Design standard for fairway in next generation

  • The depth, width and alignment of fairway that are main port water facilities should be designed considering the various elements including particulars of design ships, weather and sea conditions around fairway and method of ship-handling. However not only the existing Japanese design standard for fairway and also those of other countries do not take into consideration of such kind of elements and no design standard is made by quantitative analysis. In this circumstance the new design standard (Approach Channels, A Guide for Design) depending on classified various elements and quantitative analysis was proposed in 1997 by PIANC and IAPH. But it was proved that calculated values according to this standard were unfounded and had some problems to output the discontinuous value by small difference of calculation condition because the each value fur each element was simply added. And also it is hard to apply this standard to the design of port water facilities in Japan because this [A Guide for Design] is the design standard for long channels in European port. The proposal of more reasonable Japanese standard will be expected by applying the study result of naval architecture and navigation and by the cooperation of ship operators to use fairway, naval architects to built ships and civil engineers to dredge fairway. The concept of a fairway in 'Design standard fur fairway in next generation' is defined as passage for approach channel) and traffic lane designated by light buoys as navigable water for safe navigation. In 'Design standard for fairway in next generation' depth, width and alignment are picked up among many design elements of a fairway. Design method for those elements is shown based on design ships and navigational environments. This standard shows the method of design for each dimension depending on characteristic on design ship and weather and sea condition. On the other hand, in case of existing fairway, it is possible to decide the size of ship and navigation criteria by opposite analysis.

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

A Research on the Factors for Selecting Pyeongtaek Port for Importation of Cars (수입자동차의 평택항 선택 결정 요인에 관한 분석)

  • Pyeongtaek Port is becoming a specialized for importing or exporting cars. In 2010, Pyeongtaek Port became the major port, out of the 31 ports in Korea, for import and export of cars. Usage of this port was especially high for imported cars. In 2011, more than 1 million cars are expected to be imported or exported via Pyeongtaek Port. This research analyses the factors for selecting Pyeongtaek Port for imported cars and recommendations required to improve Pyeongtaek Port. To do this, questionnaires were given to 14 imported car companies that currently, July 2011, use Pyeongtaek Port and used AHP criteria to asses the importances of each factors. According to this research, the most important determinant for the use of Pyeongtaek Port is 'Port Location' followed by 'Port Cost', 'Port Facility', 'Port Service', 'Port Marketing' and 'Port Cargo Volume', in the order of importance. Also, imported car companies say that the factor in need for the most urgent improvement is 'Port Facilities' in Pyeongtaek Port.

Estimation and Comparison of Benefits of Disaster Prevention Facilities at the Masan Port with CVM and MD-FDA (조건부가치추정법과 다차원홍수피해산정법을 이용한 마산항 재해방지시설의 편익산정 비교)

  • This study set out to estimate and compare benefits of damage in case of storm surge at the Masan Port by using two of the most representative methodologies used to estimate benefits in port disaster prevention facility construction, namely CVM(contingent valuation method), which estimates the values of non-market goods, and MD-FDA(multi-dimensional flood damage analysis), which had usually been implemented in flood or dam projects. The benefit estimation for 30 years of costs was 2.5689 trillion won for CVM and 2.9596 trillion won for MD-FDA, which indicates that there was no big difference in benefits among disaster prevention facilities. However, in-depth testing should follow to figure out whether MD-FDA can replace CVM, which has been tested with non-market goods, when estimating the benefits of disaster prevention facilities based on those findings.

Industrial Fluctuations and Locality of Busan with Records (기록으로 본 부산의 산업변동과 로컬리티)

  • This study analyzes the process of growth of Busan from a fishing village to the capital city of South Gyeongsang Province and the central city of transportation and commerce, and an industry with records. The results of the analysis are as follows: after the port opened in 1876, there has been a decline in settlement spaces in Dongnae; on the other hand, there has been an increase in migration spaces around the port of Busan. Waegwan (倭館) nearby Yongdusan Mountain (龍頭山) was changed to the Japanese concession; thus, the number of Japanese moving into Busan had rapidly increased. As a result, the Japanese government carried out reclamation work for securing available lands for the construction of port facilities and other facilities. The Japanese government built public offices and houses, as well as production facilities for daily necessities around the port of Busan. The opening of the Seoul Busan railway (京釜線) and the cross-channel liner between Busan and Shimonoseki (釜關連絡船) led to the growth of Busan and the development of its status. At this time, as the main industry of Busan was trade, Busan had grown as a commercial city. As Busan had grown as a central city of transportation and commerce, the provincial government building of Gyeongsangnam-do (慶尙南道) moved to Busan. Thus, Busan became the central city of local politics and administration. After the Land Survey Project, a large scale of farmers were recruited for low-wage work in the new port. Because of the abolition of the corporation law, Japanese capitalists moved into their colony in Busan. There, large-scale factories, such as the Joseon cotton textile factory, were established. Through this process, the locality of Busan was changed from a fishing village to a commercial city and, finally, to a city of commerce and industry.

A Study on the Development of Simulation Model for Inchon Port (인천내항을 위한 시뮬레이션 모델 개발 +)

  • Inchon Port is the second largest import-export port of Korea, and has the point ant issue such as the excessive logistics cost because of the limits of handing capacity and the chronic demurrage. There is few research activities on the analysis and improvement of the whole port operation, because Inchon Port not only has the dual dock system and various facilities but also handles a various kind of cargo. The purpose of this paper is to develop the simulation program as a long-term strategic support tool, considering the dual dock system and the TOC(terminal operation company) system executed from March, 1997 in Inchon Port. The basic input parameters such as arrival intervals, cargo tons, service rates are analyzed and the probability density function for this parameters are estimated. The main mechanism of simulation model is the discrete event-driven simulation and the next-event time advancing. The program is executed based on the knowledge base and database, and is constructed using VISUAL BASIC and ACCESS database. From the simulation model, it is possible to estimate the demurrage status through analyzing scenarios such as the variation of cargo ton and cargo handing level, the increase of service rate, and so on, and to establish the long-term port strategic plan.

  • An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.

  • The purpose of this study is to improvement strategies for transportation systems of container cargo in Busan port. Therefore, it was forecasted the future container cargo demand using logistic curve formula. In 2011, container cargo demand was forecasted 8.791 million TEU(T/S including 12.559 million TEU). In order to improvement transportation systems of container cargo, this study presented following; $\circled1$ port facilities expansion, $\circled2$ diversity of container transport modes. $\circled3$ make up ICD and exclusive container roads, $\circled4$ the second Seoul-Busan Expressway.

  • In this study, as the preliminary step for developing an unmanned vehicle to deliver a container-box, we designed and implemented Automatic Guided Vehicle(AGV) Simulator for the purpose of Port Facilities Automation. It is preferable to research the intelligent AGV for delivery all day long. For complementing AGV simulator driving, we used multiple-sensor systems with vision, ultrasonic, IR and adapted the high-speed wireless LAN that satisfies the IEEE 802.11 Standard for bi-directional communication between main processor in AGV and Host computer. Here, we mounted on bottom frame in AGV Pentium-III processor, which combine and compute the information from each sensor system and control the AGV driving, and used the 80C196KC micro-controller to control the actuating and steering motors.

A Study on the Land Cover Classification and Facilities Management of Pusan Port using Satellite data (위성영상을 이용한 부산항만 주변지역 토지피복분류 및 시설물관리 구축 방안)

  • A thematic land cover map of Pusan port area was developed using Landsat satellite TM(Thematic Mapper) image. Two types of digital data which are road and sea water layer are extracted from existing paper map were overlayed over the developed land cover map. SPIN-2(KNR-1000) image was utilized to make a facility map of JaSungDae port. SPIN-2 image, which has a cell resolution of 1.56 m showed higer accuracy than TM image, which has a cell resolution of 30 m for facility mapping. Overall, the techniques of digital mapping using satellite image are very useful, effective and efficient.
