The Effects Analysis and Model Project on Speed Management in Commerical Area Street (상업지역 생활도로 속도관리 시범운영 및 효과분석)

  • The main purpose of this paper is to apply Zone 30 system which is being experimented in advanced country for the solution of controlling the residential street's speed to our country with the consideration of the real condition of our street and traffic and to run this system as an example to analyze the effect and at the same time, analyze the problem and get appropriate preparation for this system to be widespread. The area to run this model project is Goyang City Ilsan-Gu.($0.65km^2$) which is close with the commercial area reflecting the opinion of experts and an on-site verification by the National Police Agency T/F and is having a heavy pedestrian traffic and the risk of pedestrian accident. Firstly we defined residential street and residential street area to review the system and devided the residential street type to establish a plan of operation. Afterwards, we thoroughly examined the model project area and analyzed the problem and solution. We finally completed establishing a facilities by conference with a local autonomous entity with the improvement of facility's sketch at the analysis of the model project area. The result of effects analysis which we devided after and before of establishment is that vehicle speed be reduced 5~15km/h, and traffic accidents has decreased by 24 percent.

A Study on the Safety Assessment of Elementary School Environment in Korea (우리나라 신도시 초등학교의 통학로 안전환경 비교분석에 관한 연구)

  • The new town was assumed that there is a difference between the country's elementary school environment. First, given the important elements of the school safety plan in order to verify this, and we plan to set up each of these elements by safety criteria. In the second chapter in order to achieve the objective of this study was to develop indicators to evaluate the safety of the school environment influences the safety of the school environment through the theoretical consideration. In Chapter 3, the difference in safety through the new elementary school survey of metropolitan areas was given a score per item per item depending on the evaluation criteria. The fourth section is the difference between safety school environment can be summarized as the following analytical results that the difference between the new city. The results of this study as follows: First, the characteristics of the elementary school environment showed a significant difference between the new town. Second, school location, terrain characteristics, bike paths and pedestrian to the installation, the safety of landscape installations, installing median barriers, traffic safety facilities, speed bumps, separation of pedestrian and vehicle circulation in the front door, scores of elements of the plan such as parking scheme there is a difference between the new town. Third, the introduction of elements of the plan such as Traffic calming or Traffic Island installation techniques was found lacking.

The Improvement of the Area Estimation of the Metropolitan Railway Station Platforms (도시철도 및 광역철도 승강장 면적산정식의 개선방안 연구)

  • In urban areas, the proportion of railway traffic in public transport is increasing. The congestion situation is repeated as the passengers concentrate on station and transfer facilities and the inconvenience of the passengers is increasing in terms of safety and convenience. Therefore, the importance of estimating the appropriate area of the station has been emphasized. The area estimation formula used in the metropolitan railway stations currently is a partial modification of the area estimation formula of Japan in the 1970s. It does not reflect changes in the social and cultural environment and patterns of passengers. The technical basis for major decision variables is insufficient. Therefore, the theoretical basis of the area estimation formula and the pedestrian environment satisfaction of the design guideline of metropolitan railway stations were analyzed in order to suggest improvement formula. The improved area estimation formula was verified by conducting field surveys on 5 stations of metropolitan railways and 15 stations of urban railways. The existing area estimation formula is LOS E grade for the main space. However, the LOS D grade is implemented when the improved area estimation formula is applied. Based on the results, the design factors for the area estimation formula are suggested.

An Exploratory Study on the Analysis of Characteristics of Pedestrian Accident Vulnerable Points using Road View: Focusing on Sasang-gu, Busan (로드뷰를 활용한 보행자 사고 취약 지점 특징 분석 탐색적 연구: 부산광역시 사상구를 중심으로)

  • Purpose: In general, traffic accidents occur sporadically, so there are various limitations in terms of time and cost when conducting field investigations to prepare prevention and prevention measures. In particular, with the transition to a non-face-to-face society after the COVID-19, there is a greater need to prepare a replacement for field surveys. Therefore, in this study, Roadview provided by various websites was used as an alternative to field surveys in Sasang-gu, Busan City. The possibility was evaluated. Method: The research method was to extract vulnerable points for traffic accidents that occurred between 2016 and 22 and analyze road views based on the field survey evaluation items provided in the Traffic Safety Diagnosis Guidelines. Result: The main result was that Sasang-gu was most vulnerable to accidents involving elderly pedestrians at Sasang-ro, Daedong-ro, and Hakjang-ro. As a result of a detailed analysis of vulnerable points through Road View, Sasang-ro needed control of commercial vehicles and protection of the transportation vulnerable in the market commercial area. Daedong-ro was vulnerable to illegal on-street parking and slope merging sections, and Hakjang-ro was vulnerable to roads that were prone to speeding. When evaluating the possibility of replacing Roadview's field survey based on the results of this analysis, Roadview was able to effectively evaluate most items, such as separation of sidewalks and the location and spacing of safety facilities. However, there were limitations in items such as actual measurement performance. Conclusion: In other words, the road view can replace most field surveys, and the actual measurement evaluation items can be judged to be useful as auxiliary data, resulting in time and cost savings and high efficiency.

The Walkable Green Street Design for "Dangjae-Gil" (당재길 걷고싶은 녹화거리 설계)

  • This paper presents a streetscape design for "Dangiae-Gil"which is located at 126-1 Yangpyung-2dong, Yeongdeungpo-gu, Seoul and is about 500m in length and about 24m in width. The design goals are to make a green street on which people want to walk and people can walk and rest safely and pleasantly. To achieve these goals, concepts of environmentally-friendliness, placeness, safety, amenity, vitality, connectivity, and democracy are developed. For pedestrian safety, shared street concepts, such as crank, slalom etc. are adopted. The site is divided into 5 thematic spaces, such as "Village Entrance Space", "Culture Street", "Dangsan Park", "Nature Street", and "Ferry Space". The Village Entrance Space, which is an entrance of the Dangjae-Gil and a welcoming space, is for communicating information about the area. "Dangnamu"(zelkova tree) and signs are introduced here. The Culture Street is for experiencing past and present culture of the area. Colored tiles and plant boxes attached to benches are introduced. The Dangsan park is a sacred space where modem people can feel the sacredness of nature arid of being in a refuge. Dangjib, Dangnamu, multi-purpose plaza, athletic facilities, and playground for infants are introduced. The Nature Street is a space for feeling and teaming nature which has disappeared from the area leading to the river and a space for community participation. The elementary school walls were demolished and nature education spaces, such as butterfly and dragonfly garden, ecological pond, wildflower garden, etc., which are related to school education, are introduced. The Ferry Space is a space symbolizing a old ferry crossing and an entrance plaza to a bridge for "Sunyu-do\" . A boat-shaped deck, an elevator for handicap people, and parking space are introduced. In conclusion, sustainable management schemes for the site are suggested.sted.

An Effect of Lighting Facilities on Crosswalk Accident (횡단보도 조명시설의 설치효과에 관한 연구)

  • This study was practiced in order to analyze the effect of concentrative lighting that is set up at night in some districts. For practicing this study, It was analyzed first, to study the past papers, second, to analyze the condition of the traffic accidents and the characteristics of the accidents, third, to study on the improvements of the high accident locations, finally to study the characteristics about the pedestrians' traffic accidents. The effects of road lighting improvements was analysed. The result of the analysis on concentrative lighting of crosswalk said that the night accidents was decreased to average 16.13% and the Net Present Value(NPV) on the analysis of the effect during using period is 25,648 million won, The B/C is 12.85. So, It was analysed that it is very effective.This study was practiced on the some districts and equipping time is different, and the number of samples is small. Because of this facts, This sample doesn't represent all of the concentrative lightings. But through the systematic analysis, this study can present the alternatives that can be materialized.

Study on the Catchment Area of Child Care Center by Means of Transportation Mode (어린이집의 통행수단별 이용권 분석)

  • The purpose of this study is to analyze the catchment area of child care centers, which are becoming increasingly important due to social changes such as nuclear family and women's participation in society. In this study, we surveyed 2,174 children in 32 municipal child care centers in Suwon city. As a result, most of infants(0~2years old) were coming to daycare facilities by cars, and its catchment area for 90%ile were about 3km. Next, the catchment area of the children who walk to child care centers is about 500m. When using the car, the catchment area was 1.3km. This study provides the following suggestions. Considering the infant car use area, it is necessary to install more than one child care center per living area. In particular, there is a need to urgently expand daycare centers that provide child care services for infant care. Next, a nursing center-based pedestrian environment improvement project is needed.

Underground Space Development and Strategy in Korea (국내 지하공간 개발 및 대책)

  • Approximately 70% of the Korean peninsula is composed of mountains, around 99,274 $km^2$. Even worse, population rate of Korea is the No.3 in the world now. Accordingly, it is necessary to develop the potential underground space actively with the concept of another territory to be utilized. The development of underground space should be considered not a choice but an indispensable issue. Since 1970s, many large-scale underground structures have been constructed like as crude-oil storage bins, liquefied petroleum gas storage caverns, and underground pumped storage powerplants. Also, In urban area, the underground facilities such as subway networks, underground shopping mall, underground pedestrian network, electric power tunnels, and car parking lots have been used extensively. The scale of Yeosu oil and gas underground storage facility and Seoul subway systems are one of the massive scale in the world. Recently, the trend of the development of underground space becomes more diverse and larger scale. The current status of Korean underground space developments and strategy are described in this paper.

An Experimental Study on Fundamental Characteristics of Bicycle Flows (자전거 교통류의 기본 특성에 관한 실험 연구)

  • The purpose of this paper is to study the fundamental characteristics of bicycle flows. Several experiments were conducted to obtain the characteristics of bicycle flows, speed variation along a curve radius, bicycle driver's travelling territory and saturation flow rate at signalized intersection. Bicycle facilities are categorized into uninterrupted and interrupted, the capacity of uninterrupted is approximately 5000bic/h, and that of the interrupted (at signalized intersection) is approximately 3000bic/h, when a curve radius is over 20m, bicycle speed is not increasing. Bicycle driver's travelling territory is used to occupancy area, it is the same concept as pedestrian's. Bicycle occupancy area is to be divided into circulation zone, comfort zone. and collision zone. Circulation zone is over 2.21$\times$4.1m and collision zone is less than 0.96$\times$2.47m. Comfort zone is defined as intermediate state between two zones.

A Study on a Plan to Utilize a Focus on Pilotis Space of Apartment Housing (아파트의 필로티 공간 활용을 위한 거주자 이용현황 및 요구조사)

  • This study aims to find out the present conditions of pilotis space, and the usage and requests of it by residents as to suggest the direction in planning pilotis spaces in apartment housing. This study selected six apartment complexes, and conducted case-studies and surveys of them. The study findings are as follows. 1) The types of pilotis spaces of the apartment housing can be categorized into an entry type, a community type, a recreational type, a bicycle storage type, a pedestrian passage type, a parking type, and a visual passage type. As a result of studying the present conditions, pilotis spaces of a recreational type were the most, and a community type and a parking type were not found. It was found that diverse types of pilotis spaces need to be planned in consideration of the characteristics of an apartment complex and its residents. 2) As for residents' time spent in using the pilotis space, they spent little time. This can be attributed to the fact that most pilotis spaces were designed only with simple flat benches, and gazebos, which seemingly failed to draw residents' attention. Therefore, the spaces need to be planned for diverse purposes after examining residents' needs, which can include indoor exercise equipments and children's play facilities. 3) Regarding the residents' requests about pilotis spaces in the apartment housing, the most widely requested was using it as a community space. Also, many requested to use it as a library, and a children's play space. Therefore, it needs to be considered to plan the pilotis space for providing diverse programs.
