  • This paper has examined the current status of Korea's welfare policy and asserts the necessity of artist classification by types of employment, dividing them into those who have irregular jobs and those who are in permanent positions, focusing on filmmakers. Furthermore, it has looked into the certification policy for artist welfare support that is currently in action. In conclusion, this paper discusses the certification and suggests implementation methods for "Artist Welfare Card" in expectation of future activation of Artist Welfare Support Project.

  • 'JOBLESS GROWTH' is a word to explain the world's common problem of unemployment. But, 'highly educated youth unemployment' is the unique condition that Korea society is facing. In this paper, we determine the cause of the problem with causal loop diagram and reach the conclusion. It is the paradigm to be highly educated person and that paradigm became permanent after the Korean War. People think that only highly educated person can bring wealth and honor, so they spend much money for their children's private education to enter university. Though young people receive bachelor's degree, they spend much money to get job. To solve these problems, this paper suggest three solutions. The first is to shift the paradigm to be highly educated person. The second is to expand the opportunities of public education as education system of Finland. And the third is to support the youth aptitude.

  • Purpose: The aim of this study was to provide a person-job fit as the basis for a better job environment and human resource development by examining the causal relationships with the perceived organizational support and job satisfaction of 45 public health center nurses located in Gyeonggi Province. Methods: Frequency analysis, factor analysis, correlation analysis, path analysis, mediating effect, and moderating effect were verified for use by SPSS & AMOS 22 ver. to target to nurses located in Gyeonggi Province. Results: First, the person-job fit has a positive effect on the perceived organizational support and job satisfaction. Second, the perceived organizational support has a partial mediating effect. Third, there was no difference in verifying the moderating effect of full-time public servants and temporary public servants. Conclusion: This study examined the relationship among the person-job fit, job satisfaction as an organizational effectiveness, and the perceived organizational support of mediated effect for nurses working at public health centers. The nurses in government service containing permanent and temporal employees was the adjustment effect. The analysis results showed that the ability of public health center nurses to perform tasks related to person-job fit and the ability of the individual to perceived organizational support was high. In addition, and the job satisfaction was good.

  • This paper proposes a user mobility management scheme which supports seamless service even if a user changes his accessing terminal in service in IP-based convergence network. Most of ongoing researches concerning mobility management as well as the existing mobility schemes have been focused to support terminal mobility. It is limited to support a variety of mobility types such as user mobility. The proposed scheme uses the mapping relationship between UID(User Identifier), user specific identifier and TID(Terminal Identifier), specific terminal identifier and forms packet address with user specific permanent 3 layer address for session continuity in case of user mobility. We numerically analyze and compare handover signaling cost between the existing user mobility scheme and the proposed scheme. The result shows that the proposed scheme has lower handover signaling cost than the existing one, [1].

  • Is it lawful to withhold or withdraw life-sustaining treatment applied to a patient in a terminal condition or permanent unconscious condition? In Korea, there are no such laws or regulations which control affairs related to the withholding or withdrawal life-support treatment and active euthanasia as the Natural Death Act or the Death with Dignity Act in the U. S. A. And in addition there has had no precedent of Supreme Court. Recently Supreme Court has pronounced a historical judgment on a terminal care case. The court allowed the withdrawal of life-sustaining treatment from a patient in a permanent unconscious state. Fundamentally the court judged that the continuation of that medical treatment would infringe dignity and value of a patient as a human being. And the court required some legal grounds to consider such withdrawal or withholding of medical care lawful. The legal grounds are as follow. First, the patient is in a incurable and irreversible condition and already entered a stage of death. Second, the patient executed a directive, in advance, directing the withholding or withdrawal of life-support treatment in a incurable and irreversible condition or in a terminal condition. Otherwise, at least, the patient's will would be presumed through his/her character, view of value, philosophy, religious faith and career etc. I regard if a patient is in a incurable and irreversible condition or in a terminal condition, the medical contract between a patient and a doctor would be terminated because of the actual impossibility of achievement of it's purpose. So I think the discontinuation of life-sustaining care would be legally allowed without depending on the patient's own will.

Factors Affecting Spiritual Well-being in Underprivileged Older Women Living Alone (취약계층 독거 여성노인의 영적안녕 영향요인)

  • Purpose: This study was done to identity the spiritual state of elderly women who live alone, and factors which affect their spiritual well-being. It was a predictive study using correlations. Methods: Data were collected to identify spiritual well-being of underprivileged older women who live alone and their demographic characteristics, activities of daily living, social support, self-efficacy, and health promotion behavior. Participants were 210 underprivileged women, over 65 years of age and living in permanent-rented apartments in Kyonggi Province. Collected data were analyzed using Pearson correlation coefficients and stepwise multiple regression analysis. Results: Scores for spiritual well-being were higher than the medium, 3.77, out of a possible 6. Health promotion behavior (${\beta}$=.22, t=3.51, p=.001), religion (${\beta}$=.38, t=7.95, p<.001), self-efficacy(${\beta}$=.25, t=4.63, p<.001), social support received (${\beta}$=.23, t=3.96, p<.001), length of time living alone (${\beta}$=.12, t=2.51, p=.013), and age (${\beta}$=.11, t=2.24, p=.026) were significant factors affecting spiritual well-being. Conclusion: The result of the study indicate that to enhance the well-being of underprivileged elderly women, it is necessary to increase health-promotion activity rates and identify mediation strategies to promote social support and self-efficacy.

Permanent Support for Tunnels using NMT

  • Key aspects of the Norwegian Method of Tunnelling (NMT) are reviewed. These include a predictive method of support design using the six-parameter Q-system of rock mass characterisation. The rock mass rating or Q-value is updated during tunnel driving. The designed tunnel support generally consists of wet process, steel fibre reinforced shotcrete combined with fully grouted, untensioned rock bolts, Even in poor rock conditions S(fr) + B usually acts as the final rock reinforcement and tunnel lining. Since it is a drained lining, it is very economic compared to cast concrete with membranes. Light, free-standing steel liners are used to prevent water affecting the runnel environment. Rock mass conditions, and hence lining design and cost estimation can be assessed by careful use of seismic surveys. Relationships between the P-wave velocity, the rock mass deformation modulus and the Q-value have recently been established, where tunnel depth, rock porosity and the uniaxial compression strength of the rock are important variables. The rock mass modulus estimate, and simple index testing of the joints, provide the key input which joints are discretely represented (either in two dimensions with the UDEC code or in three dimensions with the 3DEC code) is generally favoured compared to continuum analysis. The latter may give a misleading impression of uniformity and deformations tend to be understimated. Q-system NMT designs of S(fr) + B (fibre reinforced shotcrete and bolting) are numerically checked and adjustments made to bolt capacities and shotcrete thickness if overloading is evident around the modelled profile.

Spurious Mean-Reversion of Stock Prices in the State-Space Model (상태-공간 모형에서의 주가의 가성 평균-회귀)

  • In order to explain the U-shaped pattern of autocorrelations of stock returns i.e., autocorrelations starting around 0 for short-term horizons and becoming negative and then moving toward 0 for long-term horizons, researchers suggested the use of a state-space model consisting of an I(1) permanent component and an AR(1) stationary component, where the two components are assumed to be independent. They concluded that auto-regression coefficients derived from the state-space model follow a U-shape pattern and thus there is mean-reversion in stock prices. In this paper, we show that only negative autocorrelations are feasible under the assumption that the permanent component and the stationary component are independent in the state-space model. When the two components are allowed to be correlated in the state-space model, we show that the sign of the auto-regression coefficients is not restricted as negative. Monthly return data for all NYSE stocks for the period from 1926 to 2007 support the state-space model with correlated noise processes. However, the auto-regression coefficients of the ARIMA process, equivalent to the state-space model with correlated noise processes, do not follow a U-shaped pattern, but are always positive.

  • This paper presents modeling and control for the emerging IGBT converter-based high-voltage direct-current system (IGBT-HVDC). This paper adds to the representation of the IGBT-HVDC system in the dq-synchronous reference frame and its decoupled control scheme. Additionally, since the IGBT-HVDC is able to actively support the grid due to its capacity to control independently active and reactive power production, a reactive power control scheme is presented in order to regulate/contribute to the voltage at a remote location by taking into account its operational state and limits. The ability of the control scheme is assessed and discussed by means of simulations using ahybrid power system, which consists of a permanent magnetic synchronous-generator (PMSG) based wind turbine, an IGBT-HVDC, and a local load.

TREATMENT OF PERMANENT FIRST MOLAR BY MODIFIED HALTERMAN APPLIANCE (Modified Halterman Appliance를 이용한 제 1대구치 이소맹출의 치험례)

  • Ectopic eruption is defined as abnormal eruption and results in malpositioned teeth and abnormal root resorption of adjacent teeth. Ectopic eruption, first reported by Chapman, occurs in 3% of the population and that mostly in the maxilla. Etiologic factors include narrow maxilla, large maxillary teeth, retarded calcification of the first molar, inclined eruption path of the first molar and retruded position of the maxilla. Impaction of the second molar is rare and occurs mostly in the mandible. Major causes are large teeth and insufficient arch length. Halterman has devised a method of distalizing a ectopically erupting first molar by cementing a band on the second deciduous molar with a hook soldered and a button bonded to the occlusal surface of the first permanent molar. Ectopically erupted posterior teeth should be treated early to maintain normal development of the dentition, harmony of facial growth and occlusal support, a failure to do so could result in severe malocclusion, periodontal damage and continued root resorption of the adjacent teeth. Early detection and treatment is thus vital. The author is submitting this report as he has obtained favorable results in treating a patient who came to the SNUDH Dept. of Pediatric Dentistry complaining of the first molar by using a modified Halterman appliance.
