Exploring Residential Street Environments through Walking Companions and Walking Speeds - A Case Study of Mang-won Neighborhoods with the Elderly Focus Group - (동행여부와 보행속도를 고려한 노인의 근린가로환경 이용특성 해석 - 망원동 사례조사를 중심으로 -)

  • This study was to evaluate the walking speed of elderly people by using the travel route big data collected by travel diary and smart phone application. We analyzed the change of walking behavior in the residential street environments of the elderly whether they had a company or not. We interpreted the meaning based on previous studies. In addition, the characteristics of elderly people's use of the residential street environment were analyzed by comparing the change in spatial speed according to the companion. The result reveals that the usage patterns of the residential street environments change depending on whether they were accompanied or not. First, the elderly tend to do more social activities while walking alone than when they were accompanied. When they were accompanied the social activities occur in empty lot near the residential area. However, the social activities of the elderly occur in open space such as neighborhood park or playground while walking alone. Finally, This study has strength that it empirically analyzes the elderly's walking behavior and usage paths in small outdoor spaces, including residential streets.

A Study on the Environmental Hazard Factors within Children's Play Facilities in Gyeonggi-do Province (경기도 내 어린이놀이터 환경유해인자 오염실태 연구)

  • Objectives: This study was performed to determine environmental hazard factors and provide more eco-friendly child activity spaces within children's playgrounds installed in Gyeonggi-do Province. Methods: Basic (XRF) and precise (ICP, UV) inspections were conducted. The test items examined were heavy metals and parasite eggs. As a sampling point, painted finish materials (180), synthetic rubber (50), and sand (50) were selected. Results: The total excess rate of heavy metals in the XRF was found to be 7.4% (17/230 points). In a comparison between the basic and precise inspections with 17 excess points, the concentration deviation between the two tests was found to be from 0.01 to 7.7 times, resulting in a large difference. Furthermore, all the excess samples were dual samples. However, the contribution rates of Pb and $Cr^{6+}$ to combined concentration were found to be 85.1 and 14.9% for basic inspection and 91.9 and 8.1% for precise inspections, so there is a similar tendency between the two tests. The excess rate of parasite eggs in sand was expressed at 6%. The excess rate of heavy metals in synthetic rubber was found to be 0%. Conclusion: The reliability of the XRF is low. However, considering the contribution rate of Pb and $Cr^{6+}$ between the two tests, it is likely to be applicable for screening. Dual samples provided high concentrations and excess samples and care should be taken when managing them.

The Fukushima Nuclear Disaster and Nuclear Safety Systems in Korea (후쿠시마 원전사고와 한국의 원전안전정책)

  • Exactly 25 years after the Chernobyl nuclear disaster, 11th of March 2011 the Fukushima nuclear accident occurred in Japan and was ranked at level 7 same to the Chernobyl. A Korean and Japanese joint civil survey was conducted around Fukushima on April 13-17. The radiation survey data clearly shows a large hotspot area between 20 km and 50 km radius north and west direction from the accident reactors, with the highest radiation recorded being 55.64 ${\mu}Sv/hr$ in the air, 99.89 ${\mu}Sv/hr$ in the surface air, and 36.16 ${\mu}Sv/hr$ in a car, respectively. 3.65 ${\mu}Sv/hr$ in the air and 6.89 ${\mu}Sv/hr$ in the surface air were detected at the playground of an elementary school in Fukushima City. Spring came with full cherry blossoms in Fukushima, but it was silent spring of radiation contamination. Interviews with Fukushima nuclear refugees reveal serious problems about Japanese nuclear safety systems, such as there was no practical evacuation drill within 1-10 km and no plan at all for 10-30 km areas. Several reforms items for Korean nuclear safety system can be suggested: minimization of accident damage, clear separation of regulatory and safety bureaus with a new and independent administrating agency, community participation and agreement regarding the safety system and levels, which is the major concern of 80% Korean. To tackle threats of nuclear disaster in neighboring nations like China, a new position entitled 'Ambassador for nuclear safety diplomacy' is highly necessary. The nuclear safety of Korea should no longer be the monopoly of those nuclear engineers and limited technocrats criticized as a 'nuclear mafia'.

  • This study aims to analyze the evaluation of the residential environment on the permanent rental housing in Busan. The Permanent Rental Housing policy is one of the special measures which contribute to getting the low-income urban dwellers settled in places of their own. Unfortunately the government has focused on expanding the quantity of housing even though housing doesn't mean just a physical object but the foundation of life. So the occupants who answered the survey lived in the permanent rental housing which were constructed by Busan Metropolitan Corporation. The purpose of the study is to give suggestions which can make up for dissatisfaction and apply preference of occupants based on the results of the research. The result of this study is in following; there were few significant managerial variables determinants of residential satisfaction. And significant variables are; position of rooms and bathroom facilities in internal building characteristics, color of apartment and playground in exterior building characteristics, commuting distance and viewshaft in locational characteristics. Therefore, the government needs to use cutting edge housing technologies aimed at improvement of residential environment and achievement of affordable expense simultaneously.

Physical Characteristics and the Utilization of Mixed-use Schools and Parks with Parking Facilities in Urban Residential Areas (도시 주거지 학교와 공원의 주차장 입체화 사례의 형태와 이용 특성 분석)

  • According to the change of the life environment and economic growth, the more highly a city has developed, the more concentrated is the urban function. That is, a city is required for adding more infrastructure. But, both limited land resources and financial problems made it impossible to add infrastructure. So, the necessity of multi-dimensional planning of urban infrastructure was recognized. Especially, in the urban residential area, a mixed-use of the playground of a school and the empty space of a park is desired to serve the issue of insufficient parking spaces. Schools and parks are closely connected to the center of a town, and playing a central role for the town life. For this reason, they are highly demanded in urban residential areas and also expected to be effective. However, we need to consider not only parking convenience but also the safety of users in design process, because people using parks and schools include young students and the elderly. In this study, we mainly examined physical characteristics and the utilization of schools and parks with parking facilities in urban residential areas. Then, we analyzed cases through comparing and evaluating in terms of convenience and safety. and weighed up advantages and disadvantages of each through the comparison of the schools and the parks having parking facilities. The results of this study are expected to provide fundamental references for preparing design standards for such facilities.

A Study on the Improvement in Spatial Planning of Orphanage Facilities (아동양육시설의 공간계획 개선에 관한 연구)

  • This study aims to propose the improvement direction of spatial organization of orphanage facilities by reflecting the international trend of child welfare facilities including 'enhancement of habitability', 'opening to the local community' and 'multi-functionality' on the basis of ideas of 'right of housing' and 'normalization'. Orphanage facilities are evolving from 'facilities' to accommodate unfortunate children to the concept of the 'community-care', and the residential space is also rapidly shifting to 'cottage' type resembling a residential type of ordinary family so as to enhance the self-esteem and relationship. To suggest the future-oriented changeability of current orphanage facilities, the present study conducted a nationwide survey of child welfare facilities and four Visiting researches of cottage type orphanage with different locations to investigate the appropriateness of housing type, organization of common use space, mode of management and facilities criteria. The results of this study are following: 1) For enhancement of habitability it is suggested that cottage type with various plans in the form of ordinary housing is appropriate, that the number of children per cottage is six or so, and that the number of less than two or three children per room is recommended. At the same time the adjustment of facilities criteria, simplified or complex, is suggested to support a similar residence pattern to ordinary home. 2) Specialized programs must be introduced to establish a base of welfare-network for community children according to features of location and a complex management must be sought in the connection with neighboring public facilities. 3) To secure the residential environment and quality of life for children, the concept of a simple playground space by the current facilities criteria must be broken away to reinforce the network of various outdoor spaces closely connected with living space.

Especially, In Urban residential area, in order to secure parking area, It is on the increase that mixed-use of the playground of school in the high density area and the empty space of park. School and park is closely connected with town community, playing a central role on town life. For this reason, they are highly demanded for providing space in the urban residential area and also expected to be effective. However, people using park and school are almost young students and the elderly, it needs to consider not only the parking convenience also the safety of users in design process. In this study, we analysed the physical characteristics and the utilization of mixed-use of school and park. and then evaluated the case in the point of convenience and safety. For this, first we selected the case among the sites constructed in seoul, and divided 2type of 'slope type' and 'flatland type'. The meaning of this study is to suggest elementary standards for design in the point of multi-dimensional land use planning.

Health Promotion Policy about Antismoking on Some Elementary.Middle.High Schools in Gangwon-do (강원도내 일부 초.중.고등학교의 금연에 대한 건강증진정책의 조사연구)

  • The purpose of this study was to investigate the current status of health promotion policies about antismoking, and the relationship between policy status, enforcement of smoking restrictions and perceptions of smoking behaviour among teachers. A representative sample of 173 teachers$.$school inspectors from 150 elementary$.$middle$.$high schools in Gangwon-do was surveyed during Gangwon-do Office of Education's antismoking and temperance training course in 2002 (response rate 60.7%). One staff member from each school was also analyzed regarding school antismoking polices for students and teachers in several locations within and outside the school building. The results showed that 118 elementary$.$middle$.$high schools (78.7%) had an antismoking policy and more schools had a written policy on student antismoking than on teacher antismoking. Most schools (92.4%) in the sample banned smoking by students, but 52 schools (44.1%) allowed smoking by teachers in restricted areas. However, teachers reported seeing smoking sometimes in the toilets (42.7%) or the playground (40.0%) among students and sometimes in the staff room (31.3%) or about every day on school premises (52.7%) among teachers. Irrespective of the type of policy or restrictions on smoking, the association between having a ban on student/teacher smoking and teachers' perceptions of student/teacher smoking in school was not significant. In conclusion, we suggest that most schools must have explicitly an antismoking policy on both students & teachers and enforce consistently a ban in promoting a healthy school environment(smoke-free schools).

A Preliminary Study of Licensing Facilitation Standards for Improvements in Quality for Childcare Centers (보육시설의 질적 향상을 위한 설치기준에 관한 기초연구)

  • This study examines the preliminary license and approval facilitation standards for improvements in quality for childcare centers focusing on the number of children, building space standards, facilities and equipment, and childcare program. Data from 48 caese was collected from childcare centers nationwide in Korea through a questionnaire and building plan. The first step for starting care licensing is to work out the ages and numbers of children within four or five age ranges. The second step is to work out the number of children as small, medium, or large considering staff to child ratios and building size. The Nnext step is to make a choice about childcare service quality classification as minimum, fair, or good, considering space requirements per child for the building, the classroom and the outdoor playground. The next step is to make a choice of space organization relating to service programs, considering the sleeping and eating area, indoor play area, toilet & washing facilities, classroom layouts such as cluster type, double zone type, single zone type, and others. Also, each room and entrance, office, kitchen, storage, laundry, teacher's area, and chilldren's area, need to be checked for space requirements and performances. The last step is to arrange the childcare program with the building and site plan. In conclusion childcare service quality will get better by upgrading of license regulation especially in minimum space requirements per child, corresponding with an increase in GNP and housing area per person. This is needed for childcare licensing in order to determine the quality level of childcare service.

Application of Culture Inclusiveness Concept for Hongdae-ap Case (홍대앞 사례를 통한 문화적 포용성 개념의 적용)

  • This study suggests a conceptualization model of 'cultural inclusiveness' organically connected to social inclusiveness, by expanding the implications of urban inclusiveness to the domain and relationship. Based on the process of necessity of relation, connection of space, and execution of act, the cultural inclusiveness could be connected to the formation of organic/learning relation, the creation of openness focusing on public space, and the practice of diverse subjects. Concretely, the concept of cultural inclusiveness is applied to the case of 'Hongdae-ap'. The recent Hongdae-ap is showing the value of coexistence such as the establishment of environment that could protect the diversity of individual subjects and groups(artists, residents, government officials, students, cultural activists, citizens, tourists, and etc.), the formation of public space such as 'Hongdae-up playground', 'pedestrian-friendly street', and 'Gyeongui-Line book street', social network service & horizontal network, and access.
