스리랑카 콜롬보항만 시공 및 설계사례 (ELIPO 및 COLPO 현장) (Case studies on construction and design in Colombo port, Sri Lanka)

  • The purpose of this paper is to introduce case studies on 2 projects for the construction of port facilities in Colombo, Sri lanka. In Queen Elizabeth quay development project in 2000, the damage at the bottom of steel tubular piles were occurred when piles were driven into subsoil for piled wharf structure in Stage 1. In order to prevent same incident in Stage 2 & 3, the pile driveability analysis were executed by dynamic formulas, analysis program, test driving and pile load tests. Through pile driveability analysis, prevention plans were proposed. In Colombo port expansion project in 2008, the mv method was applied to predict a primary consolidation settlement of a subsoil under a breakwater in the calculation stage. The $m_v$ was estimated from results of cone penetration tests and the final settlement by consolidation was calculated with it.

A Study on Weighing the Critical Factors of Building a New Deep Seaport System: the Case of Lach Huyen, Vietnam

  • The aim of this study is to determine the critical factors and construction requirements for a new deep-water seaport system in the Lach Huyen area in northern Vietnam. In this study, the Analytic Hierarchical Process (AHP ) method was used to evaluate the importance of the criteria and subcriteria. The results were as follows: the principal criterion "geographical location (0.151)" ranked as the most important criterion for building a new deep-water port system, which is affected by the subcriteria "direct sea route with mega-vessel" and "good liner connectivity index". The principal criterion "port competency (0.145)" ranked second; thus, it can be concluded that good competitiveness of a port' will provide many benefits to the port and the region. Regarding the implication, the established evaluation framework can be used for port construction to make a more reasonable judgment. In a future study, the scope of evaluation factors should be widened, involving participation of broader stakeholders, such as shipping companies, forwarders, and logistics companies.

정부 간 항만배후단지 개발·관리 기능배분에 관한 연구: 부산항 신항 중심 (A Study on the Functional Distribution of Port Hinterland Construction and Management among Governments: Focused on the Busan New Port)

  • 부산항 신항의 배후단지는 복잡한 관련법 및 관련기관의 다원화로 항만설립 취지에 맞지 않는 사업이 시행되는 등 항만사업이 원활이 운영되지 못하고 있다. 예를 들어, 관련기관 간 협의 없이 공급된 대규모 아파트 단지는 항만배후부지의 물류기능 수행에 지장을 주고 있으며, 각종 교통편의시설의 설치 및 관리 기능은 여러 기관에 분산되거나 중복되어 있어 업무 수행 상의 혼란과 책임 떠넘기기 현상이 초래되고 있다. 부산항 신항과 배후단지가 항만으로서의 고유기능을 제대로 수행하기 위해서는 이러한 문제점에 대한 해결책이 반드시 필요한 실정이다. 이와 같은 문제의식 하에서 본 연구는 정부 간 기능배분의 원칙(이론)에 기초하여 부산항 신항 배후단지 개발 및 관리관련 기능의 정부 간 배분 상의 문제를 분석하고, 기능배분의 개선방안을 제시하는 것을 목적으로 하였다. 분석결과, 특히 주거시설의 공급, 교통편의시설 설치 및 관리 등과 관련된 기능배분이 행정책임 명료화, 효율성, 보충성, 포괄성 등의 기능배분 원칙에 맞지 않아 많은 문제가 야기되고 있음을 발견할 수 있었다. 이와 같은 문제점 분석 결과에 기초하여, 관련 기관 간 행정협의회의 제도화, 광역행정 방식의 활용(사무위탁, 지방자치단체 간 조합 등), 특별지방자치단체의 설립(지방자치단체 간 조합, BPA 등) 등과 같은 기능배분과 관련된 개선방안을 제시하였다.

방파제 전면에 설치된 원유부이 주변해역의 파랑분포에 관한 연구 (A Study on the Wave Height Distribution around Oil-Buoy in front of Detached Breakwater)

  • As a part of the development program of Ulsan Port, construction of detached breakwater is planned. In Ulsan Port, several oil-buoys exist. If the detached breakwaters have been constructed, these oil-buoys will be located within 1 km from the planned breakwaters. Construction of the breakwaters gives rise to changes of wave conditions on the sea areas, especially in front of the breakwater and it affects mooring of tankers, which supply oil to the oil-buoy In this study, in order to calculate standing wave distribution after construction of a breakwater, numerical model is proposed based on unsteady mild slope equation. Calculation is performed by testing different wave heights, directions and reflection coefficients of breakwater. In addition, the influence to working condition of tanker moored at the oil-buoy is evaluated by using measured wave conditions and calculated results.

  • 열악한 작업환경 때문에 수중항만공사를 기계화하려는 많은 노력들이 시도되고 있다. 본 논문은 수중항만공사 중 사석 고르기 작업을 수행하는 수중건설로봇에 대해 기술한다. 로봇의 블레이드는 울퉁불퉁한 지형에서도 사석 마운드를 기준면에 대해 평편하게 고르고, 다목적암은 사석을 파고, 채울 수 있게 설계되었다. 본 연구는 로봇에 설치된 위치 및 방위 센서와 동기를 이루면서 주행과 스윙운동이 포함된 다목적암과 블레이드의 기구학을 해석한다. 기준수심센서에 부여된 월드좌표에 대해서 블레이드와 다목적암의 위치와 방위를 나타내고, 기준면과 나란한 고르기 작업을 위한 형상을 찾는다. 고르기 작업을 위한 유압제어시스템을 개발하며, 로봇에 의한 육상 및 수중 사석 고르기 작업을 실시해 실험결과를 보인다. 로봇의 작업속도는 잠수부보다 8배 정도 빠르며 작업품질도 우수한 것으로 평가된다. 잠수부가 작업할 수 없는 대수심에서는 효율성이 더 좋을 것으로 기대된다.

수달배설물 밀도 변화에 대한 연구(2012-2016) -부산신항만- (A Study on Changes in the Density of Eurasian Otter Spraints (2012-2016) - The Busan New Port -)

  • The extensive construction works of container terminals progressed since 2006 was converted to small scaled construction works or reclaiming works since 2012 in Busan New Port area. To investigate changes in activity of otters with the change of construction work scales, the linear densities of spraints at 15 localities of 5 areas (I-V) near the Busan New Port construction areas were surveyed during the period from 2012 to 2016. As the results, the average linear density of spraints has a tendency to increase since 2014. That is, the linear densities of spraints have increased at the area II and IV where the reclaiming works have been progressed, although have decreased or unchanged in the areas I, III and V where small scaled construction works have been progressed. Based on the fact that there were habitats at the Honamdo in the area II and the Yeondo in the area IV, otters seemed to restore their activities around the habitats as the center regardless of the reclaiming works.

  • This paper investigates the circumstances and conditions of Mokpo Port to develop it as an international logistics stronghold and seeks scheme to maximize the local economic ripple effect through construction and activation of Mokpo New Port. Under the circumstances in which neighboring ports vying with each other have built broad spheres of influence, and competition among ports becomes fierce, a priority cargo attraction strategy should be established by using Mokpo's favorable location compared to other ports in order to ensure that a large quantity of goods is transported from Mokpo New Port. Especially, Mokpo New Port needs to be developed as a vehicles-only exporting port, as well as a port for used car exports and an import port for stones and timber.

  • The expansion of old road is needed in construction the entrance at the $\bigcirc$$\bigcirc$I/C road in $\bigcirc$$\bigcirc$city. To strength the national competition, many agents who concerned do their best for finishing that construction early as soon as possible. In generally, soil embankment on soft foundation is caused to reduce the stability by making the settlement of ground surface due to the over load. Thus, we try to make it stable by building EPS embankment construction which in our working place is one kind of the method of light embankment construction after excavating the original ground.

한국의 동북아 물류중심로드맵 투자우선순위와 개선방안 (Investment Priority and ImProvements in the Northeast Asia Logostics Hub Road Map)

  • Northeast Asia logistics hub strategy was undertaken by Korean Government to gain a national competitive advantage in Northeast Asia. Current Government has Northeast Asian Economic Hub Strategy including construction of SOC in Northeast Asia for promoting peace, promotion of formation of Northeast Asia Community, logistics hub, Financial hub and national innovation for R&D Cluster. To realize Northeast Asian logistics hub, the Northeast Asia logistics hub road map has undertaken as follows: expansion of logistics infra in Incheon Airport, Busan Port and Gwangyang Port, systematic improvements such as adjustment of investment distribution, special logistics companies, transparent customs in logistics transactions, logistics manpower, improvement of system supporting global logistics and attraction of international logistics companies to the logistics center, construction of seamless and paperless logistics information network, Northeast Asia railway infra. The purpose of this paper is to study investment priority and improvements in the Northeast Asia Logistics Hub Road Map and to contribute to gain the national competitive advantage as logistics hub in Northeast Asia
