  • The specific characters in recent Chemical processing and industrial plants are the handling of severe limit conditions such as high pressure, high and low temperature, high speed production and transportation plant automation and appearance of many new hazardous materials in numbers and quantity. The possibilities of these characters causing the accident and environmental pollution in industrial activities become very high. This paper describes the concrete policy In prevent the explosion accident out of the many accidents which are the safety of the safety engineering.

National Oil Pollution Response System : Current Issues and Policy Recommendation (우리나라 기름오염방제제도의 문제점과 개선방안)

  • After the Sea Prince oil spill accident in 1995, the korean government has taken a measure to establish an emergency response system and equip clean-up capacity against large spill, major contents of which are as follows: First, Korea Marine Pollution Response Corporation has been established as a non-government organization for recovery of spilled oil in order to improve private response capabilities. Second, clean-up equipments, such as large clean-up vessels and oil fences for the open sea operation has been expanded. Third, a national contingency plan on the large spill accidents has been established compliance with the provisions of Article 6 of the OPRC 1990. However, there exist some problems in the national response system, such as clearly roles definition between government and private agencies; propel amendment of the Marine Pollution Prevention Act to incorporate major contents of the OPRC 1990; and training and exercises of clean-up personnel. With the above problems in mind, this paper reviews the current issues on the national oil pollution response system and recommends policy-making to tackle to those problems.

Analysis of Domestic Water Pollution Accident and Response Management (국내 수질오염사고 현황 분석과 대응 체계)

  • Domestic water pollution accidents and response management were analysed on the basis of collected data from the latest 5 years. Although average 66.7 number of accidents were happened every year, no damages of human life were reported yet. According to the data collected, the accidents were occurred at Han river, Nakdong river, Keum river, Youngsang river and other rivers, where the percentages were 25.4%, 20.3%, 12%, 8% and 29.7%, respectively. Main reasons were blamed for negligent management, mixed influences, natural phenomenon and traffic accident. Response activities were performed in the case of the oil leak, the fish death caused by water environment, the spill of chemicals. From the diagnosis of water pollution accidents, it is recommended that the legistration of all control centers for their roles and duties was made in case of the big accidents as well as the small/middle accidents.

  • The objective of this paper is to introduce on a mobile APP called MAMIS(Marine pollution Accident response Mobile Information System) and it's functions. MAMIS was developed by Korea Coast Guard for marine pollution responder in 2012. Users can get information on marine pollution response easily without being restricted by time and place. MAMIS can be operated by smart phones with Android OS and iOS, both of which are the most popular mobile operating systems in Korea. And it has been developed in the form of hybrid APP which combined the functions of mobile APP and mobile WEB. MAMIS is composed of 9 menus, 5 mobile-based ones and 4 web-based ones. The mobile-based menus are on substance information, clean-up skills, response measures, QR code scanning, and volunteer's safety, and the web-based ones on weather information, response equipment, clean-up materials, and SNS.

  • There have been many accidents of passenger ships on the sea and they have caused a big loss of human lives. Maritime Safety Committee(MSC) of International Maritime Organization(IMO) made evacuation analysis of Ro-Ro passenger ships mandatory in order to save as many lives as possible at the time of accident. But this is a temporary regulation and HSC/IMO ties to introduce a performance-based regulation to improve the effect of regulation. Simulation-based evacuation analysis is the basis of performance-based regulation. In this paper, we performed a simulation-based evacuation analysis on a passenger ship, which is usually used in the plying between land and islands in Korea, with EXODUS system. Through inspecting the results from this analysis in more detail, we can make a proposal to improve the safety of passenger ship. Finally we describe the features of IMEX(Intelligent Model for Extrication Simulation), a new evacuation model being developed in KRISO.

  • Kwangyang Yeosu Port is consisted of narrow strait and inclosed harbor and also where is frequently occurred maritime pollution accidents at seas bemuse of a lot of sea traffics for major oil refining company including Yeocheon National Complex. In the paper, we suggest methods to quickly remove the pollutants at seas form maritime pollution accidents in kwangyang Yeosu Port and also protect environmental life and property.

  • The radioactive pollutant could migrate to the downstream urban area under the action of atmospheric dispersion due to the turbulent mixing under actual pollution accidents. A scenario in which radioactive contaminants from the upstream (for example, a nearshore nuclear power plant accident) migrates to the downstream urban blocks have been considered in this study. Numerical simulations using computational fluid dynamics (CFD) are then conducted to investigate the effects of the urban morphology (building packing density and layout) on the atmospheric dispersion of radioactive pollutants in this scenario. The building packing density and structure can significantly affect urban areas' mean flow pattern and the turbulent kinetic energy (TKE). The flow pattern and the TKE distribution influence the radioactive pollution dispersion. It is found that the radioactive pollution at the urban canyons is significantly affected by the vertical transport at the canyon. A comparison of the distributions of radioactive and traditional non-radioactive pollutants is also provided.

  • For trying to frontal attack of new solution by fusion of technical tasks and conditions with it's solving methods of the essential tasks of marine resource development and environmental conservation in addition with elements of electronic high-technologies, the magnetic oil spill adsorbent of Mag-Sorbent* has been prepared and proposed to dispose oil spill from the marine disaster for preventing oil pollution by using them and their system with sequentially circular collection of oil spill mag-sorbent powder and fabrics on the electronic equipment like as barge robot for the scheme of sustainable development of environment-friendly technology. Because of recent marine accident occurred at Tae-An cost and earthquake in Sichuan province were very large scale accident of disaster to prevent and manage of them. So, it was verified from the experiment of electronic demonstrator that the skimmer system of oil spill mag-sorbent powder and fabrics prepared was very effective and useful technique to collect oil spill samples on the water surface specially at the closed space of underground cave. At this point, the barge-based electronic remote control was very useful system operating easily on the marine fields but also water level at the small pool to skim it with the environment-friendly system of the disposing marine disaster and preventing oil pollution using magnetic adsorbents of Mag-Sorbent*.
