  • Compared to other business discipline, business continuity is relatively new. In this post 9/11 era, we still do not have a meaningful tool to objectively and consistently measure the organization's disaster-readiness. The purpose of this study is to introduce various processes included in the business continuity management (BCM) and introduce the business continuity program maturity model(BCMM). The BCMM can serve two purposes: First, it provides a diagnostic tool for objective evaluation of BCM effectiveness. Second, it can suggest ways of improvement for the business continuity program by generating data from which meaningful benchmark analyses could be drawn.

  • Since the launch of the GATT system, one of the most controversial topics in trade liberalization has been the conflict between culture and trade. The sticking point has been the necessity of cultural exceptions in trade rules. Some countries do not wish to allow further exceptions to basic principles even in cultural industry, while many other countries make their efforts to obtain "cultural safety valve." The latter group asserts that it is indispensable for the protection of cultural identity, whereas the former seems to doubt the truth of the assertion. That is because cultural policy measure possibly constitute a means of arbitrary or unjustifiable discrimination between countries, or a disguised barriers to trade in cultural products. Unfortunately, cultural exceptions still remain unresolved in the WTO, the successor to the GATT. This paper is to review the history and rules of multilateral trading system on cultural industry, address the critical issues to deal with in the DDA negotiations, and lastly provide some perspectives on the appropriate shape of the cultural safety valve.

The Productivity Dispersion of the Korean Manufacturing Industry and Macroeconomic Allocation Efficiency Measures

  • According to the macroeconomic allocation efficiency measure, particularly based on the methodology of Hsieh and Klenow (2009), Korea's allocation efficiency in the manufacturing industry deteriorated in the 2000s compared to that in the 1990s. This study compares the potential TFP gain when resource allocation is removed, an indicator of allocation inefficiency according to Hsieh and Klenow (2009), and the productivity dispersion in the Korean manufacturing industry. It finds that the TFP gain may be better explained by TFP dispersions rather than proxies related to factors of distortion. The findings imply that we should investigate the sources of TFP dispersion rather than the sources of distortion to explain increases in the TFP gain (or TFP loss), which is considered as allocation inefficiency in the literature.

  • Upon analyzing several Korean Income data sets, it is confirmed that the relationship between Gini coefficient and bi-polarization measure (EGR) is empirically not different although they each come from different theoretical basis. Furthermore, it is difficult to state that the degree of polarization of income distribution, measured by DER, in Korea has deepened more than that of income inequality, estimated by Gini coefficient, in the periods of before and after the economic crisis.

  • The objective of cache is to reduce I/O access of physical storage device so that user accesses their data faster. Traditionally, the most important metric to measure the performance of cache is hitratio. Thus, when the cache maintains hitratio high, it is regarded as a good cache replacement policy. However, the cache miss latency is different when the storages are heterogeneous. Though the cache hitratio is high, if the cache often misses with low performance disk, then the user experiences low performance. To address this problem we proposed eviction cost estimation based cache management. In our result, the eviction cost estimation based cache management has 10~30% throughput improvement compared with LRU cache management.

  • This purpose of this research is an attempt to measure and comparatively analyze the efficiencies and RTS(Returns to Scale) using panel data of OECD countries including Korea. In order to achieve this purpose, at first this study used efficient production frontier estimation combined with DEA for obtaining parameter estimates of a efficient production frontier. secondly using estimated results, measured R&D productivity and RTS(Returns to Scale) on all of the OECD countries. thirdly using time-series data related to R&D activity of korea, measured R&D productivity and RTS(Returns to Scale). Finally based on the results of R&D productivity and RTS(Returns to Scale) using efficient production frontier, some policy implications for enhancing the R&D competitiveness and the technological capabilities are discussed.

Performance Analysis of Bluetooth Piconet

  • In this paper, a performance of Bluetooth piconet is analyzed. Average cycle time, average waiting time, average transfer delay and average queue length are used for measure of performance (MOP). Simple round robin (RR) scheduling policy with exhaustive service is used for the analysis. Packet loss is considered because of noise environments of wireless communication. Numerical results have been presented. Simulation is performed to validate the correctness of analysis.y and its maximum operating frequency is 800MHz.

  • In Korea, because of the shortage of reclaimed lands and disposal sites and the small size of national land, A political measure for construction wastes recycling is needed. therefore we studied the current state of construction wastes recycling and the act for it. And we analyzed problems and unreasonable regulations regarding the wastes. So we suggested an alternative act to increase the construction wastes recycling.

Analysis on the innovation pattern by major industry in Korea

  • Purpose - This paper aims to analyze the difference of technological innovative pattern by industry. Research design and methodology - we try to identify the major factors which can exert an effective influence on actual innovation output, utilizing the result of Korean Innovation Survey. By doing so, this work can make a comparison with Pavitt (1984) and succeeding discussion on sectoral pattern of innovation Results - Analysis on major industry in Korea shows that there are substantial differences in terms of the source of innovation, organization-related factor, and appropriation mechanism among each industry, and differential strategy to be proper for the nature of each industry is needed. There is some variation within industries which deemed as same type of sector defined by Pavitt. Conclusions - This analysis call for elaborate analysis on sectoral pattern of innovation, considering the change and difference of innovative environment as well as differential business strategy and way to do innovate, which is proper considering the nature of innovative pattern in each industry for successful technological innovation in Korea. At the same time, proper policy measure considering the differential pattern of technological innovation is needed.

Effects of Subway Ridership Change by Fare Incentives in Seoul Metropolitan Area (서울시 대중교통체계개편이 수도권 지하철 통행패턴에 미친 영향)

  • Various urban transport policies have an effect on urban transit riderships. This study reports variations of metropolitan subway travel patterns affected by an enormous change in bus routes and transfer discount policy between subway and bus mode conducted by Seoul city in July 1st of 2004. In an effort to see the difference between the before and the after policies, two datasets are prepared. Firstly, on a daily bassis, an origin-destination trip table of May of 2004 is used. Secondly, on a daily bassis, an origin-destination trip table of August-September of 2004 is used as a counter measure. Even if seasonal variation was not considered. there were increasing riderships of about 0.25 million on a daily basis. Subway line 2 and 7 have an important role in changes. The effects or system changes, however. largely varied on location and subway line numbers.
