  • This article is a suggestion for SME policy in Korea for the attention of the senior policy-experiencer of the whole nation, the Advisor to the President of Korea. This article is written from the perspective of technology policy experts, not SME experts. In spite of many SME policies, the issue of SMEs in Korea is worsening, not being resolved. Technology-oriented policies are effective for each company, but the role of SMEs is gradually decreasing in the Korean economy. Reflecting on this fact, I would like to suggest measures that include long-term, but social as well as educational. The solution I suggested is coexistence since sustainable growth through SMEs is not just an economic or social issue. It is a matter of survival. I propose four types of coexistence: corporate, local, human, and coexistence with nature. Getting coexistence works requires a change in social norms that mobilize even education.

  • An emphasis on public-private partnership (PPP) in the regulatory policy process can overcome the challenges hindering regulatory effectiveness with the emergence of fast developing technologies and new industries. This study attempts to evaluate quantitatively different aspects of institutional settings of South Korean regulatory policy in terms of stakeholder engagement as PPP, using evidence-based data released by the OECD. From the results of the principal component analysis, South Korea can be evaluated as being at a very good level overall in its institutional establishment. Nevertheless, the fact that the outcome of regulatory reforms in South Korea is still insufficient compared with this well-established system suggests that the country should concentrate on improving system operation. Consequently, this study makes policy suggestions to improve regulatory effectiveness through PPP by supplementing the facets that are well-equipped but not feasible with respect to regulatory policy cycle, regulatory governance, regulatory method, and conflict resolution.

  • General drug prices involve three stages: shipment stage, wholesaler stage and retail stage. Policies on drug price differ from country to country. Shipment stage prices are tightly regulated in countries like France and Netherlands. They are free in only a minority of advanced countries, even if these include some major players such as the US, Germany and, in a very limited sense, Japan. The situation in the UK is very complex with a semi-free system, where drug companies are free to set their own prices but cannot exceed a predetermined profit ceiling. Mark-up at both wholesaler and retail stages is formally admitted in most countries observed. Apart from the general drug prices, reimbursement price of insured drugs has been major policy concerns. Most countries reviewed in this study has exerted some control over reimbursement prices, but differ both in the way how and in the extent to which prices are admitted or fixed. Price fixing has been used in France and Japan. Some countries have transformed their system over time, particularly to move to reference pricing in the last decade. This mechanism has empowered the customer, and improved price competition on the market. Referring to the drug price policies in the advanced countries, this study makes some suggestions for the redirection of Korean price policy for reimbursement drug in health insurance as follows: to match appropriate policy tools to each policy goal; to maximize market mechanism through effective reimbursement price fixing which admits mark-ups in wholesaler and retail prices; to introduce reference pricing system in order to redirect patient's demand with a financial incentive to choose the best-priced drugs and to save the finance of health insurance; and to strengthen surveillance and monitoring mechanism in the drug market.

The philosophical theories of music education were examined by Schiller, Steiner, Dewey, Bourdieu, Reimer, and Elliotts. In addition, this study checked the lessons in music education programs in Germany, Venezuela, and Finland, and we make policy suggestions in four contexts to set the direction of music education in the Jeju community based on interviews with 10 experts. Suggestions for improving social awareness of music education, suggestions for music education in the elementary and secondary public school sectors, in the proposals for music education in the lifelong education sector, and the suggestions for institutional policy all included music education professionals recruited from among the culture and art sectors within the Jeju Special Self-Governing Province's Cultural Policy Division. • Recently, the Seoul government implemented 'Free Public Transportation' policy and 'Citizen Participatory Alternative-Day-No-Driving' system as 'Emergency Fine Dust Reduction Measures'. In this paper, after identifying the effectiveness of the two traffic policies, suggestions for direction of future fine dust policy were made. The effect of traffic on the fine dust was analyzed by regression analysis and the responses to the two traffic policies and petitions were analyzed using text mining. Our experimental results show that the responses to the policy were mostly negative, and the influence of the domestic factors was considerable unlike expectation of citizens. Moreover, the result made us possible to know people's specific needs on fine dust reduction policy. Finally, based on the result, the suggestions for fine dust reduction policy direction were provided.
