved as soon as possible. 3. Most of the libraries are neither equipped with necessary facilities to publish in braille nor secured the supporting instruments which facilitate to use library services for the visually handicapped satisfactorily. 4. The collections for the visually handicapped consist of the brailles and the recordings mainly. Because the visually handicapped is difficult to access and visit at the libraries alone, these materials are generally circulating rather outward by postal service than inward. 5. The qualified staff who has the very responsible position for reading and circulation is required to have educational background in library and information science, to have passions for the visually handicapped, and to have abilities to understand and translate the materials in braille.

본 논문에서는 얀 슈반크마이에르의 <쾌락의 공범자들>에 나타난 에로티즘에 대해 분석하였다. <쾌락의 공범자들>은 얀 슈반크마이에르가 1996년에 발표한 그의 세 번째 장편영화이다. 이 작품에서 그는 여섯 명의 남녀의 비밀스럽고 도착적인 성적 쾌락의 탐닉에 대해 집요하게 묘사하고 있는데, 작가 자신은 이 작품을 '쾌락원칙' 과 '에로티즘'을 통해 표현된 자유와 해방에 관한 영화라고 밝히고 있다. 본 연구에서는 <쾌락의 공범자들>을 중심으로 작품 안에 나타난 성적코드들을 에로티즘 과 결부 시켜 분석하고 슈반크마이에르가 나타내고자한 '자유와 해방'의 의미를 밝혀보고자 하였다.

본 논문에서는 동영상 내용 기반 검색을 위한 표준 인덱스인 color layout descriptor(CLD)에 기반한 새로운 장면전환검출 방법을 제안한다. 제안한 방법은 입력 영상을 $8{\times}8$ 블록으로 나누고, 그 블록을 대표하는 대표컬러를 선택하여 DCT 변환 후 추출된 DC, AC 계수에 가중치를 부여한 다음 슬라이딩 윈도우를 적용시켜 장면 전환을 검출한다. 이러한 방법은 영상의 전체적인 특성과 국부적인 특성을 동시에 반영하므로, 조명변화나 물체의 움직임에 민감했던 기존 대표적인 방법인 히스토그램 기반 방법과 에지 변화율을 이용한 방법들이 가지는 문제점을 보완할 수 있다. 또한 제안한 방법은 비디오 검색을 위한 MPEG-7 의 검색 서술자 중의 하나인 CLD를 이용하는데 이러한 CLD 는 컬러의 공간적 분포를 잘 설명하므로 MPEG-7 을 위한 검색 서술자에 적합한 장면전환검출 및 검색이 이루어질 수 있다. 제안한 방법을 실험한 결과 기존의 방법보다 장면전환 검출율이 높게 나타났다.

Processing mail objects in a mail processing center involves several steps and operations, in particular dispatching as well as sorting by destination. The purpose of this paper is to present a model for the part-time worker staffing and allocation problem as it arises at the parcel sorting area in a mail processing center. The problem is formulated as a mixed integer linear program model to minimize the variable part-time workforce related cost. Hot only the characteristics of the sorting operations but also the dispatching requirements of the vehicles are reflected into the model. Six example problems with three different daily amounts of arriving mail are solved with LINGO to demonstrate the effectiveness of the 7-level induction option for the parcel sorting machine over the current 3-level one. The results indicate that measurable savings can be achieved by departing from current practice.
