Improvement and Application of Total Maximum Daily Load Management System of Korea: 2. Determination of Margin of Safety and Allocation of Pollutant Loads (우리나라 오염총량관리제도의 적용 및 개선: 2. 안전율 산정 및 삭감부하량 할당)

  • This study proposes the improvement of the present Total Maximum Daily Load (TMDL) management system of MOE (Ministry of Environment). The margin of safety (MOS) is calculated by a method using standard error and a method using variability and uncertainty. The allocation of pollutant loads are calculated using three methods, equal load reduction method, equal percent removal method and method using equity standards. This study applied the improved TMDL management system to the Anyangcheon watershed. Since MOS varies from 12% to 44% due to the high variability of measured and simulated data, it must not be ignored in the TMDL. The method using equity standards is the most proper in this application since the others produced unrealistic allocations. Area, runoff, water use quantity, population and budget are considered for equity standards. This study shows that this allocation method can be also applicable for the administrative units as well as the sub-watersheds. Finally, Hydrologic Simulation Program-FORTRAN (HSPF) with the allocated pollutant load was used to confirm whether it satisfy the water quality standard or not. This study will be helpful to improve the MOS and allocation system TMDL in the future.

An Experimental Study for the Construction of Photocatalytic Method Concrete Road Structure (광촉매 콘크리트 도로 구조물의 효율적 시공방법에 대한 실험적 연구)

  • PURPOSES : About 35% of air pollutant is occurred from road transport. NOx is the primary pollutant. Recently, the importance of NOx removal has arisen in the world. $TiO_2$ is very efficient for removing NOx by photocatalytic reaction. The mechanism of removing NOx is the reaction of photocatalysis and solar energy. Therefore, $TiO_2$ in concrete need to be contacted with solar radiation to be activated. In general, $TiO_2$ concrete are produced by substitute $TiO_2$ as a part of concrete binder. However, 90% of $TiO_2$ in the photocatalysis can not contacted with the pollutant in the air and solar radiation. Coating and penetration method are attempted as the alternative of mixing method in order to locate $TiO_2$ to the surface of structure. METHODS : The goal of this study was to attempt to locate $TiO_2$ to the surface of concrete, so we can use the concrete in pavement construction. The distribution of $TiO_2$ along the depth were confirmed by basing on the comparison of $TiO_2$ compare by using the EDAX(Energy Dispersive X-ray Spectroscopy). RESULTS : $TiO_2$ were distributed within 3mm from concrete surface. This distribution of $TiO_2$ is desirable, since the $TiO_2$ induce photocatalysis are located to where they can be contacted with the air pollutant and solar radiation. CONCLUSIONS : Nano size $TiO_2$ is easily penetration in the top 3mm of concrete surface. By the penetration $TiO_2$ concrete can be produced with the use of only 10% of $TiO_2$, by comparing the mixing types.

  • This study deals with the development and improvement of a particle dispersion model for quick response to water pollutant accidents. The developed model is based on the shear dispersion theory where vertical mixing is done by step by step mixing by vertical and molecular diffusion algorithm. For the quick response to chemical accidents, an algorithm for multi-core modeling for the particle dispersion model is applied. After the application of multi-core operation using OpenMP directives to the model, the relation for the calculation time and particle size were determined along with the number of cores used for parallel programming to determine the model time for chemical accident responses. The results showed the adequate conditions for the modeling of chemical accidents for quick response and to increase the applicability of the model.

Horizontal 2-D Finite Element Model for Analysis of Mixing Transport of Heat Pollutant (열오염 혼합 거동 해석을 위한 수평 2차원 유한요소모형)

  • A numerical model has been developed by employing a finite element method to simulate the depth-averaged 2-D dispersion of the heat pollutant, which is an important pollutant material in natural streams. Among the finite element methods, the Streamline Upwind/Petrov Galerkin (SUPG) method was applied. Also both linear and quadratic elements can be applied so that irregular river boundaries can be easily represented. To show the movement of heat pollutants, the reaction term describing heat transfer was represented as an equation in which sink/source term is proportional to the difference between the equilibrium temperature and water surface temperature. The equation was expressed so that the water surface temperature changes according to the temperature transfer coefficient and the equilibrium temperature. For the calibration of the model developed, analytic and numerical results from a case of rectangular channel with full width continuous injection have been compared in a steady state. The comparisons showed that the numerical results were in good agreement with analytical solutions. The application site was selected from the downstream of Paldang dam to Jamsil submerged weir, and overall length of this site is about 22.5 km. The change of water temperature caused by the discharge from the Guri sewage treatment plant has been simulated, and results were similar to the observed data. Overall it is concluded that the developed model can represent the water temperature changes due to heat transport accurately. But the verification using observed data will further enhance the validity of the model.

  • A HEV evaluation program, funded by ADEME, was carried out by a group of Laboratories of different specialties in order to evaluate and compare consumption, emission and component technologies of the three first HEVs put on the market (Toyota Prius, Nissan Tino and Honda Insight). This paper presents the results obtained until now. These results show good consumption and emission performance of the tested vehicles compared to conventional ones. The energy management seems to be globally the same for the three vehicles excepting for cold stans where the Insight allows a very earlier stop of the engine compared to the Tino and especially to the Prius. A mapping of the engine consumption of the Prius and the Insight was performed in order to furnish data for the simulation models. The Permanent Magnet motors of the Prius and Tino have different number of pair poles and then different emf at a given speed. The low emf values of the Prius allow operation at high speed with less field weakening control than for the Tino. The inverters of the Prius and the Tino, controlled by a PWM at respectively 5 kHz and 7 kHz switching frequency, are made of IGBTs with high commutation performances.

  • 고도의 산업발달은 인간환경과 밀접한 하구와 해안의 오염을 심화시켜 최근 사회적 문제로 대두되고 있으며, 이에 오염물질의 이동을 예측하고 제어하려는 노력이 꾸준이 진행되어 왔다. 이 같은 노력은 수치모형을 이용한 수질관리 연구에도 많은 진전을 가지고 왔으며, 오일러적 모형, 라그랑쥐적 모형, 오일러-라그랑쥐 적 모형이 대표적이다. 오일러-라그랑쥐적 모형은 이류에 대해 라그랑쥐적 방법, 확산에 대해 오일러적 방법으로 해석함으로서 각 방법들의 장점을 취하여 수치적 진동, 수치적 확산이 적고 효율성이 뛰어나 최근 많이 연구되고 있다. Ambient Air Quality of China and Transboundary Transport of Air Pollutants (중국의 대기환경질과 한반도에의 월경성 오염)

  • Rapid economic development and increase of energy consumption in east Asia including China, Korea and Japan has arisen a concern in air pollution problems in local and regional scale. Specially, China is accomplishing a success in continuous economic growth, while increasing energy consumption has caused a load to air quality because major energy source is coal which is relatively unfavorable in terms of air pollution. In this article, discussions have been given with the purpose of gaining some insight into the situation of air pollutant sources, air quality in China and transboundary transport of air pollutants in this area. Very limited information has caused insufficient survey, however, regional cooperation in environmental conservation may hopefully improve the air quality in this area.

  • The Characteristics of atmospheric flow and dispersion of air pollutants in the mountainous coastal area were studied using two-dimensional model by the combination of land-sea breezes and transport. The pollutants emitted into the simulated wind field in considering with the mesoscale local circulations. The typical effects of land-sea breezes and tophography of coastal area on the dispersion are discussed in detail, and the model is proved as an useful tool to pridict real time pollutant transport by the results of application studies in Pusan, Korea where the urbanized coastal area with mountainous topography. It was found that sulfur dioxide ($SO_2$) are differently transported and concentrated as going inland by the influence of the sea breeze with topographic changes.   • A high resolution model is proposed for calculating the temperature field of a large city, based upon a Lagrangian particle model. Utilizing the analogy between the heat and mass transport phenomena in turbulent flows, a Lagrangian particle model, originally developed for air pollutant dispersion problems, is adapted for simulating heat transport. In the model conceptual heat particles are released into the atmosphere from the heat sources and move along with the turbulent winds in accordance with the Markov process. The potential temperature assumed to be conserved along with heat particles serves as a tag, so the temperature fields can be deduced from the distribution of particles. The wind fields are constructed from a diagnostic meteorology model incorporating a morphological model designed for building flows. Test run shows the robustness of the modeling system.

  • This paper reports the experimental results for the determination of the overall partition coefficient of VOCs in unsaturated soil, A chromatographic method was used for the determination of gaseous partition coefficients to natural soil under various water content conditions. The equilibrium vapor pressure of water over saturated salt solution was used to fix the relative humidity of the air and control the water content of the soil systems. The transport behavior was studied for dichloromethane, trichloroethane and dichlorobenzene pollutants, with log octanol-water partition coefficients(log $K_{ow}$ ) which range from 1.25 to 3.39, or water to soil partitioning which varies by 135 times; water solubility constants which vary by 3 times; and vapor pressures which range from 1 to 362 torr. Water content of the soil had a pronounced effect on the effective partition coefficient(between gas and soil + water stationary phase) as well as on the effective dispersion coefficient.
