Port competitiveness accelerated by private port management company (민간운영업체의 참여를 통한 항만경쟁력 제고)

  • The meaning of seaport has always been translated into something concerned with nation-wide goals and viewpoints, which used to be in developing country. The time developing countries have tried to be in pursuit of their economic development, one of important sectors is SOC investment that is needed into huge capital input which they couldn't easily afford to it. Another one which we have to mention in terms of seaport at contemporary maritime matters is privatization of port, that is strongly connected with efficiency to achieve port productivity. All these factors can produce high quality of service, and port co-operation and diversification of their business areas, etc. Therefore we then have to think of private port management companies such as P&O Ports, Hutchison Whampoa in HK, etc. in order to provide better port service to the customers, and they can also get involved into capital port investment as well. This kind of concept already comes from Denholm Ship management companies in shipping. So, it is necessary for us to look into port management company in our side, which means, we have to be involved into such a business to invest and manage foreign ports as well as our ports. Then, port competitiveness will follow in our ports.

Analyzing the Efficiency of Grain Handling Ports in Korea Using the Super-SBM Model (Super-SBM 모형을 이용한 국내 양곡전용부두 항만의 효율성 분석)

  • The risks in global grain markets have increased due to COVID-19, extreme weather, natural disasters, and the Russia-Ukraine conflict. Additionally, in Korea, the locations for grain manufacturing have shifted owing to various factors. Despite these environmental changes, grain handling ports in Korea are limited in their capacity to respond promptly, resulting in operational inefficiencies. This study clarified changes in grain throughput and analyzed the efficiency of grain handling ports using the Super-SBM model. It suggested that the ports in Pyeongtaek and Gunsan were the most efficient, based on CCR and BCC results in 2022. These findings could provide several insights related to port operating plans for port operators, managers, and developers.

A Comparative Analysis of the Efficiency of Automobile Export Ports in Korea and Japan (한국과 일본의 자동차 수출항만 효율성 비교 분석)

  • Korea is the fifth largest producer of automobiles in the world, and this industry accounts for the highest portion of the entire manufacturing industry. It is an especially important industry occupying second place in the top 10 export items in Korea. Korea exports about 3 million units of cars produced in the country and abroad, based on new cars and excluding second hand cars. Japan, along with Korea, represents a high portion of the global automobile industry, and it exports more than 4 million cars to the rest of the world. In particular, both Korea and Japan export automobile and used cars produced within the country, almost all of them by PCC(Pure Car Carrier) or PCTC(Pure Car Truck Carrier). Therefore, automobile export ports are located near automobile factories, and are being used in export to foreign countries. However, there are inefficient problems, such as poor port facilities, yard space shortage for loading and unloading operations and lack of proficiency of cargo handling companies. As a result, there are delays in cargo operations, or ships waiting have occurred. Therefore, the purpose of this study is to measure and compare the efficiency of automobile export ports in Korea and Japan. To measure the efficiency of automobile export port, we used CRS and VRS models from DEA. The input and output parameters were set as length of quay, yard area and throughput of cars, and DMUs are 25 ports for evaluating the efficiency. As a result of the efficiency measurements, two Korean ports (Gwangyang and Ulsan) and three Japanes ports (Kanda, Omaezaki, Kanmon-Shimonoseki) showed high efficiency in both models. These results can be used to establish strategies for enhancing efficiency and competitiveness of automobile export ports in Korea and Japan.

Port Export and Efficiency of the Regional Economy in Korea (항만수출과 지역경제의 효율성)

  • DEA converts multiple inputs and outputs of a decision unit into a single measure of performance, generally mentioned as relative efficiency. DEA has been applied successfully as a performance evaluation tool in many fields including manufacturing, banks, pharmacies, and hospitals to name a few. This paper applies the input-oriented DEA model, DEA/Window analysis, and Malmquist indices to the 9 regions in Korea to measure the efficiency and productivity. The empirical results show the following findings. First, the super efficiency indicate that efficiency of Group 2 is greater than Group 1. Second, Malmquist indices show that productivity of Group 2 is less than Group 1. Third, DEA/Window of Group2 show that Chungnam is most stable, while Jeonnam is most unstable.

  • This paper presented a approach to the measurement of efficiency in container terminals in Korea. To perform this objective, it used Data envelopment analysis(DEA) which has particular applicability in the service sector. DEA as mathematical programming techniques enables relative efficiency ratings to be derived within a set of analysed units. So this paper investigated the efficiency employing DEA-CCR and DEA-BCC Model on data for 15 container terminals from 1998 through 2005. Results of this paper, suggested to some plan for operation strategy in Container terminals.

A Study on DEA-based Stepwise Benchmarking Target Selection Considering Resource Improvement Preferences (DEA 기반의 자원 개선 선호도를 고려한 단계적 벤치마킹 대상 탐색 연구)

  • Purpose: This study proposed a DEA (Data Envelopment Analysis)-based stepwise benchmarking target selection for inefficient DMU (Decision Making Unit) to improve its efficiency gradually to reach most efficient frontier considering resource (DEA inputs and outputs) improvement preferences. Methods: The proposed method proceeded in two steps. First step evaluates efficiency of DMUs by using DEA, and an evaluated DMU selects benchmarking targets of HCU (Hypothesis Composit Unit) or RU (Real Unit) considering resource improvement preferences. Second step selects stepwise benchmarking targets of the inefficient DMU. To achieve this, this study developed a new DEA model, which can select a benchmarking target of an inefficient DMU in considering inputs or outputs improvement preference, and suggested an algorithm, which can select stepwise benchmarking targets of the inefficient DMU. Results: The proposed method was applied to 34 international ports for validation. In efficiency evaluation, five ports was evaluated as most efficient port, and the remaining 29 ports was evaluated as relative inefficient port. When port 34 was supposed as evaluated DMU, its can select its four stepwise benchmarking targets in assigning the preference weight to inputs (berth length, total area of pier, CFS, number of loading machine) as (0.82, 1.00, 0.41, 0.00). Conclusion: For the validation of the proposed method, it applied to the 34 major ports around the world and selected stepwise benchmarking targets for an inefficient port to improve its efficiency gradually. We can say that the proposed method enables for inefficient DMU to establish more effective and practical benchmarking strategy than the conventional DEA because it considers the resource (inputs or outputs) improvement preference in selecting benchmarking targets gradually.

  • Following the introduction of containerized sea transportation, the size of container ships has progressively increased. While the primary objective of this enlargement is to achieve economies of scale, it significantly affects the operational environment of ports where these ships dock, raising concerns about the validity of efficiency gains from ultra large container vessels from a port operational perspective. This study evaluates the efficiency of various ship sizes from January to December 2022, utilizing internal data from the container terminals A and B located in the Busan New Port. The analysis encompasses ships affiliated with The Alliance at Container Terminal A and those associated with 2M at Container Terminal B. Key input variables considered for the study include ship size (TEU), total berth time, and loading/unloading time, with cargo handling performance serving as the only output variable. The findings indicate that larger ship sizes exhibit higher efficiency compared to smaller container ships.

  • As the era of ubiquitous has come, it is able to have more convenient and efficient operation system since many efforts have devoted to developing an appropriate operation system in the ubiquitous environment and applying RFID/USN technology to various parts in the industry. Also, the port logistics area has considered RFID/USN to develop more efficient port logistics environment and improve their efficiency. Therefore, this study investigates current trends of RFID technology and application cases in the port logistics area since RFID stands in the important position of changes of maritime port environment. This study tries to find possible areas for applying RFID technology and analyze expected effects when RFID is adopted those areas. Lastly, the priority level among the possible RFID application fields in the container terminal has been evaluated by experts' survey.

A Study on Integrated Management Strategy of Busan and Gwangyang Container Ports (부산항과 광양항의 통합운영에 관한 실증연구)

  • The purpose of this paper is to analyze the efficiency of integrated management strategy between Busan and Gwangyang ports through considering the integrated management strategy of ports in China and Japan. The reason we selected Busan and Gwangyang ports is that these two ports are a major port which is possible to be an Asia hub port by the policy of Korean government, but these two ports are concerned that they are able to lose their competitiveness by excessive competition. Therefore, we attempted to analyze the integrated management strategy of China and Japan and then we examined the effectiveness of integrated management between Busan and Gwangyang ports. For empirical study, we assumed that the co-management of these two ports will enhance the port performances. And a comparative study has been conducted with 25 Asian ports by using Data Envelopment Analysis (DEA) method. We also tried to compare the efficiency between before integrated management and after integrated management of these two ports. The result of analysis indicates that the port performance of these two ports has been increased slightly in integrated management system, but the efficiency of these two ports is still lower than other competitors such as Chinese and Japanese ports. It means that there exists inefficiency in management of these two Korean ports because Korean ports are already reached into the economies of scale. Therefore, the strategies for improving of port performances are required to survive against competition.

A Study on the Productivity and Efficiency Comparative Analysis of Container Terminal in Busan New Port (부산신항 컨테이너터미널 효율성 및 생산성 비교 분석)

  • The need for analysis of the operational efficiency and productivity of the Busan Port Container Terminal is increasing because of the Hanjin Shipping's bankruptcy and the re-establishment of the Maritime Alliance. This paper analyzes the efficiency and productivity of five Busan New Port Container Terminal companies by using the DEA analysis and Malmquist productivity index model based on the port construction disclosure data and the collected terminal internal data. According to the analysis, the average efficiency of the five container terminals increased in 2018 but declined slightly in 2019, and the Malmquist index showed that all terminals except A have advanced productivity. Additionally, relative to facility productivity, operators at the North Container Terminal had higher facility productivity than operators at the Busan New Port Nam Container Terminal, and regarding capital productivity, the D terminal ported by HMM, a national shipping company, was the highest in facility productivity. Regarding labor productivity, the C terminal showed the highest productivity, and regarding ship work productivity, the A terminal showed the highest productivity.
