Structuration of e-Government Systems Assimilation: A Comprehensive Framework Development and Case

  • The multifarious array of benefits to the e-Government systems research, from evaluative frameworks and conceptual models to guidelines for initiatives, adoption, and assimilation, evidences the requirement, both from the researcher's and the practitioner's standpoint, of sound theoretical foundations that can be applied directly in practice. Grounded upon structuration theory, this paper proposes a framework for e-Government systems assimilation through the structuration of its organizational factors. Upon this proposition, we map the factors of e-Government systems assimilation with the organizational meta-structures of signification, domination and legitimization. The framework is then tested for the case of one particular e-Government systems of Korean government. The juxtaposition of the theoretical position and the practical findings leads us to isolate the organizational, technological, and inter-organizational factors that shape the meta-structures for the assimilation of e-Government systems. This framework offers interesting possibilities to researchers in exploring the relationships and insights into the complex interactions that shape the relationships among government, people and technology. Thus, the paper's contribution lies on three axes: first, the furthering of a theoretical perspective of e-Government systems assimilation; second, a detailed exposition of the structuration theory and an illustration of its application to the issues of e-Government systems assimilation in the organizational context; and finally, developed framework through the isolation of a usable set of theoretically grounded factors affecting e-Government systems assimilation that can be applied in future research and practice.

The Antecedents of Site Trust and the Determinants of On-line Purchasing/Repurchasing Behavior : A Relationship Marketing Approach (사이트 신뢰형성과 온라인 구매/재구매 행위 결정요인에 관한 관계마케팅적 연구)

  • The exponential growth of the on-line shopping mall has been the advent of buying and selling products and services over the internet. In these circumstances, this paper presents the importance of understanding and managing the purchasing behavior of on-line shopping mall customers. The main purpose of this research is to find out the antecedents of customer trust and to conceptualize and investigate the relationship between endogenous mediating variables(such as customer trust, attitude, loyalty, relationship involvement) and purchasing and/or repurchasing intention in internet shopping mall. The empirical findings are as follows : First, the three antecedents of customer trust( EC system characteristics, psychological propensity, and trustworthiness) had the positive effects on the formation of site trust. Second, we found out that there were direct or indirect relationships between the mediating variables and on-line purchasing and/or repurchasing intention. In Particular, the direct effects of customer attitude on customer loyalty and buying intention were rejected, but the indirect effects through relationship involvement were accepted. This means that the relationship marketing is probably more important for the success of internet shopping mall Third, there were no direct relationship between the mediating variables and the repurchasing intention, but most researches in the brick and mortar, the proposition are supported. This implies that repurchasing intention was intensified by the indirect path, such as site trust $\longrightarroe$ attitude $\longrightarroe$ involvement $\longrightarroe$ loyalty $\longrightarroe$ purchasing intention $\longrightarroe$ repurchasing intention. So, the internet marketers must make an effort not only to strengthen the direct casual linkage between them but also to consolidate the indirect connections leading to boost purchasing and repurchasing intention.

Analysis of Consumer Value for the Business Model Development of Next Generation IPTV: Mobile IPTV (차세대 IPTV 비즈니스 모델 개발을 위한 소비자 가치 분석: 모바일 IPTV를 중심으로)

  • IPTV was introduced as the new growth engine of the broadcasting and telecommunications industry and has experienced a high growth rate as its subscribers exceeded 2 million in early 2010. However there have been some doubts on if the IPTV market will keep current growth drift. One of such suspicions is that IPTV market has not been developed by the competitiveness of IPTV industry itself. In addition, the recent slowdown of subscribers' growth and IPTV players' operating at a loss has been suggested as obstacles to the IPTV market growth. This sort of phenomenon has been brought about by ambiguous proposition of IPTV's own value as well as IPTV service positioning gap. To resolve these problems this study empirically investigates what customers want to get from IPTV service by analyzing switching value of IPTV subscribers. This study also identifies which values must be strategically considered to develop next generation IPTV services, in particular mobile IPTV services. Following the investigation, this study analyzes the possible positioning gap of mobile IPTV. Through this analysis, this study suggests which sort of service values need to be reconciled.

The Notion of Truth in Intuitionistic Type Theory (직관주의적 유형론에서의 진리개념)

  • I examine the notion of truth in the intuitionistic type theory and provide a better explanation of the objective intuitionistic conception of mathematical truth than that of Dag Prawitz. After a brief explanation of the distinction among proposition, type and judgement in comparison with Frege's theory of judgement, I examine the judgements of the form 'A true' in the intuitionistic type theory and explain how the determinacy of the existence of proofs can be understood intuitionistically. I also examine how the existential judgements of the form 'Pf(A) exists' should be understood. In particular, I diagnose the reason why such existential judgements do not have propositional contents. I criticize an understanding of the existential judgements as elliptical judgements. I argue that, at least in two respects, the notion of truth explained in this paper is a more advanced version of the objective intuitionistic conception of mathematical truth than that provided by Prawitz. I briefly consider a subjectivist's objection to the conception of truth explained in this paper and provide an answer to it.

Feature Selection Using Submodular Approach for Financial Big Data

  • As the world is moving towards digitization, data is generated from various sources at a faster rate. It is getting humungous and is termed as big data. The financial sector is one domain which needs to leverage the big data being generated to identify financial risks, fraudulent activities, and so on. The design of predictive models for such financial big data is imperative for maintaining the health of the country's economics. Financial data has many features such as transaction history, repayment data, purchase data, investment data, and so on. The main problem in predictive algorithm is finding the right subset of representative features from which the predictive model can be constructed for a particular task. This paper proposes a correlation-based method using submodular optimization for selecting the optimum number of features and thereby, reducing the dimensions of the data for faster and better prediction. The important proposition is that the optimal feature subset should contain features having high correlation with the class label, but should not correlate with each other in the subset. Experiments are conducted to understand the effect of the various subsets on different classification algorithms for loan data. The IBM Bluemix BigData platform is used for experimentation along with the Spark notebook. The results indicate that the proposed approach achieves considerable accuracy with optimal subsets in significantly less execution time. The algorithm is also compared with the existing feature selection and extraction algorithms.

  • This paper describes how to protect the personal information of a biometric reference provider wherein biometric reference and personally identifiable information are bounded in a biometric system. To overcome the shortcomings of the simple personal authentication method using a password, such as identify theft, a biometric system that utilizes physical and behavioral characteristics of each person is usually adopted. In the biometric system, the biometric information itself is personal information, and it can be used as an unique identifier that can identify a particular individual when combining with the other information. As a result, secure protection methods are required for generating, storing, and transmitting biometric information. Considering these issues, this paper proposes a method for ensuring confidentiality and integrity in storing and transferring personally identifiable information that is used in conjunction with biometric information, by extending the related X9.84 standard. This paper also outlines the usefulness of the proposition by defining a standard format represented by ASN.1, and implementing it.

  • How the port, shipping, shipbuilding, and vender industries in Korea can have a seamless value chain through their digitally smooth cooperation by applying the latest information and communications technology through the "4th industrial revolution" was examined. Also considered was the proposition that the value chain should be a smart, seamless value chain among industries with successful hyperconnection. Their cooperative relationships were defined, and the crucial elements for the sustainable development of these industries were considered. As a result, the direction for achieving environmental, social, and governance management by realizing decarbonization through today's digitalization could be studied. In particular, the importance of digitization as a way to respond to the future market from the perspective of small and medium-sized enterprises and the role of digitization realized by small and medium-sized equipment companies in the overall industry were examined. The results simultaneously show the state of linkage between industries and the reason why the value chain must maintain a smooth relationship. In addition, using the lessons learned from recent failure cases from the Korean shipbuilding industry as a cornerstone, the direction for creating a strategic pathway for intelligent connection was investigated.

  • Because individuals come together to form a society, society has characteristics that are different or similar. Furthermore, as globalization and language acquisition in other countries have been activated, the frequency of studying abroad has increased. While Korea also studies abroad, the number of students coming to Korea from other countries continues to increase, increasing. In particular, when there was interest in start-up businesses, the factors were discovered through exploratory research in order to identify factors affecting the level of growth in start-ups when they had different nationalities. In order to conduct exploratory research, the government wanted to check more in-depth information through semi-structured interviews with co-founder companies composed of Koreans and Chinese. The main keywords were repeated or emphasized continuously during the interview, and other keywords were obtained through additional questions. As a result, it has been confirmed that self-acceptance, cultural distance, entrepreneurship, knowledge quality and growth are very large keywords in the co-founding start-up of different countries. The proposition was established as having a relationship of justice with self-acceptance, cultural distance and entrepreneurship as independent variables and with the degree of growth as dependent variables. In particular, in the case of co-founding with different nationalities, the most important knowledge quality was represented the effect of reverse U in each relationship (the relationship between self-acceptance, cultural distance, entrepreneurship and growth).

The Proposition of Domestic Sprinklers Installation Standard and the Fire Services Act (국내 스프링클러 설치기준과 소방관련 법에 관한 고찰)

  • Recently, many accidents occur frequently because sprinklers aren't installed or don't work right when there are outbreak of fire in houses and aggregate buildings. Therefore, they can result in damage for humans and loss of property. Sprinklers are the most appropriate which can extinguish buildings' fire in the initial stages. Through lack of legal system, in domestic cases, sprinklers cannot operate their inherent performance. Domestic standard simply classifies installation objects according to types of business and forms of buildings, also divides into uses and floors of buildings. Especially it only regulates that sprinklers must be installed every floors in particular fire buildings that have more than eleven floors. While it doesn't need to install sprinklers below ten floors, so we are threatened the safety. In this study, we derived causes and implications by analyzing concepts of sprinklers facilities, installation standards in domestic and foreign legal system, and recent cases that expanded damages in fire accidents because of weak point of installation and control standards. In domestic cases, as a result, government has to provide an institutional strategy and law that regulate duty to install sprinklers to all aggregate buildings regardless of floors in terms of new buildings. Also, if someone who has existing buildings wanted to install them, government would guarantee subsidy to encourage installation. In addition, government supervises fire-fighting activities when there are fire by compensating standards about regular inspection by a qualified technician, operation and maintenance of sprinklers as well as reinforcement of administrative criteria.

A Conceptual Study on the Types of Entrepreneurial Opportunity and Laboratory Start-ups (창업 기회의 유형과 실험실 창업에 대한 개념적 연구)

  • This study focuses on the proposition that the qualities and environmental conditions required for exploring entrepreneurial opportunities and realizing entrepreneurial opportunities depend on the types of entrepreneurial opportunities. In particular, this study aims to identify the type of entrepreneurial opportunities for laboratory start-ups, which have recently been gaining policy level attention. If the type of entrepreneurial opportunities for laboratory start-ups is identified as discriminative, appropriate start-up support policies and training programs can be established. For this study, eight major papers were identified among the papers of last 30 years related to the types of entrepreneurial opportunities. After, the classification attributes for each opportunity type were derived. Then, the existing theories of recognition, discovery and creative opportunities were organized, critically reviewed and reorganized. In addition, the substance of laboratory start-ups was verified according to the standardized classification attributes of the revised and reorganized opportunity types and newly classified as 'creative opportunity'. This study also presents networking capabilities and market orientation as examples of the capabilities needed for entrepreneurs of creative opportunity type. The implication of this study is that it makes it easy to discriminate ontological typology of entrepreneurial opportunity, derives important classification attributes, and that it organizes them conceptually. In addition, it critically reconstructs the problems of confusion in the existing typology, and based on this, the type of entrepreneurial opportunities for laboratory start-ups is determined as creative opportunity. These achievements can contribute to the improvement of start-up policies and start-up training programs according to the types of entrepreneurial opportunity and laboratory start-ups in the future, resulting in realization of actual results at the start-up sites.
