This study attempted to verify the impacts of the level of satisfaction in the user of alternative materials among people with visual impairment on their social participation, and the mediation effect of self-efficacy during such process. The subject of the study was the visually impaired who were live in Gyeonggi Province and were registered in the Korea Blind Union. The data of final 120 participants through a telephone survey were analyzed. The subject of the study used the recorded materials the most for the purpose of leisure and information research mainly at the braille library. The analysis of the mediation effect demonstrated that the level of satisfaction in the user of alternative materials among people with visual impairment had a statistically significant influence on social participation, and self-efficacy had a full mediation effect. These results imply the importance of alternative materials to assure the right to information access which can ultimately expand the social engagement of the visually impaired. Based on these study results, political suggestions are proposed to vitalize alternative materials in the future.
During the last years it became more and more difficult to deal with environmental conflicts using traditional political instruments in industrialized countries. One reason for the occurring problems might be the citizens' awareness of scarceness of nature. Another reason might be the changing legislation with the introduction of the environmental impact assessment (EIA) as an integral part of a project's licensing procedure. The EIA offers new possibilities for citizens to interfere in decision processes and to obstruct projects. The changing situation requires new instruments for conflict solving. Mediation may be considered an alternative or completion to the traditional political instruments. It is a systematic strategy for conflict treatment and. with the support of an independent mediator, allows to reach an agreement among all parties involved. Mediation may be introduced in the EIA One possibility offers the scoping date, which, if the participation of the public is assured, might avoid heavy disputes in the further process. Another connection between the instrument of mediation and the EIA could be the use of the environmental impact study (EIS) as information background for a mediation process. EIA would then be source of information about all environmental aspects. Thus the role of EIA would be extended to being a part of conflict analysis in the alternative dispute resolution process.
The purport of this paper is to deduce political implication and significance of the proposed redress scheme of 'Consumer Collective Lawsuit (hereinunder "CCL")' under way to be introduced by the Korean government via various assessments per each phase of policy implementation process. To this end, the paper classifies the subject policy (referring to CCL) implementation process into 4 phases: policy origination, policy enactment, policy advertisement, and policy execution. Based on the said classification, assessments per each phase together with pros and cons analysis have been conducted. Through the aforementioned analysis, the paper concludes the following political implication and significance of CCL under way of introduction: - 1. In the case of policy origination led by external parties, a social consensus by and from involved parties with various interests is the most critical; 2. Prior feasibility and/or suitability study is also crucial in the policy implementation procedure; 3. To mitigate inter-ministerial conflicts that might arise from the due policy making procedure, democratization of conflict settlement mechanism, and institutionalization of participation in and disclosure of policy making process are cal led upon; and 4. Prior planning wi th respect to the public relation and advertisements of the subject policy on the table poses substantial significance.
The preferential Rules of Origin (RoO) govern tariff preferences that are given in accordance with the FTA. However, relatively few studies have been devoted to the procedures in settling disputes that are relevant to RoO under the FTA. This study is a first attempt at analyzing the applicability and the potential improvement in dispute settlement procedures in FTAs targeted at the preferential RoO. By exploring three dispute cases involving the preferential RoO, it is suggested that restrictiveness, complexity, and uncertainty that are inherent in the preferential RoO may trigger political tension and dispute. Forming a panel that is capable of mitigating political tension, facilitating participation and early cooperation of experts and stakeholders, and establishing a well-structured enforcement procedure are essential in dispute settlement procedures to resolve disputes involving cases on RoO. Furthermore, the current dispute settlement procedure that hinders the private sector's access should be changed to one that is more open to private sector entities, such as companies, to facilitate the enforcement of the decision. Given that more improved FTA dispute settlement procedure may guarantee the enforcement and application of the FTA preferential treatment in relation with more politically powerful states and foster genuine free trades, more in-depth studies must be conducted on this topic.
Through an empirical comparative analysis, we found that people in mainland China and Taiwan demonstrate strong similarities in their support for democracy, based on democratic suitability, efficiency, preference, and priority. There are also differences in beliefs about democratic values. Compared to people in mainland China, the Taiwanese have a deeper and more widely shared belief in the principles of participation and pluralism, while the differences between their beliefs in the principles of equality, freedom, and checks and balances are narrow. Furthermore, people in mainland China and Taiwan have a strong similarity in their understanding of democracy, that is, they all present a mixed democratic understanding based on substantive bias. Overall, although the differences between mainland China and Taiwan's democratic practices are reflected in the level of value identification from the perspective of democratic support and democratic understanding, the popular democratic political culture in mainland China and Taiwan still has a relatively broad consensus. Thus, the integration and development of cross-strait relations not only has an increasingly profound social and economic foundation but also considerable consensus and mass support on the political and cultural level.

The purpose of this study is to analyze the actual situation of residents' participation in rural development projects, to identify their performance and problems, and suggest ways to develop desirable villages in rural areas. From reviewing relevant pre-studies, this study was done by interview, questionnaire, and observation targeting 140 leaders and residents of exampled village of the project in Jeollanam-do, as well as by listening opinions of relative experts. This study is largely classified into 4 parts, review of character and appearing background of village development project, review of theoretical discussion about residents' participation, evaluation of accomplishments and analysis of participation, and establishing a model for habitants-participating village development project and how to improve it. As a result of questionnaire, it was found urgent for habitants to convert their thinking about village development and their participation in it, to realize a model of this project, as well as political stimulus to promote that. Therefore, measures must be required to improve current village development projects and to promote them. First of all, a preparation period is required to sufficiently provide the village where habitants are willing to participate in, from the state of place selection. Besides, it is required to run away from profit-making businesses aiming at foreign people, to improvement of residents' welfare in a long term, and enhanced resources management in a broad view. Waste of working expenses seems to be solved through direct operation by a corporation in charge of profit-making businesses, under superstition of residents' community. Finally conclusion, expansion and practicalization of education to residents are essential, to promote their participation in rural development projects. Especially it must be practical education for habitants such as 'community-ship' or 'technology education in each interesting part,' rather than tour of other villages and unilateral lectures from experts. Along with this, a long term plan and systematic participation is more essential. Since planning itself can be mutual learning to enhance residents' capacity, a chance must be established to discuss and plan each part including resources-research, by making them participate in.
It can be suggested that social geography in the 2000s in Korea has achieved a considerable development, dealing with various theories and issues. This suggestion can be identified first of all with the publication of several texts of Social Geography in this period. For important theoretical discussions, the neoliberal glocalization process of capitalist economy has promoted geographical researches from the perspective of political economy, and the development of information and communication technology, increasing foreign immigrants, environmental problems such as the global warming, and social participation and empowerment of women in Korea have increased social geographical concerns with and theoretical discussions on informational society and city, multiculturalism and/or transnationalism, political ecology and environmental justice, and feminism. This paper provides a review on these major issues in recent theoretical discussions in social geography in Korea, and suggests a brief comment on its future development.

This article is aimed at understanding the goals of the citizenship educations and changes of political cultures in the Sukarno, Suharto, and the post-Suharto periods in Indonesia. Sukarno's and Suharto's regimes adopted Pancasila, Indonesia's state ideology, as the philosophical basis of education. The citizenship education based on Pancasila was nothing but a political education, which aimed at suppressing the masses and justifying authoritarian rules of the regimes. After the collapse of the Suharto regime, a democratic citizenship education has launched, which emphasized the expanded civic rights and obligations as world citizens and the masses' active participation in politics. However, in this new curriculum, Pancasila is still emphasized as the supporting philosophical pillar of education. The reason is because, through the values of communitarianism represented in the discourse of Pancasila, the state needs to control the possible irresponsible and undemocratic behaviors of local powers and global economy when liberalism is not effectively controlled.
This study is to compare and analyze the policy decision process between Korea Long-term Care Insurance and Japan's using policy network theory as an analysis tool, and to lead political and theoretical implications. The result of the study is summarized as follows. First, a policy agenda about Long-term Care problem for the Elderly set up by the government-leading both Korea and Japan. and the number of policy participation(actors) increased to characteristics of policy process stage. but there is a difference between Korea and Japan in a background of setting up policy agenda about Long-term Care problem. Second, interaction among policy actors is corporative from early policy agenda establishment stage in Korea and Japan. but it changes to dissenting or critical rapidly as being announced the frame of system to the people. Also, it shows that main policy actors play a role in policy making decision and the connection structures of network is similar to both countries although it has a difference in the interaction frequency. Fourth, although the number of policy actors and the extent of their opinion reflection to the policy effect are different, it shows that policy network pattern is very similar to from policy agenda setting stage to parliament(The National Assemble) policy decision stage as a result of government-leading policy process. The theoretical and political implications of this study are as follows. The number and the variety of policy participation, the importance of establishing opened-interaction system, lots of limitation of policy making-decision process of Japan Long-term Care system, and exclusively the government-leading network has demerits about the reflection of too much government's opinion to the policy outcomes.
