Mariner's Performances and the Behavior Fluctuation Affecting Navigational Safety

  • This study aims to identify the degree of safety when mariners take their actions in several different situations. We have carried out many experiments to observe mariners' behavior and then measured the safety level based on their actions to avoid dangerous situations of ships collision. One of the most important actions that mariners have to take, either as their daily routine or when they are in a collision situation and then want to avoid that situation is the lookout. In this paper, behaviors on the lookout have been defined as a standard sequence of three steps which are "time of first detection", "time of recognition as risky vessel" and "time of starting avoiding action", and the suitability and applicability of the definition have been shown. And also we propose the risk assessment on ships collision and the recommendation for reducing ships collision at sea. Some analyzing results and the application of the results are reported. By combining these knowledge and some systematic studies, we propose the risk assessment on ships collision and the recommendation for reducing ships collision at sea.

Marine Tourism Development Strategy of the South Sea through Sustainable Management of Coastal Environment

  • This study is to integratedly examine coastal management policy and marine tourism development project for Korean coasts, especially for the South Sea of high development pressure, presenting sustainable tourism development policies for the future. To do so, it is examined central government-level coastal development projects set up by the Ministry of Culture and Tourism, the Ministry of Maritime Affairs and Fisheries and the Ministry cf Construction and Transportation, setting the direction of south coastal management and tourism development at a level of national territory planning. The problems of coastal management first and then the problems of the South Coast Tourism Belt Project are analyzed in order to present political and administrative alternatives. To overcome such problems and make Korea a marine tourism base in East Asia, there is a need for re-recognition of the value of the project and its continuous push through cooperation between central and local governments. Also, under the presupposition of consensus building among local people and the sustainable development of environments, there should be are-recognition that the future cf Korean marine tourism in the 21st-century and the success of an inverted $\pi-axis$ national development depend on the South coastal Tourism Belt Development Project.

  • The container terminals in Korea usually adopts both the bar code and the image recognition systems at the gate complex to capture necessary information on containers passing through the gate. With the rapid advancement of Information Technology(IT) these systems, however, seem to make the user not satisfied due to the inherent limitations such as the long process time taken, low rate of recognition etc., This paper, therefore, examines the adoption of Radio Frequency Identification (RFID) technology to container terminals, and tried to get some implication for the way to improve the productivity of the terminal. The results imply that some improvement in the gate and storage yard operation is feasible by the benefit of using the information of vehicles and containers collected in advance by RFID technology.

  • Refugees who are persecuted can apply for refugee recognition in the Republic of Korea in accordance with the Refugee Convention and the Refugee Act. They can do so either at the port of entry or during their stay in Korea. After undergoing screening, individuals may be recognized and protected under different categories, such as recognized refugees, humanitarian status holders, refugee applicants, and refugees seeking resettlement. Recognized refugees are entitled to the same social benefits and basic livelihood guarantees as Korean nationals. Humanitarian status holders and refugee applicants may receive support such as minimum living expenses, housing facilities, medical care, and education. In the medical field, refugees and their unmarried minor children are eligible for medical support through the "Medical Service Support Project for Marginalized Populations, Including Foreign Workers." This support is in addition to the national healthcare coverage and medical benefits provided by the government. However, there are pressing concerns regarding the inadequate budget allocated to this project and the excessive cost burden placed on participating medical institutions. It is crucial to secure additional funding and implement administrative improvements. Furthermore, it is essential to develop medical support measures that ensure the minimum right to health for individuals who choose not to undergo the refugee recognition process at the port of entry.

  • Recently the spread which RFID technology is overcomes the limit of existing recognition technology, it is forecast with the fact that it will bring a new renovation at the business and the industrial all over. Specially the case RFID technology of Port Logistic Industry will be applied it is forecast with the fact that it will bring a many effect. The government leads introduces a RFID technology of Port Logistic Industry through the various demonstration business. But it is many with the research insufficient the depression against an actuality improvement subject and the depression of technical know-how strategy and it is difficult it is undergoing. In order to solve this problems, we propose an introduction of technical know-how Road Map that we select ranking with Existing literature investigation and the present business demand anaylsis. In the future this research it it forecast in future the successful guide line to the RFID technology introduction of Port Logistic Industry will become.

The Emergence of Early Polities and Communities on the Trans-Peninsular Routes in the Thai-Malay Peninsula

  • There is a lot of evidence of early port cities and small habitation sites along the Thai-Malay Peninsula's coastlines. These sites appeared on the trans-peninsular routes during the Maritime Silk Roads period, from 2,000 to 1,500 BP. The Thai-Malay Peninsula was mentioned in many documents as Suvarnabhumi (India), Aurea Chersonese (Greek), and Jin Lin (Chinese), meaning the Golden Land. Ptolemy's map displays that there were many port cities along this peninsula. It corresponds to the Milinda-panha, which depicts many port cities in Suvarnabhumi. Foreign documents primarily documented the presence of major port cities, while inland habitation sites received less recognition. This paper aims to reconstruct the trans-peninsular routes in order to understand their networks, connections, and roles. The second aim is to understand the hierarchy of each site. This paper will focus on two important settlements and high-value artifacts along three routes: the Kra Isthmus Route, the Pho Khao Thong and Tha Chana Route, and the Krabi to Surat Thani Route. I conducted an archaeological survey of these three routes and others during 2021-2023 under the Suvarnabhumi Studies Center, TASSHA Institute, and the Ministry of Higher Education, Science, Research, and Innovation.

  • The container has the inherent number which for distinguish among containers. When containers were handled, the container No. identify work must be precede. The work goes by fond in Most of the ports. It has not only inefficient time and cost but also error as worker's condition. The measure is operated that to use the camera on the spreader of quay crone to solve that problem. This measure, however, showed up the difference q recognition rates at weather, camera's condition, etc The ways could be considered both improvement of hardware and conversion of error number to solve the measure. This paper defines the problem and study an efficient solution.

An Analysis of the Experience of Visitors of Fishing Experience Recreation Village Using Big Data - A Focus on Baekmi Village in Hwaseong-si and Susan Village in Yangyang-gun - (빅데이터를 활용한 어촌체험휴양마을 방문객의 경험분석 - 화성시 백미리와 양양군 수산리 어촌체험휴양마을을 대상으로 -)

  • This study used big data to analyze visitors' experiences in Fishing Experience Recreation Village. Through the portal site posting data for the past six years, the experience of visiting Fishing Experience Villages in Baekmi and Susan was analyzed. The analysis method used Text mining and Social Network Analysis which are Big data analysis techniques. Data was collected using Textom, and experience keywords were extracted by analyzing the frequency and importance of experience texts. Afterwards, the characteristics of the experience of visiting the Fishing Experience Village were identified through the analysis of the interaction between the experience keywords using 'U cinet 6.0' and 'NetDraw'. First, through TF and TF-IDF values, keywords such as "Gungpyeong Port", "Susan Port", and "Yacht Marina" that refer to the name of the port and the port facilities appeared at the top. This is interpreted as the name of the port has the greatest impact on the recognition of the Fishing Experience Villages, and visitors showed a lot of interest in the port facilities. Second, focusing on the unique elements of port facilities and fishing villages such as "mud flat experience", "fishing village experience", "Gungpyeong port", "Susan port", "yacht marina", and "beach" through the values of degree, closeness, and betweenness centrality interpreted as having an interaction with various experiences. Third, through the CONCOR analysis, it was confirmed that the visitor's experience was focused on the dynamic behavior, the experience program had the greatest influence on the experience of the visitor, and that the experience of the static and the dynamic behavior was relatively balanced. In conclusion, the experience of visitors in the Fishing Experience Villages is most affected by the environment of the fishing village such as the tidal flats and the coast and the fishing village experience program conducted at the fishing port facilities. In particular, it was found that fishing port facilities such as ports and marinas had a high influence on the awareness of the Fishing Experience Villages. Therefore, it is important to actively utilize the scenery and environment unique to fishing villages in order to revitalize the Fishing Experience Villages experience and improve the quality of the visitor experience. This study is significant in that it studied visitors' experiences in fishing village recreation villages using big data and derived the connection between fishing village and fishing village infrastructure in fishing village experience tourism.

A Study about Legal Issues of Ship Crash in Open Ports Act (개항의 항계 안에서의 선박충돌에 따른 법률상의 쟁점 -해양안전심판원의 재결사례에 대한 분석을 중심으로-)

  • Open port has the designated course and traffic jam of ships happens often. This fact may connect to ship crash easily. And the accident happens due to violation of navigation mainly. In ship crash between Neoblue and Shinkwang 7 at incheon open port, the Korean incheon maritime safety tribunal shows that the violation of navigation and duty of attention at the open port would produce ship crash directly. Wherefore, the interpretation and application of navigation are important to protect future ship crash accident. The points of navigation as objects of study are divided into two categories, interpretation and application of navigation on crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, interpretation and application of navigation on crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other. And as conclusion, I refer the legal responsibility both Neoblue and Shinkwang 7 in detail. The results of this study as follows : First, in case of crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, public order in open port act can be applied by priority. However, in applying the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application are mandatory considerations. Second, in case of crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other, we should focus on the reasons of crew. Also, the reasons of crew need strict conditions. These means that the awareness of crash danger and recognition of special circumstance including limit state of ships, existence of emergency danger, non escaping crash danger by only observance of navigation. And in case of this state the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application should be considered by priority, too.

  • As the shipping market deteriorates, shipping companies seek to realize economies of scale by promoting the enlargement of container ships. Container terminal operators are increasingly adopting automated equipment and systems in order to quickly provide services and attract traffic. As such, the competition for each terminal to become a hub port is intensifying. Increased automation of advanced container terminals improves productivity and efficiency In the meantime, Korea remains semi-automated. Therefore, the relevant subject survey through SPSS 23.0 program for analysis of recognition difference, We will check the awareness among stakeholders for the smooth introduction.
