An Empirical Simulation for the Relevance of Alternative Systems to Unemployment Insurance in Korea

  • Using the simulated data set which is based upon the data set merging Economically Active Population Survey(EAPS) and the Supplementary Survey (SS) in 1998-2001, this paper examines the relevance of alternative programs Unemployment Insurance Savings Account (UISA) and Pension-funded Unemployment Benefit (PUB) - to unemployment insurance system in Korea. Estimating the relative size of unemployment benefit and IA balance under a specific type of UISA or PUB by simulation, this paper yields the two main results. First, replacing UI by UISA with the same benefit being maintained would be beneficial in terms of search efficiency in general, although its effectiveness is a little doubtful as for the non-regular workers. Second, the PUB is better than UISA as an alternative to UI, and also works relatively well even for the non-regular workers.

  • In the past, social insurance premiums, such as national pension and national health insurance, is contained within the costs of construction projects, have been lowered due to price competition of companies participating in the bidding. The government is implementing the "Ex-post settlement system" to improve the problem. Therefore, the purpose of this study is to examine the concept of an Ex-post settlement system and background of its introduction and to identify problems in the management of the system. The problems of the Ex-post settlement system are: 1) avoiding the participation of construction workers, 2) the rigidity of the insurance premium settlement method in construction field, and 3) the cause of direct construction cost reduction. The ways to improve these problems are: 1) excluding social insurance premiums from construction project cost, 2) securing flexibility of the settlement method of insurance premiums in construction field, and 3) expanding the scope of persons eligible to participate in social insurance.

Analysis of mortality after death of spouse in relation to duration of bereavement and dependence relation between married couple -using married couples data from survivor's pension of National Pension Service- (부부의 사망시차 및 생존기간의 종속관계 분석 -국민연금의 유족연금 데이터를 이용한 연구-)

  • Many multiple life insurance products consider benefits that are contingent on the combined survival status of two lives. To value premiums of the insurance products accurately, we need to consider the impact of the survivorship of one life on another. To show a dependence relation between married couple, we calculate correlation coefficients by using married couples data from National Pension Service and the results show some positive dependence between them. Moreover, by analyzing the death after bereavement, we find a evidence that mortality rates increase after the death of a spouse and, in addition, that this phenomenon, the broken-heart syndrome, diminishes over time. The results of this study can support the method to calculate the premium of multiple life insurance reflecting more realistic joint mortality rates.

A Case Study on the Operation and Management Simulation of Pension Insurance House in Later Life : In the Case of Muju Rural Village (노후연금보험주택의 운영과 관리 시뮬레이션 사례연구 : 무주군의 전원마을 모델을 중심으로)

  • The purpose of this study was to resolve the issues of inferior housing environment and the population decrease in rural community by improving the environment and attracting urban inhabitants. A simulation on the costs and the local programs was operated from a point of view that Pension Insurance House with Long-term Lease and a plan for the program in connection with local resources should be accompanied to attract urban inhabitants. The study was carried out through mainly documents analysis and specialists' opinions. The simulation results are as follows. Firstly, the pre-existing rural housing development projects have only emphasized the hardware, while underestimated the post-management with operating programs. The software should be underlined when Pension Insurance House is developed. Secondly, as a result of the simulation on construction expenditure and the operating and maintenance cost for 30 years, about 82.3 million Wons are necessary residential expenses for 15 years per unit. Thirdly, in case of MUJU County, it has made the most of its pre-existing institutions. It's medical institutions provide medical care system with health education, facilities related leisure and culture offer recreational programs and the local community center and its program of each town helps new habitants adopt to the rural life. Additionally, the employment project of a local welfare center allow people living in a rural community to continue their careers with their talents and interests through local class programs for a life worth living. Lastly, guide for getting information of rural life, local community gathering and preliminary education should be carried out to reduce expectant tenants' incompatibility and assist them settle down early. The community program expansion is also required at the local government level.

A New Direction of National Pension System for Aging : Different age insurance premium rate and income replacement rate application (노령화로 인한 국민연금의 새로운 제도 방향: 연령별 차등 보험료율, 소득대체율 적용)

  • The fourth fiscal estimate of the national pension following the aging of the population and falling yields estimated that the fund ran out in 2057, three years earlier than the third fiscal calculation. Accordingly, the government proposed a plan to immediately raise the insurance premium rate by 2 percent and maintain the income replacement rate by 45 percent, and to reduce the income replacement rate by 40 percent in 2028. In this form, increasing premiums and reducing income replacement rates will allow younger generations to sign up differently from existing subscribers, who previously had higher income replacement rates at lower rates. Therefore, the study aims to ease the burden on the elderly and younger by applying different insurance rates and income replacement rates for different ages.

The reality of benefits for retirement and the measures for annuitization of the occupational pension (퇴직급여 현황과 퇴직연금의 연금화 방안)

  • The purpose of this paper is to investigate the reality of the occupational pension and suggest annuitization over a lifetime of the occupational pension for the purpose of securing income after retirement. A survey and the empirical analysis such as regression and crosstabulation analysis are employed. An research on a case study of an advanced countries is also conducted. The crosstabulation analysis shows that the post-retirement amenities of the self-employed person and the lower income bracket are serious. Individual retirement pension is suggested for the self-employed person and Riester Pension in Germany is recommended for the lower income bracket. The cases in Australia and the UK are useful for annuitization over a lifetime of the occupational pension.

  • In the financial industry, the decision tree algorithm has been widely used for classification analysis. In this case one of the major difficulties is that there are so many explanatory variables to be considered for modeling. So we do need to find effective method for reducing the number of explanatory variables under condition that the modeling results are not affected seriously. In this research, we try to compare the various variable reducing methods and to find the best method based on the modeling accuracy for the tree algorithm. We applied the methods on the pension insurance of a insurance company for getting empirical results. As a result, we found that selecting variables by using the sensitivity analysis of neural network method is the most effective method for reducing the number of variables while keeping the accuracy.

The Analysis of the Herding Behavior of Korean Institutional Investors: Evidence from the Intraday (일중거래자료를 사용한 기관투자자 군집거래의 분석)

  • There are many literatures about the herding behavior of institutional investors but there is lack of literatures about the relation among several investor groups consisting of institutional investors. So we investigate the relation among sub-institutional investor groups like bank, insurance companies, pension funds using KRX intraday trading data of 2009. As the result, we find that foreign, individual, and securities firm investors trade in the opposite direction of other investor groups including pension funds. And pension, insurance, asset management, private equity funds, other companies, government, and banks are cross-mimicking each other, so we conclude that these investors make herding behavior. In 2009 institutional investors except securities firms make herding in a short period, and insurance, asset management, pension funds and other companies make herding and self-mimicking in all period, but there is no herding and mimicking after foreign investors.

The Excluded from Public Pension : Problem, Cause and Policy Measures (공적연금의 사각지대 : 실태, 원인과 정책방안)

  • As National Pension Scheme for all nation complete in 1999 through expanding application in cities, the public pension including Public Occupational Pension became main axis of old-age income maintenance. After 4years since then, now, it is only half of total National Pension insured persons who have been qualified to receive pension through participate and contribution. The other half of National Pension insured is left the excluded from public pension. This paper is intended to identify scale and characteristics of the excluded from public pension and to analysis its cause, and to explore policy measures for solving the excluded's problem. for current recipients over 60 years old generation, the its excluded's scale is no less than 86% of the old over 60 years. The probability of getting in the excluded is high in case of old elderly and female for current elderly generation. For future recipients 18-59 years working generation, the its excluded's scale is no less than 61% of the 18-59 years total population. The probability of getting in the excluded is high in case of 18-29 years and female for current working generation. As logistic regression analysis determinant factor of paying or not pension contribution for future recipients, it appear that probability of getting in the excluded for current working generation is high in case of younger old, lower education attainment, irregular employee, working at agriculture forestry fishery sector, construction sector, wholesale retail trade restaurants hotels sector, financial institution and insurance real estate renting and leasing sector in comparison with manufacturing sector, occpaying at elementary occupation, professionals technicians and associate professionals, sale and service workers, plant machine operators and assemblers, legislators senior officials and managers in comparison with clerks. The Policy measures for the current recipient old generation have need to reinforce supplemental role of Senior's pension(non-contribution pension) until maturing of public pension, because of no having chance of public pension participants for them. And the Policy measures for the future recipient working generation have need to restructure social security fundamentally corresponding with social-economic change as labour market and family structure etc. The pension system has need to change from one earner one pension to one citizen one pension with citizenship rights. At this point, public pension have need to manage with combining insurance's contribution principle and citizenship principle financing by taxes. Then public pension will become substantially universal social network for old-age income maintenance and we can find real solution for the excluded from.

Effects of Household Type by Public Pension Income Level on Life Satisfaction (공적연금소득을 통한 가구형태가 삶의 만족에 미치는 영향)

  • Objectives: This study aimed to analyze the factors influencing the life satisfaction of retirees(n=1,919) in one-person and multi-person households using the 2015 wave of the Korean Retirement and Income Study, collected by the National Pension Service. Methods: Frequency analysis and χ2-test were performed to examine the general characteristics and relation between one-person and multi-person household retirees. Logistic analysis was conducted to examine the factors affecting life satisfaction. Results: Public pension income was a statistically significant factor affecting life satisfaction, economic, health, and life in multi-person households. Conclusions: To improve life satisfaction after retirement, selective insurance benefits are needed depending on the type of household. Moreover a policy for expanding labor market participation is needed.
