A Study on Policy Paradigms for Korean Children (아동정책의 현재와 미래)

  • The purpose of this study was to investigate new directions and paradigms for child policy in Korea. The paper also discusses the theoretical background of the influence of such policies upon the lives of children. Any new paradigm thus established should be based on the UN Convention on the Rights of the Children (CRC), and in addition, appropriate government support should be provided for all families and children regardless of their socio-economic status. The goal of such a child policy is to promote and protect the well-being of children in Korea and inspire excellence among those adults responsible for protecting and nurturing these children. Clearly, more effort and attention needs to be expended in order to achieve these aims.

  • This study attempted to derive a new policy paradigm of life-span sport of disabled children. For that purpose, collecting and analyzing related preceding researches and literatures from 2008 to present (2022), this study firstly found out past life-span sport policy paradigms for disabled children and the causes of their changes, and secondly found out social problems which present policies could not deal with. Through those study process, this study suggested life-span sport in response to the demands and needs of children with disabilities which could include life-span sport centered on disabled children, life-span sport with family members, the realization of the essential value of life-span sport for the human rights of children with disabilities, and the development of new methodologies using smart technologies.

Policy Directions for Advancement in Health Care Sector (보건의료분야의 선진화를 위한 정책 방향)

  • In the shortest period of time, we achieved both industrialization and democratization. We also achieved good performance in health care sector. Whole population are covered by health insurance since 1989 and health outcomes, such as infant mortality, life expectance show good level. However, health care system has several problems, rapidly increasing rate of health care expenditure, dissatisfaction of both consumers and suppliers. Current health care system does not reconcile with market competition principle. Causes of these problems originated from 1977 paradigm which was formed to expand health insurance to whole population within short period. Dominant assumption of 1977 paradigm is to assure equitable access of health care by government's command and control. We urgently demand to reform the 1977 paradigm to suitable in 21th century. Our economy entered into a road to advancement. We have concerns how President Lee's administration reform health care system to harmonize with economic development and to achieve advancement in health care sector.

  • The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

  • The purpose of this research is to analyze the European paradigm of health investment and its implication. Conventional content analysis of WHO/EU(/EC)/European countries' policy data, and articles shows that the European paradigm of health investment is consist of the basic and extended models, twelve life-course-based health investment policies, and SROI evaluation method. The analyses and discussion points provide policy implications for making virtuous cycle of Korean sustainable healthcare system with economic development in the post Covid-19 era.

  • Korean Government has been actively and aggressively promoted the global e-commerce (or e-trade). However, the global researches regard the Korea as the passive or retrogressive country in e-trade. The purpose of this study is to clarify the change of the policy paradigm on the e-trade of Korea and to search for new paradigm based on the total amendment (or inauguration) of the e-trade promotion law. The research concludes the current political paradigm on "the Designated total solution provider" should be separated from the e-trade infra or platform. More competitive and market-oriented paradigm of the promotion support on e-trade metamediary should be evaluated in terms of facilitator, service provider and collaborator.

  • For a field of research to be an independent area of study, there must be a common paradigm that is shared by the members of the community. In addition. for establishment of identity in a study, several relating scientific communities should actively study and research, which lead to a new paradigm. Efforts to accomplish this purpose are found in Politics, Economics, and Psychology. Yet, the field of Fire Service Science have not yield these results which include active scientific communities, scholars and experts who research on the subject and exchange their expertises. New paradigm for the field is not established yet. Therefore, this research probes the origins of these problems and suggests a proper scientific paradigm and direction for establishment of identity of Fire Service Science in Korea's ambiance.

  • This research dwells on the new paradigm of policy making of some innovative nations in Korean content industry. Especially this paper did evaluation of governmental policy in recent 5 years (2008~2012) in the field of Korean content industry. According to this research, the program of policy in Korean content industry had been obsessed to passive enrichment focusing on some part of content industry. The whole process of policy, scheme of policy and working flow of policy were very constrained in order to encourage more measurable area like CT(culture technology). Thus, we need new strong policy in this new government launched in 2013. The apparent keyword should be 'management'. New activity of policy need to focus on encourage Korean content industry in the real site of field, not in bureaucratic office in remote site. This change reflecting real filed management system would be productive innovation for policy making and activity in Korea.
