Analyzing the Effect of COVID-19 on the Operational Efficiency of Asia's Major Container Ports: A Data Envelopment Analysis (COVID-19 위기가 아시아 주요 컨테이너항만의 운영효율성에 미치는 영향)

  • The COVID-19 virus has generated major shockwaves in all spheres of human life since its outbreak. Maritime transport (both cargo and passenger) is one of the industries most heavily affected, yet over 80% of the world cargo is transported by sea. This study analyzes maritime port operational efficiencies before and after the start of the COVID-19 pandemic to determine whether the pandemic has caused major differences in the operational efficiencies of many leading Asian maritime container ports via data envelopment analysis (DEA). The results of both the CCR and BCC models reveal that overall, efficiency during the COVID-19 pandemic has been higher than before the pandemic despite a few inefficiencies. This implies that the pandemic has so far not has major consequences for the operational efficiency of maritime ports. However, two ports (Busan and Guangzhou) should adjust the scale sizes and technical capacities of their operations to improve performance.

  • The environmental changes in ports such as large size, high technology, and efficiency are greatly realized and advanced ports focus on the research and development for the port technology to be hub ports in each continent. It is necessary to continuously develop the port technology in order to confront those changes. The continuous development of the port technology leads to not only the growth of the domestic port industry but also the preoccupation of the world's industry and the increase of the export amount related to the port technology. This paper examines the state of the art in the domestic and foreign port technology and proposes the development policies and strategies of the domestic port technology.

  • The purpose of this paper is to show the clustering trend by using the context-dependent and measure-specific models for 38 Asian ports during 10 years(2001-2009) with 4 inputs and 1 output. The main empirical results of this paper are as follows. First, clustering results by using context-dependent and measure-specific models are same. Second, the most efficient clustering was shown among the Hong Kong, Singapore, Ningbo, Guangzhou, and Kaosiung ports. Third, Port Sultan Qaboos, Jeddah, and Aden ports showed the lowest level clustering. Fourth, ranking order of attractiveness is Guangzhou, Dubai, HongKong, Ningbo, and Shanghai, and the results of progressive scores confirmed that low level ports can increase their efficiency by benchmarking the upper level ports. Fifth, benchmark share showed that Dubai(birth length), and HongKong(port depth, total area, and no. of cranes) have affected the efficiency of the inefficient ports.

  • Wind power system is generally divided into the onshore wind turbine and the offshore wind turbine according to site locations. The offshore wind turbine is manufactured as a closed nacelle cooling system including a heat exchanger to prevent corrosion, but the onshore wind turbine is manufactured as open nacelle cooling system dependent on only the outdoor air without a heat exchanger. The indoor of a nacelle which is composed of a generator, foil power converters and a gearbox with a lot of heat is very narrow and airtight. This aim of the study is to demonstrate the temperature effect depending on positions of air-supply and exhaust ports. And this study discusses the flow field and removal efficiency of heat caused by components.

A Measurement Way on the Effectiveness of Port Investment: Congestion Model Approach (항만투자의 유효성 측정방법: congestion모형 접근)

  • The purpose of this paper is to investigate the effectiveness of port investemnt which is one of the important elements for measuring the port efficiency by using congestion approach of DEA(Data Envelopment Analysis). Congestion is said to be present when increases in inputs result in input reductions. Congestion approach takes the forms of weak input disposability and strong input disposability. Empirical analysis by using congestion approach in this paper identified inefficiencies in the inputs including port investment, and indicated inefficient ports like the ports of Sokcho, Gunsan, Pohang, and Seoguipo which shows the large amount of slacks with congestion especially in terms of port investment. Therefore these ports should examine the reason about the inefficiency of port investment. The main policy implication based on the findings of this study is that The Ministry of Maritime Affairs & fisheries in Korea should introduce congestion approach when the amount of port investment to each port is decided.

  • Vessel Traffic Service (VTS) increases the efficiency of maritime traffic in terms of reducing marine accidents and the efficient use of port facilities. This means that ports and waterways have their own capacities and can be safely adapted to their capacity through proper traffic management of the VTS. Proper traffic management can reduce the number of vessels and unnecessary waiting in ports, which can lead to economic benefits of ups and port terminals. On the other hand, Korean ports and waterways have restrictions on the maximum speed for safety, but there is no restriction on the minimum speed. However, ships that operate at low speeds in ports and waterways may be able to occupy long periods of operational routes, which may impede efficient port operation. Therefore, the purpose of this study is to propose the minimum speed of ship for efficient port and waterway use. To this end, we reviewed the current laws and systems and proposed the appropriate minimum speed in the waterway using the theory of queue.
