Analysis of Component for Determining Illegal Gasoline (가짜휘발유 판정을 위한 성분 분석)

  • Petroleum is the most used energy source in Korea with a usage rate of 39.5% among the available 1st energy source. The price of liquid petroleum products in Korea includes a lot of tax such as transportation·environment·energy tax. Thus, illegal production and distribution of liquid petroleum is widespread because of its huge price difference, including its tax-free nature, from that of the normal product. Generally, illegal petroleum product is produced by illegally mixing liquid petroleum with other similar petroleum alternatives. In such case, it is easy to distinguish whether the product is illegal by analyzing its physical properties and typical components. However, if one the components of original petroleum product is added to illegal petroleum, distinguishing between the two petroleum products will be difficult. In this research, we inspect illegally produced gasoline, which is mixed with methyl tertiary butyl ether (MTBE) as an octane booster. This illegal gasoline shows a high octane number and oxygen content. Further, we analyze the different types of green dyes used in illegal gasoline through high performance liquid chromatography (HPLC). We conduct component analyses on the simulated sample obtained from premium gasoline and MTBE. Finally, the illegal gasoline is defined as premium gasoline with 10% MTBE. The findings of this study suggest that illegal petroleum can be identified through an analytic method of components and simulated samples.

Structural change and asymmetry analysis of petroleum product prices in Korea

  • This paper examines structural breaks and asymmetries of prices of four domestic petroleum products, i.e., gasoline, kerosene, diesel, and bunker-C, following the changes in the pricing policies pertaining to petroleum products in Korea from the government-controlled pricing system to the market pricing system. We use the monthly wholesale market price data for the sample period between July 1988 and December 2001. Using the four methods: the Chow test, the CUSUM/CUSUMQ tests, the Bayesian approach and the Dufour test, the structural behaviors of the petroleum product prices are examined. We found that structural change occurred in all petroleum products, with the exception of Kerosene, at the point of pricing policy change from government-controlled to the spot-price related pricing system. We, also conducted asymmetric analysis using the Borenstein, Cameron, and Gilbert (1997)'s model and found evidences of price asymmetry for all four product types, but in different pattern for each product.

Rapid Identification of Petroleum Products by Near-Infrared Spectroscopy

  • Near-infrared (NIR) spectroscopy has been successfully utilized for the rapid identification of six typical petroleum products such as light straight-run (LSR), naphtha, kerosine, light gas oil (LGO), gasoline, and diesel. The spectral features of each product were reasonably differentiated in the NIR region, and the spectral differences provided enough qualitative spectral information for discrimination. For discrimination, principal component analysis (PCA) combined with Mahalanobis distance was used to identify each petroleum product from NIR spectra. The results showed that each product was accurately identified with an accuracy over 95%. Most noticeably, LSR, kerosine, gasoline, and diesel samples were predicted with identification accuracy of 99%. The overall results ensure that a portable NIR instrument combined with a multivariate qualitative discrimination method can be efficiently utilized for rapid and simple identification of petroleum products. This is especially important when local at-site measurements are necessary, such as accidental petroleum leakage and regulation of illegal product blending.

석유제품 혼합판매 활성화 방안

  • Recently, the Korean government has announced a stream of countermeasures for stabilizing petroleum product prices. Especially, the Fair Trade Commission proposed a transaction guideline focusing on the petroleum-product blending. The main purpose of this study is to suggest the policy options to induce and promote petroleum-product blending. For this purpose, this paper describes the changes in domestic systems related to petroleum-product blending. In addition, it discusses the major topics for inducing and promoting petroleum-product blending. It would be prerequisites to alleviate or demolish the requirements of separate storage by supplier and exclusive dealing. These options would result in the price decreases at the stages of refinery and gas station. Due to the legal constraint of law revision, it should be also considered to increase more gas stations in wholesale marts and self or franchised independent gas stations.

Asymmetry Analysis on Petroleum Product Prices : An International Comparison (석유제품가격 비대칭성의 국제비교연구)

  • Since the liberalization of petroleum product prices in 1997, there has been persistent suspicion with regard to asymmetry in the movement of petroleum product prices in Korea. In particular, academics and consumer groups suggest that prices decided by refining companies and gas stations have moved asymmetrically compared with international petroleum product prices. The primary aim of this study is to determine, using the Error Correction Model, to perform multi-country asymmetry analysis including the United States, the United Kingdom, Germany, France, Italy and Japan. We shows that comparison of domestic prices with international prices in the six countries mentioned above revealed a fairly low level of asymmetry in those countries, although some asymmetry was found in some countries at various times within the period of analysis. To explain the different degrees of asymmetry between countries, this study looked at asymmetry in the United States, Germany and Italy and sought correlations between each country's oil industry structure and its level of competition.

국내 석유제품가격의 변동에 대한 소비자의 인식과 비대칭 분석 비교

  • This paper analyzed price asymmetry of domestic petroleum products by distribution stage. Analyzing the asymmetry by distribution stage, we can investigate the gap between analysis results and consumers' perception. For the first stage, we analyzed asymmetries between retail prices including tax and the spot prices of crude oil. The results show that retail price increases more quickly in response to the crude oil prices rise than to the crude oil prices fall as consumers' perception. For the second stage, we analyzed asymmetry of international petroleum product prices in Korean Won with the change in the crude oil spot prices. The results show that international petroleum product prices increase higher in response to the crude oil prices increase than to the crude oil prices decrease. For the final stage, we examined the asymmetry of wholesale price and retail price with the change in the international petroleum product prices in Korean Won. The results show that wholesale prices increase more quickly in response to the crude oil prices rise than to the international petroleum product prices fall. The retail prices, however, decrease more quickly in response to the crude oil prices fall than to the international petroleum product prices rise.

Study on Characteristics of Change of Physical/Chemical property of Refined Fuel Oil(Reduced-pressure) by Mixing with By-product Fuel Oil(No. 2) (부생연료유(2호) 혼합에 따른 정제연료유(감압)의 물성 변화 특성 연구)

  • In addition to responding to the environmental pollution caused by fossil fuels, the enforcement of Renewable Fuel Standard(RFS) system has increased the utilization of renewable energy such as refined fuels oil. The by-product fuel oil(No. 2) and the refined fuel oil(reduced-pressure) are strictly regulated by the domestic legislation and the chemical property changes of the refined fuel oil(reduced-pressure) mixed with the by-product fuel oil(No. 2) were analyzed. As a result of analyzing the physical properties of refined fuel oil(reduced pressure) obtained by mixing 1 : 1 of by-product fuel oil(No. 2), it satisfied the quality standards stipulated by the domestic Enforcement Decree of the Wastes Control Act. However, the results of the additional tests related to the fuel showed a high aromatic content. The high content of aromatic in a fuel is likely to cause the soot and ehaust emission gas during the combustion of the used equipment.

Interpretation of Contaminated Soil by Complex Oil (토양 내 복합유종에 의한 오염 해석 연구)

  • Over 30% of domestic soil contamination has occurred via petroleum products and complex oil. Moreover, contamination by complex oil is more intense than it is by a single petroleum product species. In this study, we analyzed sectional TPH (total petroleum hydrocarbon) pattern and sectional ratio of current domestically distributed petroleum products, such as kerosene, diesel, bunker C, and lubricant and complex oils, to determine pollution characteristics of the soil. In the TPH pattern, kerosene, which is a light distillate, had an early retention time, and lubricant oil, which is a heavy distillate, had a late retention time in the gas chromatogram. In addition, we obtained a complexly contaminated soil via diesel and lubricant oil from the Navy and inspected it for its ratio of complex oil species. The inspection results showed that this soil was contaminated with 85% diesel and 15% lubricant oil. The method developed in this study could be used to determine complex petroleum sources and ratios at sites with accidentally contaminated soil.
