Analysis of School Autonomy Policy based on the System Thinking (시스템 사고에 의한 학교 자율화 정책 분석)

  • The purpose of this study is to analyze the school autonomy policy based on the system thinking perspective using causal loop diagrams. School autonomy was the main educational policy concerning school domain during the last government and was the instrument for school-based management, but it was not implemented effectively in site. The school autonomy policy practically disappeared as an explicit policy agenda in the current government. This study displays causal loop diagrams about the policy's logic and contents of school autonomy, in terms of curriculum, human resource management, and a supportive system. The causal loop diagrams depicting the implementation of the school autonomy policy are suggested concerning excessive enforcement and the confirmative mechanism for policy implementation. The conclusion provides some research implications and future directions.

  • The paper discusses technology platforms as an instrument of science, technology and innovation policy in light of their use in industrial R&D. The authors assert that the technology platforms approach as a policy concept refects special organizational and institutional features learned from industrial technology platforms. The characteristics of industrial technology platforms are reviewed, and their impact on the organization of research, development and innovation activities in companies is explored. Second, the industrial technology platform is examined in the context of European Technology Platforms and the recent initiative for technology platforms in Russia. Finally, the technology platform concept implications for the STI policy context are discussed.

The effect of subjective perception on preference for the universality of the welfare system: the approach using instrument variables (개인의 주관적 인식이 복지제도의 보편성에 대한 선호에 미치는 효과: 도구변수를 활용한 접근법)

  • The purpose of this research is to explore the explanatory factors of preference for the universality of the welfare system at the time of expanding the welfare system. In particular, considering endogenous problem that may occur in the process of analyzing the causal relationship between subjective perception and preference for welfare policy, the 2SLS regression analysis using instrument variables was attempted in this research. The key findings of this research were as follow. First, the groups who are opposed to the welfare state expansion, for example high income earners, low risk group, and employer/self-employer, prefer the more universal welfare systems. Second, the negative perception of welfare policy and recipients, which is stronger in older generation who experienced a much longer period of industrializaion, have a negative effect on preference for the universal welfare system. Last, we find that the endogenous problem arise in this research and distort the estimated regression coefficients. Therefore, subsequent studies must be mindful of this problem when they explain attitudes with attitudes.

Electronic Cash for Central Bank′s Monetary Policy

  • Electronic cash affects central bank in many areas, in particular regarding the issuance of money, supervision of cashless payments, supervision of the banking system and monetary policy. The effects of electronic cash on central bank policies, the security and integrity of the payment system, and naturally also on single sector such as company engaged in the transport of money and valuables, depend mainly on the extent to which the new payment methods can replace cash. The possible development of electronic cash merits special attention from central banks for at least three reasons. First, central banks are concerned that the introduction of the new payment instrument should have no adverse effect on public confidence in the payment system and payment media. Second, although the substitution of electronic cash for other forms of money should not theoretically hamper central bank's ability to control the money supply, it might, however, have practial implications, at least in the long run, which need to be carefully examined. Third, because electronic cash may be used for payments of very small value, they have the potential, more than any other cashless instrument, to take over the role of notes and coins in the economy and, therefore, have implications for central bank's activities and revenues.

  • The Roh administration, participatory government, has pursued deconcentration policies for promoting the balanced national development since 2002. The main policy instrument of the deconcentration policy is that the transferring of public institutions from capital region to local areas. However, it has been argued that these policies have resulted in another problems of policy side-effects, for instance, decreasing the national competitiveness. This paper aims to explore the problems of side-effects of deconcentration policies based on the Systems Thinking approach. On the Systems Thinking approach basis, this paper analysed the policy side-effects placed the focus on intended feedback loops and unintended feedback loops of the deconcentration policies.

Environmental Policy and the Political Economy of Energy Subsidies (환경정책과 에너지보조금의 정치경제)

  • Industrial groups (representing the polluters) and environmental non-governmental organizations (representing the victims) respond differently to various environmental policy instruments. As the affected group's power is large either politically or economically, it is unlikely that a single instrument will be actually selected despite being effective or efficient because of the high political costs associated with it. In this paper, we focus on the political role that energy subsidies play in creating a compromise between energy consuming polluters and victims of pollution. The use of a Dolbear (1967)'s triangle Edgeworth box model makes it possible to examine how policy selection affects the income distribution and welfare levels of two groups. The effects of a single policy instrument of either direct regulation or tax are compared with those of a policy mix that includes energy subsidies. We found that the addition of energy subsidies would increase the chance of compromise between polluters and victims.

  • This study aims to investigate the safety instrument to prepare the policy alternative for social web-board game which will be developed to base on social network in the future although social casino game is not available in Korea now. We reviewed several literature about responsible game system applied to especially U.S. New Jersey, responsible gambling system acted in the being advanced all countries. Game experts built up user protection model as previous work to prepare the law and policy which such a responsible game system will apply for current web-board gaem and future social casino game. As a result, this research revealed that standard of judgement which can identify four kind of addiction danger user group are raised. We expect to help this user protection alternative to provide the law and policy instrument for future social casino game and complement the problem of current web-board enforcement.

Diffusion of Science Culture in terms of Science Shops (사이언스 숍을 중심으로 한 과학문화의 확산방안)

  • Korea has accomplished remarkable economic growth based on the accumulating technological capability. Science and Technology policy aiming at quantitative growth has concentrated on S&T hardware infra-structure construction but it overemphasizes technological factors. This policy has not sufficiently reflected social and cultural elements that should be incorporated in S&T development process. Therefore many experts have been emphasizing the importance of science culture as an important ingredient of S&T policy. This paper aims at investigating how science culture could be diffused. Nowadays, many countries have a strong interest in science shop as an important instrument of science culture. Science shop, however, has been activated in European area so it is not familar to Korea. However there are already a few science shops in Korea. In this paper, we will investigate the Korea science shops. In particular, we will analyze the current status, organizational structure and problems of Korea science shops. we will draw some important policy implications to activate science shops and to strengthen S&T policies in Korea.

Analysis of Dollarization Hysteresis among North Korean Consumers

  • This paper quantitatively analyzes the current status of North Korean consumer payment instruments through a questionnaire survey of 292 North Korean defectors. In the 2010s, it was found that the payment experience ratio of domestic currency cash and grain decreased, while the payment experience ratio of foreign currency cash increased. The use of foreign currency reached a stage where it was spread not only as a store of value but also as a medium of exchange. However, the most frequently used payment instrument by North Korean consumers was still domestic currency cash. By region, in inland urban areas both domestic currency cash and U.S. dollars are used and in the North Korea-China border region both domestic currency cash and Chinese yuan are used, while in inland rural areas dollarization does not occur because both domestic currency cash and grain are used. Meanwhile, despite the stable price trend during 2013-2019, the dollarization hysteresis effect is appearing, and both the purchasing power risk theory and the network externality theory are considered to have explanatory power for the cause. The results of this paper suggest that as dollarization is intensifying, it is expected that more costs such as shortages of commodities will be incurred than in the past if North Korea's de-dollarization policy is reimplemented. Also, in the case of domestic currency cards, which the North Korean authorities introduced in 2015 as part of a means of financial reform, this paper suggests that it may continue to be difficult for domestic currency cards to normalize official finance under the dollarization hysteresis.

A Study on the Development of the Korean Breastfeeding Empowerment Scale (모유수유 임파워먼트 측정도구 개발)

  • Purpose: The purpose of this study was to develop an instrument to measure breastfeeding empowerment for the Korean mother, and to test the validity and reliability of the instrument. Method: The items of instruments used was based on literature review. Nineteen item scales were developed with five domains. In order to test reliability and validity of the scale, data was collected from 99 mothers who were within 4weeks, postpatum and 88 mothers who had had children within 1 year. Data was collected between September 2nd and 24th by a self-reported questionnaire. Result: The results were as follows: As a result of factor analysis three times, 19 items were selected from the total of 24 items. Five factors evolved by factor analysis, which explained 65.7% of the total variance. The first factor 'breastfeeding skill' explained 34.1%, the 2nd factor 'group empowerment' 10.6%, the 3rd factor 'breastfeeding will' explained 7.8%, the 4th factor 'social policy empowerment' 7.0%, and the 5th factor 'adherence to exclusive breastfeeding' 6.2%. Cronbach's alpha coefficient of this scale was .8781. Conclusion: The study supports the reliability and validity of the scale. Because the main concept of breastfeeding empowerment was breastfeeding skill, there were distinct differences in the dimensions of breastfeeding empowerment scales.
