A study on the Enhancement of Transshipment Competitiveness of Busan Port by Analyzing Factors Affecting Transshipment Competitiveness

  • It is understood that carriers evaluate several features of ports when fixing the T/S port. Those features can be enumerated as Geographic condition of port, Service network with overseas ports, Level of port productivity, Port infrastructure, Port services level, Port Authority's Policy direction mand Cost competitiveness. The objectives of this study are to: 1) determine if those factors could affect the T/S competitiveness of the port; and 2) to evaluate how Busan port conforms to those determinants factors in such extent. According to results of the analysis after surveying National global carrier, Intra-Asia carriers, Global overseas carriers, Terminal operators, and Busan Port Authority known to be highly influential samples, all factors were proven to be factors affecting the T/S competitiveness of the port. Meanwhile, in the analysis through AHP (Analytic Hierarchy Process) methodology about the order of weight among those factors, Cost competitiveness was answered as the most important factor. On the other hand, in the analysis to find the situation if Busan port conforms to those factors, Busan port was proven to satisfy those conditions to a moderate extent. In the analysis about the order of strength among those factors, Busan port was answered to have the highest strength in the geographic condition. However, it showed the bottom level of strength in the Cost competitiveness which was answered as the most important factor among samples for determining the T/S competitiveness of the port. This indicates that Government and Port Authority of Busan have to concentrate policy capabilities on the improvement of cost competitiveness of Busan port to enhance the T/S competitiveness. In this paper, four policy recommendations are given : Integration of Busan port operation into New port, Combining multiple operators into one or a few, Attracting Global mega carriers as the New port terminal operators, and Continuous Infrastructure expansion.

A Study on the Policy Priorities for the Enhancement of the Trans-shipment Competitiveness of the Port of Busan

  • This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.

마산항 경쟁력 분석에 관한 연구 (A Study on the Analysis of the Competitiveness Level in Masan Port)

  • 마산항은 경남의 대표항만으로서 현재 개발계획이 진행되고 있다. 그러나, 재도약을 위한 개발계획이 진행되고 있음에도 불구하고 현재의 경쟁력과 거기에 따른 발전방향에 관한 연구가 매우 부족한 실정이다. 따라서, 본 연구는 이러한 점에 주목하여 마산항의 경쟁력을 분석하는 것을 목적으로 수행되었다. 연구의 목적을 달성하기 위해, 우선 실증적 차원에서 중소형 항만의 경쟁력 평가를 위한 평가모형을 수립하고, 엄밀한 경쟁력 평가를 위해 선행연구로부터 상대적 가중치 및 상호중복성을 고려한 경쟁력 지수체계를 도입하였다. 실제 마산항을 이용하는 이용주체들로부터 획득한 자료를 분석한 결과, 마산항은 현재 63점 정도의 수준에 머물러 있는 것으로 파악되었다.

Review of Theoretical Aspects on the Studies of Port Selection Criteria

  • The circumstances surrounding world ports have changed rapidly and port competition to attract cargoes has been increasing fiercely. Specifically, deploying large container vessels resulted fewer port visits and strategic alliance among liner shipping companies. Recently, many studies have worked for improving port competitiveness. However, these studies were limited to evaluation of only port competitiveness and few studies suggested strategies for reinforcing port competitiveness. Although implications of these previous studies are practically available to build policies for port, there have been very few academic studies such as identifying port competitiveness and port selection with related attributes for reasonable evaluation and analysis. Therefore, this study aims to classify the existing studies, which dealt with port selection problem, based on basic structure that was suggested by Murphy (1992). Furthermore, the conceptual definition will be carried out by comparison analysis in terms of time of study, type of data and methodology and decision factor of each study.

인천항의 물류네트워크 경쟁력 분석에 관한 연구 (A study on Competitiveness Analysis of Incheon Port Logistics Network)

  • 본 연구는 선행연구와 전문가 인터뷰를 통하여 항만물류네트워크가 제공하는 서비스 경쟁력의 주요속성들을 추출하고, 이 속성들을 토대로 인천항의 경쟁력 변화에 따른 파급효과를 분석하였다. 연구결과 항만물류네트워크가 제공하는 서비스는 시설편의, 접근편의, 결정편의로 구분됨을 확인하였고, 항만간 물류네트워크 경쟁력 통합평가치의 결과에서는 부산항>청도항>천진항>대련항>인천항 순으로 경쟁력 차이를 보였다. 특히 시나리오 분석 결과 인천항의 물류네트워크 경쟁력은 대련항에도 크게 못 미치는 결과를 보여 전반적인 물류네트워크 서비스 증대가 불가피한 것으로 나타났다. 퍼지역평가를 통해 분석한 결과 인천항은 물류네트워크가 제공하는 서비스 수준을 시설편의 25%, 접근편의 8%, 결정편의 1%를 상승시킴으로써 대련항과 대등한 경쟁력 수준을 유지할 수 있었다.

A Study on Competitiveness of Major Container Terminals in Korea and China using FCM and TOPSI

  • Container port is one of the most vital link of the transportation chain that plays an important role in trading with other countries. Having a proper understanding of port operations could change the role of the port from a transportation node to an efficient point in a transportation chain. Development of transportation chains, logistics and progress of these networks have enhanced the sustainable condition and level of transportation. Therefore, evaluating the competitiveness of ports is obligatory for port users to make a decision in investment or exploitation. This paper introduces the use of Fuzzy C-means and TOPSIS for competitiveness comparison among a sample of container terminals in Korea and China and determine how to improve Korean port competitiveness and particularly in Busan port.

국제항만 운영에서 지속가능한 항만경쟁력 확보방안 (Sustainable Port Competitiveness in International Port Operations)

  • 경쟁력을 바탕으로 지속가능한 성장이 요구되는 동북아 항만경쟁 구조에서 경제적 사회적 환경적 측면을 아우르는 지속가능한 항만경쟁력 확보의 중요성이 대두되고 있다. 하지만 경쟁력을 다루는 기존 연구들은 단기적인 관점에서 항만 자체의 경쟁능력을 구성하는 결정요인들에 초점을 맞추고 있으며, 항만의 지속가능성을 다루는 연구 역시 기후변화 또는 환경부화의 최소화와 같은 환경적 요인을 중점적으로 다루면서, 항만의 경쟁력과 지속가능성 간의 이론적 괴리가 발생하였다. 이 연구는 지속가능성을 구성하는 TBL(Triple bottom line)을 바탕으로 지속가능한 항만경쟁력을 재해석하였고, 다각적으로 관련 활동들을 분석/분류함으로써 지속가능한 항만경쟁력 확보 방안 및 시사점을 도출하였다. 연구결과는 항만경쟁력 연구의 이론적 진보뿐만 아니라, 상업적 항만의 지속가능한 개발/운영 전략 수립 및 전략적 의사 결정에 중대한 시사점을 제공한다.

인천항 물류애로요인 분석에 관한 연구;컨테이너 화물을 중심으로 (A Study on Analyzing Bottlenecks of Logistics in Incheon Port;Focused on Container Freight)

  • As the current trend to the main index of the port competitiveness evaluation, the competitiveness index of the port service comes to more important than the part of expense, location and facility. To reform the bottleneck of port has an effect on improving port service competitiveness. Therefore, this study shows the importance of analyzing bottlenecks on logistics to improve port competitiveness. It collected recent questionnaire data which are the subject as the Custom Service, the Chamber of Commerce and Industry, the Trade Association about bottlenecks of port logistics for working out bottlenecks of domestic port logistics and it produced the order of priorities of bottlenecks by multiplying each output priorities and weights of each process in user of Incheon inner-outer port which is focused on container freight by analysis of priority and Analytic Hierarchy Process(AHP). Unlike existing studies, this study has important values. It presents the priority evaluation only focused on the container freight was produced by port users who are categorized into shipping company, terminal operation company and forwarder, car-ferry in Incheon inner-outer port and making a application of logistics process. It means internal and external competitiveness improvement plan can be presented more concretely and detailed than past competitiveness attributes such as location, facility, service and expense. If the analysis of port logistics bottlenecks which was focused on container freight is extended to the part of general cargo and sundries such as haul grain, car, scrap iron, those studies will be able to provide Incheon port users with useful information and a model of analyzing overall bottleneck of logistics in Incheon port.

A Study on the Classification of Chinese Major Ports based on Competitiveness Level

  • Since the beginning of open-door policy, China has been making rapid annual growth with an average 10% economic development. And due to this rapid growth, cargo volumes via ports have been also rapidly increased, and accordingly, current China government has intensively invested in port development. Further, this development project is significantly big scale, compared with those project which Korea and Japan have. Thus, China is beginning to threaten Korean ports, especially Busan port which try to be a hub port in Northeast Asia. For this reason, it has been very important issue for Korea and Busan port to investigate or analyze Chinese ports based on empirical data. Especially, although various studies related to Shanghai and Hong Kong have been conducted, the competitiveness of overall Chinese major ports has been little studied. In this paper, we analyzed competitiveness level of eight Chinese ports with capabilities as container terminal, based on reliable sources. From data analysis, eight Chinese ports were classified into four groups according to competitiveness level. Rankings among four clusters based on competitiveness level are cluster(Hone Kong), cluster C(Shanghai), cluster A(Qingdao, Tianjin, and Yantian) and cluster D(Dalian, Shekou, and Xiamen).

광양항의 경쟁력 평가요인과 강화전략 (Evaluation Factor and Enhancement of Gwangyang International Port's Competitiveness)

  • 연구의 목적은 광양항을 사례로 항만 경쟁력에 영향을 미치는 요인들을 평가하고, 세부 평가요소의 우선순위에 따른 광양항의 경쟁력을 강화하기 위한 중요한 항만정책방향을 규명하는 데 있다. 논문에서는 의사결정기법인 AHP기법을 이용하여 항만입지, 항만운영관리, 항만비용, 항만시설, 배후지여건 등 5가지 주요 평가요인과 14가지 세부평가 요소에 대한 중요도를 파악하였다. 광양항의 항만경쟁력 평가를 위한 주요 평가요인의 중요도는 항만입지, 항만시설, 항만비용, 항만운영관리, 배후지여건 순으로 계산되었다. 세부 평가요소별 복합가중치를 이용한 종합중요도는 배후지역과 연결성, 국제항만과 접근성, 인센티브제도, 터미널의 시설용량. 항만운영인력의 전문성 숙련도, 등의 순서로 확인되었다. 광양항은 배후지와 연결성 및 국제항만과의 접근성을 강화하여 항만의 중심성과 중계성을 제고시겨 항만의 경쟁력을 강화해야 한다. 항만물동량을 창출하기 위해서 다양한 인센티브 제공과 항만비용을 절감시켜 국제거점항만으로서의 경쟁력을 증진해야 한다. 초대형 컨테이너선이 원활하게 하역작업을 수행하도록 하역시스템의 첨단화 및 효율화방안이 강구되며, 항만운영인력의 전문성과 작업도 향상을 위하여 다양한 방안들을 모색해야 한다. 연구의 결과는 관련 학계, 항만당국 및 항만공사 등에 광양항 발전전략에 대한 학술적이며 정책적인 시사점과 지식을 제공하고 있다. 대형항만의 경쟁력 평가에 필요한 이론의 형성, 간단한 분석방법의 틀을 제시하는 데도 연구의 의의가 있다.
