제주시 차고지증명제 사례소개와 성공을 위한 방안 연구 (Levying Garage Option on Car Buyers (Jejusi Case Studies and the Way to Success))

  • 본 연구의 목적은 주차의 긍정적 역할과 부정적인 측면에 관한 문제의식을 가지고 우리나에서는 처음으로 제주시에서 시행하고 있는 차고지증명제를 소개하며, 차고지증명제를 활성화시키기 위한 방법을 주민의 의견을 들어 제안하고자 하는 것에 목적이 있다. 차고지증명제(Levying Garage Option on Car Buyers)란 자동차소유자가 자기차고를 원천적으로 확보하도록 하여 특히 야간 이면도로의 주차무질서를 바로잡고, 각종 불법 주정차의 문제를 해결하며, 도로의 미관을 개선하고 도로의 원래 기능을 주민에게 돌려주기 위하여 차고시설 설치에 관련된 법률을 일반 모든 차량에 적용하도록 하려는 제도라 할 수 있다. 제주시에서는 전국 최초로 자가용자동차에 대하여 차고지증명제를 도입하게 되었다. 설문조사 결과 차고지증명제가 성공하려면 구 도심지 주택밀집지역에서는 별도의 해결책이 있어야 한다는 의견이 가장 많았다. 그리고 차고지 증명제 찬반에 따른 로지스틱 회귀분석을 실시하였다. 차고지증명제에 찬성을 많이 유도하고 성공을 구하려면 차고와 거리완화, 단속강화, 공동주택에서의 대책마련에 특히 관심을 가져야 할 것임을 알 수 있다. 그리고 정책제언을 다음과 같이 정리하였다. 첫째, 차고지와의 거리를 차츰 완화하는 정책을 펴야 한다. 둘째, 차고지증명제를 이행하는 세대에게는 저리융자로 사유주차장을 만들도록 유도하거나 세금의 감면 혹은 면세 등의 인센티브를 줄 필요가 있다. 셋째, 담장허물기 사업과 연계할 필요가 있다. 넷째, 제주시 동지역 이외에 다른 지역과의 형평성을 고려해야 하고, 차량에 대해서도 형평성을 고려해야 한다.

시흥시 주요 저수지의 환경친화적 공간 계획 (Environmental Friendly Space Planning for Reservoirs in Siheung City)

  • This report designs a landscape plan of six reservoirs in Sihung city which has possibilities both in development and in destruction. The report suggests how to create a leisure space in harmony with the surroundings in Sihung city. Building a leisure town will create the local residents' demand in recreational activities and improve the amenities. Therefore this study analyzes eco-friendliness of the land, conditions of fauna and flora, the quality of water and the usage figures of the six reservoirs so as to develop those six reservoirs more eco-friendly. Based on environmentalism, the leisure spot development plan attribute the ultimate importance to local residents' pleasant leisure time and recreations. With this master plan, the report suggests expanding the city's green space, since the city has under 50% out of the optimal percentage of green space per person. In addition, the report intends to plan each six reservoirs developed separately but organically connected at the same time that those six can put together and become a Sihung Green Way which makes the city's leisure space a belt. Apportioning the six reservoirs development levels in order to balance the development, accumulating and arranging buildings and facilities in available spaces according to the governing law, and creating resting area, promenade and parking lot to make an eco-city. Also the report suggests conserving environment and regulating contamination such as ban on fishing to move forward sustainable development. Since the adventives predominate the site, introducing indigenous plants should be necessary soon.

전통시장 아케이드 공간의 리모델링을 위한 이용자 태도에 관한 연구 - 대구서문시장 이용자 설문을 바탕으로 - (User Preference for Improved Remodeling of Arcade in Traditional Market - Based on user surveys in Daegu Seomun Market -)

  • Fifteen years after the modernization of traditional markets, commercial facilities and some 1,000 markets across the country contacted arcade operators, there are no specific guidelines on installation standards, exact guidelines for public facilities, and guidelines on law, maintenance and management yet. Therefore, it is necessary to derive a plan that reflects the mindset of the market project and the users as basic planning data for making arcade remodeling of traditional markets more advanced. As a research method, case studies and surveys were conducted and the details are as follows. Through the case study, this study drew suggestions that were available and needed in Korea on the planning plan of arcade space in the developed traditional market and conducted user preference. The survey participants are 150 users of Daegu seomun market. In addition, the survey contents are approached with the concept of remodeling remuneration, so the total number of questions is 47 including 'accessibility', 'comfort', 'openness', 'safety' and 'integrity', which are five elements of the arcade plan. The survey method assessed the importance and satisfaction of each questionnaire on a 5-point scale, and the survey results were compared with technical statistics and means using the SPSS statistics package. The results of user awareness and image survey, in which the installation and remodeling of the ventilation system of the crosshairs are mentioned in the event of fire or in the case of daily ventilation, are important factors in safety. The user-conscious survey, analyzed in 'integrity', indicates that the use of multi-purpose space is required, and that the layout of street stalls and parking and user movements should be integrated. Mac of this study is going to present direction of remodeling plan and behavior analysis by analyzing user preference data for advanced remodeling of arcade in traditional markets.

주민참여를 통한 도시복개하천의 환경친화적 복원방향설정에 관한 연구 - 과천 양재천 복개하천 복원사업을 사례로 - (A Study on Establishment of the Directions for Environmentally-friendly Restoration of Underground Stream by Citizen Participation - In the Case of the Yangjae Underground Stream Restoration Project -)

  • The purpose of this study is to establish future directions of environmentally-friendly restoration of Yangjae underground stream and reflect various opinions of inhabitant in the plan and design process. The opinions from the citizens include the economic and environmental suitability of the restoration projects and preference for the future directions of restoration. The citizens are favorable to removing the existing parking lot and want to have jogging course, walking path and bike road in the stream. Different opinions and resulted in preferred facilities and diminishing existing park along the stream depending on the restoration influencing zone. As a result, citizens agree in restoration but they have different opinions about the feasibility of new facilities, streams restoration and central park reduction locally. It is desirable to reflect the opinions of citizens in the process of plan and design of restoration project.

A Study on the User Demand Forecasting and Improvement Plan of Gimpo City Library Service

  • With accommodation of a population of many young people and families due to Hangang River New Town Housing Project and development of railway station spheres, a need is increasing to improve the quality of public libraries service for Gimpo citizens and to establish more libraries. This study thus analyzed the book lending data of Gimpo City libraries, and the city's libraries-related social media big data in an effort to forecast the users, and thus to propose four library service improvement measures. First, in terms of book gathering and book development policy plans, a proposal was made to expand good books for children and youth, and to expand general original-language books related to learning of English, and English books for children. Second, in terms of the establishment of additional libraries or specialization strategy, a proposal was made to establish exclusive children's libraries or English libraries, and to establish library specialization strategy with a focus on children and English themes. Third, in terms of library culture programs, a proposal was made to provide library culture programs in relation to children education and to expand weekend library culture programs. Fourth, in terms of library facilities, considering the convenience of parking facilities, a proposal was made to establish libraries near apartment complexes.

Hemeroby를 이용한 자연환경평가 및 환경계획 - LG 빌리지의 사례를 중심으로 - (Application of Hemeroby for Environmental Assessment with Environmental Planning - Focused on the Case“LG Village”-)

  • 개발이 허용된 지역이라도 개발로 인해 발생되는 기존의 환경파괴에 대해 외국의 경우 보상계획을 통한 개발 계획을 수립하는 것이 보통이다. 그러나 국내의 경우 개발지역내의 환경계획은 주로 개발용도에 따른 법적 테두리안에서 녹지면적을 채우는 것으로 일관하고 있다. 따라서 본 연구에서는 대학 프로젝트의 한 사례를 중심으로 대상지의 환경을 Hemeroby등급을 이용하여 평가하고 파괴에 따른 보상계획을 제시하였다. 대상지는 수원시 권선구 금곡동에 계획된 대단위 아파트단지 개발지구이다. 우선적으로 개발전의 대상지를 Hemeroby등급으로 평가한 후 아파트단지 개발안, 즉 LG빌리지안을 Hemeroby등급으로 비교평가하여 LG빌리지안에서 보상되지 않은 기존 환경 파괴에 따른 보상안을 양적인 측면에서 산출하였다. 산출근거는 개발전의 대상지는 $\beta$-/$\alpha$-euhemeroby가 전체의 80.1%였는데 LG개발안은 $\beta$-/$\alpha$-euhemeroby가 43.7%로 낮아지면서 meta-hemeroby가 개발전 17%에서 56.3%로 증가하였으므로 보상안은 LG개발안의 건축물을 수용하되, $\beta$-/$\alpha$-euhemeroby비율을 올릴 수 있는 보상계획, 즉 하천복원, 지상주차장의 녹화, 옥상녹화 및 절토면의 녹화 등을 제안하였다.

리모델링 사업성 평가 모델 구축에 관한 고찰 (A Study on the Building of Remodeling Evaluation Model)

  • This study aims to evaluate the feasibility of remodeling business by predicting the future price of apartment house after remodeling using Hedonic Price Model. The data concerning such 9 independent variables as location, unit size, unit plan, landscape, parking, the number of elapsed years after completion, number of units, mechanical performance, interior from 25 regions in Seoul metropolitan city were collected and evaluated by established evaluation criteria. The coefficients affecting the price of apartment unit were made by Ivay of linear multi-regression and put into Hedonic Price Model. The feasibility evaluation model for apartment was made and verified by data of remodelled apartment. The predicted results using suggested evaluation model coincide with actual apartment market situations.

노후아파트의 리모델링에 대한 거주자의 요구 경향 (The Study on the Residents' Needs of Remodelling in the Deteriorated Apartment Housing)

  • The deteriorated apartments make a social problem in now a days. After all a new alternative plan for deteriorated apartments such as the remodelling concept must be considered. This study aims to survey the needs levels among residents in deteriorated apartments relating to remodelling. It might provide the basic data which could be used for the analysis of consumers in the future implementation of deteriorated remodelling projects. The analytical methods applied for this study were t-test, one-way ANOVA, post-hoc estimation(Scheff test) by the SPSS 10.1 for Windows program. The analysis of the need levels for the areas of remodelling, by the family characteristic variable, residence value viewpoint, and residence satisfaction level, indicated that the demand level for ‘equipment ’was the highest, followed by the order of ‘structure’ and ‘interior’. The need levels for ‘security’, ‘parking lot’, ‘public facilities in apartment block’, and ‘landscape’ were generally low but in the group of high income, the need levels were comparatively high.

구획정리사업 부지내의 제척지 주거환경 실태 - 대구시를 중심으로 - (The Living Environments of Leave-out lands in the Land Readjustment Project Area - Focused on Daegu City -)

  • This study is designed to suggest future development guidelines for leave-out lands in the land readjustment project area. For this purpose, physical conditions which affect living conditions were surveyed. The findings are follows. First, the living conditions in the lands are low with shortage of parking space and green area, narrow and low-performance road conditions, disordered fence and roof. Furthermore, illegal waste disposal made the condition even worse. Second, it is desirable to make separated plan for the leave-out lands because they have quite different living conditions from those of the land readjustment project area. Third, it is suggested that urban planning and architectural laws should pay attention to the leave-out lands to improve living conditions. It is also recommended that planning obligations for the leave out land should be imposed on land developers.

독일 공동주택 설계경기의 심사평에 나타난 평가항목에 관한 연구 - 연립주택을 중심으로 - (A Study on the Critical Elements in the Commentaries on Competition of the Mulifamily Housing in Germany - Focused on the Rowhousing -)

  • In this study, I investigate the critical evaluation elements at the architectural competition of the Rowhousing held nationwide in Germany. These evaluation elements, which can be regarded as the important design evaluation criteria, are selected by the design competition committee. Generally, in Germany the design competition committee consist of professors and famous architects who have theoretical and practical abilities with their own office. I classify and analyze the critical evaluation elements of 95 committee members, working on the selected 9 prize-winners in Germany from 1998 to 2002. I conclude that the critical evaluation elements, ordered by frequency are ; $\circled1$ context, $\circled2$ landscape & outside space, $\circled3$ arrangement of building, $\circled4$ circulation, $\circled5$ organization of plan, $\circled6$ economic aspects, $\circled7$ orientation of building, $\circled8$ parking, $\circled9$organization of form, $\circled10$ natural light. These design evaluation criteria for the Rowhousing in Germany also can apply to the korean case.
