Big Data Governance Model for Smart Water Management (스마트 물관리를 위한 빅데이터 거버넌스 모델)

  • In the field of smart water management, there is an increasing demand for strengthening competitiveness through big data analysis. As a result, systematic management (Governance) of big data is becoming an important issue. Big data governance is a systematic approach to evaluating, directing and monitoring data management, such as data quality assurance, privacy protection, data lifetime management, data ownership and clarification of management rights. Failure to establish big data governance can lead to serious problems by using low quality data for critical decisions. In addition, personal privacy data can make Big Brother worry come true, and IT costs can skyrocket due to the neglect of data age management. Even if these technical problems are fixed, the big data effects will not be sustained unless there are organizations and personnel who are dedicated and responsible for data-related issues. In this paper, we propose a method of building data governance for smart water data management based on big data.

  • This study, centered on public institutions that introduced and are using Knowledge Management System(KMS), is a study of affecting influence factors for utilization and satisfaction. In case of public institutions, they introduced in earnest knowledge management system starting second half of 1999 and most branches of the government such as Department of Defence, Ministry of Government Administration and Home Affairs and Ministry of Planning and Budget have laid the foundation and been managing the system. As a result understanding convenience and need of knowledge management system and awareness for importance of knowledge asset are proliferating. But there is a lot of difference in utilization of KMS by work unit and also can find that the difference exists among users in terms of satisfaction. This is expected as having influence from chief officer's concern, support of exclusively responsible personnel factor, whether education training was given, KM process support etc. for KMS. Therefore this study draws subordinate factors of organization characteristic, knowledge information characteristic, strategy characteristic as influence factors to KMS and analyzes how these subordinate factors influence utilization and satisfaction of KMS to suggest a way to catalyze knowledge management system in the future.

An Investigation into Improving the Quality of Modern Weapon System Software Products: a Case Study (현대 무기체계 소프트웨어 개발 사례 분석을 통한 품질개선 방안에 대한 연구)

  • As modern weapon systems have evolved into embedded software systems, the capability to develop, install, and maintain high-quality software products is becoming increasingly valuable in today's competitive aerospace and defense industry. It is desirable, especially for government-contracted projects whose end-users are military personnel, that specific types of software quality elements are assured early during product development; namely, functionality and usability. Motivated by this need to approach improving software quality from a user's perspective, this paper presents a case study that analyzes system-level software integration testing results for a weapon system indigenously developed in the Republic of Korea. Quantitative data, such as software defect ratios and configuration change rates, are computed to observe meaningful trends with respect to functionality - represented by tests designed to verify the system's electrical signal interfaces - and usability, which is evaluated in terms of how often the initial human-computer interface had to be re-designed. Insights gained from these exercises are subsequently presented as a set of "lessons learned" to take into account when developing new software items for complex weapon systems.

  • This paper is focused on the medical CRM system design for a hospital custom management. CRM systems provides information and seminars to whom are necessity. For this, priority retrieval and similarity retrieval are able to be in the personnel order and the regional. The customer receives the message which sends out from the hospital, The hospital manages the message which reveals a participation intention in the seminar at real-time. The hospital grasps the participation degree of the seminar where the customer will participate and manages the patients who participate to the seminar actively, and when the next seminar will be hold, we designed the system able to provide the service as early as possible.

  • In this paper, we introduce a RFIDbased real time air cargo monitoring system for cargo management in the air cargo terminal. In order to construct functional requirement and development framework,. we have analyzed the user requirements of cargo personnel of Incheon International Air Cargo Terminal. To find out the possibilities to adopt RFID in the cargo, we had benchmarked different RFID systems and also tested radio environment of the cargo. Based on the RFID system test and radior environment test, we developed a web based cargo monitoring solution which adopts EPC network and BPM solution with flexibility and expandability.

Innovative Strategies for Community Policing in Korea: Learning from Advanced Overseas Practices

  • This study aims to explore innovative measures for community policing activities of the Korean police in the context of the newly implemented autonomous police system and the increasing demand for community-oriented policing. By conducting an in-depth analysis of advanced community policing practices in the United States, Japan, and the United Kingdom, this research identifies key characteristics such as resident participation, communication, scientific crime analysis, and customized policing services. The study reveals the need for the Korean police to establish a collaborative governance system that actively involves residents, strengthen scientific policing capabilities utilizing advanced technologies, and provide policing services tailored to local characteristics. Organizational and personnel management reforms, including the substantiation of the local police officer system and the establishment of an institutional foundation for resident participation, are proposed. Furthermore, this study emphasizes the importance of developing a creative community policing model suitable for the Korean context, rather than directly transplanting overseas practices. Continuous research and efforts to build a new policing paradigm that reflects the changing social environment and policing demands are suggested. Ultimately, the success of community policing lies in the active participation and cooperation of all members of society, including the police, government, local communities, and residents.

  • The purpose of this study is to take a look at the cases on managing the senior human resources of business enterprises following the significant number of retirement of baby-boom generation and obligatory retirement age of 60 years of age and present the implication points in policies. With respect to the implication of the company, it would urgently require the introduction of programs with long-term point of view for career management strategy from the time of employment to the resignation, settlement of company leave system called chulhyang, expansion of wage peak system, full-time job transfer support center within the enterprise for retirement management, expansion of various consulting, conversion of paradigm on senior human resource management of top management in the enterprise level. In the government level, it is considered as required for systematic supplementation of the chulhyang system, improvement of support system for employment encouragement fund, expansion of national work capability standard-based senior employment field as well as task development, support for innovation of personnel management system, supply of management manual and implementation of job transfer education for life-time conversion period in the government level.

Possible Ways to Make a Strategical Use of CRM for Facilitating Performing Arts (공연예술 활성화를 위한 CRM의 전략적 활용방안)

  • The purpose of this study is to explore possible ways to make a strategical use of CRM(Customer Relationship Management) for facilitating performing arts. In order to satisfy the purpose, this study investigated actual cases of CRM, primarily focusing on LG Art Center, one of representative performance venues in South Korea, and CREDIA, a performing art planning agency in South Korea. Here, it was found that LG Art Center operated its independent TMS(Theater Management System) and thereby could afford to successfully plan performing art programs on the basis of customer-oriented convenient ticketing system as well as a pile of customer information. On the other hand, CREDIA introduced advanced performance management system and has successfully attracted larger membership than before. Moreover, it organized specialized personnel in membership management and thereby could manage membership in systematic manner. And it was found that based on web log analysis, CREDIA developed a variety of products to comply with customer needs and thereby could realize higher returns and better customer satisfaction through cross-selling activities as well as performance ticketing. However, it was found that CREDIA still operated its membership system and mileage point system in stereotypes manner. Thus, it is required to operate differentiated membership system based on membership grades and diversify practical ways to save and use mileage points, so that CRM can be strategically applied to develop new audience and maintain loyal customers.

Hotel has more increase personnel expenses percents than increase sold price percents so that hotel reducing cook and as result, hotel has a problem from production selling of food service because that is insufficient of cook man power. On studying this research, an importancy of cusine department in inquire hotel and an efficiency man power control of cusine department influence on hotel marketing were made use of analysis for hotel kitchen management. The result of this study is like that. First, the quality of a hotel employee is directly related to that of hotel service, which is functioned as a principle factor on which success or failure of the hotel very largely depends. Second, fair evaluation of merits. Third, cognition for job as expert. Fourth, the roles and competences of the employees were affected much by the inner or outer environmental changes surrounding the hotel enterprises. Fifth, do not underestimate an intelligent ability and will power of employee, and hotel company have to manage that the employees consult themselves about their things of department and improve with the master sense for job. Sixth, pay increase and intensive system. This system can raise the will to achievement for employee's job, and company can get many benefits from government. Seventh, the employees should be encouraged to have memberships of academic organizations, to actively participate in academic meetings, workshops, conferences, and forums in the area of job performance.

  • From bar code systems and radio frequency identification (RFID) to beacons utilizing low power bluetooth technology, the fusion of information technology and health and medical treatment is spreading through advances such as automated treatment and examination stages and the use of treatment information connected to smart devices. In this paper, designed and implemented a mobile health care system for the safe management of blood transfusions to prevent accidental problems that can occur during patient blood transfusions. It makes safe and effective blood transfusion possible by using smart devices to read information saved on patient bracelets, blood-collecting containers, blood transfusion bags, and medical personnel identification cards so that they match patient information. By applying the blood transfusion management mobile health care system presented and implemented in this paper to blood transfusion processes in hospitals, it was verified that it allows for safe and effective blood transfusion, preventing accidents which may occur in blood transfusion processes.
