Factors Affecting Social Distance toward Mental Illness: A Nationwide Telephone Survey in Korea (정신질환에 대한 일반인의 사회적 거리감에 영향을 미치는 요인)

  • Objective: The purpose of this study was to investigate impact of knowledge familiarity, and prejudice about mental illness as well as demographic factors on the social distance from mentally ill people, which is a proxy measure of discrimination. Method: To assess the impact of knowledge and familiarity, prejudice about mental illness and demographic factors on the social distance from mental illness, we conducted a telephone survey in South Korea with the responders being nationally representative people who were 18 years old or over (n=1040). Independent samples T-tests, one way ANOVA and linear regression analysis were performed to analyze the results of the survey. Result: The social distance from mental illness decreased as the knowledge and familiarity increased, but the social distance was increased as prejudice was increased. Prejudice had a greater impact on social distance than familiarity and knowledge. Females showed greater social distance than did males. A higher education level had a negative effect on social distance. Conclusion: to reduce the social distance from mentally ill people, efforts to increase the familiarity about mental illness as well as efforts to educate people about mental illness are important.

Development of a Demand Model for Physician Workforce Projection on Regional Inequity Problem in Korea Using System Dynamics (시스템 다이내믹스를 활용한 지역별 국내 의사인력 수요에 대한 추계모델 개발)

  • Background: Appropriate physician workforce projection through reasonable discussions and decisions with a broad view on supply and demand of the workforce, thus, is very important for high-quality healthcare services. The study expects to provide preliminary research data on the workforce diagnosis standard model for Korean physician workforce policy decision through more flexible and objective physician workforce projection in reflection of diverse changes in healthcare policy and sociodemographic environments. Methods: A low flow rate through the causal map was developed, and an objective workforce demand projection from 2019 to 2040 was conducted. In addition, projections by scenarios under various situations were conducted with the low flow rate developed in the study. Lastly, the demand projection of the physician workforce by region of 17 cities and provinces was conducted. Results: First, demand of physicians in 2019 was 110,665, 113,450 in 2020, 129,496 in 2025, 146,837 in 2030, 163,719 in 2035, and 179,288 in 2040. Second, the scenario for the retirement of baby boomers led to a decrease in the growth rate due to time delay. Third, Seoul and Gyeonggi-do account for a high percentage of demand, a very high upward trend was identified in Gyeonggi-do, and as a result, the projection showed that the demand of the physician workforce in Gyeonggi-do would worsen over time. Conclusion: This study is meaningful in that rational and collective physician workforce supply and demand and its imbalance in workforce distribution were verified through various projections by scenarios and regions of Korea with System Dynamics.

Change Analysis of the Rural Development Policy based on Budget Distribution (1997~2015) (정책목표 및 지원요소별 사업비 분석을 통한 농촌개발정책 변화 고찰 (1997~2015))

  • The purpose of this study is to analyze the changes of rural development policies in the last 20 years by analyzing the budget distribution by policy objectives and support factors. 1997, 2000, 2005, 2010 and 2015 Guidelines of Agricultural, Food and Rural Development Project were analyzed to identify the budget distribution. The objectives of rural development policy were classified into 5 fields and 27 detailed factors such as production environment, distribution environment, technology and human resources, living environment, income support. The support factors of rural development policy were classified into 3 fields and 17 detailed factors. The budget of rural development policy has greatly increased from 952,297 million won in 1997 to 4,869,174 million won in 2010 and 3,905,340 million won in 2015. In budget distribution by policy objectives, the policy was mainly focused on management funding in 1997, 2000 and in the 2000s, it was confirmed that investment in the improvement of the living environment was rapidly taking place. In budget distribution by policy support factors, it was found that living environment and welfare environment support factor in rural area occupied the largest portion and welfare, tourism, and living environment has been rapidly increasing since 2005.

Changes in dental care access upon health care benefit expansion to include scaling

  • Purpose: This study aimed to evaluate the effects of a policy change to expand Korean National Health Insurance (KNHI) benefit coverage to include scaling on access to dental care at the national level. Methods: A nationally representative sample of 12,794 adults aged 20 to 64 years from Korea National Health and Nutritional Examination Survey (2010-2014) was analyzed. To examine the effect of the policy on the outcomes of interest (unmet dental care needs and preventive dental care utilization in the past year), an estimates-based probit model was used, incorporating marginal effects with a complex sampling structure. The effect of the policy on individuals depending on their income and education level was also assessed. Results: Adjusting for potential covariates, the probability of having unmet needs for dental care decreased by 6.1% and preventative dental care utilization increased by 14% in the post-policy period compared to those in the pre-policy period (2010, 2012). High income and higher education levels were associated with fewer unmet dental care needs and more preventive dental visits. Conclusions: The expansion of coverage to include scaling demonstrated to have a significant association with decreasing unmet dental care needs and increasing preventive dental care utilization. However, the policy disproportionately benefited certain groups, in contrast with the objective of the policy to benefit all participants in the KNHI system.

Policy Evaluation of the Government Financial Transfers to Korean Fisheries : LISREL Approach (수산부문 정부재정지원정책의 정성 평가)

  • The main objective of this research aims at analyzing efficiency of government financial transfers(GFTs) to the Korean fisheries sector, using the Linear Structural Relations model(i.e., LISERL model) and the field survey data. Most policies of GFTs tend to be implemented to protect industries with weak competitive advantages such as infant and/or primary industries. Specific policy instruments include income transfers, government loans with lower interest rates, taxes and the like. Fishing activities are made at a highly changeable natural environment of the ocean with a great amount of risk and uncertainty. Fishing households make their livelihood under the small-scale fisheries. Such fisheries and fishing households have also a relatively weak market power. Because of these fisheries characteristics most coastal states have adopted a variety of government support programs. However, despite such a huge government support, during the past several decades the world fishing communities have seen a tendency of continuous fishereis resource overexploitation. For this resason there have been hot debates over the government support policies for fisheries through OECD, FAO, WTO, and UNEP. In general, policy evaluations tend to be made on the basis of benefit-cost(B/C) analysis. However, the B/C analysis may produce results quite different from real ones primarily due to many unmeasurable effects. Thus, the authors composed simple questionaires and let fishermen, government officials and academic people answer the questions. The survery was made in several ways such as post-mail and personal/group interviews. In recent years, for analysis of policy performances and effectiveness, the LISREL model has often been used, which consists of structural and measurement eqquations. This model has a good advantage of transforming unobservable variables to observable ones so that it helps construct endogenous cause and effect relationships among relevant variables. The evaluation was done from the two aspects: policy results and policy effectiveness. The policy result evaluation showed that there is a need for improvement for policy problem perception and decision-making process, while the policy effect evaluation suggested that the policy goals were successfully achieved and social justice was improved from the perspective of the entire society as well. However, the research results showed that the GFT policies rendered little contrubtion to narrowing down the gap between GFT beneficiaries and non-beneficiaries incomes.

A Study on Establishment of Information Service Policy of National Digital Library (국립디지털도서관의 정보서비스 정책 수립에 관한 연구)

  • For National Digital Library(NDL) to properly perform it's ideal function as a representative digital library in Korea, information service policy considering the IT and Ubiquitous environment shall be established. Information service policy of NDL was established with focus group interviews and a survey targeting the users and librarians in this study. To raise the propriety of information service policy, final draft of information service policy was proposed after the interim evaluation targeting the concerned parties of NDL and 1st & 2nd verification by external specialists and the consultation group. In this manner, vision, mission, goal, objective, strategy, etc of information service policy of NDL were proposed. Information service policy of NDL proposed in this study not only proposes the fact and base to other digital libraries that wishes to establish the information service policy and arrange detailed guidelines as a case study but also secures the direction and vision of global information service policy of NDL. Furthermore, it will contribute for NDL to build its reputation as a world renowned digital library.

A Study on the Management Strategy of a National Library for the Policy Information Service: with a Special Reference to the National Sejong Library (정책정보서비스 활성화를 위한 국립도서관 운영전략 연구 - 국립세종도서관을 중심으로 -)

  • In line with the establishment of the National Sejong Library, the main objective of this study is to construct a basic management plan to enable smooth operations of the library from its opening. To follow through with this goal, this paper analyzes the environment surrounding the National Sejong Library, puts forth new strategies to reinforce the policy information service, and suggests new development plans for the library's collection. This study examines the internal and external environment of the library through face-to-face interviews with library staff, while conducting surveys on public officials transferred to the city for suggestions on how to reinforce the policy information service. The vision of the National Sejong Library is to become a specialized resource institution in administrative policy, while also fulfilling the day-to-day needs of the community and serving as a supplementary record storage facility to the National Library. In order to reinforce the policy information service, it is crucial to digitize all policy-related theses, reports, and trend research, while establishing a firm network with other libraries in Korea and abroad to provide a wider range of policy files, local government policy documents, and other resources.

Study on the Single Life, the Preparation for Old Age and Policy Implication (독신의 선택과 노후준비 및 정책적 지원방안 연구)

  • The main objective of this study was to investigate how people prepare for old age by looking at financial statements from single-person households in Gyeonggi province; the policy implications regarding low fertility and population aging are considered. The subjects were members of 600 households who were aged 26 to 44 years old and not married. The data were analyzed by t-test, ANOVA, and dichotomous logistic regression using SPSS WIN 12.0. Respondents pointed out that financial problems are the greatest challenges for those facing old age in single-person households; they said that a stable job is the most important factor for secure living. About 57% of household residents responded that they have prepared for retirement, and a majority of them said they hoped to spend their elderly years with a marriage partner. The financial statements from single-person households were inferior to those from other types of households. The assets of single-person household members were less than those of other households. Only 10.5% of respondents have owned homes. The study discusses policy implications for those who want marriage and for those who don't want it. For those who want marriage, job-seeking support was proposed, and for the others, tax deductions and family programs for single-person households were proposed.

The Cost Effectiveness Analysis of Health Promotion Policy: WHO-CHOICE Programme (WHO-CHOICE 프로그램: 건강증진정책의 비용효과분석 도구)

  • Objectives: Objectives: The objective of this study is to describe the WHO-CHOICE(World Health Organization- CHOosing Interventions that are Cost-Effective) programme, and to consider the application of WHO-CHOICE programme in Korea, especially on the health promotion policy. Methods: Literature review was conducted on the contents of WHO-CHOICE programme in the previous studies, guidebook, and software. We also contacted WHO-CHOICE team at WHO to identify the contents not clearly presented in the documents. Results: The WHO-CHOICE programme is a standardized tool for analyzing and comparing the cost effectiveness of health promotion policies. It is composed of PopMod to measure the health effect of intervention and of CostIt to measure the cost. The cost of tobacco control policy in Korea was analyzed with the cooperation of WHO-CHOICE team preliminary, and the results were different with the results of tobacco control policy on western pacific region of WHO. Conclusions: The cost effectiveness study based on WHO-CHOICE programme could help decide a priority of health promotion policy for settings with limited resources. For the improvement of health, the future work on WHO-CHOICE programme need to be considered.

A Legal and Policy Analysis of KRW Internationalization from the Perspective of Offshore Circulation

  • Purpose - Recently, the Korean government is seeking to internationalize KRW and reduce its heavy reliance on the U.S. dollar and better cope with risks from external turbulence. However, there has been too little study on this subject in comparision with its importance. The main objective of the paper is to distinguish the descrete stages of the KRW internationalization and recognize the costs and benefits of each stage. Research design, data, methodology - In order to achieve its goal, this study accomplishes a formal policy analysis based on potential factors of currency internationalization and an examination of legal practices in relation to Foreign Exchange Transaction Regulation (the Regulation). Results - This study found that securing monetary policy may not be easy under liberalized capital account for a small open economy like Korea in view of the trillema. In addition, the inherent ambiguity of the Regulation may increase the costs of KRW internationalization. Conclusions-This study revealed the negative system for the control of foreign exchange of the Korean government. The excessive regulatory restrictions on foreign exchange may hinder the process of KRW internationalization. Some legal and policy reforms are needed to improve related regulation and infrastructure.
