An Exploratory Study on 'Smart Citizens Party' Model ('스마트시민정당' 모델에 관한 탐색적 연구)

  • This article is exploring the possibility of establishment of a 'Smart Citizens Party'. In the society based the social computing, the individual leads the technical progress and the society which is adapted for this circumstance is changing in the direction of user-centric. Also, in the political process, we can see this social phenomenon. In other words, there's a quite possibility that decision-making structure may shift from the top-down approach to the bottom-up approach by the networked individuals or flexible voluntary group. In this context, this paper will propose the 'Smart Citizens Party' model that accept the change of political and social environment due to the advent of the social computing and cope with this change. The 'Smart Citizens Party' means the 'Party for Smartizen' of this social computing era. The 'Smart Citizens Party' is the intermediate party that link the political party to the civil society and is smart citizen's party that is operated democratically by active participation of citizens. This paper will review on structure and operational issues of political parties in Korea and study future-oriented solution and/or way to discovered problems of political parties in Korea.

The Revision of the Rules of the Workers' Party of Korea and the Organizational Changes of the 'Monolithic Guidance System of the Party Core': Focusing on Party-Government-Military Relations in Kim Jong Un Regime (조선노동당 제8차대회 당규약 개정과 '당중앙의 유일적 영도체계'의 조직적 변화: 김정은 정권의 당정군관계를 중심으로)

  • The Rules of the Workers' Party of Korea (WPK), revised at the eighth Party Congress in 2021, reflect the Kim Jong Un regime's changes in strategic lines and ideological justifications on North Korea's socialism and communism, and its recent stances against the external environment. Moreover, they contain critical changes in the party's organizational system encompassing the central and the provinces. This study explores the organizational changes of the "monolithic guidance system of the party core" stipulated by the new party rules in January 2021, based on the analysis of the entire nine revised rules of the WPK since 1945. In the 2021 Party Congress, the Kim Jong Un regime, which officially came to power after the fourth Party Conference in 2012, has institutionalized the monolithic guidance system centered on the party core, or the head of state, Kim Jong Un. The newly set leadership and execution system, which reorganized party, government, and military organizational structure and accompanied the relevant personnel changes, was derived from the attempts for reinstating the Kim Jong Un regime as a more normalized party-state structure before its 10th year in power in April 2022. The "monolithic leadership system of the party core" established a system of "organizational leadership" through the organization of the Central Committee, directed by the Party Head, or General Secretary. The institutionalization of the new system resulted from the ten-year development of the revival of the party-state structure, which compromised the status of the military and reconfirmed the party's control of the military. This study explains the new system from the perspectives of both institutionalization and top-down unity, shedding light on the new party-military-government relations of the Kim Jong Un regime. The analysis contributes to a better understanding and forecasting of the Kim Jong Un regime's governance, which currently strengthens the monolithic leadership system as a crisis management system in the face of the "triple hardships" of sanctions, Covid and disaster.

  • Independent component analysis (ICA) is a method separating the mixture of signals into statistically and mutually independent ones. It has been applied to not only the Cocktail-party problem but also EEG analysis using the EEG waveform, digital signal processing, image processing and cognitive technique field actively. This study aims to propose a procedure to estimate the modal responses and mode shapes of a floating structure by using the ICA method from measured responses of the floating structure.

Content and Value Analysis of the Records of Green Party Korea's Election Activities (녹색당 선거활동 기록의 의미 분석 연구)

  • An election is a major event in a country that elects the people's representatives. Currently, Korea's electoral system has a structure that limits the exclusion of the minority's opinion. Also, it has strengthened the monopoly of major political parties. Despite the harsh conditions, Green Party Korea has proposed an alternative to prevent even the minority from being excluded by practicing direct democracy and expanding proportional representation through the institutionalization of the democratic process within the party. Election campaigns should thus reflect this orientation of Green Party Korea. The local elections and the national elections reflect Korea's political and social status and show the course over two minority parties beyond such limits. Moreover, they provide evidence of the activities of Green Party Korea. The paper analyzes how the election archives of the party hold the values of democracy, how minor parties jump to another because of the unfavorable election system, and how the archives of Green Party Korea reflect its values on the political history of Korea.

  • The social computing which is growing rapidly, has been scaling up the influencing power in every area and extending its activities into the political area. On the other hand, political participation trend of citizens gave rise to an innovative idea, so called 'Smart Citizens Party'. This requires the receptiveness and the openness of the party. So smart citizens party needs the smooth communication structure based on social computing as well as ICT(Information Communication Technology). That is, to embody the Smart Citizens Party, social computing framework for its is required. The purpose of this study is to suggest the social computing framework as the technical base of smart citizens party. To achieve this purpose, this paper will analyze the rise of the social web and ICT & innovation of public(and political) sector, study the concept and impacts of social computing and the concept and characteristics of Smart Citizens Party, and describe the framework, its elements and its service functions of social computing.

  • The 11th Congress of the Vietnamese Communist Party(VCP) held in January 2011 was the forum to reconfirm the gradual reform. By analysing the documents submitted to the Congress, it can be realized that the VCP's reform policy reveals the compromise between conservative and progressive perspectives by "the Socialist-oriented Market Economy". The VCP proposes to proceed the balanced reform for the sustainable development by multi-sector economy to achieve the basis of the modern state by 2020 on the one hand and also urges to strive against "the peaceful evolution" to defend the socialist regime from abroad as well as within the party itself on the other hand. In personnel structure of the Central Committee and Politburo, this term of the Party still keeps the balance of the localities and sectors of the society. No big change was in the selection of top leaders, as almost of them were promoted slightly in the existing echelon of the Politburo. On the prospect of the reform process Vietnam will continue the reform as gradual as before.

  • The year 2016 in Cambodia witnessed the collapse of Cambodian democracy. Promising results in terms of fairness the communal elections achieved were eclipsed by the dissolution of the Cambodia National Rescue Party. With press and civil society also being silenced, the ruling Cambodian People's Party expects no more challenge to its authoritarian rule. The economy continued it growth in 2017. However, serious problems embedded in its structure threaten the likelihood of sustainable development. Cambodia with solid China backing began to amp up its voice on the international stage, heading to a head-on collision with big donators including the United States.

  • This article discusses the validity of selective/unilateral arbitration agreement that provides arbitration as one of several dispute resolution methods. The Supreme Court has held selective/unilateral arbitration agreement that is conditional invalidity since the judgement of 2003Da318 decided on Aug. 22, 2003: In the following judgements of 2004Da42166 decided on Nov. 11, 2004 and 2005Da12452 decided on May 27, 2005, the Court stated that the selective/unilateral arbitration agreement that stipulates to resolve a dispute through arbitration or mediation would be valid as an effective arbitration agreement only if a party elects and proceeds an arbitration proceeding and another party responses to the arbitration proceeding without any objection. The definition of arbitration agreement, the formation of selective/unilateral arbitration agreement, the summary of relative judgements and academic theories will be reviewed in order to examine the appropriateness of the series of judgements of the Supreme Court. Based on such reviews, this article will investigate the adequacy of the Supreme Court judgements from the perspectives of i) the principle of party autonomy, ii) the structure of dispute resolution methods, iii) legal provisions of Arbitration Act, iv) legal stability, and v) the policy to revitalize the use of arbitration. At conclusion, this article will suggest the change of precedents of the Supreme Court's judgements with regard to the selective arbitral agreement.

An Analysis of 2018 Local Elections: Structure and Issues (2018년 지방선거 결과 분석: 구조와 쟁점)

  • This paper analyzes the structures and issues of 2018 Korean local elections based on the author's observations on the electoral processes. Even if this paper does not follow a traditional statistical method, it provides the interpretative meanings of 2018 local elections by utilizing an expert's observations of campaign processes. This result of 2018 election can be summarized into two analytical frames. In terms of electoral competition structure, three key factors, such as presidential approval rating, party competition structure, ideological spectrum, tend to affect the winning of governing party. In the light of election issue, the inter-Korean summit, the Washington-Pyeongyang summit, Incheon deprecating remark were positive to the vote gains of governing party, but the negative campaign, the drucking scandal and the swing voters were found not to be significant. The local election in Korea tends to show dual meanings, a proxy war of national-level politics and a composition process of local government. This paper found that the 2018 election has dual meanings at the same time, in a sense that it is the punishment of the ex-governing party's wrongdoing and the power change of local government.

The Effect of Controlling Shareholders md Related-Party Transactions on Firm Value (대주주 소유구조 및 연계거래 여부가 기업가치에 미치는 영향에 관한 실증연구)

  • We examine the effect of controlling shareholders ownership structure and related-party transactions(hereafter 'RPT') of publicly traded companies on their firm values during the post-IMF period. In the multivariate regression analysis using control variables such as firm size, capital structure, investment, dividend, profitability and industry dummy that might affect firm values, we find that there exists a significant negative relation between the controlling shareholders ownership structure and firm values proxied by Tobin's Q, and also find that there is a significant negative relation between RPT and the firm values. Those evidences seem to support the controlling shareholders' expropriation hypothesis. Additionally, we investigate the relation between ownership structure and rim value through the piecewise regression analysis. We find a significant 'inverse' U-shape pattern between the controlling shareholders ownership structure and firm values. This result is quite different from the existing literatures that have usually reported an U-shape pattern. In conclusion, the findings in this study do not support the notion that the ownership concentration to the controlling shareholders does negatively affect the firm values monotonically.
