Community Development and Economic Welfare through the Village Fund Policy

  • This study aims to investigate the implementation of village fund (VF) policy in Indonesia by addressing the following issues: (1) what is the VF policy; (2) factors that support and hinder policy implementation; (3) impact of policy implementation; and (4) model for implementing village fund policies that can improve community welfare. Through a descriptive qualitative-based approach, several indicators are measured, namely, the substance of implementing rules, the results of project implementation, supporting and inhibiting factors for policies, participation factors, and the impact generated by village fund policies, which include social and economic effects. The extraction of this information and indicators will lead this study to produce ideal models and propositions for quantitative confirmatory research as a future research agenda. This study was conducted in two villages (Mojomulyo and Tambakromo) in Pati District, Central Java, Indonesia. Data collection model using interviews and observations from all actors who play a role (e.g., village government, village supervisory agency, and community). The study results show that policies have been implemented by normative rules; there are several supporting and inhibiting factors both internal and external. The study results also confirm the relevance of the articulated theory and some comprehensive input to our study.

국민건강증진기금 현황 (Current Status of National Health Promotion Fund in Korea)

  • The National Health Promotion Fund has grown as the increase of tax on tobacco consumption, but more than half of the fund was spent on health insurance supporting. It is important to use the fund appropriately to keep legitimacy and sustainability of health promotion. Therefore, services regarding health promotion should be a priority in spending health promotion fund, and operation system should be established to manage and administer the fund properly.

국민건강증진기금 운영과 개선방향에 대한 전문가의 인식 (Experts View and Recommendation for Management and Operation of National Health Promotion Fund)

  • Objectives: This study was to examine the experts perception on the operation of the national health promotion fund and related policies, and to obtain the perspective on the improving governance of the fund. Methods: Experts opinion survey was recruited 120 experts who were public health officials, and members of board in academic societies related to health promotion and health policy, and 60 experts participated in the survey. Results: Most health care experts agreed that the current allocation of health promotion fund was not optimal with its lack of allocation on promoting healthy lifestyle and R&D for health promotion, while the majority of the fund was being spent on supporting national health insurance. Thus, establishing governance system and control tower for the fund was viewed as critical. Also the status of deliberation committee should be raised to higher position where it can hold practical authority to plan and evaluate fund spending. Conclusions: The priority of health promotion fund spending should be more on improving health such as modifying life-style and spreading healthy habits, rather than on disease management or subsidizing health insurance. It is recommended that change from to environment in health promotion policy regime is required to establish effective governance system for the fund operation.

한국영화 제작자본에 대한 영상전문투자조합 정책의 기여도 평가 (An Evaluation on the Audio-visual Investment Fund's Contribution to Korean Film Production Capital)

  • 본 연구는 정부의 금융지원 정책인 영상전문투자조합이 한국영화 제작자본 조달에 기여한 정도를 평가하였다. 영상전문투자조합 정책은 1999년 중소기업청과 2000년 영화진흥위원회의 출자로 시작되었고, 이후 한국영화 제작비뿐만 아니라 문화산업 분야의 창업 초기기업과 프로젝트의 중요한 자본조달 구조로 발전하였다. 하지만 한국 영화산업의 관점에서 영상전문투자조합의 정책성과를 평가할 수 있는 기초자료가 기관별, 시기별로 산개해 있어서 일관적인 지표를 산출하기 어려웠다. 이에 본 연구는 해당 기관들의 자료를 재구성하여 1999~2017년까지 공적 출자를 통해 결성된 영상전문투자조합의 신규 결성규모, 공공 출자비율, 한국영화 투자편수 및 투자금액, 공공 출자금 및 결성액 대비 투자승수, 청산조합 수익률 등의 지표를 산출하였다. 이를 통해 영상전문투자조합 정책이 한국 영화산업의 성장에 기여한 성과를 평가할 수 있는 기초적인 토대를 제공하고자 한다.

의료보장정책의 형성과 문제점 (Policy Formulation of Health Insurance and Its Problems in Korea)

  • Korea's social health insurance system was introduced in 1977, which has made a universal coverage possibly by July 1989. Korean government had pursued a single objective for the last decade to put the whole population under the coverage of medical security, and the objective was achieved within 12 years. The rapid accomplishment is primarily due to such factors as limited benefits, high copayment rate, low contributions as well as rapid economic growth. There are several sources of pressure for the implementation of social health insurance such as health professional group, labor unions, politicians, international organizations etc.. However it is important to look at the feasibility of social health insurance. Among other things, it is necessary to identify the administrative infrastructure of insurance system and to assess income for source of fund. As many developed countries, Korea began to apply health insurance to the employees of the large firms, and the expansion based on employment status. Thus the several funds system was inevitable according to the gradual expansion strategy. However many persons had criticized several funds system in respect with equity and efficiency aspects. In the short history of the Korean health insurance, whether one fund or sever or funds had been the most controversial issue. In Febrary 1999, the National Assembly passed the act of one fund system. From July 2000 separate funds will be unifed under new health insurance scheme. In this study we will analyze the policy making process on implementation, expansion and integration of health insurance system of Korea. And also analyse problems related to policy making.

사용자 주도의 개방형 혁신을 통한 국내 스타트업 대상의 정부 자금지원 개선 방안 제언: 신용보증기금을 중심으로 (Proposals to improve government funding of domestic start-up businesses through Living Lab: Focus on Korea Credit Guarantee Fund)

  • 본 연구는 신용보증기금이 지원하는 스타트업 기업들을 중심으로 정책자금 활용성 증대를 통한 경쟁력 강화 방안을 제시하고자 한다. 그래서 현재 신용보증기금은 스타트업들의 정책자금 활용성을 높이고 지원받는 스타트업들이 중장기적 경쟁력을 확보하기 위해 '사용자 중심의 정책자금 지원 모형'을 개발해야 한다. 국내 스타트업 기업들의 경쟁력 강화는 '사용자 중심의 정책자금 지원 모형'으로 개방형 혁신인 'Living Lab'을 통해서 새로운 혁신이 나타났다. 그렇지만 실제 사업화 단계까지 도달하지 못한 한계를 극복하기 위하여 본 연구에서 제시한 '사용자 중심의 정책자금 지원 모형'은 국내 스타트업 들이 실제 정책자금을 지원받는 주체가 되도록 하고, 또한 필요한 자금을 언제든 자유롭게 사용자 중심으로 자금지원 신청할 수 있도록 했다. 그래서 신용보증기금은 고객맞춤형으로 지원하게 되는 지원모델로서 '사용자 중심의 정책자금 지원 모형'을 제시하는데 의의를 가지고 있다. 그러나 중소기업들의 실제적인 상황 인식과 애로사항들을 모두 수용에 한계가 있기에 사용자 중심의 정책자금 지원 모형의 과학적 접근을 위하여 신용보증기금과 관련 지원기관 등이 스타트업의 정책자금 실태에 대한 체계적 분석이 필요하다.

지방자치단체 보건의료 사무의 세출예산 구성과 자체재원 비율 - 제주특별자치도 사례를 중심으로 (Proportions of non-matching fund by local governments and central government subsidies in local government health budget: focused on 2020 Jeju Self-Governing Province Budget)

  • Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.

  • 한국이나 미국 모든 지역에서 창업초기 투자가 활성화되고 이에 힘입은 엔젤투자가 급증하면서 엔젤투자의 투자와 전통적 VC 투자의 사이에 간극이 커지며 Series A Crunch 현상이 심화되고 있다. 따라서 엔젤투자의 투자와 전통적 VC 투자 사이에 존재하는 창업초기 투자펀드 캐즘구간(Series A Crunch)을 보완하며 양자 사이의 가교펀드(Bridge Fund) 역할을 하는 펀드에 대한 필요성이 증가하고 있다. 이에 본 연구는 국내외 Series A Crunch 개념과 현상에 대한 초래원인을 분석하고 이를 극복하는 Micro VC펀드의 도입방안에 대한 정책방안을 제시하였다.

Systems Thinking Perspective on the Sustainable Growth Strategy of Hedge Funds Market

  • This study explores hedge fund characteristics that affect hedge fund performance, namely, fund size, fund age, and performance fee. Previous studies have examined relationships between hedge fund characteristics and fund performance using singular and static thinking to report inconsistent findings without providing full understanding of the causal relationships among variables. To identify that comprehensive causal relationships between hedge fund characteristics and hedge fund performance, this research applies the system dynamics perspective, which allowed demonstration of the interactions within the overall system beyond the singular causal relationships between hedge fund characteristics and performance found in existing traditional research. This study contributes to existing literature in the following ways. First, it overcomes the limitations of singular research methodologies by looking at the integrated system of hedge fund characteristics and fund performance from a bird's eye view based on their dynamic feedback relationships. Second, policy suggestions in terms of regulation and education are presented as growth strategies for the sustainable development of the Korean hedge fund market.

융자성 기금관리를 위한 블록체인, 머신러닝 설계 연구 (Design Research of Blockchain, Machine Learning for the management of financing fund)

  • 정부는 국가정책사업의 원활한 수행을 위하여 국가재정법에 의거 융자성 기금을 운용하고 있다. 그러나, 기금운용절차와 기금관리 측면에서 기금의 오남용, 사후관리 미흡 등 문제점에 노출되어 있다. 본 논문 연구에서는 이러한 문제점을 해결하기 위해 Blockchain과 Machine Learning 등 Fintech 기술을 활용하였다. 기금운용절차는 Consortium Blockchain으로 설계하고, PBFT 협의 Algorithm과 Smart 계약을 적용하는 방안을 제시하였다. 기금관리는 Machine Learning의 Multilayer Artificial Neural Network Model을 활용하는 방안과 결과 값 해석모듈을 함께 제시하였다. 본 Fintech 기술 활용 방안을 도입하게 되면 기금대출의 투명성과 효율성 제고, 신뢰성 확보가 가능하고 정부의 기금제도 개선 및 기금정책 수립에도 기여 할 수 있을 것이다.
