Study on Ship Safety Pilotage in Shanghai Harbour by Way of FSA

  • Ship Pilotage is one of the most important parts in the construction and development of Shanghai International Shipping Center as it has the fundamental function for the promotion and speed-up of the ship navigation and cargo operation. Recently, Shanghai Maritime University and Shanghai Harbour Pilotage Administration Station had carried out a research project of 'Study on Ship Safety Pilotage in the Shanghai Harbour by Way of FSA (Formal Safety Assessment)'. The aim of this project is to put out some proposes of the decision-making for the improvement of the safety pilotage in Shanghai habour through the way of the FSA. Now these proposes of the decision-making have been adopted and conducted in practice and satisfactory results have been achieved. In the paper, some detailed information, methods and ideas about this research project have been introduced and explained for improving the safety pilotage in Shanghai Harbour.

A Study on Hazards to Pilotage Safety in a Pilotage Area in the Busan Gamcheon Port (부산 감천항 도선구의 도선안전위해요소에 관한 연구)

  • Gamcheon Port, which is one of three major harbors in the Port of Busan, is being operated to load, discharge and transport a wide range of cargoes, including general cargo, fisheries, steel products, cement, etc,. The harbor, designated as a compulsory pilotage area, provides pilotage services in compliance with relevant laws and regulations for arrival and departure of vessels in the Gamcheon Port area. Some academic research on the marine traffic environment in Gamcheon Port has been conducted. However, the pilotage environment and hazards to pilotage safety in the port have yet to be studied. Therefore, in this research, the pilotage environment and hazards to pilotage safety were identified, and it was confirmed that there are hazards to pilotage safety, such as vessels installed poor facilities including damaged pilot boarding arrangements, vessels blocking pilot's view by her structures and fishing nets, vessels unable to communicate in English, vessels not following VTS's order. The hazards to pilotage safety were also stratified, and the importance of the hazards was verified in accordance with a survey based on Analytic Hierachy P rocess(AHP) for Busan Harbor pilots, and safety measures to secure pilotage safety were examined to secure the safety of vessels calling Gamcheon Port.

  • The purpose of this study was to propose appropriate requirements to obtain a pilot's license in order to improve the safety of pilotage related to a survey of experts involved with pilotage. The survey has been conducted by experts from stakeholders in various fields. To suggest requirements for the license, a hypothesis test has been conducted. It turns out that onboard experience with higher gross tonnage is eligible for pilot. Secondly, it is required to have onboard experience of more than one year as a captain, within 5 years from the date that the individual takes the pilot's written test, with 5 years onboard experience as a captain. Lastly, if personality and aptitude tests are added to the requirements to obtain a pilot's license, the safety of pilotage will increase rapidly.

  • An accident during pilotage may cause several problems such as crippling the harbour function, environmental disruption, loss of life. Since the pilot plays an important role in the safe operation of the port, securing their safety is directly connected to the vessel's safety coming into port in Korea. Pilotage service is offered on request without distinction of day and night. And traveling by helicopter and boarding/disembarking using a pilot ladder from and to a pilot boat have a high risk of falling into the sea. So, pilots can fall into the sea while boarding/disembarking from ship which can lead to serious injury by cardiac arrest. A number of pilots have died or severely injured due to fall from the pilot ladder during embarkation and disembarkation up to now. Current safety measures at embarkation and disembarkation required by pilotage act and IMO resolutions could not prevent all the pilot related accidents. Therefore, to prevent pilot accident during boarding/disembarking from ship, it is necessary to include safety training requirement for new pilots under the requirements for licensing of pilotage act. It is also necessary to compel pilots to take necessary personal protective equipment when they use a pilot ladder. In addition, the placement of emergency kit on pilot boats and first-aid training are required in order to deal with emergency situation promptly.

A Study on the Establishment of Specific Traffic Safety Areas at Pyeongtaek Port (평택항 교통안전특정해역 설정에 관한 연구)

  • This study expresses the necessity of recognizing Pyeongtaek Port as a specific traffic safety area to ensure the safety of the vessels that navigate there using quantitative data. The number of foggy days, pilotage distance, the number of large vessels and the number of fishing vessels that traveled between Pyeongtaek Port and 6 ports chosen as comparative study objects were compared and analyzed. The results showed that Pyeongtaek Port was more frequently affected by restricted visibility. With these perverse conditions, Pyeongtaek Port has a longer pilotage distance than Busan, Busan Newport, Ulsan or Pohang Ports by as much as 3.5-6 times. Especially from May to July, when fisheries were most functional, large vessels were required to navigate in an opposite direction to avoid 35 fishing vessels that were observed, creating an increased possibility for collisions among vessels. Therefore, the navigational safety of Pyeongtaek Port should be further secured by defining the approaching waters as specific traffic safety areas, giving large vessels legal priority over fishing vessels.

  • To accurately forecast the supply and demand of harbor pilots, it is necessary to derive the determinants of demand because they are directly linked to securing the safety of ships and ports. The securing of an appropriate numbers of harbor pilots can create conflicts of interest among the pilots, the Ministry of Oceans and Fisheries, and users of pilotage services as it is also a matter directly related to harbor pilots' income. Therefore, a measure is needed to ensure a suitable number of pilots can be maintained, through which high quality pilotage services can be provided. This can be achieved by deriving reasonable determinants for estimating and forecasting demand, which satisfy all stakeholders involved in pilotage service. To reveal the challenges posed by the current determinants regarding the demand for harbor pilots used by the Central Pilotage Operation Council, and arrive at solutions, this study derived three determining factors, namely the total annual average piloting time, the average working hours of pilots, and the current number of pilots. These were used to determine the demand for harbor pilots. This study used a survey and analysis of current determining factors, a questionnaire survey administered to the interested parties, a case study of selected countries, and so on, as the research methodology.

Study on the Improvement of Maritime Pilot Certification System (도선사 자격증명제도 개선 방안)

  • A person who intends to become a maritime pilot shall have sea experience as a master, pass the apprentice pilot test and pilot test, and obtain a license from the Minister of Oceans and Fisheries. In Korea, the government limits the number of pilot licenses, considering the demand for pilotage. An inherent problem exist in the apprentice pilot test system as it conducts a relative evaluation based on test scores without an absolute evaluation standard. The purpose of this study is to identify problems of the current pilot test system and to suggest ways to improve the pilot certification system. In this study, the history of amendments of the pilot certification system in the Pilotage Act was investigated, and implications were derived by examining international standards for pilot certification, and a survey was conducted on 77 incumbent pilots. Consequently, a plan to improve the domestic apprentice pilot test and a step-by-step implementation plan for pilot certification system improvement were presented. The results of this study are expected to be utilized not only for the development of the government policy on pilot certification and for related academic basic data.

System-Theoretic View of Marine Pilotage Accident in Busan New Port

  • A contact accident with gantry cranes involving the container ship MV Milano Bridge in Busan New Port took place on 6 April 2020. The report concluded that the pilot unreasonably piloted the ship with impaired maneuverability and without a proper pilotage plan. Analyzing the entire system by CAST model gives a holistic approach in linking all the key components and their roles as well as violations that led to the accident, stepping away from placing the blame on only one component in the system. Furthermore, analyzing the accident as an system theory gives a clear overview of the relationships between system components and how these interactions led to the accident.

A Study on the Safety Measure for Mega Container Ships Calling at Busan New Port from the Perspective of Pilotage (도선 관점에서 본 초대형 컨테이너 선박의 부산신항 내 안전대책 연구)

  • With the removal of underwater obstacles in the Busan New Port, the water depth of the pier has been secured up to 17m, and the port authority is constantly responding to the trend of container vessels becoming larger. Also, in 2020, 24,000TEU class container ships are entering to the port, and it is planned to secure the depth in the port to 23 m later in line with this trend. Mega container ships must check in advance the factors to be considered depending on the situation at the time, and for this, it is judged that information sharing among stakeholders is necessary. In this paper, to understand the effect of the corresponding route because of the mega container ships, a transit safety evaluation was conducted based on statistical data on ship entry and departure and maneuver characteristics of corresponding ships. The result showed that the transit of the mega container ships has increased up to 8.4% comparing to the risk of 4,000TEU class container ships. Additionally, safety measures such as minimum safety depth and tug operation plans were presented by gathering opinions on operational characteristics from the perspective of pilotage for safe transit in the Busan New Port area. Through this, it is considered that it will be possible to contribute to the prevention of accidents when entering and leaving the Busan New Port.

A Study on Proper Harbor Pilot Demand Estimation for ensuring Port Competitiveness in Korea (우리나라 항만경쟁력 확보를 위한 적정 도선사 수요산정에 관한 연구)

  • In order to propose a realistic demand forecast for harbor pilots, define a direction for securing a supply of pilots for the betterment of national logistic services, and ensure the competitiveness of Korean ports, this study intended first to propose a new forecasting process for harbor pilot requirements through conducting analysis of determining factors affecting harbor pilot demand. Additionally, analyzing relevant previous studies allowed us to estimate the number of pilots required in the past and asses the studies limitations. Our second purpose was to propose a more stable allocation method among different pilot areas after forecasting the demand of harbor pilots until 2027 through application of the new forecasting process. From this application, the total number of pilots required was forecasted at 270, suggesting the total demand for harbor pilots will be increased by 7.57% compared with 251 pilots in 2018.
